About this file
This document is a Site Visit #2 Questions and Answers file addressing clarifications for an audiovisual system modernization project at an auditorium and multiple classrooms.
Auditorium Requirements: The auditorium must support four distinct output/input modes: SIPR VTC, SIPR PC, NIPR PC, and document camera. The existing Cisco SX-80 codec and Cisco Presence 60 cameras (CTS-CAM-P60-V02) are past vendor security-patch support and must be replaced with current APL-listed hardware. The two PTZ cameras will be routed through either NIPR or SIPR PC and will act as a single source. The front projector is an Epson EB-L775U. An old outdated KVM device does not require replacement. No audio-visual components are tracked as password protected. For reused equipment, existing ATOs/cybersecurity authorizations carry over. Troubleshooting support for failed reused equipment includes phone and email support with one business day response; contractors are not responsible for replacing/repairing existing equipment unless damaged during installation.
Classroom Requirements: All four classrooms have identical AV requirements with four video sources: GFE NIPR Personal Computer, GFE SIPR Personal Computer, Ideum 65-inch Pro (three classrooms) or 55-inch (one classroom), and GFE Document Viewer. Each classroom contains a Biamp TesiraFORTÉ DAN CI DSP. All classroom projectors are operational and require no replacement. PTZ cameras in classrooms must be replaced. Document camera control is limited to switching output to one or both projectors. TEMPEST standards and RED/BLACK separation (1.5 feet/18 inches minimum spacing) apply to SECRET-space classrooms for NIPR/SIPR PCs and VTC equipment. Existing cabling is assumed to be Cat5; current industry standard cabling is requested for new installations. The government prefers equipment reuse when possible. Company-provided laptops for on-site programming must be coordinated with primary IT POC (SSgt Bilenko) and have Bluetooth, cameras, and speakers disabled for approval in secure spaces.
Project Timeline and Payment: Room availability is November 16, 2026 through December 30, 2026, excluding November 26-27 and December 24-25. Contractors must notify the contracting officer of any delays. Quotes must remain valid through October 31, 2026. Payment is structured as one single payment upon completion and acceptance rather than milestone or partial invoicing for equipment delivery or labor phases.

Site Visit #2 Questions
1. What make and model are the PTZ cameras in the auditorium and are they currently being controlled from the touch panel? Are they also 1080p resolution and if not, will they need to be replaced?
The SIPR VTC system is Cisco TelePresence SX80. The 2 cameras are Cisco Presence 60 and are both connected to the VTC system.
Current plan is to have the 2 cameras be able to be utilized by the podium system rather than directly connected to the VTC. So rather than only the SIPR VTC having access to the camera input but also the NIPR PC if necessary.
2. The SOW states 4 video sources. The two computers, the document camera and the PTZ camera, however, there were 2 PTZ cameras in the room so we actually have 5 video sources. Can you please confirm?
There are only 4 video sources, the PTZ cameras will be routed through either a NIPR or SIPR PC. The cameras are acting as one source. Would like the cameras to be utilized by the rest of the system rather than just the VTC.
3. Is there any control for the document camera required from the touch panel (other than switching it to one or both projectors)?
Only switching to one or both projectors control is required.
4. Can you confirm the following 4 video sources in each classroom; GFE NIPR Personal Computer, GFE SIPR Personal Computer, GFE Ideum 65in Pro, and GFE Document Viewer?
Correct, those are the video sources required for each classroom.
5. Other than switching these inputs to the projector(s) and controlling their volume is there any additional touch panel control needed for the Document Viewer?
No, just needs to be able to present the documents being viewed to the projectors.
6. Are there any PTZ cameras (as in the two in the auditorium) located in any of the classrooms?
Yes, They will need to be replaced.
7. Is there a Bi-Amp Tesira Forte DSP in each classroom? Like the one in the Auditorium?
Correct, each classroom systems currently has one.
8. Please confirm the auditorium must support SIPR VTC (hard codec), NIPR collaboration, and local presentation as three distinct modes, and that these are the only required modes.
The auditorium must support four distinct output/input. SIPR VTC, SIPR PC, NIPR PC and document camera.
9. The existing Cisco SX-80 codec and CTS-CAM-P60-V02 camera are past vendor security-patch support. Should these be replaced with current, APL-listed hardware?
Yes, they will need to be replaced.
That is correct. We are currently looking into possibly purchasing the new codec ourselves, but it will 100% from an APL-listed hardware.
10. Please confirm the exact model of the front/West auditorium projector — the nameplate did not clearly match the Epson EB-L775U on record.
