FA441721B0003 - Repair-Convert Bldg 91157 from Storage Warehouse to Testing Lab - CP 1031923
Site Visit Questions
1. The scope is clear that the existing station is to remain in operation until the new station is tested, however no overlay was provided in the drawings that shows the location of the new relative to the existing. Please confirm that the contractor can assume that the new lift station will be located in the grassy area between the existing lift station and the parking lot so that it will not interfere with the existing. Confirmed. See Addendum #1
2. According to the Site Visit, some of the sewer line and a manhole coming from Bldg. #91157 has already been performed. Please clarify what, if any of the new work shown on the drawings should not be included in the scope. See Addendum #1.
3. Drawing C201 shows the asphalt patching that is required for the installation of the sewer line, however, it does not show the patching of the asphalt in the parking lot a 2” water line installation, however this crosses the asphalt parking lot and the concrete apron in front of #91144. Please confirm that both asphalt and concrete repair need to be performed where this line is installed. Confirmed. See Addendum #1. Saw cut & replace each with like material over 6” compacted aggregate base.
4. Spec Section 31 00 00 – 3.6.1 states: “All soil from the areas of the former housing building footprints is assumed to exceed the FDEP soil cleanup target level for leachability to groundwater of Dieldrin. As such, all soils excavated within the 5-foot building offset of the former housing footprints shall remain onsite and be reused at the point of excavation unless they are unsuitable for reuse on the site or they are excess. Unsuitable soils and soils that cannot be reused at the point of excavation will be stockpiled on visqueen, containerized, properly sampled, tested, and disposed of at a facility meeting all local, state, and federal requirements for disposal.”
a. Please advise if there were any former building footprints on this jobsite, and how much of the soil on the jobsite shall be considered contaminated.
b. Please advise if the contract is responsible for soil testing even if there is not a building on site.
See Addendum #1. The language referenced in 3.6.1 through 3.6.3 of Specification Section 31 00 00 was inadvertently left from a previous job. Revised Section 31 00 00 is deleting and replacing the reference to management of contaminated materials from old housing footprints.
5. The drawings on C101 indicate that dewatering will likely be required, and provides routing to a nearby stormwater pound to discharge the water. Based on the possibility of Dieldrin contamination, please advise if the contractor should include pricing for water sampling or if the water may be pumped to the stormwater pond without sampling. See response to question 4.
6. Section 01 57 19 – 3.3.1 indicates that if the water is found to be contaminated, it must be permitted before discharge, please advise if contractor can still discharge the water on site, or if collection, trucking and offsite disposal will be required for the water. Test produced groundwater in accordance with Florida Department of Environmental (FDEP) requirements.
Conduct testing at initial installation of dewatering system. If allowable contaminant levels are identified, cease dewatering operation and notify Contracting Officer immediately.
