FA4427-11-R-0103 Asbestos & Lead Based Paint Abatement

FA4427-11-R-0103 QUESTIONS and ANSWERS #1 Asbestos/Lead Paint Abatement Questions and answers received as of 16 December 2011

1. QUESTION: Bid Bond Requirement: Is the Bid Bond required on 20% of the net total amount of the Basic and the three (3) Option Years or just 20% of the Basic Year?

ANSWER: Refer to Solicitation page 32 - Proposal Guarantee (Bid Bond) is 20% of the proposed price (the proposed price is the net total amount of the Basic Period and all Option Years).

2. QUESTION: Past Performance Information – Are the contractor’s limited to no more than five past performance references which include both Prime and Subcontractor?

ANSWER: Refer to Solicitation page 68 - Past Performance Information and Past Performance Questionnaire can be five for the Prime contractor and five for a Prime Subcontractor (a total of ten past performance references and questionaires).

3. QUESTION: We have several projects but they were “task orders” under a JOC type contract; can we count each as a project or do we SUM then into one contract.

ANSWER: The decision is individual to each offeror – the task orders can be submitted as a separate project or may be combined as one reference.

4. QUESTION: These projects have been officially reviewed by the Owner – do we still require the PPQ.

ANSWER: A PPQ is requested from each reference submitted.

5. QUESTION: Do renovation projects count if contained has significant ACM/LEAD abatement as part of the Scope of Work?

ANSWER: Technical evaluation would need to be accomplished therefore it is important that sufficient information be provided that would support relevent definition.
