About this file

This is a Questions and Answers document for RFP FA445226R0007, a sole source 8(a) construction effort for the 352 Special Warfare Training Squadron (SWTS) Base Camp Upgrade at Fort Bragg. The Q&A clarifies 29 issues raised by the contractor Unami, LLC and DOR Zapata Group, Inc. regarding project scope, deliverables, and technical specifications.

Key clarifications include: product data sheets are acceptable instead of physical samples; NCDEQ permitting is not required as the project does not involve ground disturbance; electronic submittals are acceptable with only one half-size hard copy needed; the Government will provide a 30 kW diesel generator (Model RA03022) and DRASH equipment for contractor installation; propane tanks will not be included; ABA accessibility compliance is not required; fire protection systems are not required; bunks, furniture, appliances, TVs, and lockers will be Government-provided; and the Government will provide mini-split air conditioner specifications. Additional project requirements include installing a concrete containment curb (minimum 25 gallons capacity) at the generator enclosure, replacing duplex receptacles with quad receptacles near new bunks, installing no more than four ductless split systems, expanding the fence line on the building's back side, constructing a covered vehicle area for 10-12 pickup trucks as an optional CLIN, and connecting existing canopy lights and receptacle circuits to the new electrical panel. The proposal due date was extended to March 25, 2026, and the 100% Design Review meeting can be conducted virtually with all deliverables submitted electronically.

QUESTIONGOVERNMENT RESPONSE
1Attachment 1 – SOW, Page 1The Scope of Work states that “samples of new equipment, materials and accessories shall be submitted” for Government approval. Please clarify whether the Government is requiring physical “samples” to be provided for all new equipment, materials, and accessories, or if Product Data submittals sent electronically will be acceptable.Product data sheets will be acceptable.
2Attachment 1 – SOW, Page 3Under CLIN 0001 – Design, the SOW states that the contractor shall “prepare and submit all applications pertaining to the NCDEQ permitting requirements (the disturbed area for this project is anticipated to be less than one acre).” Please clarify what specific scope elements associated with this project would require an NCDEQ permit. For this project, since we are not changing the grounds with the exception of removing some trees and moving the fenceline, this is not required. DPW has already cleared the project through their environmental process.
3Attachment 1 – SOW, Page 3Under CLIN 0001 – Design, the SOW requires submission of 3 half-size drawings, 2 full-size drawings, and 2 specifications and calculations, along with 2 electronic CDs. Please confirm whether the Government requires these deliverables to be provided as hard copies and CDs, or if electronic submittals (e.g., Adobe PDF files transmitted via email or secure file transfer) will be acceptable. This requirement has changed with recent DPW updates to their business rules. We need electronic copies for Master Planning, DPW, and customer. Customer will also need one half-size drawing and one CD.
4Attachment 1 – SOW, Page 4, Construction Item 18Construction Item 18 states "“Room for appliances GFGI? (electrical for refrigerator, toaster, microwave, coffeemaker) and shelves for storage. Please identify the specific GFGI requirements to be incorporated, as they will affect space planning and electrical power requirements in the proposal.Since appliances keep blowing, we need additional a better breaker or additional breakers to account for the load of the appliances.
5Attachment 1 – SOW, Page 5The Scope of Work lists the following desired additions that require approvals from external agencies: (1) Propane tanks (RFI to DPW) *GFGI; (2) Antenna location (Radio shop, A&E, DPW, Harris discussion); (3) Covered vehicle area (constructed awnings)- need measurements and traffic plan design. The SOW states to keep the same traffic design with entry through one gate and exit around the cabin, with parking along the perimeter fence on the first two sides after entry; and (4) Expand the fence line on the back side of the cabin farthest from the main road. Please advise whether these elements are to be included in our proposal.Propane tanks will not be included. Per DPW we have changed our generator type. Everything else is to be included and was discussed originally with Mitch in the planning stage of this project.
6Attachment 1 – SOWPlease provide cutsheet information for new equipment or photos of existing equipment nameplate information for the following:

a. Patch panel for antenna cabling.

b. New Government-provided 20K diesel generator, including phase, voltage, and concrete pad requirements.

c. DRASH equipment. Generator information has been provided but I will attach it again. Mitch took pictures of the DRASH but here is all the info we have: DRASH: 35kw, 120/208-Volts AC, 3-phase, 60-Hz, Diesel Engine Generator

Power Panel The power panel contains the following inlets and receptacles:

a) One 3-phase, 100A, 5-wire, J1 wall mount inlet for accepting 3-phase 120/208-volt power from an external source (shore power).

b) Two circuit breaker protected 3-phase, 60A, 5-wire, J2 and J3 wall mount receptacles for connecting to system loads.

c) One circuit breaker protected 3-phase, 100A, 5-wire, J4 wall mount receptacle for connecting to system loads or to perform load share.

d) One single-phase 120VAC, Ground Fault Circuit Interrupted duplex outlet receptacle, J5, with weather tight cover, circuit breaker protected at 20A.

e) One MIL-DTL-5015, J6, 2-wire inlet for interconnecting the generator sets to control the load share paralleling operation. We are working on Patch Panel specs and will provide them as soon as we get them from Harris Corp.

7Attachment 1 – SOWUnami, LLC and DOR Zapata Group, Inc. will not be including a Fire Protection Engineer (FPE), Sprinkler System(s), Fire Pumps, Fire Alarm/Mass Notification System, or secondary means of egress as part of this project proposal. Please confirm that these items are not a requirement for this project and provide Government concurrence. This is not a requirements. There is no imbedded water or electrical source to sustain these functions.
8Attachment 1 – SOWThe SOW references “temporary facility design specifications dictated by Fort Bragg DPW.” Please provide these specifications. With new DPW rules, this specification is no longer pertinent. However, we will attach the latest version of the DPW design guide. It won't change what we are planning as we already fit the intent of the design guide.
9Attachment 1 – SOWThe SOW references compliance with ABA. Please confirm that this project is not required to comply with ABA accessibility requirements.Correct- compliance with ABA is not required.
