SECTION 01770

CONTRACT CLOSEOUT PROCEDURES

PART I GENERAL

1.1 DESCRIPTION OF REQUIREMENTS

A. Definitions: Closeout is hereby defined to include general requirements near end of Contract

Time, in preparation for final acceptance, final payment, normal termination of contract, occupancy by the government and similar actions evidencing completion of the work.

Specific requirements for individual units of work are specified in individual specification sections.

1.2 PREREQUISITES TO FINAL INSPECTION

A. General: Prior to requesting the government’s final inspection, the Contractor must ensure compliance with all project requirements to include but not limited to the following:

1. Submit specific warranties, workmanship/maintenance bonds, maintenance agreements, final certifications and similar documents.

2. Deliver tools, spare parts, extra stocks of materials, and similar physical items to government.

3. Complete start-up testing of systems, and instructions of the government's operating/maintenance personnel. Discontinue (or change over) and remove from project site temporary facilities and services, along with construction tools and facilities, mock-ups, and similar elements.

B. When the Contractor considers the work has reached final completion, submit written certification that the contract documents have been reviewed, the work has been inspected, and that the work is complete in accordance with the contract documents and ready for final inspection.

C. Provide the Contracting Officer with a requested date for final inspection, in writing, not less than 5 working days prior to the proposed date of final inspection. The Contracting Officer will coordinate with the members of the inspection party and establish the final inspection date. If construction deficiencies are identified, the contractor must request re-inspection upon correction of the deficiencies. Suspense date will be mutually determined at final inspection.

D. Inspection Procedures: Upon receipt of the Contractor's request, the government will either proceed with inspection or advise Contractor of prerequisites not fulfilled. Inspection shall not be scheduled until all of the Contractor’s prerequisites have been fulfilled. The Government has the right to cease final inspection if excessive deficiencies are noted.

PART II. RECORD DOCUMENT SUBMITTALS

2.1 WARRANTIES:

A. The contractor shall provide all manufacturers’ warranty documents for each item as required in specification sections of Division 1 through 16.

B. Bind the warranties into binders properly identified and indexed (thumb-tabbed). Include name, address, and telephone number of contact person. Bind all warranties in a heavy-duty 2", 3 ring vinyl-covered binder, and include pocket folders for folded sheet information.

Mark identification on both front and spine of each binder. Furnish in accordance with Schedule of Submittals.

PART III. EXECUTION

3.1 FINAL CLEANING

A. General: Comply with Specification 01000. The following are examples, but not limited to cleaning levels required:

1. Remove labels which are not required as permanent labels.

2. Clean transparent materials, including mirrors and window/door glass, to a polished condition, removing substances which are noticeable as vision-obscuring materials.

Replace broken glass and damaged transparent materials.

3. Clean exposed exterior and interior hard-surfaced finishes, to a dirt-free condition, free of dust, stains, films, and similar noticeable distracting substances. Except as otherwise indicated, avoid disturbance of natural weathering of exterior surfaces.

Restore reflective surfaces to original reflective condition.

4. Wipe surfaces of mechanical and electrical equipment clean; remove excess lubrication and other substances.

5. Remove debris and surface dust from limited-access spaces including roofs, plenums, shafts, trenches, equipment vaults, manholes, attics, and similar spaces.

6. Wash, scrape, and scrub, using a detergent as necessary to remove all bond breaker, dirt and discoloration.

7. Vacuum clean carpeted surfaces and similar soft surfaces.

8. Clean plumbing fixtures to a sanitary condition, free of stains including those resulting from water exposure.

9. Clean light fixtures and lamps so as to function with full efficiency.

B. Removal of Protection: Except as otherwise indicated or requested by the government, remove temporary protection devices and facilities.

C. Compliances: Comply with safety standards and governing regulations for cleaning operations. Do not burn waste materials on site, or bury debris or excess materials on government property, or discharge volatile or other harmful or dangerous materials into drainage systems; remove all waste materials from site and the facility and dispose of in a lawful manner.

PART IV. REQUEST FOR FINAL PAYMENT

A. Prior to request for final payment, Contractor must comply with all contract requirements to include receiving notification of approval by Contracting Officer.
