GENERAL PROVISIONS
FOR
MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)
1. DEFINITIONS:
a. AEC Standards: The A/E/C Computer -Aided design (CAD) Standards (Standards, Graphic, Symbols, etc.)
are Department of Defense (DoD) documents standards that the Air Force drawings follow.
b. 35% Design. Documents which show the essential components of the proposed design and convey that the contractor fully understands the requirements and that their proposed price includes all required elements of work to complete the project. Whether provided prior to or after award of the Task Order (TO), the documents will include the following minimum information, as applicable to the project; drawings, a listing of sections to be incorporated in the specifications, and any other design components relating to the 35% design as identified in the fair opportunity proposal request (FOPR) package, to include color boards and samples for interior and exterior finishes. Major mechanical and electrical equipment items shall be shown on the drawings with single line diagrams. All utilities and structures shall be shown. Drawings shall also include the following, as applicable (per AF Project Managers’ Guide for Design and Construction):
(1) Any changes necessary to comply with the charrette report review comments (if report was completed).
(2) Further developed site plans, floor plans, elevations, building sections, and wall sections.
(3) Design narrative and analysis including code analysis by all disciplines (civil, architectural, structural mechanical, plumbing, power and lighting, communications, fire detection/protection, life safety etc)
(4) Single line schematic drawings for mechanical, electrical, communications, etc.
(5) Comprehensive Interior Design (CID) plans if authorized.
(6) Color boards.
(7) Preliminary furniture footprints.
(8) Environmental permitting and Sustainable development requirements.
(9) A listing of the proposed specifications for the project.
(10) Value engineering considerations.
(11) Check status of any required waivers or exemptions (DDESB, design criteria, etc).
(12) All required controlling dimensions. Site plan showing proposed location of work including benchmarks, access from main roads, and surface or sub-surface drainage concepts.
(13) Typical details shall include material and thicknesses, methods of attachment, and type of windows with relation thereof to supporting structural columns or walls.
(14) Provide separate lists of all Government-furnished equipment to be installed by the contractor and equipment furnished and installed by the Government, if applicable.
(15) The contractor should expect to attend design review meetings at the respective installation where work is being completed for each required design milestone. The contractor is responsible for documenting and distributing the minutes of the design review meetings.
c. 65% Design. Documents building upon the 35% design, including drawings and the complete text of the specifications. The drawings shall show an additional 30% progress in all disciplines which may include site plans, floor plans, elevations, wall sections, details, and all other elements as identified in the 35% design. All cut sections and details shall also be shown on the drawings at this time. Any updated or corrected design analyses of architectural, structural, civil, electric, mechanical, and utility systems shall be included.
(1) Floor plans with dimensions and functional arrangement of all areas; including corridors, exits, stairs, and utility spaces properly related to exterior access, roads, parking, and service areas, etc. Individual treatment shall be given items involving special design and/or deviations from accepted standards and of complex design. Floor and roof framing, and loadings shall be indicated. Built-in, installed, and specialized portable equipment shall be indicated to scale. Pertinent information regarding fire prevention and safety requirements shall be shown. Design live and wind loads shall be shown.
(2) Sections of structures, including framing, partitions, suspended ceilings, (if any), ducts, etc., shall be shown.
(3) Any changes necessary to comply with the Early Preliminary Design review
(4) comments

(8) Building sections
(9) Structural, mechanical, plumbing, communication, and electrical plans with details
(10) CID plans (if required)
(11) Furniture footprints

d. 95% Design. Documents building upon the prior design submittal. This shall include, for review, final and complete drawings, and specifications. All project requirements identified in the most current FOPR revision, site visit minutes, solicitation amendments, modifications, or documented review comments must be incorporated.
(1) Any changes necessary to comply with the Preliminary Design review comments
(2) Complete plans and specifications
(3) Final design analysis
(4) Color boards and finishes
(5) Check status of any required waivers or exemptions (DDESB, design criteria, etc)
e. 100% Design. Documents building upon the prior design submittal which includes the required professional certifications and final contractor accomplished corrections based on the Government's review of the prior design documents.
