RFI Answers Solicitation FA4417-15-R-0041
Design-Build Mezzanine Bldg. 90005
Post Date – 25 Aug 2015
Based on 01 10 10, 3.1.2.6 it appears that the bathrooms will expand northward into room 208. Drawing
RFP3 appears to repeat the RFP2 demolition plan for this area, and does not appear to coordinate with
RFP4 Ceiling Plan, please clarify.
To meet the requirements of Section 01 10 10 Para 3.1.2.6 the bathroom area can expand into room 208 and reduce the square footage of room 208.
RFP3 does not clearly indicate the desired placement of new or reuse of existing door into Rm 208, please clarify.
If the door of room 208 is required to be removed it does not need to be relocated or reused.
Reference drawing RFP2, there is a long north-south wall to be partially removed per note “10”, between
Rms 211 & 212, note that the room noted as “BCD (AJST)” is indicated as extending through the portion of this wall to remain per note “9”, please clarify. Note that this north-south wall to be removed aligns with the expansion joint to remain in the floor.
The location of the wall shown on Note 9 of sheet RFP 2 and the "wall to be installed under separate contract" on sheet RFP 3 does line up with the expansion joint, not as shown on the drawings. This wall does not need to be removed or relocated.
Reference drawing RFP3, and RFI #3 above. The existing wall to remain as wall type “3” is actually aligned with the expansion joint to remain per note “6”, please clarify.
See above answer.
Reference drawing RFP3 and RFI #4 above. The 20’-4” portion of the north south wall identified to remain as Wall Type “3”, is also indicated as a note “14” Data Wall, and also “to be installed under separate contract. Please reconcile these notes.
Reference drawing RFP4, drawing “A - Floor Plan New Work”, appears to be a section as indicated on
Ceiling Plan above. Is the intent of the “Gyp Bd on Galv Stl Stud Bulhead” to suspend from the roof structure above, with no columns to the floor? Please clarify.
No columns are allowed. Support bulkhead from above.
Reference drawing RFP3, Legend, Signage Key, this symbol is not found on the floor plan, please clarify if signage is desired beyond 01 10 10, 9.1.2.3.
Signage is only required for restrooms.
Reference note 6 on drawing RFP2, are all of these items to be disposed of per 01 10 10 3.1.1.4? Will the facility users remove items to be saved, such as monitor stands to be reused? Please verify.
Items to be saved will be removed and stored by the facility user.
Reference 01 10 10, 3.1.2.5 Carpet Tile on Raised Floor, is the tile to be loose-laid or adhered? Aligned with floor panel edges, or offset?
Carpet must be applied as per Hurlburt Specification 09 68 00 Carpeting. Aligned with panel and with releasable adhesive.
Please provide information on Elevator type, speed, size, and level of finish desired. Is it desired that the elevator can only be accessed at the first floor with a card reader?
Section 01 10 10 Para 31.1.2.9 has been modified to include an Otis HydroFit Machine-Roomless, Low
Rise Holeless Hydraulic as the basis of design.
Please provide information on the type of monitors and control systems desired for the “data walls”, and where they will be controlled from.
Section 01 10 10 Paragraph 3.1.2.10 Option 2: Data Walls has been updated and a "Data Wall Basis of
Design" has been added to the documents.
Please provide information on the type of Systems Furniture Partitions desired as indicated by wall type
“4” on drawing RFP3.
A systems furniture Basis of Design has been added.
Reference drawing RFP5 and 01 10 10, 3.1.2.1, it appears the goal is not to run electrical or comm cabling under this raised floor, please verify.
Electrical and communications cable will need to be run under the raised floor.
Reference 01 10 10, 3.1.2.6 “Tankless water heaters shall be used for the hot water”. A quick inspection of the electrical panel during the site visit indicated limited available spare capacity. Would the government accept a replacement “tank type” water heater?
Tankless hot water is preferred to save floor space. If electrical systems will not support tankless systems then a tank type hot water heater may be used.
