About this file
This document contains questions and answers regarding Solicitation Number FA441721R0017 for Base Supply Services. The contractor shall provide non-personal services including personnel, equipment, supervision, and other items and services necessary to perform Base Supply Services at Hurlburt Field, Florida. Amendment 2 updated the description and evaluation of CLINs X002 to identify how non-normal hours will be priced and evaluated, as the Government does not have historical workload data for these CLINs. Offerors are directed to utilize the revised Performance Work Statement dated September 21, 2021, but CLIN X002 in Section B still references the August 11, 2021 PWS and period of performance. Clarification is needed on the Section B reference.

Base Supply Services Questions and Answers Vol. 3 28 September 2021
1. In section 5.0 of the amended RFP it states, “Submit the Standard Form 1449 and all pages originally included in the RFP.” Is it the Government’s intent for the offerors to include all 66 pages of the original RFP or just the first 5 pages which includes the SF1449 and Section B/“Supplies or Services and Prices/Cost?”
Answer: The proposal for Volume III must be submitted according to Section L paragraph 5.0 (“Submit the Standard Form 1449 and all pages originally included in the RFP. Submit one (1) copy”).
***NOTE: The answer for Questions 2-7 is the same and is described below after question 7.
2. CLIN X002 covers the non-normal duty hours that the contractor may be required to work. The Government has stated that it does not have historical workload for CLIN X002 but certainly it has historical costs paid under a similar CLIN is past contracts on which I could base a plug number. Will the Government reconsider its position and provide a plug number that will level the playing field for all offerors?
3. If the Government does not have historical workload data for CLIN X002, will the Government exclude CLIN X002 from the total evaluated price so that offeror are only evaluated on their approach to fulfilling the requirements of this CLIN and not the subjective way it would be priced in the absence of workload data?
4. Will the Government explain in detail how offerors are to project the needs of the Government in relation to CLIN X002 hours?
5. Will the Government explain how it will evaluate that one offerors approach and pricing for CLIN
X002 would be more reasonable than another when evaluating for “Reasonableness”?
6. Will offerors who bid zero dollars for CLIN X002 be considered unreasonable, non-compliant, and removed from competition?
7. Per subject amendment (1) and PWS dated September 21, 2021, the contractor is required to utilize this version. However CLIN X002, section (B) reference the August 11, 2021 PWS / POP 1 mar 2025 to Feb 2026. Does the government intend to issue a new section (B) / clarify?
Answer for Questions 2-7: Amendment 2 has updated the description of CLINs X002 as well as Section L paragraph 5.2 and Section M paragraph 5.0 to identify how these CLINs will be evaluated.
