B. 419 - Repair Munitions Facility
FA4418-20-R-0010
Pre-Bid Questions
1. Specification Section 23 31 13.00 40 – Metal Ducts references the SMACNA 1966 manual. Would the Government be willing to update this specification section to reference the 3rd edition 2005
SMACNA manual for duct construction?
A: 2005 SMACNA manual for duct construction is acceptable.
2. a. Drawing Sheet C100, Keynote 3 states “Remove existing fuel tank and associated piping IAW
Specification Section 02 65 00.” Is hazardous soil testing/abatement required prior to demolishing and removing the underground fuel storage tank?
A: No. See Specification Section 02 65 00
b. Is the Contractor required to remove the existing fuel in the tank?
A: The government will remove any existing fuel in the tanks prior to commencement of work
c. Is the Contractor required to provide new fuel in the new tank once installed?
A: See specification section 33 56 10 – 3.4 Tank Fill Tests – For the tank fill tests, initially fill each storage tank with fuel. Government will not be providing any fuel for the fuel tank until final acceptance of the facility.
3. a. As discovered during the site visit, the existing door frames throughout the facility are grounded. Is there a requirement to protect the grounding system when refinishing all door frames throughout the facility?
A: Yes, grounding system should be protected during construction.
b. Do we have to keep the doors grounded while finishing the door frames?
A: No.
c. If so, will ground testing be required after completion?
A: Ground testing is required. Measure and document ground values prior to work and after.
4. Drawing Sheet A140, Finish Schedule indicates that Shop Area 101 & 102 Ceilings are NOT to be painted. Drawing Sheet AD120 indicates Keynote D11 which states “Clean & Prepare Wood
Structure and wood decking to receive new painted finish.” Please clarify that that this keynote does NOT apply to Rooms 101 & 102.
A: The wood exposed on the exterior of the building shall be cleaned and painted as indicated on the drawings, the wood structure and decking that continue inside the building are unfinished in
Shop Area 101 & 102, and shall remain as is.
5. During the site visit, it was discovered that there are two (2) existing cranes in Room 102. Are they to be included in the demolition of all items in this room?
A: No
6. Do new device boxes need to explosion proof? If so, what class? Drawing Sheet E061 keynote 7 states “Disconnect and remove explosion proof simplex receptacle and surface mounted J-box. Existing wiring shall remain for extension.” Drawing Sheet E101, keynote 1 states to “provide new surface mounted receptacle. Connect new device box to existing conduit and reconnect existing circuit wiring to new receptacle.”
7. Drawing Sheet FP101, General Note 1 states “All sprinklers throughout the building, including those that are part of the existing deluge system and exterior dry pipe system, shall be replaced with new to match existing. Assume 100 SF per sprinkler spacing.” Are all new sprinkler heads indicated to be replaced on sheet FP101 required to be explosion proof? If so, what Net Explosive Weight requirements are the new sprinkler heads required to withstand?
8. Specification section 23 05 93, paragraph 1.3 states “Conduct DALT and TAB of the indicated
EXISTING systems and equipment and submit the specified DALT and TAB reports for approval.
Conduct this DALT testing in compliance with the requirements specified in SMACNA 1972 CD.” Will updated drawings be provided to indicate where DALT and TAB is required in the EXISTING ductwork? The indicated existing systems do not indicate where DALT and TAB is to occur prior to demolishing the entire system.
A: No. All existing ductwork systems are being demolished. Therefore neither DALT nor TAB are required.
9. Specification section 23 05 93, paragraph 3.3.4 states “In spite of specifications of SMACNA 1972
CD to the contrary, DALT ductwork of construction of 3-inch water gauge static pressure and below if indicated to be DALT’d.” Will an updated Sheet M002 or M003 be provided to indicate a DALT schedule? Will an updated mechanical drawing be provided to indicate where the new installed system will be DALT’d?
A: No. Subsequent to design, the government has removed the DALT requirements. Delete all references to DALT in Specification section 23 05 93, including paragraph 3.3 in its entirety.
10. The Lead Based Paint assessment provided in the specifications indicates the Fire Suppression
System piping to be positive for Lead Based Paint. If the contractor is required to re-route any piping due to ductwork, additional piping, lighting, etc., is it the Contractor’s responsibility to encapsulate, abate, and dispose of the lead based paint on the existing Fire Suppression piping? If so, how much lead based paint should be estimated initially for abatement?
