RFI Answers Solicitation FA4417-15-R-0041

Design-Build Mezzanine Bldg. 90005

Post Date – 1 Sep 2015

The new bathroom description given in Paragraph 3.1.2.6 of Section 01 10 10 does not fit in the space of the existing male and female restrooms. This will require most or all of the space of existing Room 208.

Please confirm this is the intent and provide any restrictions of the space reduction of existing Room 208.

The requirements for the bathrooms are stated in Section 01 10 10 Design Requirements section 3.1.2.6.

The drawings show illustrative approximate layouts and are not the desired final layout. The final layout shall be determined during the design process.

There is no door to the space near Room tag 207 on the demo plans in the RFP. It appears there is a new wall and door near Room tag 207 in the new work plan. Is this opening intended to enclose Room 207 only or is this intended to relocate the entrance to Room 208 due to the enlargement of the male restroom? Will there be a wall between Room 207 and 208? Please confirm that the door to Room 208 will be relocated to the corridor like space labeled Room 207. Please confirm solid core wood door with hollow metal frame and the type of door hardware required for this opening.

If the door of room 208 is required to be removed it does not need to be relocated or reused. There is an existing door exiting into the corridor which is not shown on the drawings.

Where will the interfaces between demo’d and existing water supply and drain/waste/vent piping be?

The exact layout of the piping systems will be determined during the completion of the design by the contractor.

Can it be assumed that no modifications to the building plumbing system upstream of these connections will be required?

Assumptions must be stated in proposal.

RFP mentions existing HVAC systems to remain and contains no reference to providing any new capacity. Do the existing HVAC system(s) for the mezzanine have capacity for the reconfigured space?

It is anticipated that the existing HVAC capacity is sufficient for the new layout.

Is the design and installation to include any new central HVAC equipment to provide additional capacity?

It is anticipated that the existing HVAC capacity is sufficient for the new layout.

Section 01 10 10. 3.1.2.3 states ……The existing UPS equipment includes a Liebert Model PPA150C and

Liebert Model PPA075C each with 84 twenty amp breakers to be used to feed the desk circuits………..”.

The location of the existing UPS which is to remain and be reused is not indicated on drawings. Please provide location of the existing UPS.

Existing UPS equipment is shown as Keynote 8 on Sheet RFP3, located adjacent to Stair No. 2.

Sheets RFP2 and RFP3 indicate location of the existing electrical panels to remain. Please advise on the panels electrical characteristics, voltages, phasing, ratings etc.

Electrical as-built drawings are not available.

Section 01 10 10 3.1.2.3 states “The expected maximum electrical load at each desk will support two desktop computers, four monitors, two telephones, and two fiber optic converter boxes (approximately

2000 watts). Contractor shall install four 4-outlet 120V electrical outlet boxes at each desk location. At least one 20 amp electrical circuit will be provided for every two desks………If each desk has an approximate electrical load of 2000 Watts connected to a 120 Volt 20 Amp. branch circuit it would be overloaded. Please clarify the electrical requirements for each desk location also will the desks be complete with 120 volt receptacles or will they need to be provided by the electrical contractor.

Section 3.1.2.3 revised to state "It is anticipated that one 20 amp circuit will be required per desk."

Section 3.1.2.4 states to provide 4” PVC conduit from fiber patch panel to Niprnet server room, The RFP drawings sheet RFP8 states to provide 4” PDS conduit. Which is correct? i.e. Is PVC conduit an acceptable means raceway traversing within the building?

As shown on Sheet RFP7, two separate 4" conduits are required. One for NIPRNET and one PDS conduit.

RFP drawings Sheet RFP7 has a simple route for PDS conduits. The drawings do not depict GSA PDS rated pull boxes every 100’ and/or every (2) 90 degree bends per TIA standards. Are pull boxes required?

The line shown on RFP7 is suggested routing. The final designed conduit route must meet TIA standards.

Section 01 10 01 3.1.2.2 Furniture – the desk description is not a standard product offering from Wall

Street Trading nor is it similar to desks they have provided at Hurlburt in the past. Provide a drawing and/or detailed specification in order to obtain a price to bid.

A systems furniture Basis of Design has been added. An equal may be approved.

Section 01 10 01 3.1.2.2 Furniture – “Include end panels on row ends” Is the intent to have ganged desks with end panels on ends or individual desks with end panels on only the end desks?

End panels are required only on row ends.

Section 01 10 01 3.1.2.2 Furniture – “Desks must be compatible with existing monitor stands” Is the intent to use existing monitor arms on the new desks? If yes, provide manufacturer and model number.

Monitor stands will be self-supporting single monitor stands arranged side-by side with up to 4 monitors per desk. Make and Model varies.

