16TH Street ~ Alabama Avenue to Pennsylvania Avenue ~ Dix
1. GENERAL:
1.1. Contractor shall provide construction services to include: Personnel, equipment, tools, materials, transportation, and supervision necessary to mill roadway, level and grade, remove/replace drainage pipe and curb, remove/build in place new head walls, remove/build in place storm drain boxes, asphalt roadway, provide top soil and seed, and stripe road. All dimensions provided are approximate. Contractor shall use Trap Rock Blend ~ ¾” Dense Grade Aggregate (DGA), Contractor shall verify actual size and conditions at the site visit prior to submitting bid. All work shall conform to the most current edition of the National Fire Code (NFC) and Americans with Disabilities Act
(ADA).
1.2 The period of performance for this contract shall be 60 days from notice to proceed date.
2. SCOPE OF WORK:
2.1 Contractor shall attend a site visit at 16th Street ~ Alabama Avenue to Pennsylvania Avenue on Dix with the Government QAR and Project Manager to assess the project and actual working conditions.
2.2 Contractor shall stage his work in a manner that will minimize interference with the daily operation of the surrounding buildings and employees. General tasks required to complete this project are as follows:
2.2.1 Contractor shall obtain all utility mark outs prior to starting work on this project. Water, sewer, storm, and local telecom shall be requested through the Government’s QAR/Pride and other utilities shall be requested through New Jersey One Call, dial 8-1-1 or 800-272-1000.
2.2.1.1 Prior to digging, Contractor shall provide an electrical contractor to perform the mark out of all existing underground secondary electric at the work site.
2.2.2 Contractor shall mill the full depth of roadway, curb to curb.
2.2.3 Contractor shall level and grade roadway and vibratory roll all disturbed areas of road to be paved.
2.2.4 Contractor shall remove all drainage pipes as marked and replace with new 12” reinforced concrete pipe with gaskets. Contractor will use ASTM-C-76 pipe Class 4.
2.2.5 Contractor shall remove approximate 370 LF of curbing and replace with new curbing which will be 6” above road.
2.2.6 Contractor shall remove and build-in-place 2 each new head walls (approximately 44 LF) as per drawing.
2.2.7 Contractor shall remove and form-in-place 5 each new storm drain boxes to include new grates that are DEP approved as per drawing.
2.2.8 Contractor will use I-2 asphalt which will be 2” thick after rolling the base layer.
2.2.9 Contractor will use I-5 asphalt which will be 2” thick after rolling the top layer.
2.2.10 Contractor will use ¾” Dense Grade Aggregate (DGA) which will be Trap Rock Blend ~ or equal. Crushed concrete or inferior materials will not be accepted.
2.2.11 Contractor shall repair all areas that are disturbed during construction with top soil and reseed with Dix approved grass mix.
2.2.12 Contractor shall re-stripe roadway to include all stop lines and replace stop signs and posts.
2.2.13 Contractor shall remove, transport, and dispose of all construction debris at a state approved, off post, disposal facility at the Contractors expense.
2.2.14 Any work requiring shutdown of the road affected shall be coordinated with the QAR and the customer.
2.3 A detailed project schedule will be required at the pre-performance conference for review and comment prior to the start of any work. Contractor shall allow a minimum of 10 days for the initial review of the schedule, as well as an additional 10 days for any re-submittals.
2.4 Contractor shall comply with the most current edition of the National Fire Codes, installation fire prevention standards, and Army Regulation 420-90. All open flame/hot work requires prior approval of the Dix Fire Prevention Bureau at 609- 562-5484.
2.5 Contractor shall notify the QAR 48 hours prior to starting work and prior to final completion of the job.
3. SAFETY:
3.1 Contractor shall comply with all Federal, State, Local and Installation safety regulations, Engineer Manual EM385-1, and all applicable OSHA Standards. Contact the Dix Safety Office for further information at 609-562-5484.
