Dear Mr. Jones:
S&ME, Inc. (S&ME) is pleased to provide this addendum to the referenced report summarizing the asbestos assessment we performed at the referenced site on May 23, 2017, limited to the South roof section of the referenced facility. Our services were performed in general accordance with S&ME
Proposal No. 42-1601039, dated September 16, 2015 and additional request to Jim Killingsworth (S&ME) on May 18, 2017. The following sections include the project background, sampling and analysis procedures, findings and results, and conclusions and recommendations, as necessary.
Project Background
On May 18, 2017, you contacted Mr. Jim Killingsworth (S&ME) by telephone and requested an asbestos assessment of ventilation flues and a boiler stack located on the South roof section of Building 419 located at the referenced site. On May 23, 2017, Bill Seaborn and Tony Prioleau of S&ME performed the assessment and sampling.
This report should be used in conjunction with the Limited Asbestos and Lead-Based Paint Assessment
Report dated November 23, 2016 and prepared by S&ME. The purpose of this assessment was to assess, identify, and provide recommendations to properly treat asbestos containing materials (ACMs) associated with the specific components located on the South section of the roof, to prevent worker exposures, emissions and properly dispose of the subject materials, prior to renovation activities.
The subject roof section is a flat built-up system which was reportedly replaced within the last three months of the date of this report. Only the flashing materials associated with the ventilation flues and boiler stack were included as part of this assessment. No built-up roofing materials were sampled.

Procedures
A sampling strategy was developed to provide representative samples in accordance with the South
Carolina Department of Health and Environmental Control (SCDHEC) and the Environmental Protection
Agency (EPA). Bulk samples of suspect ACMs were collected by a SCDHEC licensed inspector. The bulk samples were extracted from suspect ACMs, recorded on a chain of custody record and submitted to our in-house Polarized Light Microscopy (PLM) laboratory. Confirmation of negative results by Transmission
Electron Microscopy (TEM) was performed by EMSL Analytical for those non-friable organically bound materials reported negative via PLM. The laboratories are located in Charlotte, North Carolina and both are accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), which is administered by the National Institute of Standards and Technology.
Findings and Results
The asbestos assessment performed on May 23, 2017, limited to the ventilation flues and boiler stack on the South section of the roof of the referenced building, included the assessment and bulk sampling of flashings and mastic.
Based on the results of the bulk samples collected, no asbestos was detected. The EPA and the
Occupational Safety and Health Administration (OSHA) defines a material as asbestos containing if an asbestos content greater than one percent (>1%) is detected in a representative sample.
A summary of asbestos results is provided in Appendix I, and exhibits the sample number, location, type of material tested, approximate quantity of the material sampled, condition of the material, and corresponding result for each sample. Diagrams of bulk sample locations are provided in Attachment II, and a copy of the inspector’s SCDHEC license is provided in Attachment III. A copy of the laboratory analyses and chain-of-custody records are provided in Attachment IV.
Limitations
The asbestos assessment and testing was limited to the specific suspect ACMs in the specific area of the roof of the building, and did not include an assessment of all suspect ACMs associated with the entire roof of the building. The sampling was performed by observing and sampling suspect ACMs associated with the referenced area, and the possibility exists that suspect materials were undetected in inaccessible areas such as roofing overlays and roof voids/cavities.
This report is provided for the sole use of the client. Use of this report by any other parties will be at such party's sole risk and S&ME disclaims liability for any such use or reliance by third parties. The results presented in this report are indicative of conditions only during the time of the sampling and of the specific areas referenced.
Conclusions and Recommendations
Based on the results of the limited asbestos assessment performed on May 23, 2017, of the ventilation flues and boiler stack on the South section of the roof of Building 419 located at Joint Base Charleston
(Naval Weapons Station) in Goose Creek, South Carolina, no ACMs were identified. This report should be used in conjunction with the Limited Asbestos and Lead-Based Paint Assessment Report dated November

23, 2016, and prepared by S&ME. If suspect ACMs not addressed in this report are discovered during the planned renovations, the suspect ACM(s) must be sampled by a SCDHEC licensed inspector and analyzed for asbestos content prior to disturbance of the material. This report should also be provided to the contractor(s) working in the referenced area(s).

This report may not be used to claim product endorsement by NVLAP or any agency of the U.S. Government. Although Polarized Light Microscopy (PLM/Dispersion Staining)
(Method EPA 600/R-93/116) is the specified method for analysis of bulk material samples for asbestos under the EPA Asbestos Hazard Emergency Response Act, there have been reports that this method may not identify asbestos when fiber sizes are extremely small or if they are bound in a resinous material. Such materials include floor tile, mastic and asphaltic roofing. Currently, reanalysis by Transmission Electron Microscopy (TEM) to verify results of <1% or "None Detected" for these materials is recommended.
