SITE VISIT 1 QUESTIONS

FA449719RA006, Repair Building 793 Foundation and Demo Door Pockets

1. The SOW is not clear, is all of the exterior siding and flashing to be replaced with new?

A.1 Siding and flashing removed to replace the curb may be reused provided it is in acceptable condition and if it contains LBP, provided LBP does not become a worker safety issue with reusing it.

2. If all siding is to be replaced with new, what kind of siding is to be put back on the building?

A2. N/A (see above)

3. Is the contractor responsible to resecure all of the insulation that is loose and falling off of the walls and ceilings?

A3. No, the contractor is only responsible to resecure what they disturb in the course of performing the work. The contractor should document what is loose or falling prior to starting siding or door pocket demolition. If the contractor opens the building up for an extended period of time during windy conditions more is likely to become detached.

4. Is the existing paving between B792 and B793 airfield pavement?

A4. Yes, the existing paving between B792 and B793 is airfield pavement.

5. The minimum Type “B” Asphalt spec thickness is 2.25”, the SOW states 2” Type “B”.

Please confirm the required pavement section thicknesses.

a. Can 2 lifts of Type “C” be used instead?

A5. Use 2” of type B and 2” of type C.

6. How can any damaged/bent girts be determined so they can be accounted for during the bid? With all of the structural steel covered, there is no way to quantify this work for bidding purposes.

A6. The amount of damaged/bent girts will be unknown until siding is removed. At another hanger there was only one that was previously bent by a vehicle or equipment running into the building.

7. The POP is only 360 days. The design period as laid out in the SOW covers 195 days.

There is not enough time left to complete this project based on this timeline. Can this POP be adjusted?

a. The temporary electric for B792 is to be installed 60 days prior to start of B793.

Does this work have to be performed after IFC Documents are approved? Does the 30 days to remove the temporary electric removal from B792 need to be performed within the 360 day POP?

A7. The government would be open to extending the POP by 15 to 30 days. The temporary electrical service can be installed prior to the IFC documents. The removal of the temporary electrical service does not need to be performed within the POP.

8. Is the existing pavement on the south side of the building airfield pavement?

A8. Yes, it is airfield concrete overlaid with asphalt. Repave the asphalt the full width of any airfield concrete pavement pads which are cut to install storm drains. Also seal the joints at the control or expansion joints of the underlying concrete.

9. Please provide existing utility drawings for this area.

A9. Geobase was provided. See attachments.

10. Will striping need to be replaced once new pavement is installed?

A10. Yes, striping will need to be replaced once new pavement is installed.

11. Per the SOW section 4.7.8.6, please confirm that we would be reimbursed via Mod for any required asbestos abatement.

A11. If asbestos containing materials are identified that need to be removed to perform the work they will either be remediated by separate contract or as a contract modification.

12. Per the SOW section 4.7.8.7, please confirm that we are to assume the probable existence of LBP, Cadmium, and/or Chromium and include construction costs for protection.

A12. The section actually states to assume it doesn’t exist until you detect it. If it is detected the contractor may either recycle it into dumpsters provided by the government or reuse materials in acceptable condition, provided LBP does not become a worker safety issue with reusing it. Either way the contractor should include costs for protection of his workers in the proposal. If the contractor knows they do not intend to reuse LBP containing materials they should also include costs for replacing those materials in their proposal.

13. Please confirm there is no HVAC scope associated with this SOW.

A13. Except for possible removal and replacement of existing there is no HVAC scope included in this proposal.

14. Will the government inspect/test the electrical system at B793 prior to work taking place to confirm functionality prior to turnover to the contractor?

A14. This is not planned as there are no known issues with the electrical system.

15. What requirements are there for the testing and acceptance of the temporary electric at B792?

Will this be handled as if it were a permanent installation?

A15. This will be handled as if it is a permanent installation.

16. Will any training or test reports be required for the temporary electrical installation at B792?

A16.This will be handled as if it is a permanent installation.

17. Does the single downspout on the East side, between 793 and 794, have to be tied into the underground storm sewer? Currently there is no scope in the SOW for this area.

A17. You can omit tying the E side mechanical room downspout into the underground storm sewer.

18. On the North side between B793 and B727, there is evidence and a history of standing water. Due to its proximity to B792 does this contract need to remedy this drainage issue?

A18. No

19. On the East side of the nose dock, there are several concrete pads that appear to no longer be in use. Do these remain, or should they be replaced if removed?

A19. Will determine during design phase.

20. Do exterior doors need to be ADA compliant, currently they are not?

A20. Make one door ADA compliant.

21. Does the interior of the exterior doors need to be ADA compliant, currently they are not?

A21. Make one door ADA compliant.

