Offers (Quote, Technical Plan, Evidence of ability to secure Kris Allen, and Media and Promotional rights Identification) are due No Later Than (NLT) Noon (12:00 pm) CST on Wednesday, 4 November 2026 via email to: shawna.kuebler.1@us.af.mil and tonya.ozee@us.af.mil Questions are due NLT Noon CST on Monday, 2 November 2026 via email to Shawna Kuebler and MSgt Tonya Ozee. Failure to submit a technical plan (including a mailto:shawna.kuebler.1@us.af.mil mailto:tonya.ozee@us.af.mil booking plan), evidence of ability to secure Kris Allen, media and promotional rights identification, and price breakdown may result in your quotation not being evaluated. Include a signed copy of the Amendment A01 Memorandum with your quote submission.
Submission Requirements:
Addendum to RFO 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services
The Offeror shall submit a quotation demonstrating its ability to secure and provide the services of Kris Allen for all rehearsals, performances, recordings, and related activities described in the Statement of Work.
The quotation shall include the following:
1. Kris Allen booking plan
The Quoter shall submit a technical plan describing how it will secure the services of Kris Allen for all rehearsals, performances, travel dates, and related services identified in the Statement of Work. The response shall:
• Identify Kris Allen’s current authorized booking agent, management representative, or other authorized representative;
• Identify the person or entity through which the Quoter intends to secure Kris Allen;
• Describe the Quoter’s relationship with that representative;
• State whether the required dates are available, on hold, subject to an offer, or contractually committed;
• Identify any material conditions affecting the proposed booking, including artist fees, deposits, travel, lodging, production, technical or hospitality riders, and cancellation terms;
and
• Explain how the Quoter will secure all required recording, broadcast, streaming, publicity, and social-media permissions.
2. Evidence of ability to secure Kris Allen
The Quoter shall submit current, written evidence demonstrating that it has contacted and is reasonably able to secure Kris Allen through Kris Allen’s authorized representatives for this engagement.
Acceptable evidence may include:
• A dated email or letter from Kris Allen’s authorized booking agent or management;
• Written acknowledgment of an offer or availability inquiry;
• Confirmation that the required dates are available or on hold;
• A letter of intent or agency confirmation;
• An executed or conditionally accepted artist agreement; or
• Comparable documentation establishing a credible booking path.
• The documentation should identify Kris Allen, proposed dates, and contemplated services.
The Quoter may redact confidential financial information that is not necessary to demonstrate its ability to secure the engagement.
A website listing, marketing claim, general assertion that the Quoter “can book” Kris Allen, or evidence that the Quoter has booked unrelated artists will not, by itself, establish the ability to secure Kris Allen.
*Note* The Government does not require the Quoter to be Kris Allen’s exclusive representative.
A talent buyer, producer, promoter or booking intermediary may satisfy this requirement by demonstrating a credible arrangement with Kris Allen’s authorized representative.
3. Media and promotional rights
The Quoter shall identify any assumptions, exclusions, or limitations concerning:
• Audio or video recording;
• Live or delayed broadcast;
• Internet streaming;
• Government and third-party social-media use;
• Archival use;
• Publicity using Kris Allen’s name, image, likeness, or approved biography;
• Artist promotional or social-media participation; and
• Musical-composition, sound-recording, union, or other third-party rights.
The Quoter shall not represent that these rights are included unless it has a reasonable basis for doing so. Any additional fees, approvals, time limits, geographic limits, platform restrictions, or other conditions shall be separately identified in the quotation.
4. Price Breakdown
The Quoter shall submit a supporting breakdown of its firm-fixed price. At a minimum, the breakdown shall separately identify:
• Artist compensation;
• Booking, agency, or management commissions;
• Deposits or other advance-payment requirements;
• Artist-controlled media, recording, broadcast, streaming, publicity, and promotional-rights fees;
• Promotional and social-media support;
• Contractor administrative expenses, overhead, or other fees;
• Profit or fee;
• Travel, lodging, local transportation, meals, and incidental expenses;
• Any other contractor-responsible costs; and
• The amount allocated to each CLIN.
The sum of the price-breakdown categories must equal the total quoted price for CLINs 0001 through 0005. The Quoter shall clearly identify any assumptions, contingencies, exclusions, optional charges, or costs dependent upon third-party approval.
This breakdown is requested solely to support the Government’s evaluation of price completeness, balance, and reasonableness. Award will be made at the quoted firm-fixed price, and the breakdown will not establish separate reimbursable cost elements. The Government is not requesting certified cost or pricing data unless separately required by the Contracting Officer.