01 10 10 3.1.2.10 Option #2: Data Walls – Confirm data wall requirements as described; contractor shall provide and install a full turnkey system which shall all display wall monitors, matrix switches, multi-graphics processors, control processors, cabling, interfaces, mounting brackets, and touchscreen panels.
Revised section 3.1.2.10 with the following information: "The data wall system shall be complete and usable system including all necessary components capable of utilizing at least 6 video feeds on the four data walls."
01 10 10 3.1.2.10 Option #2: Data Walls – Confirm if same 6 video feeds (outputs) will be displayed on all 4 data walls or if 6 video feeds will be different on all 4 data walls.
Revised Section 3.1.2.10 with the following information: "Each of the 4 data walls shall be independently capable of displaying any or all of the 6 video feeds."
01 10 10 3.1.2.10 Option #2: Data Walls – Confirm quantity of video inputs to data wall system and location(s).
Revised Section 3.1.2.10 with the following information: "The 6 video feeds will originate from a location yet to be determined along the wall with the 3 data walls. The location of the feeds will be finalized during the completion of the design."
01 10 10 3.1.2.10 Option #2: Data Walls – Confirm AV equipment/cabinet location.
Revised Section 3.1.2.10 with the following information: "The AV Cabinet location has not yet been determined. It is expected to be along the wall with the 3 data walls."
01 10 10 3.1.2.10 Option #2: Data Walls – Confirm if audio is required. If so, how many inputs?
Revised Section 3.1.2.10 with the following information: "Audio capability shall be provided an amplifier such as Crestron AMO-3210T (or approved equal) with at least 12 two-way in ceiling white speakers spaced throughout rooms 212 and 211."
01 10 10 3.1.2.10 Option #2: Data Walls – Is the 10” touchscreen panel allowed to be wireless or is it required to be hardwired?
Revised Section 3.1.2.10 with the following information: "The 10" touch screen controller must be a wired model such as Crestron TSW-1052 (or approved equal)."
01 10 10 3.1.2.10 Option #2 and drawing RFP3: – Key note 11 isn’t located on the floor plan. Confirm this applies to the data walls. Additionally, if contractor assumes this applies to the noted 3 data walls on the east wall, this will likely present a structural integrity issue. Wall is currently noted as existing with assumed key note 11 “blocking in wall…” for data walls. Each of these data walls are approximately
320lbs each. This would provide approximately 960lbs of additional stress to this existing wall. The structural integrity of the wall may need to be addressed above what is indicated on the RFP3 drawing.
Please confirm all noted requirements.
Additional blocking is expected to be required for the "wall to be installed under separate contract" due to the requirement to mount the data wall on it. Sheet RFP3 has been updated to reflect this with Note 11.
01 10 10 Section 3: - References are made in the communications demolition section to remove existing overhead cable tray and existing communications cabling. Please confirm if contractor is responsible for furnishing/installing raised floor fiber optic pathway? If so, what method is required ie: raised floor pedestal j-hooks, cable tray, etc.?
Existing overhead communication cables, trays and equipment are to be removed by the contractor. All new communication cables and trays shall be installed by the government.
01 10 10 3.1.2.3 Electric Power – It states that each desk will be approximately 2000 watts but one 20 amp electrical circuit may serve up to two desks. That would be 4000 watts of potential load on one 20 amp circuit. The NEC allows 1920 watts maximum on a 20 amp circuit. Please confirm the government direction of two desks per circuit is correct.
Section 3.1.2.3 revised to state "It is anticipated that one 20 amp circuit will be required per desk."
Drawing RFP3 – Keynote #9 states for the electrical panels to remain. The reconfigured area and plumbing requirements will require additional circuits. Can the existing panels be replaced to add additional breaker spaces?
The project is a design-build project and the contractor will need to reconfigure the existing electrical system as required to complete the project.
RFP2 of the plans, Room 207 shows no work to be preformed. RFP3 of the plans identifies the existing door, frame and wall to be moved to the outside edge wall of Room 208.
Q. Will the government require the Contractor to move existing door, frame and wall to the outside edge wall of Room 208?
