SIMPLIFIED ACQUISITION OF BASE ENGINEER REQUIREMENTS
(SABER)
QUESTIONS AND RESPONSES #2
1. Is it your intention that we insert your name (Jacqueline McGee) as the Contracting Officer where “Contracting Officer” is indicated on the Past Performance Questionnaire Cover Letter Sample provided (attachment 11)?
Response: You can annotate either Charles Bishop or Jacqueline McGee in that location.
2. Question asked at the pre-proposal meeting held on 13 February 2013 – “Please advise where the floor drain is located.”
Response: There is no existing floor drain; however, if the renovations to the latrines and/or the break room requires a floor drain to be installed in order to meet code, it shall be self-priming.
3. Reference L-003/Sub-factor 3/Element 3.2.i - the above section states that the detailed estimate shall be prepared utilizing RS Means Construction Database. Are we to purchase the e4Clicks Project Estimator with the RS Means Master file in order to produce our proposal for the seed project, or would an Excel spreadsheet be acceptable as long as it resembles the sample price proposal attachment?
Response: You are permitted to utilize an Excel spreadsheet for the proposal for the SABER SEED project as long as it orderly, accurately and completely includes each aspect of the R. S.
Means® Construction database for each line item. The format for submission of the "detailed price proposal" must be in accordance with the "Sample/Proposal Estimate" included in the solicitation at Attachment 12. After award, the awardee must comply with the requirements of the solicitation to include Section H, paragraph H-007 entitled "Automated Data Processing (ADP) Support Requirements".
4. Reference: Section L, Paragraph F(3)(c) – “Typing shall not be less than 12 pitch.”
Please provide clarification with regards to the font type and size requirement. The term “pitch” is generally associated with non-proportional (fixed-width) fonts like Courier New, as opposed to most fonts that are proportional fonts, such as Times New Roman and Arial.
(a.) Is a non-proportional font required (e.g., Courier New), or can offerors use Times New Roman or Arial font?
Response: The number of characters per horizontal inch shall not exceed 12 characters.
(b.) If offerors may use Times New Roman or Arial as the font type, please specify the required point size (the measurement used in Microsoft Word for font size). (e.g., 12 pitch would be a 10 point font).
Response: Offerors may use Times New Roman or Arial as long as the number of characters per horizontal inch does not exceed 12 characters.
5. Reference: Section L-003, Specific Instructions, Part I – Technical Factor, Sub-factor 1:
Program Management, Element 1-1(b): “Provide resumes…”.
Are the resumes included in the 40-page limit for the Technical Proposal?
Response: Yes, resumes are included in the 40 page limit for the Technical Proposal.
6. Please confirm signage for the SABER SEED Project.
Response: The only interior signage required shall be for the exits and the latrines.
7. Would a single occupant – ADA compliant latrine for both Men and Women be acceptable?
Response: The floor plan provided is a general guideline for the new layout. The offeror must evaluate the area, verify dimensions and ADA guidelines to determine the best design to meet the requirements of the SOW as much as possible.
8. Reference scope of work, page 3 of 4, item C3 regarding meeting ADA requirements - the scope of work requires that both bathrooms be ADA complaint. There is not enough room to comply with this requirement if we lay the bathrooms out as per the new floor plan sketch. Also, the scope of work calls for new base cabinets in both restrooms. ADA compliant sinks cannot have base cabinets under them. I suggest this requirement be deleted from the Scope of Work Response: The floor plan provided is a general guideline for the new layout. The offeror must evaluate the area, verify dimensions and ADA guidelines to determine the best design to meet the requirements of the SOW as much as possible.
9. Reference scope of work, page 3 of 4, item B8 regarding fire warning devices - this is the only item that addresses fire warning/ protection for this project. There is no mention of fire warning devices anywhere in the Scope of work. Is it safe to assume that the existing fire warning devices (fire bell and one horn) are sufficient or should we plan on installing new strobes and horns?
Response: Fire extinguishers were specifically included because they are quite often missed;
however, that does not preclude the offeror from following the requirements of the NFPA for site/safety notification.
