MEMORANDUM FOR ALL OFFERORS

FROM: 436 CONS/PKA

SUBJECT: FA449720R0004, Dover AFB Multiple Award Construction Contract/B208 Repair HVAC, Solicitation Questions and Answers

1. With the Shelter in Place restrictions, will the site visit be held as planned?

Government Response: No. Reference Solicitation Amendment 0001.

2. Would the Government consider allowing offerors to submit all of the proposal documents via e-mail with the original bid bond to be mailed following submittal? With personnel working remotely, other delivery options are considerably more difficult.

Government Response: Yes. Reference Solicitation Amendment 0002.

3. The project requirement asks for a past performance questionnaire for 7 projects in last 5 years.

Will a CPARS document be accepted in place of past performance questionnaire, as it became a challenge to get the questionnaire from the officials, as most of them are no longer with the same agencies or in the same location for us to track them down.

Government Response: No. The Government has access to CPARS. Follow the solicitation instructions.

4. I just wanted verify that the seed project is a design build project?

Government Response: Confirmed.

5. Please confirm whether the Seed Project will be performed as a Design/Build or Design-Bid-Build task order.

Government Response: Design/Build.

6. Is a designed required for the Seed Project to price, or do the design documents included with the solicitation represent the solution?

Government Response: The question is not clear. The documents included with the solicitation are the seed project as-built drawings.

7. Since this is a competitive solicitation, why are we required to disclose our own or subcontractor markups? It is unlikely that by soliciting multiple subcontractors/vendors, on a competitive basis, they would be compelled to disclose such information.

Government Response: Solicitation instruct offeror’s to include pricing for the seed project in Attachment 2, Bid Schedule. Pricing elements included in Attachment 2 are at the offeror’s discretion.

8. What is the purpose of requiring the disclosing the overhead and profit rates, beyond evaluation of the seed project pricing?

Government Response: These items are indicated as “fill in as required.” The solicitation is silent in regard to requiring these items.

9. Since this is a competitive solicitation, why are prime and subcontractors required to disclose any of this cost and pricing data? We can generally understand line item pricing by division, but disclosure of costs (including subcontractor’s cost) by unit line item, with disclosed markups and profit does not appear necessary to determine price reasonableness of a prime contractor’s price. It is competitive.

Government Response: The Government may use various price analysis techniques and procedures, as described in the FAR and Supplements to ensure the Government receives a fair and reasonable price.

10. The format of this workbook assumes two cost elements. Labor and materials. Contractors almost always have more than just two cost elements. Examples are equipment rental, owned equipment, subcontractors (subcontractors can have subcontractors), travel and per diem, and all other direct costs (ODCs). Can the workbook be corrected to account for an individual contractor’s customary accounting practice?

Government Response: Recommend adding elements under the respective division as a line item and carry the cost in either labor or material. Or, add cost element(s) to the summary sheet after Division 48.

11. There is no single method of cost buildup that all primes and other subcontractors collectively utilize in their standard accounting practices. There are different ways of treating indirect costs and different costs basis, or combination of costs basis, utilized for indirect distribution. Can the workbook be corrected to account for the offeror’s standard accounting practices?

Government Response: Recommend adding elements under the respective division as a line item and carry the cost in either labor or material. Or, add cost element(s) to the summary sheet after Division 48.

12. There could be multiple subcontractors under a single division (tab) of work. Covering different aspects of the division. How should the workbook be corrected to account for this?

13. Please consider removing the paper copy requirement and providing a means to submit electronically (email/dropbox/SAFE) during the COVID 19 pandemic restrictions across the country.

14. Please consider accepting a CPAR in lieu of the provided Attachment 3 Past and Present Performance Questionnaire, in order to reduce the burden on our Government clients that have already provided feedback on our projects.

Government Response: Follow the solicitation instructions.

15. Please accept a CPAR for this requirement and let it not be included in the page count for this section.

16. As Built documentation provided does not show existing Ice Storage or Dry Cooler information.

Please provide model numbers and capacities for the Dry Cooler and any pumps associated with the Dry Cooler or Ice Storage.

Government Response: As-Built drawings are provided. See attachment.

17. The dry cooler may or may not be able to be piped into series with the chillers depending on the maximum allowable flow thru the dry cooler. Should the existing dry cooler not be capable of being piped in this way will DAFB allow for deviation from the scope?

Government Response: DOR to provide determination, if current system cannot be modified a change in scope can be determined.

