About this file
This document is a Questions & Answers file for the DGMC Simulation Center Audio Visual System Upgrade project at Travis Air Force Base, California. The solicitation (FA442725Q1110) seeks a comprehensive AV system upgrade for medical simulation training rooms, with key requirements including: integration with Laerdal or CAE simulation stations, two-link video connections per training room, push-to-talk microphones in the control room, and a recording system for student assessment. The contractor must provide all network infrastructure, cabling, switches, and UPS backup power, with the system intended to record and playback training sessions for face-to-face feedback. The project involves upgrading AV systems in three rooms (1A616, 1A618, 1A619) with varying ceiling heights and square footage, and requires a separate, isolated network for the AV system.
The Q&A document clarifies several technical specifications, including that AV project experience is acceptable for past performance, subcontractor experience is qualifying, and a certified electrician must ensure system functionality. Software requirements are minimal, with no need for scheduling, inventory management, or automated reporting. The system should support student interaction assessment through video recording, but assessment results will be reviewed manually. The government prefers a single integrated system for both training rooms with individual monitors, and the HDMI input should be compatible with either Laerdal or CAE simulation stations. Overhead speakers will serve dual purposes of push-to-talk announcements and allowing control room staff to hear training room audio.

DGMC Simulation Center Audio Visual System Upgrade
Travis Air Force Base, CA Questions & Answers
1. Scope & Experience Requirements
• Is it a requirement to show proof of previous projects specifically involving medical simulators (e.g., integration with Laerdal, CAE, Gaumard manikins), or will large-scale pro AV project experience be acceptable?
ANSWER: AV Project Experiences are acceptable for Past Performance.
• Does the experience of our subcontractors qualify?
ANSWER: Yes.
• We can provide numerous references for recent large-scale pro AV projects—please confirm if this is sufficient.
ANSWER: Yes.
2. Certification Requirements
• What certifications are required as referenced in the project documentation? It states:
"All work shall be performed by a certified electrical technician, specifically qualified and trained to provide audio, video, and programming to meet the government requirement." Please confirm which certifications satisfy this requirement.
ANSWER: A certified electrician, but we want to be clear that with the installation there is someone that ensures the unit functions when the installation is complete not just that all the wiring is done correctly.
3. Existing Equipment & Documentation
• Please provide the current equipment list that will be replaced and removed.
ANSWER: See Statement of Work (SoW) pages 2 - 5
• Please provide any drawings or documentation of the current AV installation.
ANSWER: See SoW pages 8 - 12
• Can we get high-resolution/full-quality drawings of the simulation center?
ANSWER: See SoW page 8
• Can we get high-resolution/full-quality photos of the simulation center as provided in the documentation?
ANSWER: See SoW pages 8 -12
4. Video Input & Recording Requirements
• Section 3.2.3.a.iv: Please clarify whether accepting a display input from the simulator’s vital signs monitor/tablet is:
o an additional and simultaneous video input into the capture system (as stated in 3.2.3.a.iii), or o a single HDMI input to be recorded and shown along with the room cameras.
ANSWER: An additional and simultaneous video input into the capture system (as stated in 3.2.3.a.iii),
• Section 3.2.3.a.ix: Please clarify the “external laptop recording” requirement. Are these:
o video files recorded via a laptop’s webcam, or o a portable AV system accessory required as part of the proposal?
ANSWER: The External Laptop should be able to access the video recording in the control room from the classroom
• Will the recording system be on its own network/ISP separate from the military network, or will it be completely isolated with no outbound traffic?
ANSWER: Yes… it will not be attached to military system. It will be a separate entity.
o Who will provide this network?
ANSWER: NA
5. Audio & Speaker Requirements
• Section 3.2.6 Overhead Speakers: Are these speakers:
o for push-to-talk announcements from the control room into training rooms, or o for control room staff to hear audio from the training rooms?
ANSWER: Both
6. HDMI/VGA Video Links
• Section 3.2.7: Is there 1 link per training room or 2?
ANSWER: 2
• What is the intended purpose of the link?
o Display video from the control room into the training room?
o Receive video from the training room to the control room?
o Record video from either room into the capture system synced with cameras/audio?
ANSWER: All the above
7. Cabling & Infrastructure
• Please confirm existing drops and pathways that can be reused (type of cable, quantity, routing, and current purpose).
ANSWER: See SoW pages 9 -12
• If current cabling is insufficient, will additional cabling and infrastructure be provided by the client?
ANSWER: No, the vendor will need to supply all materials required.
• Will network switches and cabling be provided by the client?
ANSWER: No, the vendor will need to supply all materials required.
• Will UPS or backup power be provided for any AV servers?
ANSWER: Yes…it should be a full complete AV upgrade
8. Microphones & Control Systems
• Are physical push-to-talk microphones required in the control room, or would built-in software intercom be acceptable?
ANSWER: Push to talk. We don’t want students to hear instructor and operator conversations about training scenario
• Is each training room currently its own system, or are they integrated?
ANSWER: 2 separate systems integrated into 1 would be preferable
• Would you prefer a single integrated system for both rooms, or two separate systems?
ANSWER: Prefer single integrated system for both rooms but 1 monitor for each training room
9. Software Functionality
• Is scheduling within the software a requirement?
ANSWER: No
• Will inventory management be required?
ANSWER: Not part of the software. We will complete a physical inventory of equipment items.
• Will the system be used to assess students?
ANSWER: Yes… that’s one of the reasons for recording and play back. To assess student interaction.
• Will reporting on assessment results be required?
ANSWER: We will not be pulling assessment results via the software. It will be face to face feedback of what was seen/recorded during training.
• Will resource reporting be required?
ANSWER: Not sure what this question is about, but we are not asking for specific reports to be able to be pulled via the software.
• Must the software support immediate playback and debrief of recorded video while simultaneously recording another session in the same training room?
10. It appears that the contractor is responsible for providing the data network for this project.
• Is there a data switch standard to which we must conform?
• Since this is to be an isolated network, who is responsible for network maintenance?
ANSWER: We will utilize contractor warranty and will update operating system as needed to ensure full efficiency. The SIM Center has its own WiFi system to update our manikins.
11. Is there any scope for the classrooms and other training rooms shown on the floorplan? They appear highlighted but no scope appears in the document.
ANSWER: No, if it is not in the SOW it is not in the scope.
12. What is the ceiling height?
ANSWER:
The floor to ceiling height and square feet for these rooms are:
o 1A616 – 7’11” (Height), 161.75 Sqft o 1A618 – 9’ (H), 175.16 Sqft o 1A619 – 7’11”, 259.97 Sqft
13. Is there a space between the ceiling and the floor/roof above and if so:
• How tall is that space?
ANSWER: See answer to Question 12.
• Is the ceiling a t-bar ceiling
ANSWER: Room 1A616 has a hard ceiling, Room 1A616 is T-Bar, Room 1A619 has a hard ceiling.
13. Who’s simulation stations are you wishing for us to integrate into?
• Laerdal or CAE?
ANSWER: The HDMI should be able to integrate with either system
