About this file

This is a Questions and Answers (Q&A) document for the 14 Weapons Squadron Audio/Visual Refresh contract opportunity.

The project encompasses an AV system upgrade for an auditorium and four classrooms (rooms 118, 119, 120, and 133). In the auditorium, the contractor must consolidate two existing audio systems into a single operational system, retaining reusable components where applicable. The system must support multiple video sources including GFE Document Camera, NIPR/SIPR Personal Computers, and VTC Codec (all provided by 14 WPS), with capability to display different sources simultaneously on east and west projection screens. Six operational table microphones compatible with existing XLR wall sockets are required, with mute capability; two options exist: XLR wall-socket microphones or ethernet-based microphone pucks. No wireless or Bluetooth technology is permitted. The west projector screen has existing power; the east screen does not and will require manual operation. Two cameras with point/tilt/zoom capability and minimum 1080P resolution must maintain current positions. Only the back-facing auditorium projector requires replacement (Epson EB-L775U or Casio XJ-V110W).

Classroom AV systems must support four video sources (Document Camera, NIPR/SIPR Computers, Ideum 65 Pro tables) and three audio sources (NIPR/SIPR Computers, Ideum tables). All four classroom podiums must be identical. Current projectors are NEC P525UL (rooms 118, 120, 133) and NEC P502HL-2 (room 119) with no current replacement requirement. Installation must occur between November 16, 2026 and December 25, 2026. Deliverables include 100% Systems Acceptance Testing across NIPR/SIPR/Presentation modes, equipment list, cable routing schedules, and signal-flow drawings. Training for up to 5 personnel is required covering system operation, mode switching, UC call functionality (Microsoft Teams and Zoom), troubleshooting, and escalation procedures. Warranties required are 18 months for workmanship/installation and minimum 12 months for equipment, with telephone/email support and on-site response within 3 business days. DoDIN APL-listed component integration is required where applicable. BICSI certification is not required. Minimum five working days after Q&A release will be provided for proposal submission.

Questions concerning the 14 Weapons Sq Audio/Visual Refresh Questions

1. In the Auditorium:

1.1 Are the video sources required to be supported: GFE Document Camera, NIPR GFE Personal Computer, SIPR GFE Personal Computer, GFE SIPR VTC CODEC?

- ALL video sources will be provided by the 14 WPS

1.2 There are currently two different audio systems, one powered by a Home Theater amplifier and the other powered by a 70v commercial amplifier. Would you like to a) consolidate and/or Integrate, or b) replace, these into a more appropriate system?

- The Auditorium currently has those two systems, but only one of them is operational. The task is to check if any of the components (cabling, speakers, etc.) are operational and usable with the new proposed system. If the answer is no, then replace. For clarification, we do not require two systems.

1.3 How many table microphones are required to be provided?

- The new SOW will reflect the changes that were discussed during the site survey. Current plan has two options. 1. Replace current microphones with new ones that can use wall sockets or

2. Replace everything with microphones that are operated over ethernet (microphone pucks). Either of the options must have mute capability.

1.4 How many table microphones are required to be operational?

- The requirement is 6 operational microphones with functionality that are compatible with our current XLR wall sockets.

1.5 Is wireless and Bluetooth allowed to be used?

- No wireless or Bluetooth is allowed anywhere in the building.

1.6 Does the East end projector screen electrical power currently exist?

- There is no power currently running to the east projector screen.

1.7 Does the West end projector screen electrical power currently exist?

-Yes.

1.8 Is the installation of any electrical power outlet part of this effort?

- The rear projector screen in the auditorium will not need any power, as it will be a manual screen. The same goes for all the classrooms. Room 133 currently has motor powered screens but they do not need to replaced.

1.9 If an electrical outlet installation is needed, will the Gov or Contractor be installing it?

- No longer needed.

1.10 Is there a requirement to project different video sources at the same time, such as a Document Camera on the East Screen and the NIPR GFE Personal Computer on the West Screen?

- This option to display different video sources at the same time IS a requirement.

1.11 Is the voice uplift through the microphones only for the VTC communication?

- Voice uplift IS NOT a requirement.

1.12 Does the government require two Point, tilt, zoom, 180P or better cameras, one facing the presenter and facing the conference table to be integrated into the VTC functionality?

- The cameras must have the ability to point, tilt, zoom and minimum of 1080P display. The current positions of the cameras should be kept as the required wiring for them is already in place.

2. In the Classrooms (rooms 118, 119, 120 and 133)

2.1 Are the Audio sources required to be supported: NIPR GFE Personal Computer, SIPR GFE Personal Computer, and GFE Ideum Pro table?

-All 3 of these must have audio sources supported.

2.2 Are the video sources required to be supported: GFE Document Camera, NIPR GFE Personal Computer, SIPR GFE Personal Computer, and GFE Ideum Pro table?

-All 4 of these must have video sources supported.

2.3 Room #120 has no AV podium to host the desktop towers. Would you like all the classroom AV furniture to match to make servicing easier for future purposes?

-All Classroom podiums should be the same.

3. In all rooms

3.1 Are any projectors already identified as required to be replaced, if so which ones?

-Currently the only projector that is required to be replaced is the back facing projector in the Auditorium. Based on further site visits or per recommendation of the contractor some of the projectors in the classroom may also be replaced, however as it currently stands there is no requirement to replace any projectors in the classrooms.

3.2 Can the government provide the make, model of each of the GFE video sources?

- Current Video Sources:

Computers: Dell Precision 7680

Computer Dock: Dell K20A

VTC: CTS-CAM-P60-V02

Tables: Ideum 65 Pro

Document Cameras: Elmo PX-30E

3.3 Will the government provide the model numbers of the projectors to verify they meet the requirements of the SOW and new hardware?

- Auditorium:

Epson EB-L775U

Casio XJ-V110W

- Classrooms:

Room 118 – NEC P525UL

Room 119 – NEC P502HL-2

Room 120 – NEC P525UL

Room 133 – NEC P525UL

4. Preliminary requirements

4.1 Does the government require BICSI certified installers?