No work is required on the door, door frame, and wall in room 207.
RFP2-Keynote #2 states “Remove existing carpet and base in their entirety”
Keynote #8 states “Existing systems furniture partition to remain.”
The government has recently replaced this area with new roll carpet.
Q. Will the government require the Contractor to remove and replace this area with “CPT1 Carpet Tile” as shown on the Color Schedule on RFP6?
The existing roll carpet under furniture partitions in this area is to remain. Sheet RFP 2 updated to reflect this by removing Keynote 2 for this area.
3.1.2.6 Bathroom and Break Area states “Contractor shall renovate male and female bathrooms. Existing male bathroom will be expanded into female bathroom space. The Contractor has been provided with the same demolition floor plan on RFP2 and RFP3. The Contractor has also been provided with different room size for the renovation of the male and female bathrooms as shown on the floor plan of RFP4 including the modification of Room 108 including the door and frame.
Q. Will the government provide the Contractor with the following information?
1. Provide the Contractor with demolition requirements for Room 208 on RFP2?
2. Provide the Contractor with the new construction requirements for Room 208 on RFP2?
3. Provide the Contractor with Room Finish Schedule requirements for Room 208 on RFP2?
The requirements for the bathrooms are stated in Section 01 10 10 Design Requirements section 3.1.2.6.
The drawings show illustrative approximate layouts and are not the desired final layout. The final layout shall be determined during the design process.
RFP2 When the existing wall sections are removed, the existing “Floor Expansion Joint” is fabricated out of stainless steel instead of a manufactured “Control Joint”.
Q. Once the wall sections are removed, will the government require the Contractor to match and install
“Floor Expansion Joint” pieces between the existing covers or to replace with a new manufactured “Floor
Expansion Joint”?
There is no need to match the existing covers as it will be under the raised floor.
Q. If the government intends to replace the existing “Floor Expansion Joint”; will the government provide the Contractor with a basis of design and/or provide a specification for bid purposes?
See answer to above question. No basis of design will be provided.
RFP3 Note #11 states “Provide blocking in wall for Audio/Visual equipment. Patch wall to match adjoining finishes. Note number 11 is not shown on RFP3 of the plans.”
Q. Will the government provide the Contractor with the location(s) of the Audio/Visual equipment in order for the installation of the blocking in the walls?
Note 11 is intended for the "wall to be installed under separate contract". Drawing RFP3 has been updated. It is the contractor's responsibility to finish the design of the wall to accommodate the data wall.
RFP3 Note #14 states “Data Wall” in Section 01-10-10 Part 3.1.2.10. The specification requires the
Contractor to install four (4) “Data Wall” monitors in Room 212. The plans also show the Contractor to install another “Data Wall” monitors on the back wall of the Break Room facing Room 211.
Q. Will the government require the Contractor to provide and install the additional “Data Wall” monitors on the back wall of the Break Room facing Room 211?
Note 14 - Data Wall note has been removed from the back of the wall of the Break Room. This wall is for a future data wall as stated in Section 01 10 10 Para 3.1.2.6.
RFP3 of the plans Wall Types #4 states “48” HT. systems furniture partition.” The government has not provided a specification or the basis of design for the systems furniture partition.
Q. Will the government provide the Contractor with specific criteria and/or the basis of design for the new systems furniture partitions?
A systems furniture Basis of Design has been added.
RFP4 of the plans Room 211 states the”Ceiling repair at existing wall demo & new wall installation.” In addition the government identified on the Room Finish Schedule that the ceiling height for Room 211 is
“TBD”.
RFP5 also shows the Contractor to install new “Raised Access Floor” in portion of room 211.
RFP6 Room Finish Schedule identifies that the Room 211 ceiling will remain existing.
Q. Will the government require the government to remove, replace and raise the acoustical ceiling for the entire remaining Room 211 including the Break Room area to accommodate the new raised access floor?
The majority of the ceiling in Room 211 will not need to be modified. The existing ceiling height will be maintained. Only portions that are affected by the demolition or construction will need to be repaired or adjusted.
