1 RFP 62 Section 4.1 The solicitation states, “Required documents for the offeror's technical approach include a draft Technical and Management Work Plan. Each offeror shall provide a Mission Essential Services Plan, as required by DFARS 252.237‐7024 for the tasks identified in para. 11.5.8 of the PWS.”
• Are the “Technical and Management Work Plan” and the “Mission Essential Services Plan” considered two separate plans?
A: YES, these are two separate plans.
• Are these documents requested separate from the technical approach? Or does the government request that these documents be included in the 20 page Technical Approach response?
A: The Mission Essential Services Plan is separate and does not count toward the 20‐page limit. The Technical and Management Work Plan does count toward the 20‐page limit.
• Can the government correct the reference to paragraph 11.5.8 of the PWS?
That section reference does not exist in the PWS.
A: This has been corrected to read paragraph 8.3.2.1.
2 RFP 64 5.4 Past Performance Evaluation Ratings:
The solicitation states that “In the case an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance (see FAR 15.305(a)(2)(iv)). In the context of acceptability/ unacceptability, a neutral rating shall be considered "acceptable".”
Will the government confirm that it intends to allow offerors with no relevant Past Performance to be rated as “Acceptable”? Given award will be made to one of “two offerors who are determined to be technically acceptable and have acceptable past performance” after price evaluation, this would open the government to considerable risk, as an offeror may have no evidence of past performance relevant to the scope of
GDSS C2SS Question Template, v1 2 this work. Will the government consider modifying this to include a rating of “unknown”, with “unknown” ratings coming after “acceptable ratings” in evaluation?
A: No – wording will not be modified to reflect the requested change.
3 PWS 3 2. Scope Will the Government please provide information on the volume of support calls received historically by type/category, shift, location, and/or other methods currently used to track the volume of calls.
Can the government provide historical data for average response and resolution times? Does the government have established service level expectations for response and resolutions times for calls received by type? If so, please share those as well.
A: The historical data available includes the following:
Historical manning numbers – 18‐22 people Remedy ticket yearly average – 20,460.6 Account management ticket average – 56,895.6

The solicitation states that “Pages shall be typed with 1.5 line spacing”.
Is the 1.5 line spacing requirement applicable to tables, text boxes, and unevaluated pages (e.g., cover page) as well?
A: Yes – this applies to tables, text boxes, and unevaluated pages (i.e., cover pages).
5 RFP 56 1.2.3 Cross‐ Referencing;
3.0 Volume II
‐ Technical Volume/3.2.2 Volume Organization & 3. Volume I, Completed RFP/3.1 Cross Reference Matrix
The solicitation states that “offerors shall provide a Solicitation Cross Reference Matrix indicating by ITO, PWS, and specification paragraph number, the corresponding proposal paragraph in that section which addresses the referenced item.”
The Cross Reference Matrix is listed for inclusion under the Instructions of Volume II ‐ Technical Volume (see 3.0 Volume II ‐ Technical Volume/3.2.2 Volume Organization), but evaluated under Volume I, Completed RFP (see 3. Volume I, Completed RFP/3.1 Cross Reference Matrix). Will the government deconflict these two instances and confirm whether the Cross Reference Matrix is required in Volume I, Volume II, or in both? Ask A6.
Will the government please confirm that the Cross Reference Matrix, regardless of desired location (Volume I or Volume II), is outside of page count?
A: The Cross Reference Matrix is not included in the page count.

The solicitation states that “Along with the information required in this paragraph, the offeror shall submit a consent letter (Attachment 7) executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information.”
Please confirm that the subcontractor Past Performance Consent Letter can be provided outside of the 5 page limit (i.e., an Appendix)?
A: The Past Performance Consent Letter is within the five page limit.
7 RFP 56 & 58 1.2.2 Cost or Pricing Related Data & 2.3 Supplies or Services and Costs/Prices Completed
The solicitation states that "Contract Line Item Numbers (CLINs) shall be priced;
however, supporting documentation for prices shall be included in Volume IV, Price Proposal. Include supporting data to substantiate the reasonableness of the proposed CLIN prices.”
The solicitation also states that “pricing information in the Price Proposal Template found at Attachment 9 of the RFP” will be included in Volume I.
Wil the government clarify whether the Attachment 9 CLIN pricing information is desired in both Volume I and Volume IV, or only in a single location?
A: Yes, both locations.
Will the government clarify the file format for Volume IV, given “supporting data for FFP CLINs shall include: allocation of personnel by labor category, labor category position descriptions, hours, and fully burdened hourly rates” as this information is typically provided via secure Microsoft Excel file format?
A: The file format is left to the discretion of the offeror.
