SPECIAL CONTRACT REQUIREMENTS

SCR1. INSPECTION OF WORK: Technical surveillance of workmanship and inspection of materials for work being performed under this contract shall be the responsibility of the Contracting Officer Representative (project manager).

SCR2. PRECONSTRUCTION CONFERENCE: A preconstruction conference will be scheduled by the Contracting Officer after contract award and prior to commencement of work. The Contracting Officer will notify the Contractor of the time, date, and place set for the meeting which will be held at a location to be designated by the Contracting Officer. At this meeting, the Contractor shall be oriented with respect to Government procedures and lines of authority, as well as contractual, administrative, and construction matters. The Contractor is required to furnish a current certificate of insurance and a letter appointing a construction superintendent at the meeting.

SCR3. GENERAL: All work performed under this contract shall conform to the best practices of the trade or class or work involved and shall be executed in a careful and orderly manner by workman skilled in their respective trades. All work shall be performed in strict accordance with the specifications or to current industry standards when not specified.

a. Proper, adequate and proficient supervision shall be provided by the Contractor throughout all phases of work.

b. Unless otherwise approved, the Contractor shall be permitted to do the work between the hours of

8:00 a.m. to 4:30 p.m., Monday through Friday, exclusively. Government Holidays defined in the Federal Code (New Year's Day, Martin Luther King Jr. Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, Christmas Day) that fall, or are celebrated within the work week will not be considered work days. Prior to the Contractor performing any work during hours other than those specified, the Contractor shall submit a request to the project manager for approval by the Contracting Officer. Requests shall be submitted no less than 24 hours prior to the time the Contractor desires to work.

SCR4. STORAGE SHED AND ON-SITE ACCOMMODATIONS. The Contractor shall provide their own storage shed or trailer for onsite office accommodations and for storing of equipment and material.

The project manager will assign the Contractor a location for placement of their shed or trailer upon request.

SCR5. UTILITIES:

a. The Contractor shall be permitted to use existing utilities at each building location when available, to the extent needed to accomplish work on a "no charge" basis.

b. Contractor owned construction sheds, trailers, offices or other such facilities requiring utility services shall be metered for each utility involved and all costs involved up to the point of connection to Government owned utility systems shall be at the contractor's expense. Final connection of supplied service laterals to existing Government owned utility systems will be made at the Government's expense. Contractor shall pay for metered utility services.

SCR6. OCCUPANCY: The buildings in the areas in which the work is to be done will be occupied during the performance of work under this contract. It shall be the Contractor’s responsibility to coordinate with the project manager to schedule and perform their work in such a manner as to create the least possible interference with normal activities within the areas. The Contractor shall not block more than one access of the building(s) at any time, nor shall he disrupt the existing parking arrangement to any of the building (s) parking areas.

SCR7. Quality Control: The Contractor shall furnish to the Contracting Officer for approval as soon as practicable, and in no event later than 7 days after receipt of the notice to proceed, an original and 4 copies of a quality control plan which shall include the personnel, procedures, instructions, and records to be used.

This document shall include as a minimum:

1. The quality control organization.

2. Qualifications of personnel to be used for this purpose.

3. Authority and specific areas of responsibilities of each of the quality control personnel.

4. Methods of performing quality control inspections including the Contractor's employees work.

This requires a statement concerning quality control measures to be used in work described in each technical section of the specifications.

5. Designate how testing shall be performed either by technicians employed by the Contractor or by an industry recognized testing laboratory. The following information shall be a part of the quality control plan.

a. Latest calibration data for concrete testing machines and Marshall Machine where applicable.

b. Name and qualifications of each employee designated for the performance of specific types of tests.

c. A list of the control tests which the Contractors employees are to perform, not only by name, but also by numerical designation, together with a statement to the effect that the laboratory has a copy of each such procedures, and has facilities and serviceable testing equipment to perform these tests.

d. The Contractor understands the procedures to follow if the test result indicates lack of compliance with the specification requirements.

e. A copy of a letter of direction to the project manager responsible for quality control, outlining their duties and responsibilities, and signed by a responsible officer of the firm.