22. On the East side of the nose dock, there is a concrete pavement area. To correct the drainage issues around this building, this will have to be replaced. Does this need to be replaced with concrete or is asphalt acceptable? (See Picture) A22. Asphalt

23. There is a non‐standard catch basin and cover on the North side that we would tie downspouts into. Will this catch basin need to be replaced? (See Picture)

A23. No

24. The scope is not clear, are the bottom girts to be removed and reinstalled, or removed and replaced with new to accommodate new curb heights?

A24. Removed and reinstalled, reinstalled at a higher elevation where required by raising the curb.

25. Are the wainscot panels to be removed, cut, reinstalled, and painted, or removed and replaced with new panels of the appropriate height? This would also include the wainscot trim.

A25. Yes, wainscot and trim panels removed may be reused if they are in acceptable condition and if they contain LBP, provided LBP does not become a worker safety issue with reusing them.

26. Are the existing downspouts to be removed and reinstalled, or removed and replaced with new?

A26. Yes, downspouts removed may be reinstalled if they are in acceptable condition.

27. Does this project need to conform to ATFP requirements?

A27. No

28. The south elevation has new curb already, does this curb need to be replaced?

A28. Yes, the curb needs to be replaced.

29. The nose dock has a CMU wall and no concrete curb. Does this wall get removed and a curb installed to make it continuous?

A29. No

30. On the North elevation several OH doors had humps to keep the water out of the building. These will need to be modified to allow for the new curb installation. Do these need to be put back once the work is done?

A30. Yes

31. Please confirm we are not pricing regrading around the entire facility.

A31. Confirmed most regrading is to occur on the W and S side.

32. Please provide the electrical single line diagrams for B726, B727, B792, B793, and B794.

A32. As-builts have been provided for B793.

33. Do the two exterior rooms, one on the East and one on the West elevations, need new curbs installed around the perimeter of the space?

A33. Yes, the two exterior rooms need new curbs installed around the perimeter of the space.

34. What is the max weight of the vehicles that will be travelling over the new pavement and storm drainage systems?

A34. 53,000 lbs is the max weight of the vehicles travelling over the new pavement and storm drainage systems.

35. What is the minimum cover DAFB expects for the storm drain piping?

A35. 13” is the minimum for the storm drain piping.

36. It does not appear that there is enough depth in the existing catch basins to tie in downspouts and achieve a 2% slope on the pipe. Can DAFB provide spot elevations on the existing asphalt and inverts of the existing catch basins?

A36. It would be acceptable to design for a 1% slope. The design is to be done by the contractor.

37. On the South side, a 2% slope is called for in the SOW for the pavement. This is going to be difficult to obtain and tie into existing pavement on one side and existing finish floor elevations on the other.

a. This may require a pavement to slope from the outside in and create a valley in the middle. Depending on the ground clearance for the vehicles in this area, vehicles may have an issue travelling over this. Please verify the intent to achieve the SOW requirements.

A37.It is intended to create a swale and direct the flow to catch basin(s).

38. What is the wall material between the West mech room and the hangar area? Other buildings of similar construction have had an asbestos material covering this wall.

A38. It will need to be tested by the contractor. We tested a similar wall at B781 and it turned out to be non-asbestos.

39. Please confirm the existing pavement thicknesses on the south side of B793.

A39. The exisitng pavement thickness on the south side of B793 is unknown.

40. What type of pipe is DAFB expecting to be used for the new storm system?

A40. To be proposed by designer to meet all code, DAFB Design Guide sections 2.5.3.2 and

2.5.3.3 and pipe manufacturers recommendations for cover requirements. If HDPE is used it should be smooth flow HDPE.

41. Is there a minimum distance that the 2% has to be carried away from the building on the South side?

A41. Remove ~24’ of pavement carry slope away ~12’.

42. The SOW does not address drainage on the North and East sides of B793. Does the 2% slope apply to the North and East sides?

A42. No, the 2% slope does not apply to the North and East sides.

43. The SOW, page 4 paragraph 3.2, says the government is supplying a scrap metal dumpster.

If the intent of this SOW is to not replace the siding and/or girts, what is the intent of the government supplying this dumpster?

A43. There will be some excess scrape metal due to the door pocket demolition even if you reuse most materials and salvage some of the door pocket siding to close in those openings and replace damaged siding elsewhere around the building.

44. If the government does not pick up the dumpsters in a timely fashion, or fails to provide the number of dumpsters needed to support construction, will a Mod be issued to allow the contractor to provide supplemental dumpsters to allow construction to proceed?

A44. No

45. Is a full time superintendent required for this project?

A45. Yes, when work is occurring a superintendent should be on-site.

