STATEMENT of WORK
FOR
VDYD 19-1109, 1080722
REPAIR, Reconstruct, Symington and McClelland, Adj to P40; F7700.
AT
SCOTT AIR FORCE BASE, ILLINOIS
375th CIVIL ENGINEER SQUADRON
3 May 2019
1. REQUIREMENT:
a. BACKGROUND: Symington Drive, Symington Parking and McClelland Street run along the west and southern sides of Building 40 (P40). Parking and street access is currently uncontrolled. Additionally, Parking in the interior courtyards/parking lots of P40 are uncontrolled.
b. OBJECTIVES: This design-build project will reconstruct Symington Drive, Symington Parking and McClelland Street to include sidewalks, curbs and gutters. Additionally, three
(3) sets of drop-arm gates will be added to restrict parking access along the western side of P40 at the north and south ends of Symington Dr. between Heritage Dr. and McClelland St., and at the entrance/exit to the parking lots between the P40 annexes, also referred to as the P40 courtyard parking. Project will correct issues with the lack of controlled-access gate operation for the decal parking on the west side of the building—a total of three (3) sets of, or six (6) total gates shall be installed. Signage shall be provided to designate decal parking along Symington and in the P40 courtyard will be included.
2. PROJECT SCOPE: Develop and submit 35%, 95% and 100% (as-built drawings) submittals as detailed within the SCOPE, SCHEDULE, and GENERAL CONDITIONS sections below.
The Contractor shall furnish all labor, materials and equipment, tools, supervision, and administration necessary/required to design reconstruction of Symington Drive, Symington Parking, and McClelland Street as well as design and complete install of drop-arm gate systems along Symington Dr. and at the P40 courtyard entrance/exit.
a. Reconstruct Symington Dr and McClelland St (Approximately 87,000 SF)
i. Saw cut pavement.
ii. Remove and dispose of existing asphalt and concrete pavement
iii. Remove and dispose of 4” of existing base course
iv. Compact subbase to the satisfaction of 375 CES. There should be no evidence of rutting under typical construction traffic loads.
v. Remove and dispose of existing curb line and broken/designated curb.
vi. Remove and dispose of existing sidewalk where designated.
vii. Remove and dispose of existing concrete island that protrudes into the parallel parking on Symington Dr, replace with ABA compliant ramp onto the existing sidewalk.

viii. Remove and dispose of set over drain structure in center of sidewalk, and curb inlet at northern end of Symington Dr as shown on map.
ix. Remove and dispose of set over drain structures over Scott Drive stormwater main blind connections and where designated on attached map.
x. Furnish and install set over drain structures over Scott Drive stormwater main blind connections that were removed.
xi. Tie the west side P40’s gutter downspouts into nearest existing Scott Drive stormwater main drain’s inlets (in and under Symington Dr) where designated on attached map.
xii. Include 12” of subgrade preparation, wherever base course is replaced except where utilities and mature trees limit preparing a full 12”.
xiii. Furnish and install 4” of compacted new base course, size CA6 Aggregate in 2” lifts
xiv. Furnish and install new curb and gutter per base standard dimension (approximately
5,000 LF)
xv. Furnish and install new ABA compliant sidewalk where side walk has been removed or damaged (approximately 3,100 SF)
xvi. Furnish and install two (2) concrete islands with curbs and gutters on the west side of Symington Dr in the parking lane to direct traffic flow to the traffic drop-arm gates.
xvii. Furnish and install two (2) concrete islands that will serve as a foundation for gate system control units.
xviii. Furnish and install a 2” Hot-Mix asphalt leveling course.
xix. Furnish and install a tack coat to IDOT and UFC standards.
xx. Furnish and install traffic loop sensors at all entry and exit drop-arm gate locations as sensors for the systems.
xxi. Furnish and install a 2” inch Hot-Mix asphalt wear course.
xxii. Paint stripe new roads and street parking to match existing striping, parking pattern, and cross walks.
b. Gates and Gate Control Switches: Supply power to, and install six (6) drop-arm gates with a suitable activation device compatible with current base gate standards (proximity card and key pad combination). Install entry and exit traffic loops as sensors for the gate system. The drop-arm gates shall be able to be manually opened in the event of prime power loss. See attached map for designated gate locations.