18. Will DAFB require a new dry cooler be installed to achieve this scope should the existing dry cooler not be capable of series flow configuration?

19. The scope above indicates in-line filters are to be provided on the Domestic Water Service, Air Handling Units, and Humidifiers. The as-built documents provided indicate that domestic water does not service the air handling units. Please confirm you do not want in-line filters on the chilled or heating water lines serving the air handling units.

Government Response: See revised SOW attached.

20. The as-built documents do not indicate domestic water service size. Please confirm the domestic water pipe size and that a full size in-line bag filter is required.

Government Response: Two (2) inches.

21. During the conference call it was identified that the intent of the in-line filters on the domestic water lines servicing the humidifiers was to reduce scale. The as built documentation indicates there are 2 humidifier units (one for AHU-1 and another for AHU-3) in this building. Scale in these types of humidifiers is a result of poor water quality. The as-build drawings indicate a water softening system is on the domestic feed to the humidifiers. We recommend restating the scope of work to remove the water softening system and installing an Reverse Osmosis system for these humidifiers. Please confirm this scope change.

Government Response: Reverse Osmosis is not desired as it makes the water corrosive to copper pipes. SOW will be revised.

22. The as-build documentation does not provide information on the configuration of server room 111 or computer room 125. Is there a hot / cold isle configuration that must be maintained in either of these rooms?

Government Response: No.

23. What type of ceiling is in server room 111 or computer room 125?

Government Response: Suspended drop ceiling.

24. What is the clear space above server room 111 and computer room 125? Is it possible to route ductwork above the ceiling?

Government Response: Pictures will be provided. See attachment.

25. Is there a raised floor in server room 111 or computer room 125? What is the height of the raised floor?

Government Response: There is raised flooring in server room 125. 18’’.

26. There is no documentation currently provided to determine the equipment heat generation of server room 111 or computer room 125 that could be utilized to size the new VAV-12, CRAH or CRAC. Can heat generation information be provided for the equipment within these rooms? If a UPS is in these rooms the size and model of the UPS must be identified. If UPS is present is it possible to read the power output of this UPS as this information could be utilized to determine the heat load in these rooms.

Government Response: As-builts drawings are provided, new units are to match cooling capacity of existing, Room 111 capacity is to match cooling capacity of AHU-4. See attachment.

27. The existing chilled water lines to AHU-4 are indicated to be 1.25” on the as-build drawings. Please confirm.

Government Response: Confirmed.

28. AHU-4 is schedule to accommodate 30.4 MBH (9 KW) of sensible load. We assume the new CRAH will not be larger than that capacity. Please confirm.

Government Response: Confirmed.

29. Please confirm the existing 3” emergency boiler lines are to be extended to the exterior of the building.

Government Response: Confirmed.

30. The as-built documents indicate that the re-heat coil valves are 3-way valves and there are not variable speed heating hot water pumps. Please confirm.

Government Response: Confirmed, valves are 3-way.

31. A new variable speed drive will be required to convert AHU-3 to single zone VAV. Is the existing 25 hp fan motor capable of accepting a variable speed drive? Or should this 25 hp fan motor be replaced with a compatible motor?

Government Response: As-built drawings and site pictures of motor are provided for determination. See attachment.

32. Please clarify that the removal of the legacy controls are for all existing HVAC equipment.

Government Response: confirmed.

33. If air stratification is a problem in the simulator room has DAFB considered the use of a de-stratification fan? If so should this be a requirement in this project?

Government Response: Stratification fans are not required.

34. The scope of work indicates cleaning the humidifiers. In addition to cleaning the humidifier should a new tank assembly be required in this scope?

Government Response: No tanks required, DAFB has maintenance stock.

35. Please confirm the manufacturer and model of the existing humidifiers are Humidifier ADS 460 3 40 and ADS 460 3 100.

Government Response: Confirmed, pictures will be provided. See attachment.

36. Will the DOR team be allowed to perform site visits to confirm existing conditions?

Government Response: Yes. After award.

37. What level of renovation should the building be brought to? As an example, for a new building, in order to be energy code compliant, the chilled water system would need to be provided with a water side economizer function or an energy model would need to be performed to demonstrate energy code compliance.

Government Response: Not required.

38. Can as built drawings be provided to indicate the locations of the dry coolers referenced in the

RFP?

Government Response: As-built drawings and site pictures will be provided. See attachment.

39. Will heat rejection loads be provided for the equipment in rooms 111 & 125 be provided to size the new CRAH units?

Government Response: Cooling capacity is to match existing. Room 111 is to match AHU-4.

