SOLICITATION NO. FA441720R0015
PROJECT: Repair Interior 505/705 TRS, Bldg 90021, No. CP1017959
QUESTIONS – ANSWERS – 1 through __59___
QUESTIONS:
Question 1: Sheet S-110 – It appears there is to be 6- Helical Piles added around the perimeter of the building. Are we to pin these piles to the foundation? Please provide further direction as to the scope of demo of the slab/foundation, etc.
Answer 1: Per note 7.01 on sheet S-002, brackets are to be used and shall be post-tensioned to engage the load, without lifting the footing. This note references attachment to existing footings. There is no uplift on the footing, so the helical anchor brackets do not need to be mechanically attached to the existing footings.
Question 2: Sheet S-102 – States to cut and remove the existing beams to the face of the Face/CMU.
2a. Confirm shoring of the existing slab or beams are not required (A-115 does show this as a cantilevered slab)
2b. What size are the beams?
2c. Please consider providing pictures of this area.
Answer 2a: Shoring is not required. The portion of the beam to be cut is the cantilevered end of the beam. The remaining portion of the beam will remain simply supported by two CMU walls. The metal deck and concrete slab that is supported by the cantilevered portion of the beams will be removed, also.
Answer 2b: The beams are shown on original construction documents as W8x28.
Answer 2c: Picture below.
Question 3: Sheet S-201 – West & South elevations –
3a. Please confirm the existing 12” CMU wall will not require shoring at the proposed new openings.
3b. It appears just one of the opening is requiring a new CIP header, please confirm
Answer 3a: During construction, shoring is not required, because the wall is grouted solid and reinforced and will be capable of spanning the opening after sawcutting. No additional reinforcing at these new openings is required per note on sheet S-201.
Answer 3b: Two existing openings are to be infilled. These require that the top 16” be CIP concrete.
Question 4: Sheet S-303 – Any chance we could provide concrete pan stairs in lieu of the precast treads and landings for these stairs? The precast price will likely be considerably higher and will take much longer to get than pan stairs.
Answer 4: The precast was chosen for durability, since concrete filled pans have been known to hold water and corrode.
Question 5: Note 3 on A-112 & 113 states “Air Force mission may impact construction work.
Government will coordinate for such situations”.
5a. How much time should we include in our general conditions to accommodate these delays?
5b. Will a minimum of 48-hour notice be given for these delays? If employees and sub-contractors show up for work and are not allowed to perform their work, we will be charged for their time.
Answer 5a: None. If there is a Government delay, in absence of other types of concurrent delays, the
Contractor would be granted an extension of contract time.
Answer 5b: No. The Contractor would be notified of a Government delay as soon as it is known.
Question 6: Section 10 22 39, 2.2.1 states the folding partition to be STC rating of 52. The interior walls of these classrooms are showing wall type 6, which appear they could achieve an STC of 42 to
45. Please confirm you want this folding partition to be STC 52.

Answer 8: Concur. Specification 03 30 00, 1.6 will be revised to delete this requirement. *Pending
Addendum.
Question 9: Section 05 12 00 – 1. States the company must have AISC quality certification. Since there is only the second-floor slab structural steel in this project there is not enough to attract the few companies that have the certificates. It is likely we will not receive any proposals for the structural steel unless this is removed and notified very quickly that this requirement has been remove in order for them to get back on board to price the project
Answer 9: Concur. Specification 05 12 00, 1.3 will be revised to delete this requirement. *Pending

Also, Past Performance Questionnaires will only be accepted electronically by email from Project Owners or their authorized representatives." In the interest of not over burdening federal contracting officers, can we use past performance questionnaires that have already been filled out and signed by federal contracting officers? Our previous PPQs include all of the information requested by
"Attachment 4." Would you consider amending the solicitation to allow for this? We know that the current situation has put increased stress and workload on many federal employees, and we would like to submit our response to this RFP without adding to the workload of other federal contracting officers.
Answer 24: To ensure the integrity of the past performance information and to maintain the consistency of the type of information received for Past Performance Evaluations, we will not amend the paragraphs mentioned below. Additionally, IAW paragraph 4.1.3, “ In lieu of a Past/Present

Volume II of the Past Performance proposal and will be considered equally relevant as completed projects.
Answer 54: Relevancy of a project will be determined during the Past Performance evaluation. On-going projects would be considered “recent” and can be used if a) a published “Interim” CPARS report is on file within the CPARS database, or b) a PPQ is submitted by the Project Owner or authorized representative. PPQ’s shall identify performance ratings to date as well as period of performance.
Question 55: Please advise the number of projects that have to be submitted in Volume II of the Past
Performance proposal. Is there a minimum or a maximum on the number of projects to be submitted?
Answer 55: There is no minimum number of projects required, however Section L, paragraph 4.1.4, “Lack of any past performance will not automatically disqualify an offeror, but it is a factor that is considered in the Best Value Subjective Tradeoff Source Selection described in Section M and paragraph 4.1.5, if the offeror claims there is no past performance, then that status must be identified to the Contracting Officer not later than the date/time proposals are due from all offerors.
In regards to the maximum number projects to be submitted, refer to Section L, paragraph 4.1.1, Provide a summary of the previous contracts described above, not to exceed 1 page of past performance information per reference. The summary should explain what aspects of each contract are deemed recent and relevant as related to the requirements of this solicitation and in accordance with
Section M. Failure to provide required relevancy description may impact the confidence rating, (i.e.
aspects of previous projects should match work elements identified in the solicitation/specification).
The summary should not exceed 1 page per reference (maximum total of 20 pages)
Additionally, Section L, paragraph 4.2 Volume II (b) Signed Teaming Agreement - If Teaming
Agreements are contemplated they must comply with 13 CFR Part 121 - Small Business Size

Question 58b: Can the Superintendent also serve as the onsite the QA/ QC if that person is qualified, has the experience and the USACE QA/ QC certification or equal training? Thus the General
Contractors are required to only have 1 person on site for all 3 responsibilities If not does this mean that a minimum of 2 persons are required on site at all times to handle all 3 responsibilities? Please advise
Answer 58b: See answer 7
Question 59: 50 Division Breakout- It has been our experience bidding projects at Hurlburt and Eglin that the 50 DIV breakout ( 48 Tabs) is a requirement for bid time turn in. As there are multiple trades involved in each CSI Division, the GC’s are having to collect sub bids breakdowns for each CSI
Division (48 Tabs). This creates a heavy burden the estimator and estimating team to complete the 50
Division ( 48 tabs) breakdown for those subs representing dozens of trades (as most subs do not submit their bids with the breakdowns)) and having to adjust the spreadsheets depending on what sub comes in low, sometimes 10 minutes prior to bid time.
We would like to suggest that the 50 Division breakdown and the summary sheet be allowed to be sent in 24 hours in work days after the bid date and that the summary sheet ( page one of the 50 Di.) must meet the final $ of the total bid submitted a bid time. That will allow the GC’s time to contact all low subs after submitting our bids to the owner, have our low subs properly complete those details breakdowns and make them concise and accurate rather than hurried and possibly incorrect which could cause a disqualification of our bid prior to bid date and time.
If this is unacceptable, could the GC’s be allowed to submit the summary sheet ( Page 1 of the 50 Div.)
only by bid time and then submit the other tabs with 24 hours allowing us ample time to have all our low subs and vendors send the proper and detailed breakdown? Please consider and advise.
Answer 59: A completed 50 Division Construction Cost Estimate Worksheet must be emailed to
Contract Specialist and Contracting Officer NLT 48 hours after proposal due date. *Pending
