Site Visit # 2
FA449719RA006, Repair B793 Foundation & Demo Door Pockets
1. Can the bid date be extended due to the additional site visit and extension for question submission?
1A. Proposal submission has not been extended. Per solicitation FA449719RA006, e-mail proposals by 27 Feb at 12:00 PM EST.
2. Can the 2% slope requirement be changed to provide a slope that will give a full flow pipe velocity of 2.5 feet per second? The tie-in catch basins have minimal depth and the 2% slope is infeasible.
2A. The 2% slope applies to pavement in areas where pavement is to be regraded. The pipe can be installed at standard slopes that will produce a full pipe velocity of 2.5 fps.
3. With cutting siding to perform this scope, the existing siding will have to be painted. If we paint the cut edges only, there will be a band around the building of fresh paint.
Where should we stop painting so we are not painting the entire building?
3A. It is recommended to avoid cutting siding and to remove full panels to the extent practical. Where siding is cut paint only the edge.
4. Can crushed concrete that meets DelDOT specifications be utilized in lieu of GABC?
4A. No, crushed concrete may no be utilized in lieu of GABC.
5. There is potential for several utility conflicts on the North Side of the hangar. Is the contractor required to reroute all of the impacted utilities?
5A. The contractor will be required to reroute any utilities where there is an elevation conflict with a storm drain crossing.
6. Can the door pocket areas be infilled with concrete in lieu of demolishing a portion of the pockets?
6A. No, the door pocket areas cannot be infilled with concrete in lieu of demolishing a portion of the pockets.
7. Can the South side paving be milled in lieu of demo, to allow us to repave and achieve the required slope?
7A. Yes, As long as a swale with 2% side slopes is created extending ~22’-24’ off the building to the expansion joint and a minimum of 2” asphalt overlay is provided. Some demo will be required for removal of the exterior door tracks and installation of roof drain underground drainage pipe.
8. In the set of questions issued on 13FEBRUARY2019, the answer for Q10 says “Yes, materials removed may be reused if they are in acceptable condition and they do not contain LBP.” Several of the responses issued on 20FEBRUARY2019 say materials may be reused if they are in acceptable condition and if they contain LBP, provided LBP does not become a worker safety issue with reusing them. Which statement is correct?
8A. Use the 20 Feb 2019 response. I checked with DAFB environmental and it is acceptable to reuse LBP containing materials as long as it doesn’t become a worker safety issue.
9. Almost every siding panel shows signs of damage and/or deterioration on the bottom 3’ of the panel. Should the contractors plan to replace the siding, with new siding, that is removed for the new curb installation since these will not be in acceptable condition?
9A. Only panels that are significantly dented or corroded should be replaced. It may be possible to reuse siding panels from the door pocket demo or, if the contractor decides to demo the W side mechanical room, panels from the W side mechanical room for these replacement panels.
10. Do the downspouts on the North elevation need to be tied into the underground storm sewer system?
10A. Yes
11. According to Q42 the 2% slope does not apply to the North an East sides. Does the concrete area referenced in the response to Q22 need to provide the 2% slope?
11A. No, It was not originally intended to provide 2% slope in that area, but the contractor should provide sufficient slope in that area as feasible to prevent ponding against the building
12. The answer to Q71 on the responses sent out on 20FEBRUARY2019 tell us to size pipe for future tie-in of B794 and B792. Due to unknown elevations and flows anticipated from B794 and B792, we cannot size or guarantee that the pipe will have sufficient coverage or capacity to the inlets. If the government wants to account for the flow from these two buildings, will a mod be issued during design to make this change?
12A. No, Just set storm drain pipe 15” or larger at depth of tie in and install at standard slope to B793 area. Consideration should be given to the E and W storm drain laterals to pick up B794 and B792 in the future if possible.
13. The response to Q5 is directing us to go against the installation instructions of a minimum thickness of type B material of 2.25”. We want to request again to use two layers of type C material. Please advise.
13A. Use 2.25” of type B.
14. The utility plans only show sewer, electric, and gas. The gas does not appear to be correct and there is no water, HTHW, or storm sewer. Please provide a document that has all of this information.
14A. Our current GeoBasre is not based on standard colors. Please reference the legend. I will include HTHW if it exists.
15. With a 1% slope, there will still not be enough depth in the existing catch basins in the parking lot to tie in the new storm piping. Please advise
15A. It is up to the designer to propose a satisfactory slope. We do not have any data on the existing topography or inverts to base this on.
16. Please reference Q53, can the government please provide the thickness of the mentioned future sandwich panels so we can create a notch and appropriate size curb to accommodate this future project?
16A. It is intended to specify a 2” sandwich panel.
17. Can existing transformer be reinstalled in existing location, or will reinstallation be required to meet code minimum setback requirements? Provide existing transformer liquid fill type and volume and setback distances to confirm setbacks are adequate for current code.
17A. The transformer can be reinstalled in its existing location. Relocation of the transformer if required to meet setback requirements and bringing the electrical service entrance into conformance with the DAFB Design Guide will be addressed when the siding is replaced.
18. Will calculations be required for reattaching siding that was removed?
18A. No
19. Are there any specific restrictions for any potential new siding/wainscot? a. Are they required to be fuel resistant?
b. Aluminum or steel?
c. What gauge is the siding supposed to be?
19A. If any siding or wainscot is replaced as part of this project match existing as closely as possible for gauge, profile and finish.
20. Since we remove and reinstall siding, are we responsible to bring the new materials up to current codes? a. For Wind resistance? Or would the current fastener spacing be sufficient?
20A. Current fastener spacing would be sufficient.
21. Will the contractor own winterizing the building through the duration of this project, or will DAFB do that?
21A. The contractor will own wintering the building.
22. Can DAFB provide information on the building system once this project is awarded to relieve the awarded contract of any repairs needed on the system that may have not been working prior to construction?
22A. We will identify any known malfunctioning systems.
23. On the NW corner of the building there is a surface mounted box covering the water meter. This box will have to be removed to complete our work, should this be reinstalled at a different elevation to account for the new curb?
23A. Yes, if required.