46. Is a full time QA/QC required for this project?

a. Are there any specific requirements for the QA/QC?

A46. No full time requirement for QA/QC.

47. Is a full time SSHO required for this project?

A47. No full time requirement for SSHO.

48. Can the roadway between B727 and B793 be closed during construction?

A48. No, the roadway between B727 and B793 may not be closed during construction.

49. We anticipate putting rubber tire equipment on any accessible portion of the interior floor, which may place black marks on the epoxy floor. Is the epoxy floor being redone throughout?

A49. No, it is suggested to use white tires or work from the outside.

50. Can the pavement on the west side of building, between B793 and B792 be replaced with 6” concrete pavement? It will be difficult to properly install asphalt in this tight space and still achieve the proper drainage requirements.

A50. Stay with the asphalt unless you propose thicker concrete with proper reinforcing to withstand expected wheel loadings.

51. Is the door track concrete that is to be removed integral with the interior finished floor that is under the existing curb?

A51. The door track may be concrete. The Contractor will need to field verify.

52. Do joints with sealant need to be installed in the curb system? It will be hard to limit cracking without any expansion material at certain interfaces.

A52. Yes, that is for the designer to specify.

53. Is the top of curb throughout the building to be installed at a set elevation or can we simply install at 8” off the interior Finish Floor Elevation throughout?

A53. The top of the curb is to be installed level. This may require stepping it on the W and E sides. We would like to be able to accommodate sandwich panel siding in a future project. The designer should provide for this in the curb design.

54. What concrete material is specified for the curbing?

A54. Designer to specify strength of concrete. A water-stop, horizontal reinforcing and replacement of vertical reinforcing if required.

55. Is the asphalt area under the south canopy to be removed and replaced?

A55. No, asphalt under the south canopy is not to be removed or replaced.

56. Is the LOD for this project supposed to be fenced off?

A56. Yes, fenced or barricaded.

57. What limitations are there for closing the access across the front of B793? This will impact access to B792 and the flight line from the fuel truck area.

A57. You must maintain access through that road.

58. Is the existing electrical service to B792 capable of supplying the temporary electric called out for in the SOW?

A58. Yes, B792 is capable of supplying the temporary electric.

59. The as‐built drawings provided are difficult to read and understand. Can the government please provide additional information on the size of the footers that are to be removed to full depth at the door pockets?

A59. At this time, the Government does not have an additional information on the size of the footers that are to be removed to full depth at the door pockets.

60. SOW page 2 paragraph 1.4.2.C says “As applicable, construct footers, frame openings, and install siding and insulation where door pockets were demolished.” What openings is this referring to?

A60. The opening created by the door pocket removal.

a. Does the user want doorways installed at these locations?

A60a. They have made no such request.

61. SOW page 12 paragraph 4.6.11 says safety signs need to be “DAFB Eagle Feather Tan.”

These are only temporary signs, do custom signs need to be made to meet this requirement, or can off the shelf?

A61. Use off the shelf.

62. Is flight line driver training required to work on the South side of the building?

A62. Flight Line Driving provisions under DAFBI-13-202 is not required for this requirement.

DAFB will provide an escort to deliver and demobilize construction equipment on the South side of B793. If more driving is required through the Entry Control Point (ECP) for deliveries of materials than Airfield Management will conduct a training for drivers. The training will need to be scheduled in advance and will take about 45 minutes.

63. Can the government please provide Topo elevation shots of the existing pavement on the South elevation?

A63. At this time, all available drawings have been provided.

64. Since the new curbing will have an exposed face inside the hangar, is there a requirement to epoxy or paint to match the existing epoxy floor?

A64. Paint to match floor and paint exterior Eagle Feather Tan.

65. Please confirm if we own testing of ALL construction debris generated on site per section

4.7.8.4 including concrete, asphalt, etc… A65. Concrete, asphalt and scrap metal to be recycled do not need to be tested. Any dirt not reused on the site must be tested and hauled off base.

66. Please confirm that if construction debris is found to contain hazardous materials, besides that identified in 4.7.8.7, the contractor would receive a mod for that disposal/remediation.

A66. If the construction debris is contaminated as a result of existing contamination it will either be disposed of or remediated by separate contract or you will receive a modification.

67. Does the contractor own soil testing for soils that need to leave base?

A67. Yes, it is the contractor’s responsibility to perform soil testing for soils that need to leave base.

68. How will DAFB handle a winter shutdown if design is completed at a time where construction start coincides with winter weather?

A68. The Government would work with the Contractor to advise a resolution to move forward.

69. Is the major intent of this project to stop water intrusion into the building?

A69. Yes, the major intent is to stop water intrustion into the building.