(1) Any changes necessary to comply with the Pre-Final Design review comments
(2) Any corrections to the final design analysis
(3) Color boards and finishes
(4) Cost estimate
(5) Furnishings order forms
f. Color Board. A visual presentation consisting of samples of the various finishes, grouped together based on location within the project. Samples shall be of adequate size to show the full pattern, texture, and color of each item.
g. Conventional Design-Build. The process by which the same contractor provides both the design and construction services for a project, typically completing the entire design before construction activity begins.
h. Fair Opportunity Proposal Request (FOPR). A package of documents issued to a contractor requesting a proposal for construction of a project. Ordering Instructions are covered in detail in Attachment 2, Ordering Instructions.
i. Fast Track Design-Build. The process by which the same contractor provides both the design and construction services for a project, starting construction at a mutually agreed point prior to completion of the design and construction drawings.
j. Government Furnished Equipment (GFE) / Government Furnished Material (GFM). Items of equipment or material which the government will supply to the contractor for use in the construction of a project.
k. Investigative Costs. Those costs identified by the contractor, on the Bid Schedule, which represent the portion of the overall project cost attributed to all investigative services necessary to prepare the 100% design and construction documents
l. Investigative Services. For exterior work/new facilities, the investigative services typically include, but are not limited to, performing a survey of the project site including topography, cross sections, drainage survey, and bench level circuit. In addition, it may include verification and documentation of the location and size of all existing utilities and pertinent surface features for inclusion in the 100% design documents. For exterior and interior work, the investigative services should also include verification of all existing conditions affecting the design and execution of the work as described in the FOPR.
m. Notice to Proceed. Written notice given by the Contracting Officer of the date to start work.
Contractors shall not start work until they receive the Notice to Proceed.
n. Professional Certification. The process of affixing a seal or statement to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a professional, in that area of expertise, in the state of Oklahoma or as otherwise indicated in the
FOPR.
o. Projects: The Government SOW will define the project scope which will indicate the general complexity of the project. Unless otherwise noted in the FOPR, a typically the project complexities are categorized as follows:
(1) Simple projects: involving 3 or less trades
(2) Complex projects: involving 4 or more trades
p. Red Zone Meeting: Red Zone Meetings are required for all projects. The Red Zone approach begins with a meeting held at 80 percent of construction completion. The contractor will notify the CO when 80% is approaching to schedule the Red Zone meeting. As a minimum, participants will include the contractor, CM, CA, BCE, facility user, and other stakeholders including the communications squadron. At the meeting, participants will discuss, define and achieve consensus on actions necessary to complete construction, support user occupancy, perform financial closeout and document the fiscal closeout of the project in the Real Property Records.
Drafting of the final DD Form 1354 should be initiated during the Red Zone meeting.
q. Statement of Work (SOW). A document prepared by the government and issued to the contractor, as part of the FOPR, which defines the specific technical requirements for the project.
2. DESCRIPTION OF WORK
a. Contract Scope. The MACC will be utilized to execute a broad range of maintenance, repair, and minor construction projects on real property at Altus AFB Ok, Vance AFB OK, Sheppard AFB TX, and Ebbing Air National Guard Base Arkansas. The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical, painting, millwork, and other specialty and general contracting work.
b. Level of Design. Projects under the MACC may ultimately require the contractor to produce a full design, partial design, or no design depending on the project complexity and/or level of design already available and provided to the contractor in the FOPR. Following are the three types of execution process examples anticipated under this contract as depicted in the following examples.
Example 1: Projects which are already 100% designed (a.k.a. Design-Bid-Build). A FOPR containing the 100% design documents will be issued.
Example 2: Projects which are not already 100% designed and do require design effort by the contractor (a.k.a. Design-Build). A FOPR for a new project with no, or partial design (15%, 35%, 65%, or 95%) already accomplished by the Government. The FOPR may only require the offerors to submit certification that their proposals include all work described in the SOW and bid schedule and attach a proposed submittal schedule and index of proposed specifications sections. If awarded a TO for the project, the successful contractor shall complete the design to the 100% level. This will include participating in design reviews conducted at the respective installation where work is being completed at each design milestone (35%, 65%, etc.) as required by the FOPR. The contractor is responsible for recording and distributing the minutes of design review meetings. In addition to the above, the FOPR may also include, but is not limited to, the following, as applicable, based on the level of design required:
(1) Government prepared sketches, and any available as-built drawings, specifications, or design information.