Pre-award confirmation
Upon request from the Contracting Officer, the apparent successful Quoter shall provide, before award:
• Written confirmation from Kris Allen’s authorized representative that Kris Allen is available and has accepted, or is prepared to accept, the engagement on the proposed terms;
• Evidence that the required dates are being held or otherwise reserved for this requirement;
• Confirmation that the proposed price accounts for all artist services and required rights identified in the quotation; and
• Any other documentation reasonably necessary for the Government to verify the proposed booking.
The Government may independently verify the identity and authority of Kris Allen’s representative. Failure to provide the requested confirmation within 2 business days may result in the quotation being removed from consideration.

Addendum – Evaluation of Quotations
1. Basis for Award
The Government intends to award a single firm-fixed-price contract to the responsible Quoter whose quotation:
1. Conforms to the solicitation’s submission requirements;
2. Is determined to be Technically Acceptable under each non-price evaluation factor;
3. Provides satisfactory pre-award confirmation when requested by the Contracting Officer; and
4. Offers the lowest evaluated price determined fair and reasonable by the Contracting Officer.
This acquisition uses a Lowest Price Technically Acceptable (LPTA) source-selection approach.
Technical factors will be evaluated on an Acceptable/Unacceptable basis and will not be rated comparatively. The Government will not pay a price premium for a quotation that exceeds the minimum requirements.
A quotation is eligible for award only if every technical factor is rated Acceptable. A deficiency, material omission, material exception, unsupported representation, or failure to demonstrate compliance with a material requirement may result in an Unacceptable rating.
The Government may verify information in a quotation with Kris Allen’s identified authorized representative and may request clarifications or the pre-award confirmation described below. The Government is not obligated to permit a Quoter to cure a materially deficient quotation.
2. Evaluation Process
The Government may evaluate quotations in order of evaluated price, beginning with the lowest-priced quotation. If the lowest-priced quotation is technically acceptable, the Government may make award without evaluating higher-priced quotations, subject to the Contracting Officer’s responsibility determination and price-reasonableness determination.
The Government intends to evaluate quotations and make award without exchanges but reserves the right to conduct clarifications or other exchanges if determined necessary by the Contracting Officer.
3. Technical Evaluation Factors
Factor 1 — Booking Approach, Schedule Commitment, and Technical Conformance
The Government will evaluate whether the quotation presents a credible and complete approach for securing and administering Kris Allen’s participation throughout the required period, including rehearsals, sound checks, performances, coordination, and related services.
Acceptable
The quotation:
• Identifies Kris Allen’s current authorized booking agent, management representative, or other authorized representative, including sufficient contact information for verification;
• Identifies the person or entity through which the Quoter proposes to secure Kris Allen and explains the Quoter’s relationship or proposed contractual path to that representative;
• Addresses all required dates and locations, including:
o Rehearsal on 2 December 2026 in O’Fallon, Illinois;
o Rehearsal on 3 December 2026 in O’Fallon, Illinois;
o Performance on 4 December 2026 in St. Louis, Missouri;
o Performance on 8 December 2026 in Columbia, Missouri;
o Performance on 9 December 2026 in Kansas City, Missouri; and o Overall travel and performance period of 1–10 December 2026;
• States the current status of the required dates, such as available, on hold, offer submitted, conditionally accepted, or contractually committed;
• Describes how the Quoter will execute and administer the artist agreement and coordinate with the Band’s designated representatives;
• Accounts for artist compensation, agency or booking commissions, deposits, and all other contractor-responsible costs;
• Acknowledges that travel, lodging, local transportation, meals, and incidental expenses will be arranged and paid by the Quoter and will be included in the quoted price.
• Identify all material booking assumptions, conditions, riders, cancellation provisions, or exceptions and demonstrates that they do not conflict with a material solicitation requirement.
• Commits to provide Kris Allen with no substitution;
• Commits to participation in all required rehearsals, sound checks, performances, musical coordination activities, and related services;
• Commits to preparation and performance from memory of approximately 10–14 featured musical works, including the required holiday audience sing-along;
• Commits to approximately 30–35 minutes of featured stage time at each concert;
• Commits to delivery of Government-furnished scripted remarks and transitions;
• Commits to timely provision of the required biography, photographs, approvals, and other promotional materials;
• Commits to at least three promotional posts through Kris Allen’s official social-media accounts in accordance with the Statement of Work;
• Commits to compliance with applicable professional-conduct, security, credentialing, production, and coordination requirements in the Statement of Work
Unacceptable
The quotation fails to satisfy any material element above; omits one or more required dates or services; relies on an unidentified or unauthorized booking path; takes a material exception to the required schedule or division of responsibilities or other inconsistencies with the Statement of Work.
Factor 2 — Evidence of Ability to Secure Kris Allen
The Government will evaluate whether the Quoter provides current, authentic, and sufficiently specific written evidence establishing a credible ability to secure Kris Allen for this requirement.
