SIMPLIFIED ACQUISITION OF BASE ENGINEER REQUIREMENTS

(SABER)

QUESTIONS AND RESPONSES #3

1. (Ref: Statement of Work (SOW) dated 9/17/12, Paragraph: General) Do any offices, storage rooms, conference rooms, etc. need to meet JAFAN requirements?

Response: Refer to the Technical Specification General Requirements.

2. (Ref: SOW dated 9/17/12, Paragraph: General) Is the Contractor to terminate the data/comm/phone at the patch panels or will this be done by the Government.

Response: The contractor shall terminate all lines at the wall port; the government shall terminate all lines at the patch panel.

3. (Ref: SOW dated 9/17/12, Paragraph: General Does the Government intend New Hollow Metal Doors or New Wood Veneer Faced doors?

Response: The contractor shall use hollow metal doors.

4. (Ref: SOW dated 9/17/12, Paragraph: General The SOW requires the contractor to provide cabling for the projector (projector to be provided by others). Please provide a cut sheet of the Projector to be installed so the proper Audio/Video Cabling can be installed. (example HDMI, Component, S-video etc) Response: Cut sheet of projector is not available; contractor shall install VGA, S-Video, Component and Audio cables.

5. (Ref: SOW dated 9/17/12, Paragraph: 15) Are finishes to the stairwell to be included in the SOW?

Response: Stairwell work is not included in this project; however, damage caused by workers will have to be repaired.

6. (Ref: SOW dated 9/17/12, Paragraph: 15 b. 1.)

Is the bathroom to receive a suspended ceiling or hard lid, are the bathroom walls to be extended to the roof deck?

Response: A suspended ceiling is acceptable as long as moisture resistant tiles are used.

Latrine walls do not need to be extended to the roof deck.

7. (Ref: SOW dated 9/17/12, Paragraph: 15 b. 2.)

Does the new suspended ceiling require any sound/thermal insulation?

Response: No.

8. (Ref: SOW dated 9/17/12, Paragraph: 15 b. 1.)

Do any of the rooms such as offices, restrooms, conference room, ext. walls, etc. require sound/thermal insulation?

Response: No.

9. (Ref: SOW dated 9/17/12, Paragraph: 15 c. 1.)

SOW States to adjust the existing sprinkler system to properly cover the new floor plan as required by code. New piping and sprinkler heads shall be required

Is all the existing piping to be removed and replaced or just the piping necessary to adjust the sprinkler system per the revised floor plan?

Response: The intent is to replace only the piping required to make the adjustments, or as may be required by code.

10. (Ref: SOW dated 9/17/12, Paragraph: 15 c. 1) Can the existing Fire Detection/notification/monitoring system be reused? If not can the system be disarmed during construction until the new system is installed and online?

Response: Devices in good working condition and which meet code can be reused. The existing devices or circuits can be disarmed during construction.

11. Reference SOW, are we allowed to modify the Janitor's Closet if it will help us comply better with the SOW regarding the number of fixtures for the Latrine's? The closet will become smaller.

Response: Yes

12. Reference SOW, there are 3 existing doors (janitor closet, computer room and a chase door) that are not mentioned in the statement of work. Are these doors to be removed and replaced or just refinished? Are we to assume the two entry doors will remain and be refinished?

Response: All interior doors should match, entry doors can remain and be refinished.

13. (Ref: SOW dated 9/17/12, Paragraph: 15. C. (2)) The SOW states to “Adjust the existing HVAC system to properly distribute the air for the new floor plan; new ductwork and diffusers shall be required” Question: Is it acceptable to keep the Existing Trunk Lines for the Supply air in place and only replace new branch lines/flex duct and diffusers to accommodate the new floor layout?

Response: Yes

14. The response requires a coefficient for areas with or without escorts. Is the standard process that one escort must accompany the workers at all times? If so, will the quantity of escorts match the quantity of workers in the area or will the worker team have to be limited to that of the available number of escorts?