(2) Design calculations requirements.
(3) Construction drawings requirements including professional certifications.
(4) Direction regarding fast-track vs. design-build.
(5) Timeframes for preparing the proposal, completing design work, and completing construction.
(6) Contractor prepared specification sections and version required (minimums)
(7) Submittal requirements (minimums)
(8) Government Furnished Materials (GFM) or Government Furnished Equipment (GFE)
Example 3: Projects which are not already 100% designed and do not require design effort by the contractor. It is anticipated that this process will be utilized for non-complex or repetitive work types of projects where design cost and effort is not warranted. However, material / equipment submittals as well as as-built drawings may be required as indicated in the FOPR.
Although design documents will not be developed, the work performed must conform to the SOW, and all MACC contract requirements to include these General Provisions and the respective bases Specifications sections 001000.
3. CONTRACTOR OPERATIONS: The Contractor shall conduct all operations in accordance with these General Provisions, AAFB Specifications Section 001000 (or respective base where the work is taking place’s specifications), found in Attachment 3, and the terms and conditions of the contract.
4. CONTRACTOR PREPARED DESIGN DOCUMENTS: Unless otherwise identified in the
FOPR, the design documents developed by the contractor shall comply with the following minimum requirements:
a. Drawings:
(1) Review of Supplemental Design: Interim reviews of supplemental designs developed by the Contractor shall be performed by the Government, as a function of its quality assurance prerogative, for purpose of identifying errors, omissions, ambiguities, non-compliance and other deficiencies
(a) Government acceptance of supplemental designs will be construed to indicate general compliance with project design intent only. The Contractor will remain responsible for compliance with governing building codes, regulations, Installation Facilities Standards, standards and guidelines of designs developed by persons under their employment.
(b) All review comments generated by each interim design submittal will be addressed to the satisfaction of the Government before proceeding with design development and/or construction to the next phase of completion.
(c) Review period will vary based upon scope and complexity of project. The following are target values of expected periods for government review. Depending on overall priorities for the MACC management staff, these review periods could be longer.
• Minor Repairs, Maintenance and Alterations – 10 working days
• Simple Projects – 15 working days
• Complex Projects – 20 working days
(2) The contractor will receive one copy of the appropriate record drawings if available, with the FOPR. The Government does not guarantee the accuracy or adequacy of the existing as-built drawings. It is the Contractor’s responsibility to field-verify all as-built drawings during preliminary site visits, planning of the project, and prior to issuance of each TO. Contractor shall be responsible for the reproduction of these drawings if multiple copies are needed.
(3) The FOPR will state the standard size drawings of Standard D (24” x 36”) to be submitted with the proposal and each subsequent review milestone (65%, 95%, and 100%). Contractor developed drawings, included with a 35% design submitted with a proposal, may be prepared by any means which produces neat and legible documents conforming to industry standards.
Contractor developed drawings beyond the 35% point shall be prepared utilizing Auto CADD 2018 (or newer version). The respective base’s AF cover sheet and title block sheets shall be used, templates for which will be provided to the Contractor in Auto CAD 2018 (or newer version). All drawings shall be prepared in Standard English scale. When required by the FOPR, the Contractor shall submit one (1) set of Standard D size drawings (or as otherwise required by the FOPR) to the Contracting Officer with their proposal. Once awarded the TO for a specific project, the successful contractor shall provide a minimum of three complete sets of drawings, (or as otherwise required by the FOPR), in the same size and format and one copy of the plans in PDF format, with each intermediate and final design submittal.
Also, unless otherwise stated in the FOPR, one set of Standard D drawings shall be provided with the 100% submittal as well as a CD ROM containing one (1) copy of the plans and specifications in PDF and Auto CAD format. Throughout the design process, each submittal shall be clearly identified as to the level of completion (ie: 35% etc.). The “revisions” blocks on the plan sheets shall not be utilized to document changes to the drawings until after the 100% design is completed and accepted by the government.
