15-Oct-19

8 16-Oct-19 16-Oct-19 What is the overall thickness of the existing pavement on Symington Drive, McLelland Street, as well as the Parking Lot south of Building 40?

CE assumes the existing pavement on both McClelland St and Symington Dr. to be 8" of concrete, overlayed by 2-3 inches of asphalt

25-Oct-19

9 16-Oct-19 16-Oct-19 Attachment 9A (Map-Repair, Reconstruct Symington Dr-McClelland St) indicates to tie gutter down spouts into drain. Is this for the one downspout pipe that is daylighting near the sidewalk along the west side of Building 40?

Yes. (see picture on right)

25-Oct-19

10 16-Oct-19 16-Oct-19 If so, will this be tied into the nearest existing drain inlet? Yes. 25-Oct-19

11 21-Oct-19 21-Oct-19

Are any as built drawings available for the project regarding civil and/or electrical scopes of work? If not, what is the pavement section of Symington Drive, Symington

Parking, and McClelland Street? IE) Aggregate and asphalt only? Is there a poured concrete pavement base that was then overlaid with asphalt pavement?

Unfortunately, this is an old part of base and as-builts are not locatable at this time. Please see RFI #8 for the assumed pavement thickness/composition, and RFI #12 for where to pull electric from for the drop arms.

25-Oct-19

12 21-Oct-19 21-Oct-19 At each of the 3 locations, is there a location on the map available where can we pull electric from for the new drop arm gate systems?

See revised SOW

30-Oct-19

13 21-Oct-19 21-Oct-19 Do you have an example of the signage that is requested to designate decal parking along Symington and in the P40 Courtyard?

Signage is anticipated to similar to that on other areas of Scott, but the exact signage will be worked out during the design process.

30-Oct-19

14 21-Oct-19 21-Oct-19 What are the requirements for “Compact subbase to the satisfaction of 375 CES”?

15 21-Oct-19 21-Oct-19 Is the designation of “ABA Compliance” the same requirements as “ADA Compliance” according to the Americans with Disabilities Act?

ABA is a different set of standards that applies to Federal Facilities and Facilities built using federal funds.

This project falls under ABA requirements instead of ADA requirements.

25-Oct-19

16 21-Oct-19 21-Oct-19 Will there be any required onsite safety training and/or orientation requirements for field personnel working on Scott Airforce Base for the Sample Project?

The contractor is expected to abide by all local, state, and national safety laws, regulations, and reccomendations. It is the contractor's responsibility to ensure that their workers and sub-contractors are trained to perform the work and executing work safely.

Scott AFB only provides training for contractors when contractors are working on the the airfield and they need instruction on airfield driving and communicating with the control tower. None of the work in this sample project is to be conducted on the airfield.

25-Oct-19

17 21-Oct-19 21-Oct-19 Can you clarify what is required for “12 inches of subgrade preparation in 2” lifts”?

IE) Over excavation 12” in depth and building back up with aggregate base?

Yes. Scott AFB's standard for 12" subgrade prep is to over excavated to 12", dispose of any excess soils off-base, and replace with aggregate base, compacted in 4- 6" lifts. Exceptions are made for localized areas where utilities or major tree roots may be damaged by excavation.

23 24-Oct-19 24-Oct-19 SOW page 1 of 7 note “vi”…Where on Symington and McLelland is sidewalk to be removed and replaced? Is it the sidewalk shown in green on attachment 12?

24 24-Oct-19 24-Oct-19

What is meant by note “xii” on page 2 of 7 in the SOW? What is meant by 12” of subgrade preparation? After pavement and another 4” of existing base course are removed, are we to put in 12” of dirt (or what) followed by 4” of CA- 6 rock (note xiii) followed 2” asphalt levelling course and the 2” asphalt wear course?

The new pavment profile should contain 2" of surface course asphalt, 2" of asphalt leveling course, 4" of CA-6 base, and 12" of aggregate base. A prime coat shall be applied to the subbase immediately before placing the leveling course, and a tack coat shall be applied between the two asphalt lifts.

25 24-Oct-19 24-Oct-19 SOW Page 2 of 7 note “viii”…can the structure remain with a new concrete lid placed over it and sidewalk poured back over the new lid?

Replace the curbdrain and inlet with a new manhole cover and casting. Replace sidewalk as necessary to tie into existing.

30-Oct-19

26 24-Oct-19 24-Oct-19 SOW page 2 of 7 notes “ix” and “x” are a bit vague. Do we simply replace curb inlets where called out on the Storm Water Map South? If so…is this to replace the cast iron frame & grate only?

Please note that some of the blind connections have inlets and some have manholes. Where these are identified on the map, remove and replace the entire manhole box/structure, cover, and casting. Items on the map noted as replace inlet, refers to the cover, casting, and everything else above the box needed to tie the inlet into the new pavement.

30-Oct-19

27 24-Oct-19 24-Oct-19 Option 1 note “vi” on page 3 of 7 indicates to remove sidewalk on the east side of the parking lot. This is not highlighted on attachment 12. Please verify.

Please include replacing this section of sidewalk as part of the Option