70. Are the other two similar buildings on site subject to the same or similar water infiltration problems?

A70. Yes

71. If all three buildings are subject to the same or similar water infiltration issues, will the government consider a comprehensive solution?

A71. Currently the Government does not have it programmed to pursue a comprehensive solution. The only exception to this is storm lines tying into the storm sewer system to the S should be sized to accommodate flows from B792 and B794 and be installed as deep as possible.

72. It was observed during the site visit that the existing Northern storm water catch basin is small and shallow, are there any existing civil drawings that show details for this catch basin to include the size, location, invert, discharge point and contributing area to this catch basin?

A72. Geobase is provided, although most of the requested information will need to be determined by the designer.

73. It was observed during the site visit that the existing Southern storm water catch basin is large and deep in scale, are there any existing civil drawings that show details for this catch basin to include the size, location, invert, discharge point and contributing area to this catch basin?

A73. Geobase is provided, although most of the requested information will need to be determined by the designer.

74. Is there a pavement detail for the old aircraft side of the building (Southern side) specifically showing the thickness and any rebar or steel reinforcement?

A74. No, there is not any pavement detail for the old aircraft side of the building (southern side) showing the thickness and any rebar or steel reinforcement.

75. Is there a pavement detail for the Northern side of the building specifically showing the thickness and any rebar or steel reinforcement?

A75. No, there is not any pavement detail for the Northern side of the building showing the thickness and any rebar or steel reinforcement.

76. In all the existing as built drawings provided, there is not a detail for the existing pier foundation, can this information be provided to include any reinforcement details, sizes and locations?

A76. At this time the information is unavailable.

77. Although Dover AFB Sediment and Erosion Control information provided has information regarding the management of sediment and erosion controls, it is unclear whether the contractor is responsible for stormwater quality at completion of the project such as bio filtration or paper filtration system installed as part of the construction. Will the contractor be responsible for the design and installation of any permanent stormwater filtration requirements as part of the project?

A77. No, the contractor will not be responsible for the design and installation of any permanent stormwarter filtration.

78. If the contractor is responsible for the design and installation of permanent stormwater filtration systems, what are the design criterion or regulations that must be complied with?

A78. N/A

79. What is the contributing area of stormwater runoff that we would use in calculating the volume to be treated by the system?

A79. N/A

80. Is there an underground utilities map for the vicinity of work to identify any utilities that conflict with the storm water work or must be avoided as part of the design?

A80. Geobase is provided. See attachment.

81. If the intent of the project is to eliminate water infiltration, what part of the proposed design eliminates the water entering through the doorways?

A81. The designer needs to propose this. I suggested to the user raising the door ways on the S side with a step or ramp, but they did not want that. That is why it is proposed to get water away from the building.

82. Prior question responses indicated that the government has not performed testing for contaminants or hazardous materials, given the age of the building there is a high probability for the existence of these materials; will the proper remediation of these items if encountered be handled on a change order basis and what will be the basis for determining compensation for the change order as well as time extension for remediation?

A82. The Government would work with the contractor to determine a resolution through negotioation or another contract avenue.

83. Will alternative solutions to the collection and conveyance of water discharge from rain leaders be accepted if such alterative solutions prove more economical?

A83. DAFB Design Guide requires them to be connected to the underground stormwater system. Installing them underground a short distance from the building and then discharging to the surface likely will become a maintenance problem and won’t work we’ll in freezing weather.

84. If the government is able to continue using the building during the project, would that be beneficial or preferred?

A84. DAFB already considered repairing the curb as opposed to complete replacement to prevent from relocating the user. It was decided to relocate the user and do a complete curb replacement.

85. If the proposed alternative solution proposed by the Bidder obviate the requirement for relocation of DAFB personnel can the temporary electrical measures identified in the solicitation be removed from the Bid?

A85. DAFB already considered repairing the curb as opposed to complete replacement to prevent from relocating the user. It was decided to relocate the user and do a complete curb replacement.

Is DFAB or the Corps of Engineers the Contracting agency for this project? If the Corps of Engineers is the contracting agency, which CoE region.

A86.Dover AFB is the contracting agency for this project.

86. In consideration of the many questions that have arisen will the Bid date be extended for thirty days?

A87. No, per solicitation FA449719RA006, proposals are due by 27 FEB 19 at 12:00P M

EST.

87. Is the government willing to accept alternative design to meet the project intent?

A88. No, the Government is not willing to accept alternatice design to meet the project intent.

The curb must be replaced and drainage improvements tied into the underground system.

88. Is the government willing to accept alternate pricing?

A89. The Government will need to use the pricing which meets the objective of the SOW in evaluating bids.

File details come from the government source that posted it.