(4) The Contractor shall prepare drawings, as specified in the FOPR, for Government approval prior to the start of construction. All completed drawings shall clearly identify the work being performed under the TO. Unless otherwise identified in the FOPR, use of existing drawings provided by the government will be allowed provided they are modified by the contractor to accurately reflect the project requirements. Each sheet shall have an approved title block and border with professional certification when required by the FOPR. The title block shall contain project information including but not limited to Project #, TO#, Project Name, and date. Basic design criteria utilized for each discipline will be included on the appropriate drawings as required by the FOPR. Examples would include wind and live/dead loads assumed for structural elements, function specific conditions such as lighting levels or future use considerations for electrical systems, site specific climatic design conditions for mechanical systems, and International Building Code analysis (performed to the same level as if being applied to a building permit process). The following is a list of drawings which might typically be required under this contract, however, each UFC has guidance for what drawings are required:
(a) Cover Sheet with Title and Approval Block (showing haul route)

(d) Grading / Landscaping Plans
(e) Underground Utility Plan and Profiles
(f) Demolition Plan

b. Specifications:
(1) For projects not previously designed, unless otherwise noted in the FOPR, the technical specifications to be utilized by and or made by the contractor shall be the Unified Facilities Guide Specification (UFGS). In special circumstances, alternative specifications formats may be required based on specialized materials or construction techniques being utilized. In the FOPR the government will identify the specification sections, which represent major elements of work and, as a minimum, are to be included in the project. One (1) set (or as otherwise required by the FOPR) of the specifications index for those sections, as well as other specification sections appropriate to the anticipated work and added by the contractor, shall be included in the 35% design submittal. Once awarded the TO for a specific project, the successful contractor shall electronically edit the specification sections, previously identified, to correspond with the work proposed in the project. At the contractor’s option, specification sections may be edited to reflect the specific product(s) being proposed. Adequate information such as cut sheets, shop drawings, data sheets, catalogs, etc. must be provided to the government, as part of the design review package, to allow a thorough review of the specified product or material. Once approved as part of the design submittal review process and incorporated into the project specifications, there will be no further requirement to submit information, related to that item, for approval unless subsequent product information is developed such as shop drawings for equipment installation. A minimum of one (1) hardcopies of edited specifications (or as otherwise required by the FOPR) and one copy in PDF format shall be provided with each intermediate and three (3) hardcopies with the final design submittal. An editable version shall be provided in the final submittal.
(a) Example 1: Government issues FOPR with a 35% design with the Specs sections 01, 02, 03, 09, 23, 26, and 32 identified as representing the project. The contractor takes the specs, updates/edits/writes all specs applicable within those sections to the project. If the Government didn’t identify all the applicable sections, for instance if the Government left out spec section 07, the contractor shall notify the CO and with approval, include everything that is applicable which would mean putting spec section 07 into the specifications.
(b) Example 2: Government issues a FOPR with no design on a project, and FOPR states the contractor to complete all specs. The Contractor selects/edits/writes all the applicable specs (not just the general sections), and provides them for Government review and approval with drawings.

If a discrepancy exists between any of these documents, the contractor shall bring this to the attention of the Contracting Officer and shall utilize the most stringent requirement(s) in the preparation of the project design.
(3) A copy of the Installation Facility Standards (at the respective base where work is being completed at), is available on the Whole Building Design Guide website at https://www.wbdg.org/ffc/af-afcec/installation-facilities-standards-ifs
(4) Also, copies of the Base Fire Protection Standards are available to the contractors and must be requested from the Contracting Officer at each base. The contractor shall procure a copy of each of the other documents identified in paragraph (2) above for use during the term of this contract.
(5) AFB Specification Section 001000 shall be edited, by the contractor, only to the extent necessary to reflect the project requirements as set forth in the FOPR. The text of those paragraphs, which do not apply to the project being designed, shall be deleted but the paragraph number and title shall be maintained followed by “NOT APPLICABLE”. Section 001000, shall be included in all contractor prepared specification packages. The Government retains the right to update the specs section as required.