Q. If the government replaces the existing ceiling in Room 211, then will the government delete the in
Section 01-10-10-9.1.2.4.4.1 ”Approximately 20% of the ceiling needs to be re-leveled.” from the contract?
RFP6 of the plans identified on the Room Finish Schedule that the ceiling height for Room 211A is
“TBD”.
Q. Will the government require the Contractor to raise the ceiling to 11’-0” in Room 211A?
The height of the ceiling in Room 211A does not need to be adjusted.
After our above ceiling investigation in Room 212, we have discovered that there will be a conflict in the new ceiling height of 11’-0”Main.
Q. Will the government require the Contractor to make adjustment of the following item?
1. The main trunk line ductwork is below the 11’-0” ceiling height specified on RFP4.
2. The main Fire alarm circuit is below the 11’-0” ceiling height specified on RFP4.
3. The ceiling light fixture will be affected by the11’-0” ceiling height.
As stated in Section 01 10 10 Design Requirements, Para 3.1.2.7. … "There is a large HVAC distribution duct above the ceiling near the wall and the construction effort is not intended to disturb this large duct.
The height of the ceiling can be adjusted as needed in order to avoid this duct."
Will the government require the following items remain in the same location?
1. Exit lights
2. Speakers
3. Blue emergency lights
4. Other existing ceiling devices
As stated in Section 01 10 10 Design Requirements, Para 3.1.2.7. ..."Existing equipment and fixtures currently in the ceiling including, but not limited to, light fixtures, speakers, HVAC registers and fire protection system will need to be raised along with the ceiling."
In our site investigation, we discovered that there were eraser boards and other items on the walls.
Q. Will the government provide a list of any items that remain on the walls that the government intends for the Contractor to remove and dispose of as part of this contract?
Items on the wall, other than those required under Section 01 10 10 Paragraph 3.1.1.1 "Communications systems demolition" will be removed by the government before construction starts.
“Data Wall” Option 3-The government has specified with specific criteria for the new “Data Wall”.
Q. Will the government provide the Contractor with the basis of design for the new “Data Wall”?
Section 01 10 10 Paragraph 3.1.2.10 Option 2: Data Walls has been updated and a "Data Wall Basis of
Design" has been added to the documents.
Section 01-10-10-9.1.2.3 specifies for the Contractor to install signage for the Men’s and Women’s restrooms.
Q- Will the government require the Contractor to install new signage for Rooms 108 and Room 211A?
As stated in Section 01 10 10 Para 9.1.2.3, the only signs required are for the restrooms.
After a review of Section 01-10-10-3.1.2.1 Raised Access Floor and Section 09-69-00, the government did not provide the Contractor with the “Raised Access Floor” basis of design.
Q. With the government providing specific products data on RFP6 of the Color Schedule, will the government provide the Contractor with the basis of design for the “Raised Access Floor”?
Raised Access Floor must meet requirements in Section 01 10 10 Paragraph 3.1.2.1 and Hurburt Standard
Spec Section 09 69 00. A basis of design will not be provided.
Section 10-26-00-1.01 Wall Protection requires the Contractor to provide and install corridor wainscot wall covering protection. After personnel exit Stair No. 1, No. 2 and No. 3 onto the floor of Rooms 211 and 212, there is no clear corridor that the Contractor would be able to install a wainscot wall covering protection without direction.
Q. Will the government provide the specific walls they intend for the Contractor to install the new wainscot wall covering protection on?
Wainscot wall covering protection is not required for this project.
Will the government require the Contractor to provide and install “Operable Panel Partition” in project
FA4417-15-R-0041?
Two interior operable windows are required as shown on sheet RFP 3 Keynote 13.
With the government providing water and power for the Contractors office trailer, will the government provide the Contractor with the approximate distance to the closed water and power?
A staging area will be provided in the southern end of the parking lot west of Bldg 90005. A fire hydrant is located within 50 feet to connect for water. Electric power is available from a pad mounted transformer within 300 feet across a dirt field. Sewage must be collected and disposed of by the contractor.