40. What level of filtration is required for the building water service entrance and the filtration for the humidifiers?

Government Response: SOW will be revised.

41. What controls protocol is to be used for the new control system?

Government Response: BACnet.

42. What level of commissioning is to be provided?

Government Response: Contractor to perform up to integrated systems testing.

43. Is a 3rd party commissioning agency required?

Government Response: Third party is not required.

44. Attachment 1, D3031, 1: Please proved the contact information for the current base wide DDC contractor for DAFB, or at least for the specific areas addressed in this seed project SOW.

Government Response: The Government cannot specify contractors.

45. Attachment 1, D3060, 2, D3067, 1: Please proved the contact information for the current base wide EMCS contractor for DAFB, or at least for the specific areas addressed in this seed project SOW.

46. Will photos of the work area be provided?

48. The solicitation calls for bid bond. What do you require bid bond on? Is it based on the value of the Seed project?

49. How do we complete the pages 4 through 6, Section B Supplies or Services and Prices/Cost schedule? Is it the Lump sum amount to perform seed project- Repair HVAC in Bldg. 208 for Base and option years?

Government Response: Sections B indicates MACC CLINs. Reference Section L, para. 2.2, d, and Section M, para. 3.1 for Seed project –Repair HVAC Bldg. 208 pricing instructions.

50. Please provide sign in sheet / list of interested contractors, subcontractors and vendors.

Government Response: Teleconference meeting minutes list attendees and are posted on Beta.SAM.gov solicitation notice attachments for your reference.

51. Please provide drawings of the dry cooler and ice storage system that include sequences and piping configuration.

Government Response: As-built drawings are provided. See attachment.

52. Is the intent to modify the existing DDC controls system or to replace the entire system?

Government Response: The intent is to replace all legacy controls products with new controls that can be tied into existing front end.

53. Are we to replace the control valves on the air handlers, chillers and heating system in addition to the VAV box valves? We will need existing pipe sizes and types of valves if replacement is required.

Government Response: Only control valves to VAV, As-built drawings are provided.

54. Is a 3rd party required for retro commissioning?

Government Response: Third party is not required.

55. Due to the absence of a site visit, please provide pipe sizes, insulation specifications and total linear feet of pipe sections to be re-insulated. We will also need sizes for the new chilled water pump insulation boxes.

Government Response: Approx. 14ft of 1.5’’ insulation on AHU. Approx. 5ft of drop per each pump.

56. Is the dry cooler and ice storage system variable flow? If the system is variable flow, is the flow measured or determined by pressure drop?

Government Response: As-built drawings are provided. See attachment.

57. Are there any specifications on water filtration requirements for both incoming water and humidifiers? We recommend installing a Reverse Osmosis (RO) system.

Government Response: Reverse Osmosis is not desired as it makes the water corrosive to copper pipes. SOW will be revised.

58. Will heat load and # of people in server room 111 and 125 be provided to size new CRAH units.

Will CRAH units be floor mounted or ceiling mounted? Please provide pipe sizes and flow data that was serving AHU-4 Room 125. Is current unit in Room 125 over or under sized?

Government Response: Cooling capacity is to match existing. Room 111 is to match AHU-4.

59. Should the replacement VAV box serving computer room 111 be sized as currently installed?

Government Response: SOW is to size and install a new VAV to serve Room 111.

60. Should the new CRAH units serving computer rooms 111 & 125 be equipped with packaged controllers, be interfaced to BAS? What protocol?

Government Response: Yes, BACnet and should be compatible with existing front end software.

61. Is the existing CRAC unit condenser piping and unit serving computer room 111 to be removed?

Government Response: Yes.

62. Is AHU 4 to be removed or remain abandoned in place?

Government Response: Remain Abandoned in place.

63. Will blank flanges or Victaulic flanges be acceptable? Please specify the preferred locations of hot water lines to exit building.

Government Response: Either are acceptable. Lines should exit the mechanical room wall to connect to the system, contractor is to select best location.

64. In order to make AHU3 a single zone VAV system, we will need to install a VFD on the fan motor.

Is the current motor rated for VFD duty?

Government Response: As-built drawings and site pictures of the motor are provided.

65. Please provide sensor locations and requirements for running control wiring (is plenum cable approved or does wiring need to be in conduit).

Government Response: As-built drawings are provided, plenum cable is acceptable.

66. Does the current chilled water system have a glycol feeder?

Government Response: Yes.