(6) The bottom of each specification page shall have the following information indicated in the format noted:

(7) Domestic Preference. The requirements of 41 U.S.C. chapter 83, Buy American provides a preference for domestic construction materials. See the appropriate Buy American clause in the contract that is in effect based on the dollar value of the task order (52.225-9, Buy American- Construction Materials or 52.225-11, or Buy American-Construction Materials Under Trade Agreements).
c. . Design Analysis:
(1) As specified in the FOPR, design calculations may be required, to include code references, as applicable for each discipline, to show compliance. One (1) set of these calculations shall be provided electronically by the contractor and included with each required design submittal or as otherwise identified in the FOPR. The following is a list of calculations which might typically be required under this contract (however, this list is not all inclusive, only an example of typical calculations).

(7) Others as applicable to a specific project or identified in the FOPR.
d. Perspective Drawing:
(1) When required by the FOPR, the contractor shall provide a professionally prepared black line concept perspective drawing and / or a rendered (color) perspective drawing of the project. (May be computer or hand generated.) The perspective(s) shall be delivered at the design stage as identified in the FOPR.
(2) The perspectives shall be approximately 14” x 28” in size and shall be mounted in a wood or metal frame and covered with glass, complete with a small site plan and supporting (i.e. size and cost) affixed to the perspective.
5. MATERIAL APPROVAL SUBMITTALS:
a. General: All equipment, products, material, and articles requiring approval, as indicated on the
Submittal Schedule, shall be submitted by the contractor using the Material Approval Submittal Form (AF3000), available at https://www.e-publishing.af.mil/Product-Index/. Properly complete this form by filling out all the heading blanks and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Any proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as: Contractor’s, manufacturer’s, or fabricator’s drawings;
descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples; O & M manuals (including parts list); certifications;
warranties; and other similar items.
(1) Recommendation: submit each submittal item separately to allow disapproval of one item instead of entire submittal for a section.
b. Technical Data, Samples, and Color Boards: All wall covering, carpet, furniture, and other fabric type submittals will show the full pattern of material as a minimum. All applicable product samples shall be submitted on a color board grouped to correspond with the anticipated installation. IE: floor covering, paint, paneling, chair-rail, wall covering and ceiling tile. The contractor shall include technical data with the products presented on the color board so that the items may be approved for technical compliance as well as architectural compatibility. Contractor is responsible for identifying and locating required materials for submittals to include matching any existing materials.
c. Designer of Record (DOR) Approval: For all design-build projects, the DOR shall review and approve equipment, product, or material submittals, and indicate in writing to the Government compliance with the design documents prior to the submittal being forwarded to the Government for review. Those submittals requiring DOR approval shall be identified on the Submittal Schedule. (Re: Paragraph 4.b.(7) above).
6. AS-BUILT DOCUMENTS:
a. Drawings. During the progress of the work, the contractor shall keep a careful record at the job site of all changes and deviations to the layouts shown on the drawings. The contractor shall manually enter such changes and corrections on record drawings promptly. Regardless of whether the project was designed by the contractor or the Government, they shall provide the Government with a draft of the as-built drawings in Standard D size, on paper for review within 21 calendar days of the project final inspection. If the design was provided by the Government, a CD will be provided in Auto CAD 2018 format (or newer version) for as-built purposes. Within 14 calendar days following government approval of the draft, the contractor shall submit the GPS data referenced below and the final as-built drawings; one (1) copy of Standard D (24” x 36”) size drawings, a CD ROM containing the Auto CAD 2018 (or newer version) as-built drawings, and a
CD ROM containing one (1) copy of the plans and specifications in PDF format. The drawings shall indicate, in addition to all changes and corrections, the actual location of all subsurface utility lines.
b. Geospatial Requirements.
(1) Geospatial Standards. The Contractor shall utilize any geospatial information available to assist to the preparation of the creation of the Delivery Order. The Contractor will utilize software applications, including ArcGIS and AutoCAD Map 3D, AutoCAD Civil 3D. All Geographic Information Systems GIS data shall be stored in ESRI File Geodatabase (FGDB) format. All databases will be stored in ArcGIS 10.x file formats, unless otherwise specified by the Government. All data submitted shall be formatted in accordance to the latest Air Force Adaptation of the Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE) unless otherwise specified by the Government. All required attribute information shall be entered into geodatabase deliverables per the Air Force Adaptation of the SDSFIE standard. All geospatial data shall be delivered in the OK State Plane South 3502 using feet or coordinate units per the coordinate system used. All (GIS) data shall be free of geometrical and topological errors such as slivers, undershoots, overshoots dangles, overlaps, intersections, etc. All geodatabase deliverables shall be formatted to support Z (height) values. Geodatabase feature data sets shall have properly configured precision settings to maintain data integrity and spatial accuracy in accordance with specified precisions outlined in the Air Force Geospatial Data Layer Specification control documents, available from the GIS office. Data will be centered within spatial domain extents. Spatial domain precision values will be set to preserve the accuracy of all geodatabase feature classes (x, y, and z values) within a feature dataset. All geodatabase features must be able to be loaded into the Air Force Civil Engineering Center (AFCEC) GeoBase Enterprise database environment (ArcSDE) without errors as a result of poor data/schema integrity. All analog or CAD to digital conversion of data shall result in data that is geo-referenced to the most accurate supporting data available.
