Questions and Answers Set 4

1. What is the insurance requirement for this proposal Answer: Added Clause 52.228-5 Insurance – Work on a Government Installation to the Released Amendment 6 SF1442

2. Would it be possible for our potential roofing sub to go by B72 and take a roof core Answer: No, Revised Section M to the following: The Seed Project Price Proposal SHALL assume asbestos (Section M, para 5.5). The Seed Project Price Proposal should also include a price for “No Asbestos”. The Government SHALL NOT evaluate the proposed price for the Seed Project with “No Asbestos” (Section M, para 5.5).

3. Attachment +1 MACC SABER SOW references Professional Certifications (sealed design documents) from a professional in the state of Oklahoma were required. Will the contractor also be required to maintain these professional services from persons licensed in the state of Texas and Arkansas?

Answer: No.

4. Seed Project SOW references design is required for both roof and guttering. Please clarify what level of design effort will be required.

Answer: A level of effort required per UFC 3-110-03 Roofing, to have a Practicing Engineer/Registered Architect/Registered Roof Consultant approve the drawings.

5. Seed Project SOW- Will roof curb extensions be allowed in lieu of total replacement to gain the 8” vertical clearance required.

Answer: Yes.

6. Seed Project SOW section 3 h. EIFS Repair says to identify the best solution for repairing damaged sections. During the site visit it was noticed that there was an extraordinary amount of damage to all sides of the facility. Can the Government quantify the amount of repair to be estimated. This will assist in creating fair competition among proposals.

Answer: The goal is to have a watertight envelope without discernable repairs. Means and methods to achieve this requirement is up to the contractor.

7. Will the Contractor be required to replace water damaged ceiling tiles? If so, can the Government provide a quantity?

Answer: No. The contractor will not be responsible for existing damage. If during construction water infiltrates the facility, the contractor will be responsible for repairing any damage.

8. There is currently EIFS installed on the wall of the low and high elevation low-slope roofs.

Would the Government be agreeable to remove the EIFS and extend the roofing up the wall.

Answer: Yes. Final concept must be approved by base architect.

9. Attachment 17 Specifications Section 01 30 00- Please verify that the only personnel required to be on site for each FOPR is the PM and QC.

Answer: The goal is to have someone onsite to provide oversight of on-site personnel. The Specs allow for an alternate (specs section 1.1.1.3) and allows for them to provide oversight for more than one project (Specs section 1.1.3.).

On-site is defined as the installation and immediate vicinity.

10. Attachment 17 Specifications Section 01 30 00- Please verify that the PM must be on site at all times.

Answer: The goal is to have someone onsite to provide oversight of on-site personnel. The Specs allow for an alternate (specs section 1.1.1.3) and allows for them to provide oversight for more than one project (Specs section 1.1.3.). On-site is defined as the installation and immediate vicinity.

11. Attachment 15 Section M Evaluation of Offerors, Section 4-Evaluation Factors indicated Factor 2, Subfactor 2 should be a technical approach narrative to the seed project. Offeror is unable to find required submission elements for this subfactor. Please advise if there are required elements to the seed project technical factor or if this is up to the offeror to assemble.

Answer: Section L para 7.2.2 elaborates on what to submit for Factor 2, Subfactor 2 seed project technical proposal.

12. Does the Government have a form that can be provided if a past performance project hasn’t been accessed in CPARS?

Answer: No, Attachment 15, Section M, 7.1 addresses Past Performance

13. Will the Government allow for roofing core samples to be taken prior to when proposals are due? The Contractor would be agreeable to sharing the results with the Government to be sent to the rest of the remaining bidders. The Contractor would patch and perform this at no additional cost to the Government.

Answer: No, Revised Section M to the following: the Seed Project Price Proposal SHALL assume asbestos (Section M, para 5.5). The Seed Project Price Proposal should also include a price for “No Asbestos”. The Government SHALL NOT evaluate the proposed price for the Seed Project with “No Asbestos” (Section M, para 5.5).

14. Per Set 2 of Government responses RFI 16. Volume III, Past Performance, Section M, within the Adjectival Rating table, it references, “…demonstrates 5 projects/task orders done simultaneously with costs totaling a minimum of $700K.” Is it the GOV’s desire that the five submitted projects would have been performed/executed/active all at the same time?

Government response of: Per Section M 7.1.2.1. The 5 projects must have simultaneous (overlapping) performance. This Government response would adversely affect any newly formed Teaming Arrangements or JV due to the Government’s requirement that of the 5 projects a minimum of two must be supplied from each participant. The Government’s response appears to inform proposing parties that JV’s or task orders performed under previous contracts will be favorably considered as very relevant and advantageous to the Government. Please clarify.

Answer: Please refer to Section L 6.1.1

13. What is the minimum R-value required for the new roof insulation?

Answer: Minimum is R-32.5

14. The SOW directs the contractor to remove existing boiler flues and install new. Is the contract to remove/replace flues all the to the boiler?

