STATEMENT OF WORK

I. SCOPE:
A. GENERAL: The work consists of furnishing all professional services, tools, labor, equipment, materials and travel required to perform the following work described below.
All work shall be completed, to include cleanup, within 14 days calendars from issuance of Notice of Award. Changes and/or modifications must have prior approval from the Contracting Officer. The contractor is responsible for any damages caused to government facilities. The contractor shall fill out and return Pope AFB form IMT 3140 (consent for background check) for all employees assigned to the project immediately after receiving Notice of Award. Contractor will not be allowed entry into Pope AFB, without the background check being processed and completed.
B. LOCATION: All work on this project is to be performed on Surveyor Street across from building 764, Pope AFB, North Carolina, 28308
C. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and do a complete job within the intent and scope of contract. Weekend work must be approved by Contracting Officer. Scope of work will consist of:
Replace Storm Drain Pipe
1a. Cut and excavate the existing asphalt and base course an estimated 8 feet deep.
1b. Contractor shall cut an estimated 20 foot long X 12 foot wide area or as required to reach and repair broken 10 inch diameter storm drain pipe.
1c. Contractor shall use a trench box during the excavating and repairing of drain pipe.
1d. Government POC shall submit and issue digging permit prior to starting project.
2. Remove and dispose of an estimated 8 feet long, 10 inch diameter storm drain pipe.
Existing pipe has dislodged from manhole junction and has a crack right at the bevel connection point (4 feet away from existing manhole junction)
3a. Replace an estimated 8 feet of new 10 inch diameter reinforced concrete storm drain pipe.
3b. Contractor shall replace pipe with similar material to ensure storm drain pipe is tight and secure.
3c. Contractor shall ensure base course is installed underneath new 10 inch drain pipe.
4a. Backfill existing hole with base course. Compaction of backfill ever 12 to 18 inch.
4b. Haul excess dirt, asphalt and base course to an off base landfill facility.
5. Prepare surface for asphalt installation to include around manhole & work area.
6a. Furnish and install new asphalt in the repaired area. Asphalt shall be 4 inches thick.
6b. Furnish/install new asphalt around manhole. Asphalt required around manhole is 1 inch thick X 15 inches wide.
Note: Contractor shall install a Safety Fence around project site prior to beginning work.
II. CLEAN-UP:
1. Remove rubbish and debris from the project site daily, unless otherwise directed, in contractor provided receptacles. Do not dispose of rubbish and debris into any waste receptacle on Pope Air Force Base.
2. Do not allow accumulations of rubbish or debris in parking lot or on planted materials or grass.
3. Materials that cannot be removed daily shall be stored in areas specified by the Government point of contact.
4. Comply with federal, state, and local hauling and disposal regulations. The contractor should haul waste to the Cumberland County Landfill or fill out a request to use the Fort Bragg disposal site.
5. The use of burning at the project site for the disposal of refuse and debris will not be permitted.
III. OTHER:
A. FAR 52.236-3, Site Investigations and Conditions Affecting the Work will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
