Potable water will be provided by JB CHS at the base's expense for hydrostatic testing of each of the two 150K gallon water storage tanks. Arrangements for an acceptable time to draw water for this purpose is to be coordinated with the JB CHS Fire Services Department (ph:

843-963-3777). After the hydrostatic test has been completed, the contractor is to test the water to ensure it has not been contaminated, if not, then the water may be discharged into the storm drainage system at a flow rate not to exceed 5 feet per second, so as not create erosive velocities at the system discharge. Final hydrostatic and leak tests shall be performed before painting of welded tanks.

3.4 PIPING INSTALLATION (EXCEPT FOR OVERFLOW PIPING)

3.4.1 General Guidelines

Where details of fabrication or installation are not shown on the drawings, installation shall conform to Section 1 and 3 of AWWA C600.

3.4.2 Testing of Valves and Piping

After the reservoir has been erected and the valves and piping installed, and before field painting is begun, the valves and piping shall be hydrostatically tested in accordance with Section 4 of AWWA C600. Submit each coating manufacturer's technical data, application instructions, Material Safety Data Sheets (MSDS), and certificate for compliance for VOC content. Submit copies of the following test results:

a. Manufacturer's mill test reports for plate material.

b. Mill and shop inspections by a commercial inspection agency.

c. After acceptance of the structure, the radiographic film and test segments.

d. At the conclusion of the work, a written report prepared by the Contractor covering the hydrostatic test and certifying that the work was inspected in accordance with Section 11.2.1 of

AWWA D100.

Replace with sound material any defective material disclosed by the pressure test; the test shall be repeated until the test results are satisfactory.

3.4.3 Polyethylene Encasement of Underground Ductile-Iron Piping

Polyethylene encasement of underground ductile-iron piping shall be provided in addition to asphaltic coating in accordance with AWWA C105/A21.5.

3.4.4 Plugging Ends

Pipe ends left for future connections shall be capped or plugged as directed.

3.5 PREPARATION OF TANK WELDS

All sharp exterior steel edges, as well as deep/sharp interior corners/crevasses on the entire tank assembly and tank attachments, shall be worked to a rounded radius of not less than 1/8 inch. Smooth off any weld irregularities, weld spatter and sharp exterior edges (using a grinder or equivalent) then spot blast the weld irregularities, interior corners and crevasses. If deep/sharp interior corners/crevasses require additional material to comply with the rounded radius of 1/8 inch, weld material shall be added.

3.5.1 Thoroughly Clean Tank Surfaces

Remove oil, grease, dirt, oose particles and any other foreign material from the steel tank surfaces interior and exterior, roof walkway, manholes, access ladder, cathodic protection and water level indicator fittings as well as tank chime and inside/outside surfaces of tank bottom (per

SSPC-SP10 ISO8501-1 Sa 2.5).

3.5.2 Abrasive Blasting

Abrasive-blast all surfaces (including all welds) interior and exterior, to near white metal by using a mixture of water, abrasive and rust inhibitor using the Farrow System www.farrowsystem.com; or equivalent). Final profile in all steel surfaces shall be 2-4 mils anchor depth to allow complete adhesion of coating to the steel surface. Note that high pressure water jetting, sanding or grinding will not create the 2-4 mil deep sharp angular surface profile anchor in the steel surface that is necessary for proper adhesion of the coating. The contractor shall document (by taking photos, testing, recording results of daily samples) that the abrasive blast material is free of arsenic, beryllium, cadmim, cobalt, lead, mercury, rhodium, silver, tellurium, thallium, uranium or contamination as a result of improper handling.

3.5.3 Capture Blast Material

Contractor shall completely capture the abrasive material, water, dust, paint/rust particles and all material generated during the abrasive blasting procedure. Contractor is responsible for documenting the handling, storage, testing and disposal of all material collected.

3.5.4 Surface Coating

All surface coatings applied to the tank (Universal Amine Epoxy Coating PPG

AMERCOAT 240 having dry film thickness of 4-12 mils, or equal) shall be from the same manufacturer and shall be designed for use together for application on a steel tank. Paint defects such as runs, drips, sags, holidays or over sprays shall be repaired. Apply all coatings with rollers, brushes or a method that does not create airborne paint particles. No spray painting (including airless and dry fall methods) is allowed. Apply surface coatings when the tank steel temperature is between

50 and 140 degrees Fahrenheit. Color of final exterior coat shall be Air

Force Beige (Federal Std 595-37769).

3.5.5 Tank Bottom/Tank Chime

After application and curing of the surface coatings (per paragraph 3.5.1.2 above), the bottom exterior of the tank shall be buttered with self-adhering, self healing gelatinous anti-corrosion coating (Polyguard

Repair/Add IMC Fire Suppression System

Reactive Gel or equivalent) to provide long term corrosion protection for the tank bottom that is to be in continuous contact with the reinforced concrete foundation. After the tank is secured to the concrete foundation, gaps between the periphery of the tank bottom/chime and the concrete foundation shall be filled with 2 component urethane caulking (note that

Polyguard Reactive Gel is not appropriate in that location, since gel will not remain in place when exposed to weather).

3.6 BOLTED TANKS

Bolted tanks are not permitted on this project.

3.7 DISINFECTION

The reservoir and connecting lines thereto shall be disinfected with chlorine before being placed in operation.

3.7.1 Tank

The reservoir shall be disinfected in accordance with AWWA C652. After the chlorination procedure is completed and before the storage facility is placed in service, the Contracting Officer will collect samples of water in properly sterilized containers for bacteriological testing from the full facility in accordance with Section 7 of AWWA C652. The tank will not be accepted until satisfactory bacteriological results have been obtained.

3.7.2 Piping

The valves and piping shall be disinfected in accordance with Section