Answer: Remove and replace all flues above roof level, and not all the way to the boilers.

15. It is our opinion that all of the EIFS is damaged. How is the contractor to determine the extent of EIFS repair to include in proposal?

Answer: The goal is to have a watertight envelope without discernable repairs. Means and methods to achieve this requirement is up to the contractor.

16. What level of design does the Gov't consider the provided drawings? Is the Contractor to provide design services? Is a structural analysis required?

Answer: 1.)The design provided is approximately 35% for the items shown. This does not include the design for the new exterior gutter system (per SOW a design requirement of the Contractor).

2.) See SOW section “2. SCOPE” multiple lines starting at “Design and submit drawings to replace…” and “Design and submit drawings for new…”. Also reference section 3.

Description of work: A Design roof…”, 3.) A structural analysis is not required but is dependent on your means and methods.

17. Will the Gov't provide the As-built drawings?

Answer: Yes, if you email Logan Hamm logan.hamm.1@us.af.mil and Lori Clinton lori.clinton@us.af.mil , we will send you a link to DOD SAFE with the as builts.

18. RFP 3.2. The proposal shall be submitted via one (1) DoD SAFE Link. We will not accept e-mail, hard copy or faxed proposals. Will the CO provide a link for submission DOD safelink? Is there a timeframe or method for request?

Answer: Yes, if you email Logan Hamm logan.hamm.1@us.af.mil and Lori Clinton lori.clinton@us.af.mil , we will send you a DOD SAFE link.

19. We would like to request the as-builts for the building perimeter walls to find out the current EIFS type installed, face-sealed system or not and also for the roofing systems (T&G), BUR, and Metal) Answer: Yes, if you email Logan Hamm logan.hamm.1@us.af.mil and Lori Clinton lori.clinton@us.af.mil , we will send you a link to DOD SAFE with the as builts.

20. In the statement of work, under Background, it is stated "roof also has internal downspouts which will be abandoned." However, under Description of Work, item a.-iii reads "The wall scuppers and interior drains shall provide …". Which to us mean that they will have to be functional. Please clarify if interior drain system, which includes the internal downspouts, will be abandoned or removed and replaced?

Answer: The internal down spouts shall be abandoned in place and capped (see SOW) so water does not go through them.

21. Under Description of Work, item a.-iii reads "The wall scuppers and interior drains shall provide a minimum drainage requirement per UFC … rainfall intensity of 7.6 inches per hour." Please clarify the following: 1.- Are not the interior drains existing? 2.- If they are existing, how can we be responsible for meeting UFC requirement (and others) of 7.6 inches/hour? 3.- If we are to remove and replace existing interior drainage system, can you provide the as-builts for the way they were installed and assess potential ways to remove them mailto:logan.hamm.1@us.af.mil mailto:lori.clinton@us.af.mil mailto:logan.hamm.1@us.af.mil mailto:lori.clinton@us.af.mil mailto:logan.hamm.1@us.af.mil mailto:lori.clinton@us.af.mil and add new ones?

Answer: 1. Interior drains currently exist, however, they will be abandoned in place as the contractor will provide a design to install new exterior drains. 2. The SOW requires a new design of exterior gutters to meet this requirement. It is up to the contractor for means and methods. 3. N/A, see above answer #1.

22. Under description of work, item f. ii reads "Remove and re- install existing mechanical intake and exhaust to include “However, under Statement of Work, item #2. Scope it reads “Provide new gravity ventilators. Clarify if we remove and reinstall all gravity ventilators or install new ones?

Answer: Install New

23. Under description of work, item1 Background, last sentence reads "Per asbestos report (request report from CO if not attached), this roof may contain asbestos." Also, under item 2 Scope it states "Properly dispose of asbestos roofing material properly per Altus AFB local regulations.” We are requesting a copy of the asbestos report and any other survey/testing/inspections done on any area on the roof.

Please confirm if the existing roof system contains any asbestos, its classification (Class I, II, III, IV), and abatement activities (clean up dust, waste, and debris result from Class I, II, and III activities).

Answer: Asbestos report and drawings were posted on SAM.gov with Amendment 4, Attachment 20, Asbestos Drawings.

24. Under description of work, item 2. Scope it states “replace all standing seam metal roof on building following base standards” We are requesting to provide a copy of the base standard, the gauge for the metal to be used, if it a copper metal roof or tinted galvanized.

Answer: The base standards (Altus AFB Installation Facilities Standards) link is located at the end of the SOW. The gauge thickness shall be a minimum of 22 gauge.

25. Question regarding Attachment 14 SECTION L Instructions to Offerors for the above referenced solicitation. 7.2.1. Seed Project Proposal: “The sum of the divisions must equal the total proposed price for the sample project and must be submitted on the provided detailed construction cost estimate breakdown.” Can you confirm if there is a form or document that I should be utilizing to reflect the seed project proposal price?

Answer: Revised Section L Section 7.2.1