Acceptable
The evidence:
• Originates from, or is demonstrably connected to, Kris Allen’s authorized booking agent, management, or other authorized representative;
• Is dated and current enough to support the booking status represented in the quotation;
• Identifies Kris Allen;
• Addresses the applicable December 2026 rehearsal and performance dates;
• Identifies the contemplated services or otherwise clearly relates to this engagement;
• States the booking status and any material conditions affecting availability; and
• Provides reasonable assurance that the Quoter can secure Kris Allen if awarded the
Government contract.
Acceptable evidence may include a dated email or letter, acknowledgment of an availability inquiry or offer, date-hold confirmation, conditional acceptance, letter of intent, agency confirmation, conditionally accepted artist agreement, or comparable documentation. Financial terms may be redacted if the remaining documentation permits meaningful verification.
The evidence is absent, stale, unverifiable, unrelated to the required dates or services, issued by a person whose authority is not established, or consists only of a website listing, generalized marketing claim, unsupported assertion, or evidence involving unrelated artists.
Factor 3 — Media, Publicity, and Promotional Permissions
The Government will evaluate whether the quotation provides a credible approach for obtaining the artist-controlled permissions needed for the uses specified in the Statement of Work and clearly identifies all limitations, third-party approvals, and additional costs.
Acceptable
The quotation:
• Addresses the required recording, editing, reproduction, distribution, public display, public performance, broadcast, streaming, posting, social-media, and archival uses specified in the Statement of Work;
• Addresses use of Kris Allen’s name, image, likeness, approved biography, and approved promotional materials;
• Addresses Kris Allen’s required promotional and official social-media participation;
• Identifies which permissions are controlled by Kris Allen or his representatives and explains how those permissions will be secured;
• Identifies any potentially applicable publisher, musical-composition, sound-recording, label, union, or other third-party rights and clearly allocates responsibility consistent with the Statement of Work;
• Separately identifies all additional fees, approvals, duration limits, territory limits, platform restrictions, takedown provisions, or other conditions; and
• Demonstrates that any stated limitation or condition does not conflict with a material Government use required by the Statement of Work.
The quotation omits required artist permissions; includes an unresolved restriction that conflicts with a required Government use; represents that rights are included without a reasonable basis;
fails to identify material additional fees or approvals; or conditions requiring permissions without providing reasonable assurance that the rights can be obtained.
4. Pre-Award Confirmation
Before award, the Contracting Officer may require the apparent successful Quoter to provide updated written confirmation from Kris Allen’s authorized representative within two business days after the request, unless the Contracting Officer establishes a different period in writing.
The confirmation must demonstrate that:
• Kris Allen remains available for every required rehearsal and performance date;
• The authorized representative has reviewed the contemplated schedule, locations, services, and material media and promotional uses;
• The required dates are being held, reserved, conditionally accepted, or otherwise protected pending Government award;
• The Quoter has a valid method of securing Kris Allen upon award;
• The quoted price accounts for all contractor-responsible artist fees, commissions, deposits, permissions, and other costs; and
• All material restrictions, conditions, or third-party approvals have been disclosed.
The Government does not require an unconditional artist agreement before award. Confirmation conditioned only on receipt of the Government award is acceptable if it provides reasonable assurance that Kris Allen will be secured on terms consistent with the quotation and solicitation.
Failure to provide timely and satisfactory confirmation may make the quotation ineligible for award.
5. Price Evaluation
The Government will evaluate the total quoted price for CLINs 0001 through 0005. The evaluated price will be the sum of all fixed prices required by the solicitation to execute the requirements of the Statement of Work including, but not limited to artist compensation, booking or agency commissions, deposits, contractor-responsible permissions, promotional support, travel, lodging, local transportation, meals, and incidental expenses and all other contractor-responsible costs.
The Contracting Officer will determine whether the evaluated price is fair and reasonable using one or more appropriate price-analysis techniques. The Contracting Officer will evaluate the supporting price breakdown to determine whether the quoted price is complete, internally consistent, materially balanced among the CLINs, and inclusive of all contractor-responsible costs. The Contracting Officer may request clarification of significant pricing inconsistencies or unexplained charges. Failure to provide the required breakdown, or failure of the breakdown to reconcile to the total quoted price, may render the quotation ineligible for award. A quotation may also be rejected if its price is incomplete, ambiguous, contingent on undisclosed costs, materially unbalanced, or otherwise prevents meaningful evaluation.
6. Responsibility and Eligibility
Before award, the Contracting Officer will determine that the prospective contractor is responsible and otherwise eligible for award. The apparent successful Quoter must maintain an active SAM.gov registration when required, qualify as a small business under NAICS 711320 for this set-aside, and provide any information requested to support the responsibility determination.