(2) Design Standards and Quality. The Contractor shall provide a quality control (QC) report that must state whether all inconsistencies in the data generated were corrected, or it must detail the remaining errors by case. The Contractor shall collect Federal Geographic Data Committee (FGDC) complaint metadata on all digital geospatial data created under this contract in accordance with the Air Force Geospatial Data Layer Specification control document. All metadata deliverables shall reside within the geodatabase using the ArcGIS 10.x metadata template. Information on the FGDC’s “Content Standards for Digital Geospatial Metadata” (CSDGM) is available from the Internet site at:
http://www.fgdc.gov/metadata/csdgm. Process steps for each feature class shall be exceedingly detailed and thorough. All GIS data submitted are Air Force Property and will be treated either as “Controlled Unclassified Information” or “Unclassified Controlled Nuclear Information (DoD UCNI)” and protected against unauthorized transmission IAW DoDI 5210.83 and DoDM5200.02V1_AFMAN16-1404V1. Data shall be reviewed by the Government. After approval and accepted by the Government, the Contractor shall submit the final data to the Government and remove the data from the Contractor system or destroy it.
(a) If field data collection is required, the Contractor shall provide survey grade GPS data at an accuracy level of ± 2 cm where appropriate (as determined by the Government), and all other collection at a resource grade accuracy level of ± 1M, with network features (utility lines, water networks, etc.) being captured at a minimum every 50 feet and each turn, bend, or valve in a utility must also be captured.
(b) All .mxd (ESRI ArcGIS Map Document) files will store “relative paths” to all geodatabase data to maintain map integrity and data connectivity. Supporting geodatabases will be stored in a “database” folder parallel to the .mxd files for all deliverables. All maps submitted are the property of the US Air Force property and shall be treated as “Controlled Unclassified Information”. Once maps are reviewed, approved and formally accepted by the Government, all AF maps residing on the Contractor’s system, whether provided by the Government or created by the Contractor, shall be returned to the Government, removed from the Contractor’s system or destroyed.
(c) All AutoCAD Map 3D or Civil 3D drawings shall be checked for correct projection.
AutoCAD segmented features will be made continuous and free of self-overlapping sections. All AutoCAD features will be grouped and converted into a FGDB using the latest version of the SDSFIE standards. All AutoCAD annotation will be converted into attributes in the newly created feature class it describes using SDSFIE guidance. All AutoCAD maps and data produced will be converted and submitted in ArcGIS 10.x or latest .mxd (ESRI ArcGIS Document) file geodatabase format. All data deliverables (FGDB and raster) reference by the .mxd files will exist in one SDSFIE compliant geodatabase in accordance with the latest version of the Air Force Adaptation.
(d) The Contractor shall also provide GIS mapping deliverables that meet the following requirements: Each CAD data layer shall be accompanied by a world file and a projection file (set to the Installation’s projection and coordinate system) so as to properly overlay over projected spatial data in ESRI’s ArcGIS Desktop software.
Segmented lines and arcs are to be made continuous, thus decreasing files size and increasing efficiency within the CAD platform. For any new features such as; building numbers, street addresses, street names, etc., consult with the local GIS office for names, numbers etc. and new facilities are to be added to the map. If necessary, layers can be “X-refed” to the main base map file to increase efficiency. All files and layers shall be labeled in accordance to the latest version of SDSFIE. All geodetic data shall be collected using the WGS84 reference system using geographic coordinates (lat/long) or projected to the appropriate zone of the UTM grid system using feet or metric coordinate units per the coordinate system used for the Installation, except where modified by the Government.
