1a/b – (1) The contractor shall not be authorized to receive, handle, store any classified material, e.g., data (hardcopy or electronic) at any contractor owned or leased facilities or produce/manufacture any classified hardware at any contractor owned/leased facility under this contract. Work with any classified material or hardware will take place only at Government facilities. No safeguarding will take place at the contractor’s facilities.
(2) The contractor shall provide individuals with the appropriate level of security clearances as required by their position and within the limitations cited in the DD Form 254, to perform the services required by the contract. The highest security clearance required by contract is SECRET.
(3) The contractor, within the confines of federal government facilities, shall provide the necessary policies, procedures and oversight to comply with the security requirements of this contract.
(4) Contractor employees, cleared at the appropriate levels, may require access to secure areas, as well as, secure networks on US Government installations. Need-to-know will be required at all times. Safeguarding of materials will be secured only at US Government installations. Access will be authorized to personnel who possess the clearance and need-to-know requirement. Under this contract no safeguarding will take place at the contractor’s facilities. Contractor personnel will be under the security policies and procedures of the US Government installation cognizant security office.
8c – When on Scott AFB, cognizant security oversight comes under HQ AMC/IP (618) 229-0957/0998 10g – Actual knowledge of, generation, or production of NATO information is not required for performance of the contract. A NATO awareness briefing, including annual refresher briefings, shall be required, at a minimum, for those with SIPRNET access.
10j – Controlled Unclassified Information (CUI) includes categories such as “FOR OFFICIAL USE ONLY” (FOUO), Sensitive but Unclassified (SBU) and Law Enforcement Sensitive (LES). DoD components and contractors will refer to DoDM 5200.01, Volumes 1 - 4, DoD Information Security Program for specific guidance. Reference DoD 5400.7-R, DoD Freedom of Information Act program for additional guidance in controlling Government information.
10k - A limited number of personnel will require access to the Secret Internet Protocol Router Network (SIPRNET).
11a - Releasing contractor or Government activity will furnish complete classification guidance for the service to be performed or information provided. Selected contractor personnel performing services in support of the contract will be required to have a SECRET clearance as required by their position for unescorted secure area access requirements and may encounter or receive classified material at locations other than the contractor’s facilities. In conduct of this contract, the Contractor will not fabricate, modify or store classified hardware. The contractor may be required to attend classified meetings which may involve resolution/mitigation of security vulnerabilities to Government software.
11f - Contractor personnel deployed to overseas locations may have access to classified information under the control of U.S. Military, Host Nation Military or Embassy personnel.
11j – OPSEC is an analytic process that identifies, and mitigates indicators of U.S. intentions, capabilities, operations, and activities. In compliance with DoD Operations Security Program Directive (DoD Directive 5205.02E and DoDM 5205.02-M), DoD OPSEC requirements; OPSEC measures shall be employed to deny indicators to adversaries that reveal critical, or classified information about DoD missions and functions. At a minimum, within 90 days of employment, then annually thereafter, personnel with access to Government networks under this contract shall receive recurring DoD ADLS Cyber Awareness Challenge course training (ZZ133098). To augment provided training, at initial employment and annually thereafter, the company shall provide a briefing, oral or written summarizing contract specific OPSEC awareness information.
11l – (1) Classified Defense Information may be encountered during normal conduct of the contract and will be protected using policy and guidance of DoD 5220.22M, the National Industrial Security Program Operating Manual (NISPOM), Chapter 5, and the NISPOM Supplement. The contractor will enter into a Visitor Group Security Agreement (VGSA) and fall under the information security program of the using organization at Scott AFB.
(2) Licensing network users and certifying network professionals shall be IAW AFI 33-115, Volume 2 implementing DoD 8570.01-M requirements.
(3) For access to unclassified Air Force networks the contractor must, at a minimum, have completed a verifiable Federal Investigative Standards (FIS) Tier 1 (Replaces National Agency Check with Written Inquires - NACI) or higher level investigation.
(4) Contractor personnel having access to US Government Automated Networks will be required to take Information Awareness Training and other security classification training and testing, as deemed necessary by the Government. Contractor personnel shall comply with all AMC security requirements pursuant to DODD 5200.2, DOD Personnel Security Program, and DODI 8500.2 Information Assurance Implementation.
(5) When required, the Government will provide classified network access to include e-mail and web browser. Contractors will be held accountable for actions they initiate on the network and will conduct business IAW USAF, AMC and local Base instructions and policies. Sponsoring Government agency will provide Information Assurance training prior to contractor access to network services.
(6) When contractors are designated as Visitor Groups on Air Force installations, industrial security reviews for collateral classified information will be conducted by the servicing IPO, HQ AMC/IP. For this contract, all security inspection elements are on Scott AFB and are the responsibility of HQ AMC/IP (IPO and cognizant security office) and therefore have no elements outside the IPO's responsibility. Defense Security Service retains cognizance over the cleared contractor facility.
