PWS, Paragraph 2. Scope
Question 1: Are all GDSS releases described in the “Scope” provided under the GDSS C2SS contract, or are releases also provided by an OEM/application developer under separate contract?
ANSWER: No
Question 2: What are the attributes of GDSS systems, particularly those that may be custom, that require “customized troubleshooting and resolution”?
ANSWER: GDSS is a GOT product supported by using Microsoft 2008 R2 and Oracle 12R.
Question 3: Will the contractor be required to transition the GDSS from “IEE Std 1219” to “IEEE 14764-2006 - ISO/IEC/IEEE International Standard for Software Engineering - Software Life Cycle Processes – Maintenance”?
ANSWER: The timeline for transition has not been released to this program. When directed to do so, GDSS will transition to IEEE 14764-2006 - ISO/IEC/IEEE.
PWS, Paragraph 3.1.1, Sub Task 1 – 24x7x365 GDSS C2SS – Primary Location
Question 4: Under Section 3.1.1, in what context are Level II functions defined (e.g., 8570;
IAT/IAM; Tier II Help Desk, i.e., advanced Help Desk and Systems Admin; or a hierarchical designation unique to GDSS)?
ANSWER: IAW PWS 8.3.2, “All personnel must comply with DOD 8570.01-M, Information Assurance Workforce Improvement Program and must provide certifications prior to contract start date. Contractor employees assigned to performing functional services duties, which include Account Management and System Administration shall meet and maintain DOD 8570.01-M certification Information Assurance Technical (IAT) Level I, A+ certification or Government-approved equivalent by full performance start date. Contractor employees assigned to performing CSA duties, and any contract lead shall meet and maintain DOD 8570.01-M certification IAT Level II certification by full performance start date.”
Question 5: In Section 3.1.1, when supplying “C2 Systems services for the continuous operation of the fixed and deployed systems for approved users in or supporting Active, Guard, and Reserve units,” does this include the need to conduct incident troubleshooting and resolution in a remote, on-site, or combined capacity?
ANSWER: On-site at Scott may include a remote troubleshooting functionality when the system is at McConnell or AWS.
Question 6: Will the government provide subject matter expertise and/or connections to personnel to facilitate the C2SS functional expertise needed for the following in Section 3.1.1 Sub Task 1?
• Information services provided by the MEIS and DRM
• Ensuring the changing regulations and interfaces…are being addressed
• Mission Timeline (MTL) application…[allowing] users to view mission events
• Mission Timeline (MTL) application…[ensuring] application’s tooltips and windows can provide additional information about the mission and mission resources when required
ANSWER: Yes. Developers (Subject matter expertise) from GDSS Sustainment contract and Applications, Infrastructure and Systems Support (AISS) will be available to facilitate the C2SS function personnel.

Question 7: In Section 3.1.1, what is the OEM/application developer role in the USTRANSCOM directed GDSS migration to a commercial Cloud environment?
ANSWER: To be Determined. This may require configuration changes as identified by developers.

Question 8: In Section 3.3 Task 3, who is the office of primary responsibility for the GDSS release fielding plan—government, OEM/application developer, or GDSS C2SS contractor?
ANSWER: Government
PWS, Paragraph 3.4 Task 4 – Program Management
Question 9: Is the developer under Section 3.4 Task 4 the OEM/application developer or the GDSS C2SS contractor?
ANSWER: Developers are under the GDSS Sustainment Contract.
Question 10: The assets listed under 3.4 Task 4 do not reference software residing on production servers—is this part of the USTRANSCOM DE GFE, or part of contractor assets?
ANSWER: Yes. All assets are part of the USTRANSCOM DE GFE.
PWS, Paragraph 6.1 Incidental Equipment & Property
Question 11: In Section 6.1, what is the highest level of classification for the information processing required at the contractor off-site facility?
ANSWER: Secret
Question 12: For the computers referenced in Section, 6.1, do these systems include development, production, and storage servers?
ANSWER: Yes.
Question 13: For the appropriate software referenced in Section 6.1, does this include all software assets required to build, deploy, test, operationalize and run an application?
ANSWER: Yes.
PWS, Paragraph 6.4 Contractor-Furnished Items and Services
Question 14: Section 6.4 references Section 5 as specifying GFE, but the Section 5 Services Summary does not indicate GFE. Can these GFE be specified?
ANSWER: The items provided to the contractor include items incidental to the work place and remain on-site, including phones, computers, etc.
PWS, Paragraph 7.4 Place of Performance
Question 15: In Section 7, what is the breakout of the eight designated work spaces with respect to the primary location and the 618th Air Operations Center (618 AOC)?
ANSWER: Eight spaces are located in the primary C2SS function office. Two additional spaces are located within the 618 AOC.
PWS, Paragraph 14.3 Safety Requirements
Question 16: Customarily, the contractor “shall” provide services. To clarify per the Section
14.3 sentence: "The COR shall provide copies of publications not available on the web and updates as they become available,” is the contractor or ANSWER: Yes. The COR and GDSS Program Manager will be responsible for researching and providing copies of all GDSS specific publications and updates, PWS, Paragraph 15.2 Phase Out
Question 17: Given CMMI is model/framework for process deliberation and optimization versus an actual standard, can the government clarify system documentation compliance with CMMI Level 3 in Section 15.2?
ANSWER: Follow the standards for documentation provide by CMMI Level 3. CMMI Level 3 Documentation Kit includes CMMI manual, quality policy, CMMI process documents, mandatory procedures, instruction guide, coding standards, set of sample templates and formats, audit checklists and affirmation questions. The manual, procedures and sample templates are important documents, which can be used as ready-to-use tool and assist in swift documentation process for CMMI certification of Level 3 for software development companies. The documents given are already used and verified for designing and developing CMMI maturity model in various software/IT organizations by our expert CMM consulting team.
SF 1449, Block 8
Question 18: Block 8 of the SF 1449 states that the proposal is due on 22 Jan 19 while Instructions, Conditions, and Notices to Offerors section 1.0 includes:
(d) The solicitation issue date of 11 Oct 18 and offer due date of 10 Nov 18 are specified in blocks 6 and 8, respectively, of the solicitation. The offeror shall make a clear statement in Volume I that the proposal is valid through 01 Sep 19.
Please validate that the due date is 22 Jan 19 and that the quote must be valid until 01 Sep 19.
ANSWER: The proposal due date has been extended to 7 February 2019. Additionally, proposals must be valid through 1 Oct 19 – this information has been updated in the Addendum to FAR 52.212-1.