The contract specifications require the Contractor to provide supervision for FA4417-15-R-0041.
Q. Will the government also require the Contractor to provide a full time dedicated Quality Control
Manager for the project?
Provide Quality Control as required in Hurlburt Standard Specification 01 10 00.
RFP7 of the plans shows that the 4” PDS conduit will run the path of the 1 st floor corridors.
Q. Will the government allow the Contractor to install the 4” PDS conduit on the 1 st floor walls next to the existing conduit previously installed?
The path shown is approximate. The final designed path installed must meet PDS requirements and minimize impact to headroom in the corridor.
Will the government identify the room location necessary to install the elevator controller?
The contractor shall install the controller at a location determined during the design completion phase.
We have discussed with an elevator company that the Contractor will have to build an elevator pit to approximately 4’ deep.
Q. With the size of the elevator shaft required to be constructed, will the government provide the
Contractor with the concrete foundation As-built drawings in order not to affect the structural column foundation/footing?
Foundation as-built drawings are attached. The contractor shall complete the design of the elevator during the design completion phase.
The Contractor will be required to construct a fire rated elevator and the hoist beam will be installed approximately 14’-6” above the 2 nd floor level.
Q. Will the government provide the Contractor with the structural steel As-built drawings to view for any obstructions?
Facility structural as-built drawings are not available. The contractor shall complete the design of the elevator during the design completion phase.
With the government only allowing the Contractor one site visit for this Design/Build project, the contract requires the Contractor to being the work area up to code. The 35% design does not provide adequate information for electrical, plumbing and fire protection to evaluate the possible code issues.
Q. Will the government provide the Contractor with the As-built drawing for electrical, plumbing and fire protection to evaluate the possible code issues and provide a more accurate proposal?
Facility as-built drawings are not available. The contractor shall complete the design based on available information and provide all assumptions in their proposal.
Looking above the existing ceiling at the site visit, we discovered low voltage wiring draping across conduit and piping plus laying on the existing ceiling tiles.
Q. Will the government provide the Contractor with direction as to how the Contractor or government will resolve the low voltage wiring draping across conduit and piping plus laying on the existing ceiling tiles?
Existing low voltage wiring shall remain in place.
The Contractor is required to construct an elevator shaft and elevator pit. This may require well pointing in the new elevator location.
Will the government be able to provide the Contractor with the water table in the location of the new elevator?
Water table information in this area is not available.
Will the new breakroom require a new acoustical ceiling tile, lighting, and mechanical diffusers or will the existing elements be reused?
The ceiling in the new break area is not expected to be modified.
Will the data wall bid option require any equipment beyond the four 55” monitors, the 10” touchscreen controller, and the hardware and software required to run the wall?
Section 01 10 10 Paragraph 3.1.2.10 Option 2: Data Walls has been updated and a "Data Wall Basis of
Design" has been added to the documents.
Will fire suppression work be limited to reinstalling heads in the raised ceiling area and the enclosed multi-purpose room?
The contractor will need to evaluate this during the design completion phase.
Section 01 10 10 Paragraph 3.2.3 indicates that the staging area is shown on the Base Location and
Vicinity Map, but it does not appear to be included on that sheet. Where is the staging area for the project located?
A staging area will be provided in the southern end of the parking lot west of Bldg 90005. A fire hydrant is located within 50 feet to connect for water. Electric power is available from a pad mounted transformer within 300 feet across a dirt field. Sewage must be collected and disposed of by the contractor.
What type of security accreditation does the space currently have? Which accrediting body will be responsible for approving the project once complete? It appears that many of the walls that were visible during the site visit do not extend to the roof deck above. Do any of the spaces where demo and new work will occur require physical/acoustical separation from adjacent spaces not within the scope of the project? Will any spaces within the scope of the project require physical/acoustical separation from the rest of the project? Will the design-build team be required to rectify non-compliant security issues where the issue occurs at the limits of construction?
The mezzanine area is classified for open storage of classified materials. The only modification to the existing perimeter walls is expected to be the penetrations for the new conduits that will run to the 1st floor.
