Asbestos/Lead Paint Abatement Questions and answers received as of 19 January 2012

1. QUESTION: On line items 0005 thru 0022 you ask for full containments. Does this include 3 stage decon with shower and water filtration system? Does full containment mean establishing negative pressure? On line item 0065 and 0066 you ask for 2 stage and 3 stage decon units. Are these separate from the full containments in items 0005 thru 0022?

ANSWER: Refer to Specifications Section 02080 concerning Asbestos Abatement.

Section 1.2 covers governing references. Section 1.3.21 covers Regulated Work Area and has some reference that the Contractor will demarcate the area and determine appropriate containment methods. Section 1.10 Safety and Health Compliance lists applicable references and states that interpretation of standards shall be submitted to the appropriate administrative agency for resolution prior to starting work. The most stringent requirements as defined by the

CO shall apply. Section 3.8 covers requirements for Asbestos Control Area Requirements.

Section 3.11 Covers Building Ventilation System and Critical Barriers. Section 3.14 covers

Asbestos Handling Procedures and includes specifications for each classification of work. Refer to the USACE Engineer Pamphlet 1110-1-11 for the Asbestos Abatement Detail Sheets: Part

1.13 covers Containment Area Considerations and Part 2 covers setup details for critical barriers and full containment areas. Part 1.13.b covers work area Isolation and provides guidance for critical barriers, airflow barrier, Air-exhausting system, and decontamination and load-out units. Personnel decontamination is composed of at least three rooms. Material load-out units are composed of at least two rooms.

2. QUESTION: Line items 0017 thru 0022 are asking for full containment for vinyl floor tile. Vinyl floor tile removal is a class II. Please clarify “containment.”

ANSWER: Refer to Specifications Section 02080 concerning Asbestos Abatement.

1.3.7. Section 1.3.21 covers Regulated Work Area and has some reference that the Contractor will demarcate the area and determine appropriate containment methods. Ventilation System and Critical Barriers. Section 3.14 covers Asbestos Handling Procedures and includes specifications for each classification of work. Refer to the USACE Engineer

Pamphlet 1110-1-11 for the Asbestos Abatement Detail Sheets: Part 1.13 covers Containment

Area Considerations and Part 2 covers setup details for critical barriers and full containment areas. Setup Detail Sheet 4 on page 34 is titled “Installation of critical barrier and full containment area (for vinyl tile floors).

3. QUESTION: Please clarify that a unit price that we have for 1000sf will be multiplied by 5 if we are to do 5000sf.

ANSWER: The unit price should be for one square foot for the unit of issue.

4. QUESTION: Can a line item be incorporated for mobilization. Unit pricing is a lot more expensive if we have incorporate mobilization in each task.

ANSWER: Price book item number unit price is to be treated as if it is the only task being accomplished and should include all costs associated.

5. QUESTION: Can a line item be put in for the bond cost? We have to pay the bond company

10% prior to award of contract. Are we getting this money back?