f. Before construction operations are commenced, the Contractor shall meet with the Contracting

Officer and discuss the quality control plan. The meeting shall develop mutual understanding relative to details of the system, including the forms to be used for recording the quality control operations, inspections, administration of the system, and the interrelationship of the Contractor and Government Inspector.

g. No construction and/or off-site fabrication shall be started until the Contractor's quality control plan is approved. Construction of any feature of the work will only be permitted after approval of the quality control plan, or at least approval of that portion of the plan applicable to the specific feature of the work. As a rule, except for the start of the construction period, quality control of test techniques should be approved by the Contracting Officer prior to the application. No payment estimate will be processed by the Contracting Officer. The Contractor shall notify the Contracting Officer in writing of any proposed changes to this inspection system; no such change shall be implemented prior to approval in writing by the Contracting Officer.

h. If recurring deficiencies in an item indicate that the quality control system is not adequate; such corrective actions shall be taken as directed by the Contracting Officer.

i. In the event the Contractor utilizes the service of a commercial testing laboratory, the Contracting Officer reserves the right to check laboratory equipment for compliance with the standards set forth in the contract specifications and to check the laboratory technician's testing procedures and techniques.

j. The Contracting Officer reserves the right to utilize the Contractor's control testing laboratory and equipment to make spot tests and to check the Contractor's testing procedures, techniques, etc.

SCR8. SUBMITTAL: The following shall be submitted to the Contracting Officer for approval.

a. Certificate of Compliance. The Contractor shall furnish in triplicate, any manufacturer's certificates required for demonstrating proof of compliance of materials with technical specification requirements in this contract. Each certificate shall be signed by an authorized officer of the manufacturing company and shall contain the name and address of the Contractor, the project name and location and the quantity and dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date of the tests to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if after tests are performed on selected samples, the material is found not to meet the specific requirements.

b. Samples. The Contractor shall furnish samples of materials for approval, demonstrating proof of compliance of materials pertaining to the applicable sections of the technical specification requirements.

c. Descriptive Data. The Contractor shall furnish the manufacturer's descriptive data, installation, and maintenance instructions, for approval, as required by the applicable sections of the technical specifications.

d. Test Reports. The Contractor shall furnish copies of test reports, for approval, as required by the applicable sections of the technical specifications.

e. Shop Drawings. The Contractor shall furnish shop drawings for approval, and shall consist of illustrations, schedules, performance charts, instructions, brochures, diagrams, drawings, and other information to illustrate and/or demonstrate compliance to the applicable sections of the technical specifications.

SCR9. ISSUANCE OF TASK ORDERS: The procedure in which task orders will be issued are as follows:

a. The task orders shall be distributed to the Contractor by e-mail or fax.

b. If it is discovered during the course of performing this contract that a particular bid item of work cannot be performed in a satisfactory manner; the Contracting Officer will then designate it as an item of work which must be accomplished when the offices are vacant.

SCR10. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK.

a. The Contractor shall commence work on a task order within five (5) work days after receipt of the task order.

b. The Contractor shall prosecute said work diligently and shall complete all work ready for use not later than the time stated in RATE OF COMPLETION. The time stated for completion shall include final clean-up of the work area.

c. The Contractor, upon final invoice for each task order, shall provide concrete and asphalt delivery tickets to the project manager with the invoices.

d. The Contractor is to provide an invoice within 5 working days of completion of asphalt and or concrete installation.

SCR-4

INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) FOR CONCRETE AND PAVING

AT JOINT BASE MCGUIRE-DIX-LAKEHURST, NEW JERSEY

SECTION 01010

STATEMENT OF WORK

SW-1. Description of work. The work consists of furnishing all labor, materials, equipment, transportation, fuel, supervision, and permits required for concrete and paving. This contract is for the repair and installation of new horizontal and vertical concrete work, asphalt paving, excavation, asphalt removal, leveling, grading, compaction, aggregate, applying tact, small call area work, drainage piping, culverts, catch basins, pavement striping, manholes, utility mark outs, and secondary electric mark outs for JB McGuire-Dix-Lakehurst, as specified by individual task order, in accordance with the technical specifications.