(3) CAD A/E/C Standards. CAD data deliverable shall conform to the latest version of A/E/C
CAD standards, found at CAD-BIM Technology Center:

(4) Elevation Standards. The Contractor shall provide elevations for the topmost point visible appurtenances such as fire hydrants and valve boxes. The contractor shall use conventional surveying methods as a total station, Global Positioning System (GPS) for the field data collection at an accuracy of +/- 2cm.
7. OPERATION AND MAINTENANCE MANUALS. For those projects which include mechanical / electrical / specialty systems requiring periodic or routine maintenance, the contractor shall prepare and submit operation and maintenance manuals in three (3) bound hard copies as well as one (1) electronic copy (PDF format) on CD ROM. As a minimum, the manuals shall contain technical data, diagrams, parts listings, maintenance instructions, and the name, address, and phone number of the manufacturer and servicing/replacement parts source. These manuals shall be submitted within 14 calendar days following the final inspection and in accordance with paragraph 5 above.
8. WARRANTY OF CONSTRUCTION. All work under this contract shall be warranted by the contractor as specified in contract clause 52.246-21, Warranty of Construction.
9. PROGRAM MANAGEMENT. The contractor shall provide a program manager and staff for executing TOs awarded under this contract. The program management staff shall have project design, quality control, and construction and financial management capability. The program manager shall have a minimum of 5 years’ experience in that capacity and shall have the authority to negotiate delivery orders and modifications thereto and obligate the company to TOs. The program manager shall have the authority to hire / fire subcontractors and must be experienced in subcontract management. The program manager must be available via local phone service throughout the duration of all ongoing TOs and their phone number shall be provided to the government immediately following award of any TO.
10. QUALITY CONTROL PLAN. Contractor’s Quality Control Plan shall be developed and submitted to the contracting officer within 10 days of contract award to ensure that work is accomplished, and all problems are documented and resolved in accordance with the specifications and drawings. The contractor shall designate on-staff personnel as project superintendents to document and resolve all quality control problems and accomplish daily quality control inspections. The contractor shall establish a method to identify poor performance and specify appropriate corrective action. The quality control plan will become a compliance document. Project personnel will interface with Government personnel to ensure that the quality control plan functions properly.
a. As a prerequisite for overall MACC Contract performance, the Contractor will implement and maintain an effective Quality Control Management (QCM) program for work provided under the IDIQ Contract, inclusive of both onsite and offsite activities.
(1) Mandatory Document: Submit a written plan, following award of IDIQ Contract, describing general company QCM guidelines and instructions addressing, but not limited to, the following elements:
(2) Company policy statement
(3) Onsite representative responsible for program administration Alternate onsite representative when primary representative is offsite. Employee training and compliance
(4) Review and coordination of submittal data, to include accurate and timely updating of Record
Documents
(5) Monitoring of preparatory operations, to include offsite fabrication activities and material delivery
(6) Monitoring of field tests and sampling
(7) Detection and correction of deficiencies or non-compliances, to include reporting and subsequent prevention
(8) Tracking actual work against scheduled work indicated on project construction progress chart
b. Acceptance of QCM plan shall be conditional, predicated upon performance deemed satisfactory by the Government during the IDIQ Contract performance period. The Government reserves the right to require the Contractor make changes to plans as necessary to achieve standards specified herein and by project Task Order.
c. Contractor will provide, on an ‘as-required’ basis, amendments to the general plan to describe standards and guidelines specific to projects issued by separate Task Order.
11. SUBCONTRACTING SUPPORT CAPABILITY. Contractor shall provide subcontractor management including surveillance, quality control, and scheduling. Subcontractors must be available to ensure quick response times. The contractor must have the ability to manage and control multiple subcontracts at multiple job locations. The contractor must ensure subcontractors are competent and capable of handling all tasks assigned to them and shall ensure that each subcontractor is not assigned more work than they can accomplish satisfactorily.
