RFI Answers Solicitation FA4417-15-R-0041
Design-Build Mezzanine Bldg. 90005
Post Date – 2 September 2015
What does the abbreviation ADC mean?
After Date of Contract.
The SF1442 POP is 180 calendar days from Notice To Proceed. Section 52.211-10 indicates that the 180 days includes design and construction for all CLINs. Three design submittals are required. Is Fast-
Tracking is allowed? Will the government expedite review of design submittals to 7 cal days? Or consider a longer duration to incorporate sufficient review time for the design process?
A longer duration cannot occur due to mission requirements. There are three design submittals, but only two design review meetings. Fast tracking is allowed as stated in Section 01 10 12 Para 2.3. The government review period is 7 days as stated in Section 01 10 12 Para 4.
Given the SOW includes long-lead items (e.g., elevator), would the Government allow a 180 calendar day
POP for the construction portion of the contract?
A longer duration cannot occur due to mission requirements. There are three design submittals, but only two design review meetings. Fast tracking is allowed as stated in Section 01 10 12 Para 2.3. The government review period is 7 days as stated in Section 01 10 12 Para 4.
The recent Q&A’s denoted an Otis HydroFit system, which comes in several weight classes and two speeds. There was no information as to the weight, speed or passenger requirements in the RFP or 01 10
10 – can these be provided?
The basic (minimum) elevator was used as the basis of design.
All the CLINs allow for 180 days ADC. 01 10 12 identifies design packages at 50%, 95% and 100% - the government has 7 days per review plus meeting. Does the 180 days include the design phase?
Yes, the 180 days includes the design period.
Bid Option #1 is for the installation of a passenger elevator to replace the existing freight/lift. The CLIN has the same 180 days ADC as the base bid, does this take in consideration design and lead time for submittal and procurement – these can take as long as 8 to 10 weeks for delivery?
As stated in Section 01 10 10 Para 2.3, fast tracking of the design may be used for long lead items to meet the 180 day performance period.