Response: Government escorts will be provided as required and/or as deemed necessary by the government.

15. Division 0111 Lists types of work covered by this contract but Fire Suppression or Fire Detection are not listed in the description. The seed project, however, requires Fire Suppression work. Will this contract include work in these areas? If so, will it include full design of systems or only work related to renovation?

Response: The paragraph in Division 0111 specifically states "Projects will include tasks in a variety of trades, including, but not limited to the following……". Therefore the answer is YES, the contract will include work in these areas. In response to the last sentence, there may be full system designs and/or renovation work involved in any given project.

16. Is there a cost associated with the Pass and ID registration described in the RFP?

Response: There is no cost to the contractor for processing pass requests. However, the time, paperwork, etc., for processing and obtaining the passes is an overhead cost and must be included in your coefficient.

17. Could you please provide us the total height of the Hanger 714?

Response: Total height - low point is 65'-7" and high point is 65'-9"

18. Do we have to provide the project schedule for the seed project with the technical package or not? If yes which formats please advice?

Response: A progress schedule for the SABER Seed Project is not required with the proposal;

however, once awarded a progress schedule will have to be submitted.

19. The bid schedule for base and the options year is given, where as the bid schedule or line items Schedule is not given for the seed project, so please clarify that we have to use our own line items schedule just like the given sample seed project estimate.

Response: You cannot use your own “made up” line items. The requirements for the proposal for the SABER Seed project are clearly identified in the solicitation and the specifications. YOU MUST USE the most recent R. S. Means® database and the most recent City Cost Index (CCI) applicable for the City of Dover, Delaware, for the proposal for the SABER Seed project, by individual line item as referenced in the R. S. Means Database. An example of the format is included at Attachment 12 in the solicitation. The proposal submitted must conform to any and all of the requirements of the solicitation to include the requirements in any of the specifications.

20. As per Section L , B part II – PAST PERFORMANCE FACOT – Limited to no more than two

(2) pages for each contract listed, only references which are performed within past three years from the issued solicitation are desired, so could you please advice that many past performances do we have to submit.? Is there any limit?

Response: The paragraph you reference clearly states that you should provide references for relevant past efforts/contracts within the last three (3) years from the date of issuance of the solicitation are desired. However, the offeror must submit a proposal that includes all of the requirements applicable to the Past Performance Factor.

21. In reference to SUBFACTOR 3: SABER Seed project, Element 3-1 Level of Design of the project scope Include architectural, mechanical, Fire protection and electrical drawings, equipment plans, details, schedules, tables any other information required to clearly illustrate and describe the design which also should be included into 40 pages limit or excludes that limit please clarify.

Response: Please read the solicitation, page 61, paragraph L-003, A states “With the exception of documentation required for the SABER Seed Project, a page limitation not to exceed 40 pages applies.”

22. Reference Section L-003,A1.a&b (page 62 of 77) and pre-proposal minutes 2/19/13 item 37, Question 10 - Key Personnel are identified as Project Manager, Assistant Project Manager, Quality Control Manager, Project Superintendent, Environmental Manager(s), Safety Managers, Project Engineer(s), subcontracting purchasing personnel and office administrator. Question 10 indicates that, at a minimum, the Project Manager and Assistant Project Manager should be permanent positions. Is it your intent that we provide resumes for those positions, plus any other positions we consider permanent (that is, not assigned per task order)?

Response: We cannot provide direction to you on this as it is up to the individual offeror to ensure that it complies with the terms and conditions of the contract ensuring contract compliance.

23. Reference L-003, B.6 - If a team member is an A/E design firm, do they need to submit EMR and OSHA Information?

Response: Yes, if the conditions noted in the paragraph below exist.

From the RFP, page 67, paragraph B.6. - “ To evaluate frequency, severity and incident rate of occupational related injuries and illnesses, offerors shall submit their Experience Modification Rate (EMR) as determined by their established insurance carrier for the past three (3) years.