Section 01 10 01 3.1.2.2 Furniture –Provide a specification for the task chair at each desk.

The basis of design for the chair is "Herman Miller Aeron Chair Basic Carbon". Section 01 10 10 Para

3.1.2.2 has been revised to reflect this.

Can UL Listed/FM Approved Flexible Drops be used for the Sprinkler Modifications? I have attached product information for one of many manufacturers.

Flexible drops are allowed to be used for sprinkler modifications.

Please clarify who the manufacturer is for the existing IDS System.

IDS scope is to install conduit with pull wire from sensor location to IDS panel located at top of North stairs. Sensors and connections to panel will be accomplished by others.

Attachment B posted on 8/25/15 is a list of equipment and quantities for the AV system. Is this the quantities we need to use for our design? If so I believe this list is for only (3) data walls not (4). Please clarify.

Basis-of-design was taken from design for 3 data walls, contractor will need to use this basis-of-design and modify quantities/equipment for 4 functional data walls.

Section 3.1.2.5 Carpet Tile: What are the requirement for the carpet tiles to accomplish the static free and dust free? Can you suggest as an example the type, item number or a specific manufacturer for the carpet tiles.

Carpet must meet Hurlburt Specification 09 68 00 Carpeting.

Section 3.1.2.1 Raised Floor: The raised floor requirement: Are there any specific requirement of the raised floor? Such as easy access to under floor installation, Fire prevention, any specific material of construction, etc.

Raised flooring must meet Hurlburt Specification 09 69 00 Access Flooring.

Per Q & A answers dated Aug 24, the following statement was added: “Section 01 10 10 Para 31.1.2.9 has been modified to include an Otis HydroFit Machine-Roomless, Low Rise Holeless Hydraulic as the basis of design.” Has the government changed the requirement for elevators to sole source to this Otis

HydroFit Machine Roomless model or will comparable elevator models from other suppliers be permitted?

Basis-of-design is an example only showing expected quality and fit. Equivalents shall be accepted.

Inspection of the electrical panels during the site visit on August 26th, 2015 indicated very limited available spare capacity. Due to the addition of a new water cooler, popcorn machine, A/V video wall

UPS, and break room receptacles is it acceptable to provide a new panel within the space to be renovated?

New panels may be installed as required.

RFP8: Both conduits originating from the first floor terminate in the “existing fiber patch panel” near

Stair No. 2. A line is shown exiting the existing panel and continuing to the northwest corner of the floor.

Is this part of the project and, if so, what does this line represent and how does it terminate in the room shown?

Three separate conduits are required to be installed running from the "Existing Fiber Patch Panel" as stated in Section 01 10 10 Para 3.1.2.4. The line running to the NW on Sheet RPF8 is the 2" Sealed PDS conduit. Conduit shall penetrate the wall and terminate with conduit bushing a few inches inside the room.

RFP3: Under table titled “WALL TYPES,” where does call-out #1 (non-insulated wall) apply?

This wall type is not used on the drawing.

RFP3: Under table titled “KEYNOTES,” where does call-out #11 (blocking in wall for A/V equipment) apply?

See revised sheet RFP3.

RFP4: In Section A, what does the 12’ dimension on the right side of the section refer to?

The 12' dimension is intended to show the potential height of extending the existing wall.

RFP7: Where the new conduits enter the existing first floor computer rooms, what is the required termination at the wall?

Terminate with conduit bushing just inside the wall.

General: Assuming the cables (in the cable trays) will be relocated by others and the room is remain operational during construction, what phasing assumptions must be made for the raised floor construction and the raised ceiling? Does the client have a plan already?

Room will not remain operational during construction. Cable trays and cable will be removed by contractor. As stated in Section 01 10 10 Para 3.1.2.4, the contractor needs to allow a time after the installation of the raised floor for the government to install the new fiber optic cable.

RFP4: For the raised ceiling (38’ x 64’ nominally), is a uniform ceiling height required?

A sloped ceiling may be considered due to limited above ceiling space requirements.

The existing stud wall on the east is braced. Can the existing braces be re-used to re-brace the increased wall height?

Existing braces can be used. Contractor must verify structural load.

Government Furnished equipment –Cable trays – when will these be installed in the project process?

Room will not remain operational during construction. Cable trays and cable will be removed by contractor. As stated in Section 01 10 10 Para 3.1.2.4, the contractor needs to allow a time after the installation of the raised floor for the government to install the new fiber optic cable.

Given that September 8, 2015 is the day following a federal holiday, would the government consider a one day extension to September 9, 2015 to allow time for finalizing and shipping our proposal packages?

The proposal due date and time remain unchanged.

File details come from the government source that posted it. Updated .
