I. SECTION 01010
GENERAL REQUIREMENTS
(Revised 12 SEP 2019)
GENERAL REQUIREMENTS SPECIFIED IN THIS SECTION REPRESENT A BASELINE
STANDARD. THEY ARE OPERATIVE FOR PROJECTS PERFORMED FOR SCOTT AIR
FORCE BASE TO THE EXTENT APPLICABLE AND NOT IN CONFLICT WITH OTHER,
MORE STRINGENT PROJECT-SPECIFIC REQUIREMENTS, WHICH WOULD BE
GOVERNING.
I. GENERAL
A. DESCRIPTION OF WORK: The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to accomplish what the Statement of Work (SOW) and/or contract issued pursuant to it, calls for to be performed and provided (the work). All work done shall conform to: the terms of the contract/task order;
applicable government regulations and building codes individually referenced or not;
manufacturers’ instructions; and generally-accepted standards in relevant design professions and building trades.
B. COMPLETE PROJECT: Documents the government provides to the contractor describing a project’s design intent and the work are meant to convey what the government expects and requires from the work and to define a complete project. The contractor is responsible to satisfy itself that what the government provided does so, and to resolve any uncertainty as to this before committing to do the work. Thereafter, any omission of express reference to specific services or materials reasonably inferred to fall within the project scope, or that are commonly understood within the applicable design profession or building trade as necessary to properly complete a project, will not relieve the contractor of the responsibility to perform or provide such at no additional cost to the government.
C. TYPES OF WORK AND DELIVERY CONTRACTS: As used herein, the types of work are: design of a project (Design); construction of a project designed by others (Construction);
or design and construction of a project under the same contract or task order (Design/Build).
D. LOCATION: Facilities to be constructed or altered are located at Scott Air Force Base, Illinois. The base is located approximately 20 miles East of St. Louis, Missouri, just South of Interstate Highway 64.
E. STANDARD WORKDAY/WEEK: Work shall be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30 a.m. and 4:30 p.m. local time, excluding federal legal holidays and non-work days resulting from holidays occurring on weekends.
If desiring to work other than within a normal workday, the contractor shall submit a written request at least three (3) work days prior to the proposed performance of work to the

Contracting Officer (CO) and coordinate with the Civil Engineer Squadron (CES) Project Manager (PM) stating the proposed performance of work, day/days, time/amount of work, and reason why permission should be granted to perform work during non-standard hours.
Scott Air Force Base observes the following federal legal holidays on the day shown or the Friday before if it falls on a Saturday or the Monday after if it falls on a Sunday:

F. BASE AND SAFETY REGULATIONS: The contractor shall comply with all applicable
Air Force regulations and directives pertaining to security, safety, occupational health, fire prevention, and environmental hazards, traffic, and personnel clearances while on base.
G. SECURITY: For entry to the base, submit an entry authorization request letter for each individual requiring access to the project at least 10 calendar days prior to beginning work.
The contractor shall email the Contracting Squadron (CONS) requests for all base passes. A valid Federal/State Government issued photo identification and base pass will be required for all individuals when entering the base. All base passes issued must be returned to the CO upon termination of the employee or completion of the project, whichever is sooner. The contractors must comply with the latest version of the Real ID Act.
1. Flight line Access: Check-in and check-out with the Base Operations Dispatcher daily.
During check-in, advise the dispatcher of intended work areas and type of work scheduled, and receive a flight line pass. Follow all flight line procedures. (FOD check, etc.)
a. While on any runway, taxiway, or aircraft parking apron, immediately remove any dirt, debris, or other material spilled or caused by the contractor’s operations.
b. During check-out, brief the dispatcher on completed work and status of any airfield facilities affected by the work.
c. Airfield communication: Maintain communication with base operations and the air traffic control tower at all times.
H. SAFETY BRIEFING: The contractor shall brief employees and all subcontractors on safety, occupational health, and fire prevention regulations, emphasizing the requirement to obtain a welding permit, when welding, cutting and brazing operations are required, and obtain authorization from the base fire chief when open burning is intended. The contractor shall maintain documentation showing that all subcontractors have been briefed as required.
I. ANTI-TERRORISM/FORCE PROTECTION STANDARDS: All constructed work shall conform with UFC 4-010-01, DoD Minimum AT Standards for Buildings issued under the authority of DoD Instruction Number 2000.16, DoD Antiterrorism Standards which requires DoD components to adopt and adhere to common criteria and minimum construction standards to mitigate antiterrorism vulnerabilities and terrorist threats.
II. SUBMITTAL REQUIREMENTS
A. SCHEDULE OF MATERIAL SUBMITTALS: The contractor is responsible for developing and submitting a material submittal schedule using the government-provided format (e.g. AF form 66), to the CO for approval. The contractor shall identify all planned submittals and dates, and shall submit the schedule to the CO within 14 calendar days after contract award or within another agreed-to date as directed by the CO.
B. SUBMITTALS: The contractor shall submit all items; whether as a one-time submittal or periodic reports; as required by the solicitation documents, specifications and submittal register to the CO for approval.
Material submittals shall comply with Unified Facilities Criteria (UFC), the Scott Air Force Base Architectural Compatibility Plan (January 2000), the Historic Preservation Treatment Recommendations for The Scott Air Force Base (January 2013), the Air Mobility Command (AMC) Landscape Design Guide (September 1994), the Air Mobility Command (AMC) Interior Design Guide (April 1999), all other design guides applicable to this project, and comply with all contract and solicitation documents. The CO may request additional submittals when deemed necessary to adequately describe the intended work.
Each submittal shall include an original AF form 3000, Material Approval Submittal, and three (3) copies of supporting documentation. When available, the government may request electronic copies of submittals via email, in lieu of hard copies. The availability and practicality of submitting electronically versus hardcopy should be discussed and agreed to during the initial pre-construction conference after award. In general, submittals shall be provided a minimum of 14 calendar days in advance of scheduled purchase to allow sufficient time for government review. Additionally, unless stated otherwise, submissions of test results and other submittals of that nature shall be made within 14 calendar days, after the work or test is performed.

