About this file

This is a Statement of Work (SOW) for the design and construction of modifications to Building T-2770, an existing field training facility at Fort Bragg, North Carolina (Grid Coordinates: 17S PU 3596 7616).

The project encompasses two contract line items (CLINs): CLIN 0001 requires architectural and engineering design at a Light Submittal Level, including 100% and IFC Corrected Final submittals with abridged specifications. Deliverables include three half-sized drawings, two full-sized drawings, two specifications and calculations documents, and two electronic CDs, along with all NCDEQ permitting applications for a disturbed area of less than one acre. CLIN 0002 covers construction comprising demolition and new construction work. Demolition includes removal of exterior plywood siding, asphalt shingles, roof hatch, widow's walk platform, and interior/exterior ceiling and sheathing over existing Room 104. Construction work adds a second floor (Room 204) over Room 104 using engineered wood I-joists to match existing second-floor elevations, installs new exterior walls, roof sheathing, and roofing materials, and includes a new widow's walk platform with reinforced roof area for antennas and satellite dishes.

The facility modifications must accommodate increased requirements for sleeping, storage, operational, medical, and cooking space. Key construction elements include bedspace for approximately 25 males and 5 females with gender-separated areas; a ready room with wall lockers (2' × 4') for 40 staff and minimum 10 electrical outlets; a separate isolated medical area for 2 patients with exterior door, stairs, and ramp access; an operations center with patch panel, space for three 65-inch televisions, tables and chairs for 20 personnel, and at least 20 electrical outlets on different breakers; electrical appliance room with GFCI outlets for refrigerator, toaster, microwave, and coffeemaker; screen enclosures for covered deck and porch; roof antenna accessibility with conduit for cables to ops center; built-in duct and electrical interface for DRASH unit; access ramps to porch level entrances; a minimum 20K diesel generator with concrete bolts, insulated cinderblock noise enclosure, circuit breakers, and a six-inch containment curb capable of holding 25 gallons of fuel spill with drainage valve; blackout curtains for windows; optional covered vehicle parking with traffic plan design; and expansion of the south and west fence lines by ten feet. All work must comply with Fort Bragg Installation Design Guide, UFGS, International Building Code, NFPA 70, NFPA 101, Fort Bragg I3A Design Guide, and DoD codes and regulations. Contractor working hours are 7:00 am to 4:30 pm EST, Monday through Friday, excluding federal holidays. The contractor must meet with the facility manager (Mr. Dan Kaster) and contract representative within 48 hours of contract award to establish a work schedule and must coordinate to minimize interruptions to student training. All workers must be legal U.S. citizens with legal picture identification capable of obtaining military installation clearance; no weapons, drugs, or illegal paraphernalia are permitted on the installation. Attachment 1 specifies a 24,000 BTU ductless mini-split heat pump system (AUX model ASW-H24N2/JIR1D1-US-A) with 17 SEER rating, remote control, sleep mode, anti-fungus filter, and 12-foot lineset for climate control.