A: Sheet FP101 identifies the area of the existing wet pipe sprinkler system above the restrooms and office space where heads will be replaced. It is not anticipated that re-routing of piping is required.
11. Within the Naval Munitions Command complex, we have been evacuated due to lightning within a 5-mile radius. Will Contractors be evacuated and work stopped due to lightning within 5 miles on this project?
A: Government is currently in the process of installing Lightning Protection Systems (LPS) for B. 419 and should be complete by the time construction starts. In this case, the contractor will not need to evacuate the facility due to lightning within five miles.
12. a. Drawing Sheet M003, Pump Schedule indicates the Chilled Water and hot Water Pumps to have VFDs. Drawing Sheet E002, Equipment Connection Schedule indicates CHP-1,2 & HWP-1,2 to have VFDs. Drawing Sheet E101, Mechanical Room 106 does not indicate a location to install VFDs.
This drawing states to “Provide new wiring from equipment to existing motor control center and reconnect to existing switch in motor control center.” How are the VFDs to be wired between the pumps and motor control center in this fashion?
A: Please reference notes on Detail 1/E051
b. Where are the VFDs for the Chilled Water & Hot Water Pumps to be mounted?
A: VFD’s to be located on adjacent wall in maintenance aisle between pumps.
13. a. During the site visit, it was discovered that the existing exhaust fans on the roof are grounded
(See below picture). When installing new Gravity Ventilator’s 1-8, Exhaust Fans 4-6, Roof Top Unit-1, & the boiler flue through the roof, are we to re-install the grounding wires to the new equipment on the roof?
A: Yes, ground wires to be re-installed and meet the requirements indicated in project Specification
Section 28 05 26.00 40 GROUNDING AND BONDING for ELECTRONIC SAFETY and SECURITY
b. If so, will ground testing be required after installation?
A: Yes, per specification section above.
14. Drawing Sheet M102, General Note 1 states “Contractor shall be aware of possible asbestos in the roof. Refer to Asbestos Survey for exact location.” The provided Asbestos Survey performed by
S&ME states “The suspect ACMs sampled and analyzed as part of this assessment included drywall and associated joint compound, acoustical ceiling tiles, and mastics associated with flooring and insulation products.” It does not appear that the roof material was tested for asbestos containing materials (ACMs) when looking at Table 3 of the asbestos report. Is the contractor responsible for obtaining a new, updated asbestos and lead based paint report? Does the existing roof material contain asbestos? Drawing M102 indicates 7 new penetrations through the existing roof for Gravity
Ventilators.
A: See the attached addendum from S&ME for asbestos report for sampling of the roof. No ACM found. This report is out of date and a new asbestos and lead survey is required. See specification
Section 01 11 00 paragraph 1.2.1.
15. Will as-builts be provided? If so, please provide as-built drawings for B419.
A: As- built drawings have been provided as part of this response to questions.
16. Drawing Sheet AD100, Keynote D12 states “Remove loading dock bumper; dispose of bumpers in a Subtitle II or III Landfill Licensed by SCDHEC to Accept Lead-Based Paint.” Will abatement of the LBP be required prior to demolishing these wooden bumpers? It appears these bumpers are deteriorating and flaking off, reference the below picture from the Site Visit:
A: No, abatement is not required.
17. Drawing Sheet M101 indicates new 16” x 14” ductwork being installed through Corridor 122 from the Roof Top Unit (RTU-1). During the site visit, it was discovered that the sprinkler piping is directly underneath the existing ductwork (See picture below). Drawing Sheet FP101 only mentions replacing sprinkler heads, not re-routing fire suppression piping due to new duct conflicts.
A: New ductwork should not conflict with existing sprinkler lines.
18. Drawing Sheets A200 & A201, Keynote 11.13 states “Laminated Dock Bumper, Model: B4510-123- A or equal” Since there is no Specification Section for these bumpers, does the Government want these to be Galvanized or not?
A: The finish for exposed metal parts shall be hot dipped galvanized.
19. Drawing Sheet A130, Keynote 7.23 states “Pre-finished sheet metal coping”. During the site visit, it was discovered that there is a concrete cap along that parapet wall (see below picture). Are we to remove the concrete cap before installing the Pressure Treated Wood Blocking, Flashing, &
Sheetmetal Coping indicated on Detail 2 of Drawing Sheet A520 or are we to install the wood blocking directly on top of the existing concrete cap at this location?