Make and model of front facing auditorium projector is Epson EB-L775U. Attached is a picture showing the model number.
11. Please identify the make/model/function of the "Emerson" device in the auditorium rack (tagged UNCLASSIFIED/SECRET).
This is an old and outdated KVM that has not been removed from the system. This does not need to be replaced.
12. Aside from the existing Cisco SX-80 codec, are any of the audio-visual components in the auditorium system password protected (Crestron DMPS, Tesira, etc). If so, does 14 WPS have the required USERID’s and Passwords?
We are not tracking any of the components being password protected.
13. Please confirm the current operating condition of each classroom projector — models are on record, but conditions were not verifiable during our visit.
All classroom projectors are in working condition and should not require replacement.
14. Please provide the model of the existing Biamp Tesira DSP in each classroom.
Each of the DSPs is TesiraFORTÉ DAN CI
15. Please confirm the exact Ideum table series/firmware (e.g., Platform, Pro, Elite) for the Ideum 65 Pro units in each classroom.
Each table is Ideum Pro. 3 of the classrooms have 65” and 1 classroom has 55”, but the hardware and firmware are all the same
16. Please confirm any TEMPEST, RED/BLACK separation, or other secure-space requirements for AV work in the SECRET-space classrooms.
TEMPEST standards and RED/BLACK separation has to be followed. Most of the system will not have any network connectivity so it is mostly not an issue. The only time this will come into effect is for the NIPR and SIPR PCs as well as the VTC. As long as enough space is giving between these devices. The standard is 1.5ft between devices, about 18 inches.
17. Please confirm that each classroom has the same basic AV equipment and requirements.
All classrooms have the same basic AV requirements.
18. Are any of the AV equipment in these rooms password protected? If so, does 14 WPS hold the current USERID’s and Passwords?
We are not tracking any of the components being password protected.
19. For reused equipment, does the government's existing ATO/cybersecurity authorization carry over, or is a new assessment/ATO required?
For reused equipment, the authorizations will carry over.
20. If reused equipment fails during the 18-month warranty and is no longer serviceable due to age, what is the expected remedy?
Troubleshooting support via phone and email with a 1 business day response. There is no expectation for the contractor to replace/repair existing equipment unless it was damaged during installation or the use of the installed system causes damage or incompatibility with the current hardware.
21. Please confirm the category/type (Cat5e vs. Cat6/6A) of existing cabling intended to be reused.
We are not sure what the current cabling standard is being used. I would assume with age that most of it is Cat5. With the new system install we request the current industry standard to be utilized.
22. Is all existing equipment operational?
Most of the podium systems are semi-operational. Most current issues are from faulty wiring or outdated equipment.
23. Is it confirmed you wish to reuse existing equipment as much as possible?
Yes, we would like to reuse anything that can be used that was not explicitly stated to be replaced in the SOW or any questions answered.
24. In the Auditorium the Cisco codec solution shall be replaced with an owner furnished PC running MS Teams OR are you wanting an appliance-based MS Teams Room solution for one touch meeting start?
Currently the Cisco codec is only for the SIPR VTC, this will not change. Our main request is that the NIPR PC Is able to be utilized for the Teams meetings. The cameras, microphones and the speakers need to be able to connect to both the cisco codec as well as the NIPR
PC.
25. Please confirm exact dates of room availability for project.
November 16, 2026 – December 30, 2026 excluding any dates below:
- 26 November 2026
- 27 November 2026
- 24 December 2026
- 25 December 2026
We prefer not to have the project underway during Thanksgiving or Christmas weeks.
The contractor shall notify the contracting officer of any delays.
26. Will lead technicians be able to use a company provided laptop on site for programming the system?
If company provided hardware needs to be brought into the secure spaces, coordinate with primary IT POC (SSgt Bilenko). If Bluetooth, cameras and speakers are disabled, then those devices can be approved.
CONS Will Address these questions.
27. Please provide exact date of award and then PO date.
An exact date of award will not be provided. PO date is not applicable. Quotes shall be valid through 31 October 2026.
28. The solicitation includes CLIN 0001 for Equipment Modernization/Replacement and CLIN 0002 for Labor, both structured as Firm Fixed Price. We would like to clarify whether the Government will allow partial invoicing or milestone payments for this effort.
Specifically, will the Government allow invoicing for major equipment upon delivery/acceptance and a separate final invoice for labor and system completion after final inspection and acceptance? Or should we assume payment will be made only after final Government acceptance?
One payment shall be made upon completion and acceptance.
