SIMPLIFIED ACQUISITION OF BASE ENGINEER REQUIREMENTS
(SABER)
QUESTIONS AND ANSWERS #1
1. Who is the current incumbent on this effort? Can you provide their name and contract number?
Response: The incumbent is Chugach Government Services, Inc., contract no. FA4497-08- D-0005.
2. If 12 pitch font is required for the body of the main text, will 10 point font be acceptable for charts, graphs, tables, etc.?
Response: Yes, 10 pitch is acceptable for charts, graphs, tables, etc.
3. If the page count for contracts is (2) pages per contract, are the pages for the “roadmap”, consent letters, EMR/OSHA forms, considered to be outside of that (2) pages per contract limitation? If so, how will these pages be counted?
Response: Pages outside the proposal portion, to include the “roadmap” referenced on page 66 of the solicitation under paragraph 3, consent letter, EMR/OSHA forms, etc., will not be included in the page count; however, this should be kept to a minimum.
4. Please provide as-builts.
Response: The as-built drawings we have available have been posted on the FedBizOpps site at https://www.fbo.gov/.
5. What is the new bid date?
The date set for receipt of proposals has not changed as of the writing of this document and remains at 4:30 PM local time (EST) on 5 March 2013.
6. Is the SEED project a real project that you plan on possibly completing?
Response: The government intends to award the SABER SEED project with the award of the SABER contract.
7. Are you anticipating getting complete working drawings by an engineer/architect on the SEED remodel as part of the bid process? That's how we interpreted it.
Response: Drawings for the SABER SEED project must be provided in accordance with the requirements of the solicitation.
8. In lieu of the past performance questionnaires, can completed CCASS be submitted?
Response: No. Questionnaires must be submitted in accordance with the solicitation requirements.
9. In what format (Word, PDF, etc.) are the CDs to be made?
Response: PDF format is acceptable.
10. Is the Project Engineer Key Personnel Position intended to be a part of the design team, or is it the contractor’s option to outsource this position?
Response: The contactor must make this decision based on the requirements of the solicitation.

11. In lieu of the past performance questionnaires, can completed CCASS be submitted?
Response: No. Questionnaires must be submitted in accordance with the solicitation requirements.
12. In what format (Word, PDF, etc.) are the CDs to be made?
Response: PDF format is acceptable.
13. We would like to know that is there any drawings for the proposed seed project. As per the solicitation there are only two sketches and as-built drawings posted, so please clarify.
Response: At the present time the two sketches and the posted as-built drawings are all that are available. This office is checking to see if any other electrical, mechanical, etc., as-builts exist. If additional drawings become available, they will be posted on the FBO site.
14. These questions/concerns along with the responses will be posted on FedBizOpps with other questions.concers and responses. Regarding Professional Engineering and Design Services:
• Reference Division 0130 Section 3 ‘Design Documentation’ indicates that “the government anticipates less than 5% of the designs will require an Engineer’s Stamp” and that the stamp will be required for the discipline appropriate to the design.
• Reference Division 00 Section 1.b, the Dover AFB Local MILCON and SRM Design Guide is incorporated by reference. Section 1.b indicates that the more stringent shall apply. In section 1.4 of the referenced Design Guide, Professional Registration: “Project Documents will be developed under the direction of a registered architect or professional engineer currently licensed in the State of Delaware. Each drawings shall only be signed, sealed and dated by the registered architect or the professional engineer who is registered to practice in the particular field involved for work depicted on that drawing…”
Can the government confirm:
- Should the offeror consider the procurement and contract requirements that estimate 5% of the designs will require an Engineer’s Stamp or should the offeror consider that the Design Guide requires a registered Architect and multiple disciplines of PE to oversee the designs?
Response: An Engineer's Stamp will be required on any portion of a design where Life and Safety are a concern, i.e. building structural elements such as roof trusses and structural metal framing, or fire alarm and suppression system designs. We are estimating 5% of the projects will contain the requirement for an Engineer's Stamp.
- If a design does not affect Life and Safety concerns such as Fire Suppression or Fire Detection and only requires basic SRM work that can be accomplished through basic load or fixture calculations, will an architect or professional engineer review or stamp be required?
Response: For modifications to existing systems, the offeror should consider the amount of liability they are willing to assume.
Regarding Level of Design:
• Reference Division 0111.b.3.h: Ordering Procedures and determining time for submittal of the contractor’s proposal for individual TO requirements: Subset 1 references “proposals requiring limited design (projects that have been previously designed to 35%) or projects that do not require increased effort of engineering” while Subset 2 references “proposals requiring increased engineering effort (includes designs for structural, mechanical and designs requiring an Engineering stamp)”
• Reference Division 0130 Section 3 ‘Design Documentation’ indicates that “the government anticipates less than 5% of the designs will require an Engineer’s Stamp” and that the stamp will be required for the discipline appropriate to the design.
Can the government confirm:
- Based on the government’s estimate, should the offeror consider that approximately 95% of the designs will be up to 35% design effort while 5% of the designs will require engineer review or stamp?
Response: All designs will require a 100% design effort. A project cannot be completed with only a 35% design effort. The "minimal design effort" means that drawings are not required for "industry standard" type construction, thus reducing the number of drawings in a submittal package to the critical elements of construction and simplistic features such as reflective ceiling plans for element coordination. Additionally, out of the total number of projects, the government estimates approximately 5% requiring an Engineer's Stamp on the critical portions.
