Q: Spec section 21 30 00 2.2 indicates the new fire pumps to be 2500@175, but FP-102 has a 2500@165. What is the actual rated pressure of the pumps?
A: Spec section 21 30 00, para 2.2 is correct. Rated pressure is 175 psi at 2500 RPM.
Q: Spec Section 21 30 00 2.8.1 indicates automatic transfer switches for each of the fire pump controllers. Is this correct? Plans don’t seem to show alternate power supply on E-101
A: Spec section 21 30 00, para 2.8.1 will be deleted. Automatic transfer switches are no longer included in this project. "Both underground loop feed C and underground loop feed D are considered "reliable" power sources, and thus do not require an alternate source of power. An alternate or dual power source has not been provided for the fire pumps." This will be addressed in a forthcoming Addendum.
Q: 2500@175 and 2500@165 require 400 HP motor. Specs call for 350 HP, is 400 HP acceptable?
A: 400 HP motors are acceptable and three 400 HP motors can run simultaneously with the existing power supply.
Q: Confirm not replacing fire pumps in second pump house.
A: Drawing GC-001 "General-For All Phases", item 17 states "Phase 2 (Use of building 64 fire pumps and temporary bladder) shall not exceed 6 months elapsed time." (This means that the contractor shall use the existing Diesel driven fire pumps in building 64 to provide fire suppression water to all seven hangars for that 6 month time period. This includes the contractor performing whatever maintenance/repairs/replacement that is necessary to keep the building 64 fire pumps operational for that 6 month period.)
Q: Sheet CU-102 shows to replace the 20" main between B700 &B550/B551with connections to the same buildings. This work was just done on a previous project. Will this work need to be redone or should the scope be revised?
A: K & K Industries completed Project DKFX 10-9025, including installation of a 20" fire main between building 700 and building 551 in November 2015. That work will be deleted from this current project and the scope revised. This will be addressed in a forthcoming Addendum.
Q: The detail for Pavement Repair shows an expansion joint on each side of the cut however no detail is specified for concrete cutting and removal or Joint sealant over new expansion joints? Will double saw cutting for removal be required and will joint sealants be required to the IMC Pavements Standards?
A: See Drawing CS-103, "Concrete Replacement Notes", items 1-8, for pavement repair details. Saw cut of existing pavement, pavement repair, expansion joints and joint sealant should follow general construction notes sheet GC-001 and concrete placement notes.
Q: E-102 shows the transformer to be located inside the IMC fence, however the existing 75KV Transformer is located outside of the IMC fence next to the Switch and the existing secondary feed enters B516 from the West end and feeds down the interior wall to the existing electrical panel.
Will the new pad mount transformer go in the location shown on the drawings and if so, will new Primary duct bank & wire be required from the existing switch to the new pad mount transformer and what will become of the existing Pad & secondary feeds?
A: See Drawing E-102 "Keynotes" items 10 and 14. The design intent is to install the new transformer on the existing transformer pad and reuse the existing primary feeder. See note pointing to new transformer on Power Riser Diagram on sheet E-101. KEYNOTE 10 on sheet E-102 instructs the contractor to coordinate the exact location of the new transformer with Contracting Officer.
Q: Please confirm that the existing duct bank along Graves from Flagpole to the switch on the corner of Graves and Simpson contains a Minimum of at least 1 conduit capable of supporting the increased wire size required for this upgrade. Additionally, the plan shows that 2 manholes will be used for this new power run. Have these manholes been verified as we were not able to see them along the route during the Site Visit.
A: See Drawing E-103 "Keynotes" item #1. The existing duct bank along Graves from Flagpole to the switch on the corner of Graves and Simpson has 1 conduit capable of supporting the increased wire size required for this upgrade. The 2 manholes are shown on the drawings, but are currently covered with grass and contractor will need to locate those manholes.
Q: Will a free zone letter be issued and will the contractors employees have complete access to the IMC Area during construction?
A: A free zone letter has been submitted.
Q: What time will be required to secure water outages and what will the requirements be for maintaining Fire Suppression Capabilities in each hangar during construction?
A: Outages. See Drawing GC-001, "General-For All Phases" item 2
Q: What is the policy for demo and removal of Asbestos Pipe on this project. Can it be abandoned in place or will it need to be properly disposed of?
A: Asbestos. See Drawing GC-001, "General Construction Notes" items 16 and 23.
Q: On previous projects in these areas where excess soils need to be disposed of, it was required that ALL soils removed from site be disposed of in a "Class D" Landfill. Will this be a requirement on this project? If not, will JBC provide a disposal site?
A: Soil removal. See Drawing GC-001, "General Construction Notes" items 25 and 26, plus "Dewatering Notes" items 1, 2 and 3.
Q: Per section 01 11 00, 1.4.3, the Performance Period is stated to be 18 months, while the SF 1442 Block 11 indicates 593 calendar days. Please confirm that the SF442 Block 11 is correct.
A: Per Sec 01 11 00, para 1.4.3, the performance period is 18 months. Per drawing GC-001, this performance period is to be divided into work elements on a phased progress schedule.
Q: Per section 01 20 00.00 20 , 1.5.1, the invoice forms are indicated to be NavFac 7300/31. Please advise if this is correct. If not, please clarify what the correct forms and accompanying documents are required.
A: The invoicing is explained in the clause 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (May 2013) Spec section 01 20 00 0.0020 will be removed in a forthcoming Addendum.
Q: Please confirm that the contract requires a separate Site Superintendent, Quality Control Manager, and Site Safety & Health Officer.
A: Per Sec 01 35 26, para 1.6.1.1 "The Site Safety & Health Officer (SSHO) shall be at the work site at all times when work is being performed," and para 1.6.1.1.1, "The Contractor Quality Control Manager cannot be the (SSHO)."
Q: Section 33 16 15 indicates welded steel water storage tanks; however, welded steel tanks are not typically available from the manufacturers anymore. In recent experience in the past three years installing similar tanks on other DoD jobs we have only been able to procure and install bolted tanks.
Please advise if bolted tanks are acceptable.
A: Per Sec 33 16 15, para 3.6, "Bolted tanks are not permitted on this project."
Q: Dwg note for sectionalizing Switch SW C-7 asks to replace 50 AMP fuses to 300 AMP fuses.
Existing Switch Max Fuse current rating is 200 AMP. Also it has #2/0 CU wire which is not rated for 300 AMP. Why are we replacing 300 AMP fuses and leaving #2/0 wire with the switch max rating 200 Amp (E or K)?
A: The contractor shall replace existing 50A fuses in switch 'SW-C7' with 200A fuses in lieu of the 300A fuses as shown on the drawings. This will be updated in an upcoming Addendum.
Q: The Cathodic Protections System specification section is missing. Please provide.
A: This section will be provided in an upcoming Addendum.