i. North Symington drop-arm gates: Provide three (3) - #12 THWN and ¾” buried PVC sch 40 conduit from existing exterior receptacle to gate operator. Contractor shall install new conduits under existing sidewalks. Approximate total distance is
80 LF.
ii. South Symington drop-arm gates: Provide three (3) - #12 THWN and ¾” buried PVC sch 40 conduit from existing UPS Building 51 to gate operator. Contractor shall install new conduits under existing sidewalks. Approximate total distance is
130 LF.
iii. Courtyard Gate: Provide three (3) - #12 THWN in ¾” Flex conduit from basement panel board of P40to North Wing, SE corner. Flex conduit shall be run parallel and perpendicular to facility structural walls. Provide j-box and wall penetration for pg 3 of 7 exterior/buried conduit connection. Approximate distance is 90 LF. Provide three
(3) - #12 THWN and ¾” buried PVC sch 40 conduit from interior conduit j-box to gate operator. Contractor shall install new conduits under existing sidewalks.
Approximate total distance is 40 LF.
c. Option 1: Reconstruct Parking Lot south of P40
i. Saw cut pavement.
ii. Remove and dispose of existing asphalt and concrete pavement
iii. Remove and dispose of 4” of existing base course
iv. Compact subbase to the satisfaction of 375 CES. There should be no evidence of rutting under typical construction traffic loads.
v. Remove and dispose of existing curb line and broken/designated curb.
vi. Remove and dispose of existing sidewalk along the east side of the parking lot.
vii. Remove and dispose of any set over drain structures beneath stormwater inlets in parking lot.
viii. Furnish and install replacement set over drain structures that were removed.
ix. Include 12” of subgrade preparation in 2” lifts, wherever base course is replaced except where utilities and mature trees limit preparing a full 12”.
x. Furnish and install 4” of compacted new base course, size CA6 Aggregate in 2” lifts
xi. Furnish and install new curb and gutter per base standard dimension around the exterior of the parking lot.
xii. Furnish and install new ABA compliant sidewalk where side walk has been removed or damaged.
xiii. Furnish and install a 2” Hot-Mix asphalt leveling course.
xiv. Furnish and install a tack coat to IDOT and UFC standards.
xv. Furnish and install a 2” inch Hot-Mix asphalt wear course.
xvi. Paint stripe new parking lot to match existing striping, parking pattern, and cross walks.
d. An alternate method can be proposed and will be reviewed. Any alternate methods or deviations from the requested work shall be called out or highlighted in the Contractor’s Proposal in a manner that is clearly identifiable.
3. Work shall include but is not limited to:
a. Design and engineering work to develop an integrated system solution compatible with existing roadways, backup power systems, and other relevant systems as identified by the Contractor, and coordination with the Government for final approval of the solution.
b. Installation of required conduit, electrical wiring, devices, sensors and equipment to operate the six (6) gates. These gates shall be monitored and activated independently of each other and have a manual override.
c. Installation of required connected power source’s wiring, as well as any required electrical wiring, devices, and equipment to monitor and operate the two drop-arm gates at each location: the north end of Symington Dr, the south end of Symington Dr, and the P40 courtyard entrance. These gates operate as a two-way traffic with the north, south, and courtyard parking gates being both entry and exit gates. The exit gate may be pg 4 of 7 operated automatically or by the vehicle driver. The gate activation equipment for these gates shall also include hand-held remote controls (in a manner equivalent to a garage door opener) that can be issued to staff as required. Provide 4 remotes per 3-sets of drop arm gates.
d. Delivery of as-built drawings showing the electrical wiring and other associated utility changes and installations for the new gate control system, and deletions or abandonments associated with reconstruction of the existing system.
e. The Contractor shall ensure that all items installed as part of this project integrate with any existing systems. The Contractor shall also coordinate all necessary power outages in advance; all outages shall be scheduled for a weekend and be given a minimum of two weeks’ notice.
f. Remediate/return project area to pre-construction specifications, to include replacement of concrete or asphalt driveways, roads, parking lots, sidewalks, replacement of any barriers or barricades, security fences, “two-for-one” tree planting (removal of one tree equals the planting of two more) per the 2010 SAFB Urban Forest Management Plan.