A: Install pressure treated wood blocking directly on top of existing concrete cap.
20. Drawing Sheet S141, Detail 3, Notes states “Shore existing roof during repair. All shoring/temporary bracing by G.C.” What is the existing roof system weight to price an adequate shoring system for the structural work? Will as-builts be provided to help determine this scope?
A: The existing roof is believed to be timber framed with typical insulation and roofing materials. The estimated dead weight of the roof is 25 psf. The contractor must verify this after award to confirm the loading. Beams are approximately shown on the contract documents. Base the shoring on the framing indicated.
21. Drawing Sheet S121, General Notes states “Provide electrical grounding connection/pathway for the flitch plates per applicable facility regulations.” Will facility ground system testing be required after structural repairs have been made? If so, please provide grounding specifications and/or details regarding the facility grounding requirements.
A: Yes. Grounding requirements are indicated in Section 28 05 26.00 40 GROUNDING AND BONDING for ELECTRONIC SAFETY and SECURITY.
22. Drawing Sheet C100, Keynote 3 states “Remove existing fuel tank and associated piping
IAW Specification Section 02 65 00.” What is the depth of the existing underground fuel piping?
A: See Sheet M-8 in the As Built drawing posted with this Question and Answer document.
23. Drawing Sheet M012, Air Hander Detail indicates a Duct Smoke Detector to be installed on the
Return and Supply Duct. The AHU Points List states “Smoke Detector (Fire Alarm System shall control smoke detector. EMCS shall show status)” NFPA 90A requires duct smoke detectors to be installed on the supply side of AHUs more than 2,000 CFM and on the return side on units more than 15,000
CFM. All Air Handling Units for this project are below 15,000 CFM and AHUs 2, 4, and 5 are equal to or below 2,000 CFM. Is this detail on M012 applicable? We interpret that duct smoke detectors are only required on the supply duct in AHU-1 and AHU-3 and not required in any duct for AHU-2, 4, and
5. Please confirm the requirement as Drawing Sheet M012 is a generic Air Handling Unit Control
Detail.
A: The International Mechanical Code requires smoke detectors be installed in return duct for units
2,000 cfm and greater. Therefore, provide supply and return duct detectors in AHU’s 1, 3 and 5.
24. Drawing Sheet M012, Air Handler Detail indicates that smoke detectors are required on this project. Considering the Fire Alarm Control Panel is located in Room 116 – will all duct detectors required to be tied-in to the FACP at this location? Fire Alarm Drawings or Specifications were not provided. Will Fire Alarm and Smoke Detector testing be required prior to project completion? If so, please provide Specification Section for testing smoke detectors.
A: See project specification section 28 31 76 Interior Fire Alarm and Mass Notification System.
25. a. Drawing Sheet C001, General Note 1 states “The erosion control plans contained here-in are part of a larger comprehensive Stormwater Pollution Prevention Plan (SWPPP).” Will the
Government provide the SWPPP on file for this project?
A: The volume of land disturbance for this project did not warrant a SWPPP permit, nor a comprehensive SWPPP document.
b. What erosion control or storm water pollution prevention measures will be required for this project? The civil drawings do not indicate any SWPPP measures to be performed.
A: The erosion control measures required for this project is the establishment of temporary & permanent grassing in all disturbed areas.
26. Drawing Sheet AE100 nor the remainder of the drawings indicate that there are Fire Rated Walls in the facility. Additionally, Drawing Sheet M101 – HVAC Ductwork Renovation Plan does not indicate that Fire Dampers are to be provided or installed on this project. Please confirm there are no fire rated walls and that Fire Dampers are not required to be installed.
A: The existing drawings do not indicate any fire walls, therefore no fire dampers are required.
27. Drawing Sheet A140, Finish Schedule indicates that ONLY Women’s Restroom 120 & Men’s
Restroom 121 receive painted walls. Please confirm that Office 116, Office 117, Stairwell 118, Janitor’s Closet 119, & Corridor 122 will not be painted.
A: Paint per finish schedule.
28. Will the facility be occupied during construction? If so, will the user relocate desks, computer equipment, or any other furniture prior to construction?
A: No, the facility will not be occupied during construction except in case of emergency.
Government will remove desks, computer equipment and furniture prior to commencement of construction.
