Base Supply Services Questions and Answers Vol. 1 17 September 2021

1. As we reviewed the solicitation initially, everything seemed to point towards Best Value throughout the Solicitation, until we got to Paragraph 9.0. This appears to be a LPTA, where as soon as the lowest priced proposal has the minimum acceptability, it would be awarded to that company, and the rest of the Technical Proposals, at a higher price, won’t be evaluated. We wanted to make sure that paragraph 9.0 was accurate, and not a cut and paste error, since it isn’t consistent with the rest of the document.

Answer: This is a Best Value acquisition, and paragraph 9.0 does not describe an LPTA process. Paragraph 9.0 of Section M outlines the basic overview of the evaluation process for how the selection will be made. The Confidence Assessment rating is included in this process, and that is not part of LPTA acquisitions.

2. I just had a schedule change and will not be coming to the pre-bid meeting and site visit. , am asking you to consider having some capability to listen in on the pre-bid meeting and getting a copy of any slides that may be used during that presentation. Is there a way to set up either/or some alternate way to connect to the meeting?

Answer: The Base Supply Acquisition Site Visit is not mandatory to attend in order to submit a proposal, and there are no recordings or communication availability for folks to listen remotely.

The Site Visit sign-in sheet and minutes have been posted to the Solicitation on SAM.

3. Will the minutes of the meeting contain the slide presentation(s)? Also, would you allow our representative in attendance to use his mobile phone to transmit the briefing, using the face time app?

Answer: There will be no slide presentation, and there will be no question and answer session at the site visit. All questions will be required to be submitted in writing. The intent of the site visit is to allow potential offerors an opportunity to see the location where the work will be conducted. In regarding the photos and recording of the site visit, visitors were allowed to take their own pictures of the buildings visited.

4. Will the Government consider sponsoring an 8(a) company for the facility clearance until said 8(a) company can obtain clearance?

Answer: The Hurlburt Field Base Supply Requirement identifies in the PWS at paragraph 4.2 & 4.8 that specific requirements of the secret security clearance requirements for all employees working on the contract. These requirements will not be waived. Also, market research has identified that there are multiple 8(a) Program Small Business Contractors that have experience in Base Supply Requirements and are also able to meet the security requirements outlined in the PWS. Based on this information, the Government is unable to sponsor a company from meeting the security requirements.

5. Paragraph 4.1.3 provides instructions for completing PPQs, stating contractors should complete Section A in Attachment 4. PPQs were distributed as Attachment 3, and includes Sections 1, 2, 3, and 4. Please clarify which sections contractors should complete prior to submitting to respondents.

Answer: The information in Section L, Instructions, Conditions, and Notices to Offerors, at paragraph

4.1.3 will be corrected in Amendment 1 of the solicitation to read: “Complete Section 1, Contract Identification, of Attachment 3, Past/Present Performance Questionnaire” and “Evaluators are only allowed to use the Attachment 3, Past Performance Questionnaire.” The amendment will be posted to the solicitation on SAM.

6. In reference to page limitations, please advise whether resumes and/or letters of commitment may be excluded from page limitations for Volume I.

Answer: Paragraph 2.5 of Section L, Instructions, Conditions, and Notices to Offerors, in the Solicitation states that the total page limit for Volume I is 40 pages. All items required for Volume I must adhere to this requirement.

7. On RFP Page 60, it says the following: “The Government seeks to award to the offeror who gives the Air Force the greatest confidence that it will best meet, or exceed, the requirements. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors, and the Source Selection Authority (SSA) reasonably determines that the past performance of the higher price offeror outweighs the cost difference.” Also, on Page 61, it says, “In accordance with FAR 15.304(e), all evaluation factors other than Cost/Price, when combined, are significantly more important than cost or price.” Then on Page 66, under the heading “Evaluation Process,” it says, “All 8(a) offerors will be ranked in order of price. If the lowest priced evaluated offer has been determined technically acceptable, is judged to have a Substantial Confidence rating, and is determined responsible, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.” As the evaluation process explained on Page 66 conflicts with the best value processes described on Pages 60 and 61, we request clarification.

Answer: The evaluation process as outlined in Section M, Evaluation Factors for Award, of the solicitation is a Performance Price Tradeoff. The Technical portion of the proposal is evaluated and rated on an acceptable or unacceptable basis. Past Performance (PP) is evaluated on a Confidence Assessment basis as defined in Section M. In order for an offeror to move to the PP evaluation, they must have an acceptable technical evaluation rating. If the lowest priced offeror is rated acceptable for the technical, has the highest possible PP Confidence Assessment (Substantial Confidence), they would be the Best Value to the Government as outlined by the Criteria identified in Section M (Pages 60 through 66 of the solicitation). The information in paragraph 9.0 on page 60 only outlines the steps in the process that adheres to the Best Value described in Section M.

8. In paragraph 1.10, it states, “In order to submit an offer on a solicitation, each business concern in a teaming agreement must be a small business under the designated NAICS size standard, and must also be small when combined in the aggregate of all teaming affiliates.” For clarification, we request acknowledgement that combining teaming companies in the aggregate to determine size standard does not apply, in deference to 13 CFR 121.103.

Answer: A change to the language in Section L, Instructions, Conditions, and Notices to Offerors, at paragraph 1.10 will be accomplished in Amendment 1 to remove “must also be small when combined in the aggregate of all teaming affiliates” To “ must also meet the SBA teaming affiliates requirements as defined in 13 CFR 121.103.