SW-2. The Contractor shall maintain overall cleanliness of the site at the end of each work day. This daily cleanup will not relieve the Contractor from responsibility of the final cleanup before acceptance of all work. After completion of all activities, the Contractor shall be required to clean the area being worked on by removing all dirt, trash, and debris resulting from their work and shall restore the area to its original state of cleanliness. All areas of disturbed grass shall be covered with a layer of topsoil, fine graded, and seeded to establish new grass. The debris will not be dumped on Government property unless a nongovernment owned dumpster is used. The Contractor shall dispose of all debris at an off post site. Federal, State and Local laws and regulations regarding hauling and disposal shall apply.

SW-3. The Contractor shall remove all asphalt millings and concrete debris resulting from the execution of task orderss issued against this contract. The cost for loading, transportation, and disposal of concrete and millings at an off post location will be included in the contract price.

SW-4. Proper, adequate and proficient supervision shall be provided by the Contractor throughout all phases of the work.

SW-5. Work performed under this contract will be accomplished on both well-traveled and semi traveled streets and major roads.

SW-6. The Contractor is obligated to verify all measurements and specification requirements at an on-site visit.

SW-7. This scope of work includes but is not limited to: placing of concrete, asphalt milling, leveling, grading, compaction, applying tact as required, apply and install new base course, (asphalt grades include but are not limited to I2, I4, and I5), provide and install new asphalt surface course, seal cracks, remove and dispose of existing base pavement, (depth of milling, paving, concrete and placement of sub-surface shall be identified by individual task order), maintenance, repair, and installation of new: concrete work, excavation, grading, aggregate, drainage piping, culverts, provide and install new manhole extension rings, provide and install new catch basin extension frames, valve curb boxes and bicycle safe drain grate with frame, provide and install new reflective marking tape, new thermoplastic striping, new slurry seal, new pavement striping, remove and dispose of existing topsoil, vegetation, and tree removal incidental to paving and concrete; proof rolling prior to asphalt base course to detect soft spots, perform vertical concrete form work from sub-grade to a maximum height of twenty feet, small call area to perform new or replacement work, provide survey and layout services, laser and optical, and mechanical grade control. The Contractor is required to submit safety plans for all work, construction, and

projects prior to the commencement of work. All work shall be in accordance with New Jersey Department of Transportation (NJDOT) specifications. The project manager, Project Manager, Contracting Officer, and Contractors will attend each site visit to review the statement of work and give the Contractor the opportunity to submit questions.

SW-8. Description and Requirements. The Contractor shall remove and dispose of existing asphalt pavement, (partial depth and full depth) and existing sub-base course material; all millings and excavation materials shall be disposed of off base. Thoroughly clean, provide and apply a tack coat, provide and install asphalt surface course, or a Super Pave surface course with binder, thickness required shall be as identified by SOW. Provide and install new base course material (bituminous asphalt) and compact in place; provide and install new top course material (wear surface) and compact in place; provide and install asphalt leveling course or Hot Mix Asphalt (HMA) leveling course to include repair of potholes, excessive crowns, depressions, and other irregularities. Construct asphalt road shoulders, 10 foot maximum width as identified in the SOW.

SW-9. The Contractor shall provide and install road gravel and quarry blend; seal cracks 1/8” wide and greater with halt crack filler; provide and install ¼” thick asphalt slurry seal. Apply slurry seal to cover all old markings before striping.

SW-10. The Contractor shall provide and install new manhole extension rings to raise manhole frames, raise or lower storm drains, provide precast inlet drain boxes, valve and curb boxes, manhole covers and miscellaneous appurtenances of similar size; provide and install brick and mortar to raise manhole frames, inlet frames, and miscellaneous appurtenances of similar size; repair masonry manholes and catch basins.

SW-11. The Contractor shall remove existing concrete curb, gutter, and combination concrete curb and gutter.

Construct new concrete curb, concrete gutter, and combination concrete curb and gutter to include all layout work, elevations, and excavation which shall be identified in the individual task order SOW, forms, reinforcement and finish work. Remove existing concrete sidewalk with or without reinforcing.