4. EQUIPMENT USAGE: The following shall apply to equipment usage:
a. All equipment installed will be new and confirmed in working order.
b. All materials used will be new and meet industry standard.
c. All chemicals, sealants, cleaning agents, and corrosion control agents shall be approved by SAFB personnel.
d. All equipment installed shall be industry standard and include original documentation.
e. Only SAFB approved equipment may be reutilized after operational capabilities have been evaluated and accepted by SAFB personnel.
f. All rehabilitation operations will be visually presented to SAFB personnel prior to operational testing.
g. All operational testing and evaluations will be presented to SAFB personnel prior to being put into operation.
h. All blueprints, drawings, notations, and notional information shall be presented to SAFB personnel prior to being put into operation.
i. Any deviations of scope shall be presented for evaluation and determination to SAFB for equipment installations.
5. SCHEDULE: Schedule shall be as follows:
a. Performance period: The period of performance (PoP) for this project shall be proposed by the contractor and negotiated with the government from the date that Notice to Proceed (NTP) is issued as mentioned in 5.b. All work must be scheduled to be complete within this timeframe. Any modifications or extensions must be requested through the 375th Civil Engineer Squadron (375 CES) and the Contracting Officer for review and discussion.
Contractor must provide construction milestones to 375 CES and the Contracting Officer.
b. Construction may be authorized by the Contracting Officer upon acceptance and approval of the schedule and equipment/material submittal approvals.

c. 35% SUBMITTAL: A/E shall submit initial design document to clearly develop Mechanical, Electrical, and Structural System to include elevations, sections, schedules, system details, specifications.
d. 35% REVIEW: The final review comments will be forwarded to the A-E upon review completion for incorporation in the 95% documents.
e. 95% SUBMITTAL: Upon review and acceptance of the initial submittal and the intermediate submittals, the A/E shall prepare and submit final construction drawings, design analysis, and specifications, for review and approval by the Government. 95% submittal must be signed and stamped by a licensed professional engineer.
f. 95% REVIEW: The final review comments will be forwarded to the A-E upon review completion for incorporation in final documents.
g. 100% (FINAL) CORRECTED AS-BUILT DOCUMENTS: The final corrected as-built documents will include the previous approved submittal with all review comments and all field changes incorporated. The documents to be forwarded to the Government will specifically include:
i. One (1) set of corrected final as-built drawings on compact disk labeled with the Project Number and File Names and written instructions provided.
ii. Digital Data Format Requirements when applicable:
1. The Contractor shall coordinate with Valerie Daniels, COMM: 1-618-256-
1127, DSN: 576-1127, valerie.daniels@us.af.mil (IGI&S Manager) for all new layers, additions or corrections of the required GIS layer.
iii. Digital Data shall be prepared and maintained according to the following specifications:
1. All digital data and associated geospatial data, at a minimum, must comply with the version of Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE) in use by Scott AFB, (currently 3.1.1) available from GeoBase office.
2. The coordinate system used to maintain digital data will be the Illinois State Plane Coordinate System (IL SPCS). The datum used will be the North American Datum of 1983 (NAD83). The mapping unit will be ‘US foot’.
NAD_1983_StatePlane_Illinois_West_FIPS_1202_Feet Transverse Mercator.
3. The digital geospatial data will be 99% free of topological errors including, but not limited to: the absence of dangling nodes, undershoots, overshoots, and snapped nodes for line segments; the existence of features that have area (square footage) will have polygon representations (per SDSFIE).
h. 100% (FINAL) DESIGN REVIEW MEETING: No review is required unless requested otherwise for the 100% Final Submittal.
i. AE is to propose submittal schedule dates for 35%, 95%.
6. SPECIFICATIONS: Electrical work shall comply with National Fire Codes and Standards, specifically NFPA 70, and most-current governing National Electrical Code (NEC). Work shall be performed in strict accordance with this contract’s general specifications, Architectural Barriers Act (ABA) regulations, Illinois Department of Transportation (IDOT) Specifications for Roadways and Bridges, Unified Facilities Criteria (UFC) 3-250-01 Pavement Design for Roads and Parking Areas regulations, UFC-3-240-03N Wastewater Treatment System Augmenting Handbook Operation and Maintenance, UFC 3-201-01 Civil mailto:valerie.daniels@us.af.mil pg 6 of 7
Engineering, National Pollutant Discharge Elimination System (NPDES) requirements, Clean Water Act (CWA) regulations, UFC-3-240-01 Wastewater Treatment, 40 CFR Part 133, and American Society for Testing and Materials (ASTM) specifications. Safety issues must adhere to all applicable Occupational Safety and Health Act (OSHA) regulations, to include all other issues listed in the US Army Corps of Engineers Safety and Health Requirements manual (EM 385-1-1).