29. Drawing Sheet M101, Key Note 1 indicates a 14” round opening will be core drilled through a
3.5- foot thick wall at Cell 1, 2, and 3. Will a wall sleeve be required at these locations? If a sleeve and firestopping insulation & caulking is required, the 14” round opening will have to be larger to accommodate the additional thickness.
A: Installation shall meet requirements of project specifications 23 00 00 Air Supply, Distribution, Ventilation and Exhaust Systems
30. Specification Section 23-05-93, paragraph 3.4.5. specifies that sound measurements must be taken in all mechanical rooms, and spaces sharing a common barrier with each mechanical room.
Sound Measurements seem peculiar for an industrial warehouse facility renovation. Please confirm that Sound Measurements are required as part of the Testing, Adjusting, and Balancing of the HVAC system.
A: Yes, provide per specifications.
31. Reference Solicitation Document, Section I – Contract Clauses, 5352.242-9000, “Contractor
Access to Air Force Installations 11/1/2012” states “The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make visit to or perform work on the
Air Force installation(s) cited in the contract.” Additionally, Specification Section 01 14 00, paragraph
1.2.1 states “It is incumbent on the Contractor to ascertain the current security and base access requirements appropriate to the project location and incorporate the cost, if any, for compliance to said requirements into Contractor’s proposal.” B419 is located within the Naval Munitions Complex on Joint Base Charleston’s Naval Weapons Station. Are there additional security requirements in addition to receiving a Joint Base Charleston Badge to access this facility?
A: Contractors shall check in to receiving badging at the beginning of each day and shall return badging at the end of each day. Contractors will receive badges at Bldg 93. Contractors will not be required to checkout with building 93 if leaving, but planning to return before day’s end. Contractors will not be required to check back in if already badged for the day.
32. a. Drawing Sheet M101, AHU-1, AHU-3, & AHU-4 indicates Note 2 on the outside air duct.
Note 2 states “Connect to existing outside air duct. Provide with damper.” - What kind of damper (i.e. motorized damper, fire damper, manual control damper, barometric damper) is required at these locations?
A: A manual damper is required in ductwork and motorized damper either integral to unit or in ductwork as shown in details 1/M008 and 1/M012.
b. Drawing Sheet M101, shows a symbol inside the supply ductwork, immediately after the unit for
AHU-1, AHU-4, and AHU-5 (see below). What does this symbol represent? This symbol is not reflected on Drawing Sheet M001, HVAC Symbol Legend.
A: Hot water reheat coil as shown in detail 1/M008 and indicated in Air Handler Unit Schedule on sheet M002.
33. Drawing Sheet M012, Detail 1 shows motorized dampers as well as manual dampers in the return duct and outside air duct. The location of these motorized dampers are not shown on Drawing Sheet
M101. Please provide the location of these dampers so we can price appropriate sizes and quantities.
A: The motorized dampers can either be integral to the equipment or in the ductwork prior to connection to the unit.
34. Specification Section 01 35 26, paragraph 1.5.1.2. states “The Contractor Quality Control Person can be the SSHO on this project.” Additionally, Specification Section 01 45 00, paragraph 1.5.1.1. states
“The QC Manager may not perform the duties of project superintendent.” Just to clarify, this project requires a minimum of (2) Individuals correct? One Superintendent & one Quality Control
Manager/SSHO.
A: Requirements are as stated in the referenced specification. This project requires a minimum of (2)
Individuals, one Superintendent & one Quality Control Manager/SSHO.
35. We just received an additional question from Trane regarding this facilities HVAC Controls and the base wide energy management system. It appears since the design was completed in 2017, this building was brought in to the EMCS for Trane’s system. The specifications appear to be written to treat this facility as a standalone system, but the controls have the ability to be tied in to the EMCS.
Specification Section 23 09 00, paragraphs 1.1.1.b. and 1.1.1.c. call for the controls system to be a stand-alone system that is not tied into any base-wide system. At the time of the specification’s writing in 2017, this made sense as there was no base-wide controls system. However, in 2018, Trane was contracted to install a base-wide controls and energy management system through an energy performance service agreement. Through 2019 Trane has installed that system, and building 419 is part of that agreement. Will an updated Specification 23-09-00 be provided to tie B419 into the base wide controls system?
A: B.419 will be a stand-alone facility and not tied into the base wide controls system.