12. GOVERNMENT FURNISHED EQUIPMENT/MATERIALS. The Government reserves the right to provide Government furnished equipment/materials (GFE/GFM) that is on hand if it can be used by the contractor to complete a TO. The GFE/GFM shall be transported by the Contractor from the Government storage area to the work site indicated in the FOPR. The contractor assumes the risk and responsibility for the loss or damage to GFE/GFM once the contractor receives possession of the GFE/GFM. The contractor shall follow the instructions of the Contracting Officer or their representative regarding the disposition of all GFE/GFM not consumed in performance of a delivery order.
13. GOVERNMENT EQUIPMENT ON THE SITE. All government equipment and material on each project is the property of the Government unless specifically noted otherwise. Contractor shall relocate all property that the Government retains title to on the installation as specified in the FOPR or follow the instructions of the Contracting Officer or their representative. Contractor is required to cover equipment that is to remain in place within the area of contract operations and protect it against damage or loss and store equipment that is removed in performance of work where directed or reuse in work as required by drawings and specifications. Equipment temporarily removed shall be protected and returned equal to its condition prior to starting work at no additional expense to the Government. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the contractor.
14. DISPOSAL OF WASTE. Unless otherwise directed, and in accordance with (IAW) federal, state, and local environmental laws, the contractor shall remove all excess materials, except contaminated soil, from the base. Contaminated soil will be deposited at a location as designated in the FOPR. At the conclusion of each project, the contractor will be responsible for grading the stockpile area for proper drainage and restoring it by seeding and establishing grass cover. Loose debris on trucks leaving project sites shall be loaded in a manner that will prevent spillage from the vehicle. Fasten suitable cover, such as a tarpaulin, over the load before entering surrounding streets. The contractor shall be responsible for immediately cleaning up any materials that fall from trucks and held liable for any resulting damages. Contractor shall submit, upon request, all trip tickets from the landfill facility to show all debris is being disposed of in accordance with all Federal requirements and in an approved location.
15. STAGING / STORAGE & CONSTRUCTION SITES MAINTENANCE. Staging / storage site locations shall be approved by the contracting officer prior to use. The contractor shall submit written request(s) for approval of the location(s) being requested a minimum of 10 calendar days prior to when needed. The contractor shall store all supplies and equipment on staging / storage and construction sites so as to preclude theft or damage. Maintain sites in a neat and orderly manner.
Protection and security for materials and equipment on sites is the sole responsibility of the contractor. The contractor may be required to install temporary fencing to protect the sites or as indicated in the FOPR.
16. WORK IN SPECIAL SECURITY AREAS. The Government will provide all escorts required for contractor access to restricted/controlled areas, for work performed on construction projects at the respective base. The contractor must request escorts five working days in advance of when they will be needed.
17. DELAYS IN ENTERING AND LEAVING WORK AREA. If the work site is located in a restricted or controlled area, the contractor may experience delays due to compliance with entrance/exit requirements of restricted/controlled areas. The contractor shall not be compensated for reasonable delays in accessing the site. Also, due to the nature of restricted areas, the contractor may be requested to leave the restricted area at any given time. The Contracting Officer may extend the contract performance time when area security designations change during a TO performance period.
18. SAFETY AND HEALTH.
a. General:
(1) In order to provide safety controls for protection to the life and health of employees and other persons, for prevention of damage to property, materials, supplies, and equipment, and for avoidance of work interruptions in the performance of this contract, the contractor shall comply with all pertinent provisions of the Corps of Engineers Manual, EM 385-1-1, (current version), entitled “Safety and Health Requirements Manual,” as amended, and will also take or cause to be taken such additional measures as the Contracting Officer, or their designated representative may determine to be reasonably necessary for the purpose. The manual can be obtained from the Government Printing Office, Washington DC 20402 or through online sources.
(2) The contractor will maintain an accurate record of and will report to the Contracting Officer or their designated representative exposure data and all accidents resulting in death, traumatic injury, occupational disease, and damage to property, materials, supplies, and equipment incident to work performed under this contract.
(3) The Contracting Officer or their designated representative will notify the contractor of any non-compliance with the foregoing provisions and the action to be taken. The contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the site of the work, shall be deemed sufficient for the purpose. If the contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop orders shall be made the subject of claim for extension of time or for excess costs or damages by the contractor.
(4) Compliance with the provisions of this section by subcontractors will be the responsibility of the contractor.