67. What is the estimated volume of water in the chilled water system?

Government Response: As-built drawings are provided for determination. See attachment.

68. What is the current percentage of glycol in the chilled water system?

Government Response: Provide glycol in accordance with Dover AFB design guided.

69. Network System Architecture Shows BACnet over ARCnet. This is contrary to MI609 stating all DDC to be LON. BACnet over ARCnet which is an ancient technology; therefore, what system and protocol is required to match the base system?

Government Response: BACnet.

70. Should we use existing sensors or provide new on AHU-1 & 3?

Government Response: Yes.

71. Are the DDC controls to be LON based?

Government Response: Yes.

72. Replace DDC boards on VAV’s or just HW Valves?

Government Response: Valves only.

73. Would base be interested in energy-based optimization sequences and equipment?

Government Response: No.

74. Please provide full model #s of multiple existing Trane VAV’s.

76. What is “Shop EMCS”? Please provide brand, model, and version.

Government Response: EMCS shop Dover AFB, Bldg. 615 is where base controls are monitored.

77. Will special arrangements be made to view the mechanical room?

Government Response: Site pictures provided. See attachments.

78. The 2005 drawing provided as reference for the project identifies duct and sizes however does not specify or show type, or sizes of the existing piping and pump detail; what are the pipe sizes and what type of piping is existing, Copper, Steel; Victaulic or bolt connections?

Government Response: A full set of As-built drawings and site pictures will be provided. See attachments.

79. Is the project’s performance period in calendar days or business days?

Government Response: Calendar days.

80. Part 1, section 1.1 item (D) ceiling tiles; if ceiling tile grid has prior damage how is this to be handled as the section only covers ceiling tiles. Is the ceiling tile a standard tile?

Government Response: Ceiling grid is not damaged, some tiles need to be replaced due to water damage. Pictures of tiles will be provided. Tile is Armstrong ceilings tile textured tile #954.

81. Part 1, section E item (1) CHW pump boxes. Are these boxes to be fitted with latches or just fabricated boxes.

Government Response: Boxes only.

82. Part 1, section E item (2) Re-insulation of piping; does insulation to be replaced under the AHU-1 coils have PVC jacket or wrap covering?

83. Part 1, section (D3030) Chilled Water System; what control system currently operates the mechanical room system?

Government Response: Government cannot specify brand; however, the existing controls system manufacture is Trane.

89. Part 1, section D3067 item (1) EMC; are the control connections be requested for monitoring or dually functioning to operate as a shut off and report device?

Government Response: Dual functioning.

90. Part 1, section F2020 item (1) Hazardous Components Abatement; what is the work plan should ACM be discovered in the course of performing work on this project? How is this the cost for remobilization to be handled? Who will remove the ACM?

91. Can a full set of the original project drawings and schedules be supplied?

Government Response: A full set of as-built drawings are provided. See attachment.

92. Is builders risk or other specialized insurance required?

Government Response: Reference solicitation FAR Clause 52.228-5, Insurance – Work on a Government Installation as well as FAR 28.307-2, Liability. Certificates of insurance for the prime contractor performing work, or Notification of Compliance with Contract Insurance Requirements should be received prior to the commencement of any work on the Government installation. The prime contractor is responsible for maintaining a copy of all subcontractors’ proofs of insurance, and shall make them available to the Contracting Officer upon request.

93. As the project is on Dover AFB, will it be inspected by base officials or by the local municipality?

Are the permits to be obtained via Dover AFB or local municipality?

Government Response: Reference solicitation section E, Inspection and Acceptance. Permit requirement outlined in SOW section 3, B.

94. The 1442, block 10 (L) and 52.215-1, (C) (1) state that all offers must be submitted in 3 forms.

Considering the pandemic, will you consider accepting our submission in electronic (email with PDF attachments) form only?

95. How does the government foresee the contractor to provide an accurate and valid DESIGN proposal without walking the site?

Government Response: Facility as built drawings, site photos, and question responses are provided. See attachments.

96. How was 220 days generated for the POP?

Government Response: Based on a Government estimate calculating the anticipated number of days to design and construct the scope of work outlined in the SOW.

97. How many ceiling tiles are missing or damaged?

Government Response: Provide price to reflect 125 tiles.

98. How many are required to be moved to access?

Government Response: Majority of facility is drop ceiling, number of tiles required to move is dependent on contractors work plan.

99. Provide pictures of all areas of work.

100. Provide architectural drawings?

Government Response: GC is responsible for providing temporary conditioning, loads will vary depending on time of year and contractor work sequence. Panel schedules will be provided to determine electrical load.