Construct new concrete sidewalks and concrete pads which shall include all layout work, elevations, excavations, forms, reinforcement and finish work, perform vertical concrete form work from sub-grade to a maximum height of twenty feet, thickness shall be identified by the individual task order SOW.

SW-12. The Contractor shall provide and install Government approved fill material, as needed. Excavate topsoil or earth and move to staging area, topsoil may be reused. Provide and install topsoil, fertilizer and grass seed, as needed. Soil stabilization fabric and core rock shall be used for stabilization. Provide and install backfill, topsoil, asphalt, or aggregate on road shoulders

SW-13. The Contractor shall paint line markings and letters, where needed, as required, as identified in the individual task order SOW including all surface preparation and layout. Paint traffic stripes 4” wide, solid, yellow or white; paint traffic stripes 4” wide, broken, yellow or white; paint parking lot stripes 4” wide, solid, white; paint crosswalk lines 12” wide, solid, white; paint stop lines 18” wide, solid, white; paint traffic letters, arrows and symbols. Provide and install reflectorized tape pavement markings 4” wide, paint thermoplastic line markings and traffic letters, traffic arrows, traffic symbols, numeric symbols, and blue handicap symbols where needed, including all surface preparation and lay-out, paint thermoplastic traffic stripes, solid yellow or white.

SW-14. Provide and install safety warning signs, traffic control signage, for example detour and construction ahead signs, and flag person if required with radio communication for traffic control.

SW-15. The Contractor shall excavate and grade as identified in the scope of work to change the existing grade and elevation by removing or adding a required amounts of base material to provide proper water run-off and drainage. Perform trench excavation by backhoe, backfill and compact by backhoe, plate tampers, or vibratory compaction, provide and install catch basin to include accessories, excavation, and backfilling with DOT approved aggregate. Provide and install drainage pipe to include all required fittings. Provide and install, or replace storm drain pipe on roadways. Contractor shall use plastic, concrete, metal, or aluminum pipe.

Provide and install piping into storm drain catch basin including patching concrete or brick. Provide removal of asphalt pavement by saw-cutting and or jack-hammering, and dispose of at an off base location. Level and fine grade all areas to be paved.

SW-16. Fire Prevention. The Contractor's operations shall comply with all requirements of the Installation Fire Prevention Standards, Air Force and Navy Regulations, and most current issue of the National Fire Codes, and the Fire Department which is Authority Having Jurisdiction (AHJ). Open flame, hot work requires prior approval of the Fire Prevention Bureau and the Fire Department of AHJ.

SW-17. It shall be the Contractor's responsibility to follow the manufacturer's recommendations and upgrade all construction in accordance with the applicable regulation. Any part of construction not performed in accordance with the applicable regulation shall be repaired or replaced by the Contractor at no additional cost to the Government.

SW-18. AF Form 103 Base Civil Engineering Work Clearance Request ~ Digging Permit (Technical Exhibit 2)

1.1 Purpose: The AF Form 103 Base Civil Engineering Work Clearance Request ~ Digging Permit (see attached AF Form 103) is used for any JB MDL Contractor work that may disrupt aircraft or vehicular traffic flow, base utility services, base communication cables, protection provided by fire and intrusion alarm systems, or routine activities of the installation. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions and prevent accidents. The Work Clearance Request is initiated by the Government at least ten (10) days prior to the start of work. If work delays are encountered, and/or the conditions at the job site change (or may have changed) the Work Clearance Request must be re-processed.

Contractor shall coordinate and obtain all utility mark outs prior to starting work on all projects on JB MDL.

1.1.1 The processed and approved AF Form 103 is used as an authorization document to work in a specified area. It certifies that all required coordination has been conducted.

1.1.2 Submission of this form is for local installation mark outs only and does not relieve the Contractor of the responsibility for obtaining public utility mark outs.

