Questions and Answers to Elelctrical IDIQ MATOC Contract FA4484-13-R-0005
1. In Section - L "Instructions, Conditions and Notices to Bidders" of the Solicitation, please clarify if the number of relevant contracts provided for Past Performance is required 5 or 10 ea.
- The government has determined that in regards to "Performance Contracts" the number of relevant contracts to be provided on behalf of the contractor shall be only 5ea.
2. Page 7 of 43 of the RFP, Section C-Descriptions and Specifications-Statement of Work: Section C: C4 "Seed Project Bid Schedule” states that the schedule is 2 pages. We have found the Seed Project Bid Schedule to be only 1 page. Is there supposed to be a second page to the Bid Schedule
· The acutal schedule was submitted as two (2) pages. It may actually be viewed as one (1) page. Please keep in that if you wish to provide a specified cost break-down of your proposal as well, that would be acceptable.
3. The RFP includes a separate Bid Schedule for the Seed Project. However, what is to be inserted on the CLIN's set forth in Section A-Solicitation/Contract Form on page 3 of 43 of the RFP? In addition, what is to be inserted on the CLIN's set forth in Section B-Supplies or Services and Prices on pages 4, 5 and 6 of 43 of the RFP? NOTE 3 on page 3 of 43 requires pricing on all CLINS or risk submitting a Non-Conforming Proposal. Please clarify.
· Please provide pricing for the proposed “Seed Project ONLY.
· At this current time the pricing of the Base year for this contract and any subsequent Option Years (CLIN’s) shall be addressed at the time of award of the Base contract – not at present .
· Please disregard the pricing for the Base year at this time.
4. Because the RFP’s scope of work is primarily electrical (specialty trade) please advise as to what is the percentage of the cost of the contract (not including the cost of materials - both general construction and electrical) required to be performed by the HUB Zone firms’ own employees which is presenting an offer under a teaming agreement arrangement with a non - HUB Zone Small Business Firm?
· IAW FAR 52.219-3 (d)(4)(i) at least 25 % of the cost of the contract performance incurred for personnel will be spent on the HUB Zones prime contractor’s employees
5. Please specify new circuit breaker for panel DP-1PP2 – both ampicity & interrupting rating, drawing indicates a 150 amp circuit breaker and the specifications indicate 125 amp circuit breaker.
· The new curcuit breaker for the GE Panel (DP-1PP2) is 600 volts 125 Amps 3 pole Type TFK with interrupting rating of 22 Kilo Amps. To Clarify -the Circuit breaker is 125 Amps and the cables are rated for 150 Amps (#1 gauge THHN copper stranded cables).
6. Is a Buss Connection kit required for the new circuit breaker within panel board DP-1PP2?
· The Government believes it is a molded case circuit breaker. The government doesn’t believe that a buss connection kit will be needed.
7. Please specify all bonding & grounding requirements for a separately derived system in accordance with NEC article 250, including but not limited to transformer, main fused switch, water service, driven ground rods and Building steel.
· For grounding, 2- 3/4" 8 foot copper rods no more than 6 feet apart from the new 112.5- 1/2 kva step-down transformer shall be installed andconnections being made with the proper copper ground rod clamps.
· The bonding screw shall be installed at the new NEMA 3R 250 volt 400 amp 3 pole fused safety switch at which ground and neutral conductors shall be separated from that point of connection going to the Federal Pacific panel inside building #331.
· The new grounding conductors will be bonded to the new transformer, the new safety switch, the ground rods, and to the existing grounding conductors inside the Federal Pacific panel and to the existing grounding conductors in the existing GE panel in building #124.
· The existing feed and neutral conductors going to the Federal Pacific panel in building #331 shall be disconnected, isolated and secured from the new feeds and neutral conductors going to the Federal Pacific panel
8. Please specify grounding vs. grounded conductors and mechanical isolation for existing 200 amp panels upon change from building main distribution to a sub-panel.
· With this change, the new 250 volt 400 amp 3 pole NEMA 3R fused safety switch is the Main for the building and the Federal Pacific panel inside building #331 is the subpanel.
9. Please specify if overtime is required to secure new building power and what requirements apply to the four (4) Existing bldgs. During the shutdown period.
· Due to budget restraints - Overtime will not be allowed. Normally, securing of the building power to make the change over would have to be done after hours, but because of the furlough (the budget cuts) overtime is not authorized.