7. GENERAL CONDITIONS:
a. ACCOMPLISHMENT OF WORK: Contractor needs to provide two weeks notification of road or parking lot closures prior to commencing work to provide occupants time to adjust parking locations during repair work. Contractor shall provide construction schedule showing any phasing of work. Commencement of work shall begin within ten
(10) calendar days upon the receipt of the Notice to Proceed issued by the Contracting Officer. Contractor shall provide detour signs and cones for all road and parking lot closures.
b. FIELD CONDITIONS: The Contractor shall be responsible for all field measurements required to accomplish work, prior to the commencement of work. Quantity and sizes of materials shall be determined from site visits and drawings. The contractor shall carefully examine the entire site and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents.
c. WORK CONDITIONS: The contractor shall coordinate work with the Contracting Officer. The Contractor shall notify the Contracting Officer or the inspection representative the day he/she moves onto the work site to commence work. The Contractor shall again provide notification the day he moves back to the work site after an interruption of work of two or more day’s duration. The Contractor shall also provide an original work schedule and updates if required. This schedule shall describe major work items and projected completion dates.
d. PROTECTION OF BUILDING PROPERTY: The Contractor shall protect from damage all building property adjacent to the construction site and shall repair, replace or otherwise be held liable for all such damage. Building properties include but are not limited to, sidewalks, vehicles, equipment, or items of supplies. Exercise control measures of all dust and toxic fumes associated with cretin construction operations, in order to prevent hazards or illness to base and Contractor personnel.
e. CLEANUP: The contractor shall cleanup each work site at the end of each work day to the satisfaction of the Contracting Officer. Upon completion of the work, all construction equipment and debris shall be removed from the site and the area shall be left in a neat and completely acceptable condition as required by the General Provisions. Contractor must always recycle materials, such as, but not limited to cardboard and paper. The Contractor will use whatever means necessary to store all recyclable materials and responsible for turning in recyclable materials to an off Base Recycling Center.
f. PATCHING AND REPAIRING: After the work has been completed, holes, cuts, and damages made in the finished surfaces of the work site and adjacent areas shall be properly repaired and restored to match the existing finishes. Any abrasion or disfigurement of the finish work or any portion of the building where any such abrasion or disfigurement is pg 7 of 7 caused by the activities of the Contractor shall be repaired and neatly refinished to match the adjacent work to the satisfaction of the Contracting Officer.
g. PRODUCTS: All products shall conform to their respective manufacturing and performance publications. All materials and equipment used in the work area shall be the products of manufacturers regularly engaged in the manufacture of construction products.
h. SUBMITTALS: The Contractor shall submit for approval all items as required by other parts of these specifications. The Contracting Officer may request submittals in additions to those required by the other parts of this Statement of Work when deemed necessary to adequately describe the work. Submittals shall be made to the Contracting Officer in three
(3) copies using AF Form 3000, Material Approval Submittal. In general, submittals shall be provided a minimum of thirty (30) calendar days in advance of scheduled installation to allow satisfactory time for Government review. Additionally, unless stated otherwise submissions on test results and other submissions of a similar nature shall be made with in fourteen (14) calendar days, after the work or test is to be performed. Each submittal shall be complete and in sufficient detail for ready determination of compliance with contract requirements. Submittals shall include such items as Contractor’s or manufacturer’s shop drawings, descriptive literature, catalog cuts, samples, certifications, installation procedures and recommendations, templates, and other descriptive literature as may be required by the Contracting Officer. Catalog cuts and other descriptive data which may have more than one model or type shall be clearly marked to show the model, type, size, and all optional or accessory equipment the Contractor proposes to install.
Submittals on component items forming a system or interrelated items shall be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit. Approval of submittals will not relieve the Contractor of compliance with the project drawings and specifications. Submittal items that are disapproved will be promptly corrected and resubmitted by the Contractor. No materials shall be installed until submittals are approved by the Contracting Officer. All submittals involving color selections, patterns, and other decorative architectural features shall be submitted at the same time for both interior and exterior materials.
i. PROJECT MANAGER: The 375th Civil Engineer Squadron Project Manager for this project is Lt Melissa Sallberg at (618) 256-8517. The Project Manager is the point of contact for all matters of design and, unless a construction inspector is designated, construction. For matters going to terms and conditions of the contractor’s contract with the Government, the 375th Contracting Squadron’s designated official is the point of contact.