2.1 Responsibilities:

2.1.1 For projects located on McGuire and Lakehurst the Contractor shall prepare Work Clearance Request for Mark out Form 103 (see attached Form103 McGuire, and Form103 Lakehurst) and any required maps/drawings on paper. Requests shall be submitted to the Government and coordinated for approval by the Contractor as directed by the project manager.

2.1.2 For projects located on Dix the Contractor shall prepare AF Form 103 Work Clearance Request, and Pride Form #205 JB Joint Base Dix Mark Out Request (Technical Exhibit 1) (see attached Form103 and Pride Form 205) along with all required sketches/drawings electronically as a PDF to the Government project manager.

2.1.2.1 Routine/non-emergency requests shall be submitted at least ten (10) working days prior to the estimated start date of the required work. For emergency work the requests shall be submitted immediately.

"Emergency Request" shall be clearly annotated by the Government on the AF Form 103 and Pride 205 if working on Dix.

3.1 Procedures:

3.1.1 The Contractor shall provide clear, legible documents, depicting the exact area of work and the nature of construction. Prior to submitting a mark out request the Contractor shall mark all proposed areas of excavation/work with white paint and flags as needed.

3.1.2 Dix specific: the Contractor shall under direction of the Government project manager be responsible for obtaining coordination of any elements on the form that fall outside of the Base Civil Engineering function.

(I.E. Fuel Supply, Safety, Security, Operations, and Communications etcetera). When completed the Contractor shall provide the Government project manager with a signed copy of all approvals.

3.1.3 The Contractor shall ensure that all appropriate approvals are obtained prior to the start of any work. The standard time frame for the validity of the request shall be ninety (90) days unless otherwise noted.

3.1.4 Dix specific: the Contractor shall notify the Government project manager upon completion of all work associated with the mark out request is complete.

3.1.5 All other utilities shall be requested through New Jersey One Call, dial 8-1-1 or 800-272-1000.

DIVISION 1

GENERAL REQUIREMENTS

SECTION 01300

SUBMITTALS

PART 1 - GENERAL

1.1 SUBMITTALS: Submittals shall be as required throughout the construction documents and the Material Approval Submittal list. Failure to include an item on the Material Approval Submittal list will not relieve the Contractor from responsibility to submit the item as specified in the construction documents.

1.2 DEFINITIONS

A. SHOP DRAWINGS: If requested, drawings prepared by the contractor, subcontractors, distributors or other sources which graphically show relationships of various components of the work, schematic diagrams of systems, layouts of particular elements, connections and other relational aspects of the work, shall be originals. Reproductions or copies of these drawings, for submittal purposes, shall not be accepted.

B. MANUFACTURERS CATALOG CUTS/DATA: Manufacturers catalog sheets, brochures, diagrams, schedules, performance charts, illustrations and other standard descriptive data or documentation regarding the work.

C. SAMPLES: Physical samples to illustrate materials, color, shape, construction, and workmanship and to establish standards by which complete work is to be judged.

D. CERTIFICATES/CERTIFICATIONS: Statement signed by responsible officials of a manufacturer of a product, system or material, attesting that the product, system or material meets specified requirements.

The statement must be dated after the award of this contract, must name the project, and must list the specific requirements, which are being certified.

E. PERFORMANCE TEST REPORTS: Reports of inspections or tests, including analysis and interpretation of test results. Each report shall be properly identified. Test methods used shall be identified and test results shall be recorded.

F. WORK PLAN: The work plan will be a detailed listing of work to be done and the sequence in which it will be accomplished. The work plan will indicate time frames and level of effort required for each task.

The work plan will indicate the effect of each phase on the following phase and the impact if not complete before starting the next action. The work plan will identify Contractor responsibilities and methods of monitoring and control. Submit three copies of the work plan to the Contracting Officer.

1.3 CONTRACTORS OPTION:

A. F. or products specified only by a reference standard, the Contractor shall select a product meeting that standard which is available from a commercial source.

B. Where names of manufacturers’ products or equipment appear in these specifications, the products of other manufacturers will receive equal consideration. Items to be submitted as "equal" must meet the same noted specifications or acknowledged trade standard for quality, finish and/or operation. The Contractor is required to provide documentation that the substituted product meets the specification requirements. The ultimate decision authority on whether a proposed substitute product meets specifications requirements is the Contracting Officer’s, whose decision shall be final, binding and not subject to the contract disputes act nor the contract clause herein pertaining to it.