109. What is the kW for server room 111?

Government Response: Match existing load of AHU-4.

110. What is the make and model of the existing CRAC unit?

Government Response: Data Aire.

111. Is the intent to go back with a ceiling or floor mounted?

Government Response: Floor mounted.

112. Is the new unit redundant to the VAV?

Government Response: VAV is to supply air to room 111 that does not currently exist.

113. If raised floor, what is the deck to floor height?

Government Response: Room 125 has RAF 18’’.

114. What is the kW for computer room 125?

Government Response: As-built drawings are provided. See attachment.

115. What type of CRAC construction is required for Room 125? Floor mounted, ceiling, upflow, downflow?

Government Response: Room 125 utilized a CRAH with downflow into RAF.

116. If raised floor, what is the deck to floor height?

Government Response: Room 125 has RAF 18’’.

117. Who is responsible for providing commissioning agent? If the government, we need their plan to plan our CxA and startup scope and labor hours. If contractor, what are the requirements?

Government Response: Contractor is responsible for providing CxA.

118. What is the required piping insulation thickness and material type?

Government Response: Provide insulation in accordance with UFGS.

119. What is the total CHW linear footage for re-insulation? What are the termination and origin points?

Government Response: Approx. 14ft of 1.5’’ insulation on AHU. Approx. 5ft of drop per each pump. Pictures will be provided.

120. What is the required pump box material type?

Government Response: Provide in accordance with UFGS and UFC.

121. Is any firestopping required? If so how many penetrations are there?

Government Response: No firestopping required.

122. How far (LF) are the existing drains from the AHU?

Government Response: Approximately 16ft.

123. What is the ceiling height in room 111?

131. Does this job have IBC seismic requirements?

132. Equipment manufacturers are scaling down plant production; consequently, increasing lead times dramatically in response to COVID-19.

Government Response: Noted.

133. Clarify if a new AHU-1 is needed?

135. What is the estimated award date?

137. Is this project funded?

138. Is the intent to award this project? Or to use it as a grading rubric to award the MACC?

Government Response: If/when funding is available, the intent is to award the seed project.

139. Please confirm photos and/or video will be provided for the seed project; in light of the fact that the site visit is cancelled.

140. It is noted that ceiling tile is to be replaced where needed. Will you provide the ceiling tile specification for these replacement tile?

Government Response: Provide price to reflect 125 tiles, tile is Armstrong ceiling textured tile 954.

141. Should we include the replacement of any damaged ceiling grid in the proposal?

142. Since the building is occupied, is there any desired phasing plan for the work to be performed?

Government Response: Work should be phased to minimize any interruptions to facility operations.

143. Will the electrical system need modification associated with HVAC system changes? Is the electrical service to the building sufficient to handle the changes?

Government Response: Electrical as-built are provided. See attachment. DOR to determine if any changes are necessary.

144. Will the fire alarm system require any modifications associated with the HVAC system changes?

Attachment 1, G.1. of the solicitation states, “The Government does not have any evidence to suggest the presence of asbestos or other hazardous paint materials.” Will asbestos be required for the ceiling tiles, pipe insulation, paint or other materials? We also assume there will be a by-pass valve/piping arrangement for times when the ambient temperature is above 40 degrees F. Please advise.

211. Is the requirement for water filtration only to be provided on the building service line? If the building service is filtered, we do not see a need to separately filter humidifier, Chilled and Heating water service. As-built Plumbing drawings were not found and are requested herein. Please advise.

Government Response: SOW revised to remove the scope of work in section D3040, para. 1.

212. Please provide the electrical loads for server room 111 so we may determine the basic cooling capacity of the new CRAH unit required for this space. Will electric reheat and humidifier control be required for this unit?

Government Response: Cooling load to match AHU-4, unit will require humidity control.

213. Computer room 125 requires a new CRAH. Please provide the electrical loads for the technical equipment in this room so we can size the CRAH.

Government Response: CRAH to be sized to match existing.

214. Please verify the existing VAV reheat control valves are three-way valves; not two-way types.

215. The sequence of control is not all-inclusive; CRAC units, etc were not found on the as-built drawings Please provide control sequences for all existing equipment.

216. Although not specifically identified on the drawings, we believe there are several existing stratification fans installed in room 122. Please confirm and advise is data is available.

217. Is the offeror allowed to use completed PPQ’s?

Government Response: No. Follow instruction outlined in solicitation Section L.