Offerors shall also submit copies of their OSHA 300 and 300A forms for each of the three respective years. Offerors are permitted, but not required to explain past problems considered to be relevant to this information. If a teaming arrangement or joint venture is contemplated, provide complete information on each team member.”

24. Reference Section L-003, C.3 – Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For sections C through I, the offeror shall submit only those pages that require a fill-in.” We do not find any fill-in pages in sections C through I. Can you confirm.

Response: You need to read through your solicitation to ensure compliance. For example there is a fill-in required in Section I, DAFRS 252.223-7001 entitled “Hazard Warning Labels”.

25. Section L-003, A., B., C – Do you desire 1 CE with all 3 volumes on it, or three separate CDs – one for each volume.

Response: We desire one CD for each volume.

26. Reference RFP, page 8 of 77, Note 8:, describes the process in which the Government may request an unfunded task order proposal be completed “referred to as Project Estimating”. Can you provide historical data that reflects the number of task orders/projects that fell into the “Project Estimating” category?

Response. During the last five years, this office has issued 12 task orders for project estimating, ranging from $764.60 to as much as $13,595.41.

27. Reference Page 61 of 77, L-002 General Information, F., 3.,(b) states that “A page is defines as one face of a sheet of paper containing information.”

a. Will the Table of Contents count as a page?

Response: The table of contents contains information and it will count as a page.

b. Will tabs count as a page?

Response: Tabs will only count as a page if they have information on them.

28. Reference Minutes of the Pre-proposal Conference dated 20 February 2013, 22., states “Superintendence by the Contractor: The prime contractor is required to directly superintend the work. The superintendent is required to be at the site at all times when work is in progress and have the authority to act for the prime contractor. The government may approve a subcontractor as the superintendent under special circumstances, only on a part time basis, and only if he has written permission to act on the behalf of the prime contractor.” When you say “superintendent is required to be at the site at all times” is “the site” Dover AFB or the actual task order/project site?

Response: The contractor must meet the requirements of the clause at FAR 52.-6 entitled “Superintendence by the Contractor”. It is up to each individual contractor to determine how this will be accomplished.

29. Same reference as paragraph 28 above – if it is the task order site, does that mean that all active task orders will require a dedicated superintendent regardless of how large or small the size of the task order is: the duration of the task order; or how complex or simple the task order is? Please clarify.

Response: Same response as above in paragraph 28 - The contractor must meet the requirements of the clause at FAR 52.-6 entitled “Superintendence by the Contractor”. It is up to each individual contractor to determine how this will be accomplished.

30. Reference page 41 of 77, Section K – Representations, Certifications and Other Statements of Offerors, 52.204-8 Annual Representations and Certifications, (b)(2) states “If the clause at 52.204-7 is not included in this solicitation , and the offeror is currently register in CCR, and has completed the ORCA electronically, the offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The offeror shall indicate which option applies by checking on of the following boxes: ( ) Paragraph (d) applies.” System for Award Management (SAM.gov) has replaced both the CCR and ORCA. If we are current in SAM.gov, can we assume that the requirement is met with the same intent?

Response: FAR 52.204-7 is included in the solicitation. You need to follow the directions included in the clause. It is up to the individual offeror to ensure all of the requirements are met.

31. Seed Project Statement of Work, SK-2 New Floor Plan

a. Does the existing door leading into the stairwell from the new office area supposed to be removed and replaced?

Response: It can be replaced or refinished.

b. Are DDC controls required for the renovated HVAC system?

Response: No.

c. Will the exiting telephone communications room require climate control?

Response: No.

d. Does the existing door at the perimeter of the renovated space between the new janitor room and the new break room supposed to be removed and replaced?

Response: It can be replaced or refinished.

e. The new floor indicates that the door from the existing stairwell leading into the women’s latrine is to remain. Do you want the door to remain or can the door be removed and the stair well wall filled in to accommodate ADA requirements in the women’s latrine?

Response: The door from the stairwell into the women’s latrine is to remain.