PART 2 - PRODUCT

2.1 GENERAL: A transmittal Form, AF Form 3000, "Material Approval Submittal", shall accompany all submittals.

2.2 SHOP DRAWINGS

A. Present shop drawings in a clear and thorough manner.

B. Identify item covered by the shop drawing by reference to drawing number and detail or specification paragraph.

C. Submit three copies of all initial drawings, if drawings are on disc they will be in AutoCAD format.

2.3 MANUFACTURERS CATALOG CUTS/DATA

A. Information should be standard data and/or information published by the manufacturer of the product.

B. The specific type, size, capacity and part number will be annotated on the manufacturer’s information.

C. Submit three copies of catalog cuts/data to the Contracting Officer.

2.4 SAMPLES: Office samples shall be of sufficient size and quantity to clearly illustrate the following:

A. Functional characteristics of the product, with integrally related parts and attachment devices.

B. Color, textures and patterns.

C. Method of installation or application.

D. Submit two samples of each product to the Contracting Officer.

2.5 CERTIFICATES/CERTIFICATIONS

A. Certificate/Certification will describe the item to be certified.

B. The name and address of the contractor shall be on the document.

C. Date(s) of certification and date of shipment if appropriate.

D. Submit three copies of Certificate/Certification to the Contracting Officer.

2.6 PERFORMANCE/LABORATORY TEST REPORTS

A. Test reports shall identify the test made, the date of the test, the Contractor’s name and address performing the tests, and the authorizing signature for certification of the validity of test methods and results.

B. Test result must be clear and ready understandable.

C .Submit three copies of the reports to the Contracting Officer.

PART 3 – EXECUTION

3.1 CONTRACTOR’S RESPONSIBILITIES

A. Review submittals prior to submission. Transmit submittals to the Contracting Officer for approval.

B. Coordinate each submittal with requirements of work.

C. Contractor's responsibility for errors and omissions in submittals shall not be relieved by the Contracting

Officer's review of submittals.

D. Make submittals in groups containing all related systems, devices, equipment and products to ensure that information is available for checking each item when it is received.

E. Do not begin any work, which requires submittal approval without first obtaining Contracting Officer approval.

F. Respond to review comments on submittals within ten working days.

3.2 TIMING OF SUBMITTALS

A. Make submittals as specified by the Materials Approval Submittal list.

B. Allow 14 calendar days for review by the Government of each submittal item.

C. Delays caused by tardiness in delivery of submittals by the Contractor will not be an acceptable basis for extension of the contract completion date.

3.3 RESUBMISSION REQUIREMENTS: Make all revisions required by the Contracting Officer. If the Contractor considers any required revisions to be a change, the Contractor shall so notify the Contracting Officer as provided for under the contract clause entitled "Changes".

3. 4 SUBSTITUTIONS

A. The Contractor may submit separate requests for substitution of a product other than that required by the contract documents. Substitutions must be supported by technical and physical evidence that the substitution will provide the same results as the item specified out in the contract documents. Failure to provide the supporting data will result in rejection of the substitution.

B. Substitutions must be marked clearly and the product to be substituted shall be indicated clearly on the submittal.

C. Three copies of the substitutions shall be submitted to the Contracting Officer.

3.5 REVISION AFTER APPROVAL: When a submittal has been reviewed by the Contracting Officer, resubmittal or substitution of material or equipment will not be considered unless accompanied by an explanation to the Contracting Officer for acceptance as to why the revision is necessary.

SECTION 01560

ENVIRONMENTAL PROTECTION

1. SCOPE: This section covers the protection of the environment during construction operations, except for those measures set forth in other technical provisions of the specifications.

