1. Between Section L (Attachment 14), Section M (Attachment 15), the MACC SOW (Attachment 1), and the Division 1 General Requirements (Attachment 17), there are still conflicting instructions with respect to the position of program manager and the position of project manager.
Several offerors are probably interpreting these as two different requirements, which makes sense. The program manager position described in Attachment 1 (SOW) seems to be a more senior position than the project manager position described in Attachment 17 (Specification Section 01 30 00). According to Attachment 1, the program manager only needs to be reachable by phone, while the project manager (according to Section 01 30 00) needs to be on-site. The program manager (as described in the SOW) shall have the authority to negotiate delivery orders and hire/fire subcontractors, which is typically a higher level of authority than is required for on-site project managers. To help clear up some of the confusion, make no changes to Attachment 1 or Attachment 17, but consider the following changes to Sections L and M. (1) If it is the resume for the on-site project manager (not the program manager) you want to review, change “Program Manager” back to “Project Manager” in Section L paragraph 5.1.2. (2) If it is the on-site project manager (not the program manager) whose workload you are concerned with, change “Program Manager” back to “Project Manager” in Section M paragraph 6.2.1.3. [This change would also add consistency with the corresponding Section L instructions (Section L paragraph 5.1.4), which asks offerors to identify how many active projects will be assigned to project managers.] (3) If you want to see resumes for both the program manager and the on-site project manager, add “Project Manager” in Section L paragraph 5.1.2.
The Project Manager and Program Manager positions are the same and are used interchangeably.
Revised the following documents to state “Project Manager” for uniformity: Attachment 1 – SOW para 9; Attachment 14 - Section L, para 5.1.2, and Attachment 15 - Section M para 6.2.1.3.
Provided cross references for the Project Manager and Quality Control Manager positions in Attachment 14 – Section L para 5.1.2.
2. Please confirm if Section 8(a) Set-Aside applies only to businesses with current 8(a) certification (who haven't graduated from the program). Yes, you must have a current 8(a) certification and be registered as an 8(a) in SAM.gov.
3. Please confirm if both/all businesses in a joint venture are required to be a current 8(a) Small Business under NAICS code 236220. The Joint Venture must have a current 8(a) certification and be registered as an 8(a) in SAM.gov.
4. Please clarify how we'll be submitting via one (1) DoD SAFE link. When you are ready to submit your completed proposal, please email logan.hamm.1@us.af.mil and lori.clinton@us.af.mil for a DOD SAFE Link.
5. Please clarify whether page numbering is sequential for the full proposal or if each volume will be numbered separately from the other volumes. Revised Attachment 14 – Section L 3.4.2.2. to state: “Offerors should number each volume separately (e.g., Vol II pg 1-20, Vol III pg 1-20).”
6. Please confirm if all pages of the proposal require SOURCE SELECTION INFORMATION-- SEE FAR 2.101 and 3.104. at the bottom. Per Attachment 14 – Section L 3.4.2.2. “Additionally, each page should contain the following legend at the bottom of each page: SOURCE SELECTION INFORMATION--SEE FAR 2.101 and 3.104.”
7. Please confirm if Page 1, Sections A-B, and Section L of the Released Solicitation/RFP are required to be included in our response. Complete the SF1442 in accordance with Attachment 14, Section L- General Instructions.
8. Please clarify what attachments are needed under Section J. None as part of your proposal submission.
9. Please confirm if only recently completed Federal Government contracts are considered relevant.
Per Attachment 14 Section L 6.1.1 “PAST PERFORMANCE INFORMATION. Offerors shall provide adequate past performance information on five (5) recent and relevant completed Federal Government contracts.”