Section 01 10 10 Paragraph 15.8 indicates that IDS will be required at the ground level if the elevator bid option is accepted. Will access control be required in addition to the IDS specified in this paragraph? If so, what type of access control is required?
Requirements are stated in Section 01 10 10 Para 3.1.2.9. The new access control point shall be at the existing double door on the first floor.
01 10 12 indicates three submittals at 50%, 95% and 100%. Excluding the possibility of fast track packages, is it the intent of the government that the 100% submittal will the third and final submittal and will be “Issued for Construction”? Or will the government conduct a full review of the 100% submittal and require a fourth “Issued for Construction” submittal?
There will be only two interim submittals at the 50% and 95% design points. The 100% submittal will be the "Issued for Construction" submittal.
Will the existing door to Room 208 be demo’d and replaced with a new door?
If the door of room 208 is required to be removed it does not need to be relocated or reused.
Factor 3 AE appears to indicate that architectural and engineering services are to be provided under a single firm. Can the engineering services be provided by a separate engineering firm that is a sub-consultant to the architectural firm?
A/E services can be provided by a team.
No elevator specs were provided in the Hurlburt Standard Specs. Is a proprietary elevator required?
Also, what speed, weight capacity, type (hydraulic, traction, etc.) must be provided?
Section 01 10 10 Para 31.1.2.9 has been modified to include an Otis HydroFit Machine-Roomless, Low
Rise Holeless Hydraulic as the basis of design.
We understand that this project will include the purchasing and installation of chairs for each new desk
(100 total). Please confirm this quantity.
One chair is required at each desk.
Section 01 10 10, par 3.1.2.2 identifies a basis of design for the desks, however there is no suggested model/basis of design for the chairs? Or will the Offeror determine the quality of chairs to be provided?
The basis of design for the chair is "Herman Miller Aeron Chair Basic Carbon". Section 01 10 10 Para
3.1.2.2 has been revised to reflect this.
Reference page 43 of 52 of the solicitation, “(iii) Factor 3 AE”. Is it desired to submit resumes for all designers of record and team? Or just a list of names?
The submittal must identify the team members with their qualifications "to make a complete and usable project".
Reference page 43 of 52 of the solicitation, “(ii) Relevancy”. This statement refers to section 01 10 00, paragraphs 1.01 and 1.02, which are found to be unedited. Please clarify.
Utilize section 01 10 10.
RFP6 drawing - They indicate Laticrete grout but I would ask if they want regular cementitious, Permacolor or Spectralock(epoxy). The regular is what would be used if not specified but the other two are better for wet spaces. Your call if we should inquire. They only list a floor grout so if you ask, confirm the type for both applications.
Epoxy grout is required. Section 01 10 10 Para 3.1.2.6 has been updated to reflect this.
RFP6 drawing - It is unclear about the wall tile- they list paint for the walls then note 6 says wall tile. the wall tile on the legend is a bullnose which would perhaps indicate that it should be a wainscot? Question-
Do all walls receive wall tile in 209 and 210? Is the tile floor to ceiling and/or a wainscot? If a wainscot, what height?
Wall finish in restrooms is paint. Sheet RFP6 has been revised to remove reference to bullnose tile.
The project documents do not contain any specifications on the elevator. Please clarify the type of elevator desired. Industry standard for low rise buildings are usually hydraulic elevators. Is this acceptable?
Please indicate desired elevator capacity desired on this project?
Please indicate desired elevator speed on this project?
Please clarify if this elevator should be designed to meet the UFSG standards?
Section 01 10 10 Para 31.1.2.9 has been modified to include an Otis HydroFit Machine-Roomless, Low
Rise Holeless Hydraulic as the basis of design.
Hurlburt Standard Specification – The specification starts repeating itself after Section 33-71-73 with
Section 01-00-00. Please which Sections are correct?
Document has been updated removing the sections that repeat and removing the residential section which did not apply to this project.
File details come from the government source that posted it. Updated .