2. GENERAL: For the purpose of this specification, environmental protection is defined as maintenance of the environment in its natural state to the greatest possible extent during project construction and to enhance the natural appearance in its final condition. Environment protection requires consideration of air, water, and land, and involves noise, solid waste management and management of radiant energy and radioactive materials, as well as other pollutants. In order to prevent, and to provide for abatement and control of any environmental pollution arising from the construction activities in the performance of this contract, the Contractor and their subcontractors shall comply with all applicable federal, state, and local laws and regulations concerning environment pollution control and abatement.

3. ENVIRONMENTAL COMPLIANCE: The Contractor is required to comply with all applicable local, state and federal environmental laws and regulations, including JB MDL Instructions. The Contractor shall be responsible for obtaining and complying with any required operating permits. The Contractor shall be wholly responsible and liable for penalties, fines, or environmental damage claims that may be required or assessed by the local, state or federal government as a result of the Contractor’s performance, or failure to perform, during the course of this contract. The Government will inspect for environmental compliance at their discretion, and will notify the project manager of any discrepancies found.

4. NOTIFICATION OF ENVIRONMENTAL SPILLS: In the event Contractor spills or releases any un-permitted substance, hazardous substance or hazardous waste into the environment, Contractor shall immediately report the incident to the Fire Department and the project manager. The Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substance into the environment.

5. MATERIALS: All materials used in the performance of services on the installation shall be in compliance with industry standards, local, federal and State laws, and will be used according to manufactures' recommendations. Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards. The Contractor will submit Material Safety Data Sheets on all materials to be used fifteen (15) days prior use for approval by the project manager.

6. DISPOSAL OF WASTE MATERIALS: All demolished concrete curbs, sidewalks, millings, gutters and asphalt curbing shall be removed from Government property.

Upon request by the Contracting Officer, the Contractor shall provide to the Contracting Officer the name, address, and location of the off post disposal site.

7. PROTECTION OF WATER RESOURCES: The Contractor shall not pollute streams or lakes with any harmful materials. The Contractor shall comply with all applicable federal, Sstate, and local laws concerning pollution of streams and lakes. Discharges to the stomwater system are prohibited.

8. DUST CONTROL: The Contractor shall be required to maintain all work areas within or without the project boundaries free from dust which would cause the standards for air pollution to be exceeded or which would cause a hazard or nuisance to others. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs. No separate or direct payment will be made for dust control and the cost thereof shall be considered incidental to and included in the contract prices for excavation and embankments.

SECTION 02050

DEMOLITION

PART 1-GENERAL

1. SUBMITTALS: The procedures proposed for the accomplishment of salvage and demolition work shall be submitted, at the pre-construction, for approval by the Contracting Officer. The procedures shall provide for safe conduct of the work, careful removal and disposition of materials specified to be salvaged, protection of property which is to remain undisturbed and coordination with other work in progress. The procedures shall include a detailed description of the methods and equipment to be used for each operation, and the sequence of operations.

2. GENERAL REQUIREMENTS: The work includes demolition or removal of all construction indicated or specified. All materials resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from Government property. Rubbish and debris shall be removed from Government property daily, unless otherwise directed.

3. DUST CONTROL: The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

4. PROTECTION:

4.1 Protection of Existing Work: Before beginning any cutting or demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to insure against damage to existing work to remain in place, to be reused, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work and construct and maintain shoring, bracing and supports, as required. The Contractor shall insure that structural elements are not overloaded and be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under any part of this contract.

4.2 Protection of Materials: All materials and equipment shall be protected from the weather at all times.

4.3 Protection of Trees: Trees within the project sites which might be damaged during demolition and which are indicated to be left in place shall be protected. Any trees designated to remain that are damaged during the work under this contract shall be replaced at no additional cost to the Government.

4.4 Environmental Protection: All work and operations shall comply with the requirements of Section: Environmental Protection.

5. BURNING: The use of burning at the project site for the disposal of refuse and debris will not be permitted.

6. USE OF EXPLOSIVES: Use of explosives will not be permitted.

PART 2 - EXECUTION

7. RESERVED

8. FILLING: Holes, open basements and other hazardous openings shall be filled.

9. DISPOSITION OF MATERIAL:

9.1 Title to Materials: Title to all materials and equipment to be demolished, except those items determined by the Contracting Officer through the pro jec t manager to be Government salvage and historical items, is vested upon receipt of each Task Order. The Government will not be responsible for the condition, loss or damage to such property after receipt of each Task Order.