218. Will the contracting office fill out Past Performance Questionnaires for delivery orders performed on the previous Dover AFB MACC (Contract Number: FA4497-12-D-0007) as well as other work performed at DAFB?

Government Response: Submit to the Civil Engineer contract office representative (COR) for consideration.

219. With this being a design-build contract with no site visit, please advise how differing site conditions will be defined. Also, please advise on how differing site conditions will be handled contractually. Since we were unable to visit the site and will only be able to rely on pictures if provided by DAFB, how will DAFB handle conditions that we could not visually inspect?

Government Response: Full set of facility as-built drawings, site photos, as well as response to questions are provided. Significant site information and data have been made available to all offerors.

Differing site conditions are defined in FAR clause 52.236-2, Differing Site Conditions.

220. Is an on-site office required for this contract? Will DAFB supply a location on Base to place a trailer? Are utilities supplied?

Government Response: An on-site office is not required for this project.

221. If a company is chosen for on-ramping later in the contract period, do they need to still have the same small business size std at that time or does their classification at the time of original proposal take precedence? This would otherwise exclude companies that could have grown since the initial award but were compliant with the size std when bid.

Government Response: As stated in solicitation attachment 10, On-Off Ramp Instructions contractors’ must be in compliance with the original multiple award solicitation.

222. Per 52.248-3 Value Engineering-Construction. 2015-10, can a Contractor propose a VE option at the time of bidding a DO? Does this option need to be provided via pre-bid question that would allow other vendors the benefit of this option or can we propose it without prior discussion with DAFB? If yes, please clarify how that would be taken into consideration especially if it adds value for DAFB but it is being solicited as an LPTA project.

Please define how DAFB classifies a Teaming/Partnering relationship.

Government Response: A DOR typically identifies and presents a value engineering proposal during the design process after award. An interpretation of a statement of work which an offeror believes presents a better way to complete the scope of work would typically be presented as a pre-bid question which may or may not drive a change to the original statement of work not initiate a value engineering proposal. No, unless a VE option is requested in a solicitation.

223. Please provide complete building as-built drawings to include any and all renovation projects that have impacted our scope.

Government Response: As-built drawings are provided.

224. Please confirm that temporary cooling/heating will be required. Will dehumidification be required for the temporary conditioning?

Government Response: Temporary heating or cooling will be required as necessary for the contractor’s sequence of work to not impact the buildings operation. Humidity control will be required.

225. Can existing electrical conduit be reused if it is in good condition?

Government Response: Non-exposed conduit that cannot be removed without causing damage to the facility and is in good condition can be reused.

226. Please confirm the off-loading or lay down areas available for our use.

Government Response: A lay down area can be coordinated as part of the design process.

227. Since no walk through is possible, would the government consider, offering detailed photos of the worksite?

228. Is a full-time superintendent required for this contract?

Government Response: Yes.

229. Is a full-time dedicated quality control manager required for this contract?

230. Is a SSHO required for this contract?

231. Can any of the above positions be dual-hatted or part time to this effort?

242. Is the current building electric meter capable of communication through the BAS system, or will it need to be replaced?

Government Response: It does not appear the building meters have communication capability.

243. Since we are recommissioning an existing system, what is to be done with any deficiencies to the existing system that we are not touching?

Government Response: Deficiencies must be documented before commissioning.

244. Please confirm the extent of commissioning since we are not replacing the entire system.

Government Response: GC is to retro commission system after modification to integrated systems testing.

245. Is there a required STC rating for any of the ceilings?

Government Response: Ceiling tile is Armstrong ceiling textured tile 954.

246. Do the replacement ceiling tiles need to match existing or the DAFB Design Guide?

251. What type of documentation is required after the water systems are cleaned?

252. If we get to a VAV that has been disconnected, what happens if parts were taken by DAFB Shops and the existing VAV does not operate properly?

Government Response: Contractor is to notify Contracting Officer.

253. Confirm simulator interior conditions of 40-60 RH, and 65-71-deg. F.

D3030 - The SOW indicates reconfiguring the dry cooler piping from in parallel to in series, there is no specific dry cooler indicated on the prints. “Ice tanks” were mentioned during the conference call. Is this section of the SOW referencing the re-piping of the “Ice Tanks” to in series? Please confirm this piping is to be replaced from in parallel to in series. As we cannot access the site and the drawings do not accurately reflect the existing piping. Can you indicate the pipe composition, length of pipe, any required pipe specials, any required valves and the required type of insulation for the replacement of the parallel piping?