· An outage request form, from which can be obtained from Shop's Superintendent ~ to be filled out and submitted 10 days prior to requested outage. Mr. Tom Hoever will have to make arrangements with the NAVAIR personal in the affected buildings and the 87th CES Lakehurst Electric Shop Supervisor.
10. Please provide the transformer specification, i.e.: temp rating, taps, aluminum vs. copper windings.
· The transformer ratings required for this project is 112.5 kva 480/208/120 volt Delta/Wye step-down NEMA 3R power transformer with voltage taps, copper windings, and Class A 105*C insulation system rating.
· The new step-down transformer is 3 Phase
11. Can the existing 208/120V 200A panel in bldg. #331 accept #300MCM cables?
· The Circuit breaker panel in building # 331 is a Federal Pacific 600 Volt 400 Amp 3 Phase 4 wire circuit breaker panel. The catalog# is 400SJ. The cover wasn’t off at the time of the site visit. The main breaker is 600 volt 200 Amp breaker. The government feels that the 300 MCM cables should fit on the breaker.
12. Is it the intent to abandon the existing (2) 4” conduits that enter the 208/120V 200A panel in place?
· The Governments intention is not to reuse the existing (2) 4” conduits that enter the Federal Pacific panel on the bottom.
13. During the walk thru the comment of placing the transformer was to belocated at the left hand corner at bldg. 124 with feeder coming from MDPlocated at bldg. 331. The drawing indicates the transformer placement atbldg 331 with feeder coming from transformer. If the location of thetransformer has been changed then so will the feeder size and conduit comingfrom MDP please advise.
· In response to the contractor's concerns about the new 300 MCM cables fitting into the existing Federal Pacific panel - The existing feeders are coming into the left bottom side of the 200 amp circuit breaker which in turn the circuit breaker is feeding the whole panel.
· This existing feeder cables are to be removed from the 200 amp circuit breaker and secured safely out of the way inside the panel and the cables connected directly tothe panel buss are feeding the new circuit breaker disconnect switch for the new milling machine can now be moved to where the existing feeders were connected.
· The new 300 MCM cables can now be connected directly to the circuit breaker panel buss bars on the bottom using the proper lugs.
· The new 250 volt 400 amp NEMA 3R fused at 300 amps safety switch, mounted on the outside wall next to the new 112.5 kva 480/208/120 volt 3 phase NEMA 3R step-down transformer is now the new main for Building #331 and shall belabeled as such.
· See Pictures Attached.
14. The documents indicate that the existing panel in Bldg. 331 (rated at 200 amps) is being protected by a new 400 amp Nema 3R Fused Safety Switch with 300 amp fuses. Please confirm the existing panel buss rating and or main circuit breaker, and will over current protection be satisfied via the 300 amp fuses.
· The main breaker for the existing panel is 200 amp 3 pole, but the panel itself which means the buss bars in the panel is rated for 600 volts 400 amps 3 phase 4 wire.
· -Upgrading to 300 amps and to separate the service from the other buildings is really to give NAVAIR personnel piece of mind. Building #331 has been operating a shared service with the other buildings with their new machines at 200 amps capacity for a few months now with no complications or loss of power.
· The new 300 amp service is to provide all the power needed if every machine was required to operate simultaneously say in a wartime or emergency situation and even then, it is doubtful, all machines would be operating at the same time.
15. Please confirm if there is an existing grounding electrode conductor to be utilized for the new transformer at Bldg. 331. If not, please provide an area of point of connection available for a new grounding electrode conductor.
· No, there is not an existing grounding electrode conductor available for the new transformer. Following New Jersey codes, 2- 8 foot copper ground rods no more than 6 feet apart will have to be installed and bonded with the new transformer, but I would also like to extend the bond over to the existing 208/480 volt 3 phase step-up transformer, so that there is no chance of difference of potential between the 2 transformers
16. Please advise if a mounting buss hardware kit is required to be added to existing panel DP-IPP-2 for the new Type THKM Circuit Breaker.
· Actually the breaker needed will be a GE 600 volt 125 amp Type TFK circuit breaker. There is a 225 amp breaker on the left hand side and the spare slot is on the right hand side next to it. As long as it is a Type TFK circuit breaker, no adaptor kit is required. If a different type breaker is used, a modification kit may be needed for it to able to be mounted.