9.2 Material for Salvage: Salvage materials shall be removed from Government property before completion of the Contract. Material for salvage shall not be sold on the site.

9.3. Unsalvageable Materials: Concrete, masonry, and other noncombustible materials other than concrete permitted to remain in place, shall be disposed in accordance with section 02050, paragraph 1.8C.

9.4 Materials for Government Salvage:

9.4.1 Property of the Government: Salvaged items shall be removed in a manner to prevent damage and packed or crated to protect the items from damage while in storage or during shipment. Containers shall be properly identified as to contents.

9.4.2 Damaged Items: Items damaged during removal or storage shall be repaired or replaced to the original condition or with like items at no additional cost to the Government.

10. CLEAN-UP:

10.1 Debris and Rubbish; Debris and rubbish shall be removed from all areas in which construction is to be accomplished.

10.2 Debris Control: Debris shall be removed and transported in a manner as to prevent spillage on streets or adjacent areas.

10.3 Regulations: All Federal, State and Local regulations regarding hauling and disposal apply.

STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION

1.2 SUBMITTALS

Copies of a certified delivery tickets for all concrete use in the construction shall be submitted to the CO for approval after concrete delivery. The material supplier’s statement that the supplied materials meet specified requirements. Each certificate shall be signed by an official authorized to certify in behalf of material supplier and shall identify quantity and date or dates of shipment or delivery to which the certificate apply. These certificates will be provided to the CO for approval.

1.2.1 DRAWINGS

When reference is made to contract drawing or the phrase "as indicated" is referring to the manufacturer's recommendation or manufacturer's brochures for installation of any item in this section. The Contractor shall have the responsibility to construct all work in this section and all other sections in these contract specifications in accordance with the above publications, Federal, State and Local Laws.

1.3 WEATHER LIMITATIONS

1.3.1 Placing During Cold Weather:

Concrete placement shall be discontinued when the air temperature reaches 5 degrees C (40 degrees F) and is falling. Placement may begin when the air temperature reaches 2 degrees C (35 degrees F) and is rising. Provisions shall be made to protect the concrete from freezing during the specified curing period. If necessary to place concrete when the temperature of the air, aggregates, or water is below 2 degrees C, (35 degrees F), placement shall be approved in writing.

Approval shall be contingent upon full conformance with the following provisions:

The underlying material shall be prepared and protected so that it is entirely free of

02511-2 frost when the concrete is deposited. Mining water and/or aggregates shall be heated as necessary to result in the temperature of the in place concrete being between 10 and 30 degrees C, (50 and 85 degrees F). Methods and equipment for heating shall be approved by the Contracting Officer. The aggregates shall be free of ice and snow, and frozen lumps before entering the mixer. Covering and other means shall be provided for maintaining the concrete at a temperature of at least 10 degrees C.

(50 degrees F) for not less than 72 hours after placing, and at a temperature above freezing for the remainder of the curing period.

1.3.2 Placing During Warm Weather

The temperature of the concrete as placed shall not exceed 85 degrees F except where an approval retarder is used. The mixing of water and/or aggregates shall be cooled, if necessary, to maintain a satisfactory placing temperature. In no case shall the placing temperature exceed 95 degrees F.

1.4 EQUIPMENT, MACHINES, AND TOOLS

1.4.1 General Requirements

Equipment, machines and tools used in the work shall be subject to approval by the project manager and shall be maintained in a satisfactory working condition at all times. The equipment shall have the capability of producing the required product, meeting grade controls, thickness control and smoothness requirements as specified. Use of the equipment shall be discontinued if it produces unsatisfactory results. The Contracting Officer will have access at all times to the plant and equipment to ensure proper operation and compliance with the specifications.

1.4.2 Slip Form Equipment

Slip form payer or curb forming machine, will be approved based on trail use on the job and shall be self-propelled, automatically controlled, crawler mounted, and capable of spreading, consolidating, and…