Each submittal shall be complete and in sufficient detail for ready determination of compliance with the contract requirements. Submittals shall include, but not limited to, items such as contractor or manufacturers shop drawings, descriptive literature, catalog cuts, diagrams, operation charts or curves, certifications, samples, test reports, test cylinders, operating manuals, installation procedures and recommendations, templates, and other descriptive material. Catalog cuts and other descriptive data which may have more than one model or type shall be clearly marked to show the model, type, size, and all optional accessory equipment the contractor proposes to install. Submittals on component items forming a system or interrelated items shall be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit. Submittal items which are disapproved shall be promptly corrected and resubmitted within 10 calendar days by the contractor. No material shall be installed until the submittal is approved by the CO. Approved submittals shall be available at the job site for inspection by the PM and the inspector at all times. Material samples shall be submitted for all color selections, patterns and other aesthetic attributes of finish materials. Finish material for interior application and exterior application, shall each be submitted at one time.
C. SUBSTITUTION OF MATERIALS AND EQUIPMENT: If the contractor proposes to use materials, equipment or accessories other than those specified, the contractor shall supply the following data for justification: scaled plans and elevation drawings identifying all applicable pipe locations, electrical connections, penetrations, equipment data and dimensions, and all other supporting equipment/materials associated with the proposed substitute; all required catalog cut sheets and/or descriptive data and a written justification for the proposed substituted item. The CO reserves the right to accept or reject any or all of what is proposed to be changed based on the design intent conveyed in the drawings and specifications, and the completeness and clarity of the request submittal.
For reasons of compatibility, and experience with certain critical existing equipment, systems, components, materials etc., the government will not entertain requests to substitute others for those identified as “base standard” in project drawings or specifications, e.g., the base standard lock cylinder core is by Stanley-Best Access Systems and, unless otherwise noted, no submittal providing for a similar core by another manufacturer will be approved.
It shall be understood and agreed that any substitution of materials and/or equipment, if approved, will be made by the contractor at no additional cost to the government in consequence of it, regardless of any changes in connections, spacing, electrical service, or appurtenances the substitution may require.
D. AS-BUILT DRAWINGS AND SPECIFICATIONS: During the course of construction, the contractor shall keep an accurate record of differences in as-built drawings from the original designed or specified, by means of editing computer-aided design (CAD) files of contract drawings and word-processing files of specifications, saving them as separate files without overwriting the originals. When available, the government may provide record drawings of applicable facilities for use by the contractor to aid in developing as-built drawings. Drawings shall be editable in AutoCAD 2012 and specifications in Microsoft
Word 2013. The contractor is responsible for providing any computer hardware and software required to prepare as-built drawings and specifications.
All variations from the contract drawings and specifications, including those made in consequence of the selection of optional or alternate materials, shall be clearly indicated.
They shall be shown in the same general detail utilized in the original versions. The as-built drawings and specifications shall be kept current during construction and readily available for review by the PM and construction inspector at all times. The final as-built drawings shall be furnished to the CO not later than 14 calendar days after the final inspection date.
As part of the as-built drawings submittal, a separate set of drawings shall be marked showing areas containing existing/remaining asbestos-containing materials and lead-based paint and methods of encapsulation, as applicable.
E. GEOBASE REQUIREMENTS: All geospatial deliverables shall be submitted no later than 30 calendar days after project completion date. All geospatial data shall conform to the following requirements:
1. The contractor shall use conventional surveying and other methods, such as total station or Global Positioning Systems (GPS) for field data collection at an accuracy level of +/- 2cm. All survey data collected shall be provided to the government in a digital format with an attached survey report identifying survey method, equipment list, calibration documentation, survey layout, description of control points, control diagrams, and field survey data. The contractor shall identify the horizontal and vertical order, classification, ID number, elevation, coordinate location and any other necessary attributes for all surveyed features. All geospatial data shall overlay on the installation’s most current orthorectified imagery provided by Scott AFB. Spatial data shall be established and submitted in the Illinois West State Plane Coordinate System, NAD83, Feet. The contractor shall prepare and submit an ESRI, ArcGIS 10.0 format geodatabase. The contractor shall utilize ESRI ArcGIS 10.0 topology rule to ensure the following:
a. No erroneous overshoots, undershoots, dangles or intersections in the line work.
b. Lines should all be continuous, (i.e., do not create dashed lines with many small line segments).
c. Point features should be digitized as points, not graticules, cells, symbols or icons.
d. No sliver polygons.
e. All polygons completely close and have a single unique centroid
f. Digital representation of the common boundaries for all graphic features must be coincident, regardless of feature layer.
2. Submittal data shall be in compliance with the Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE). Entity naming conventions, attribute fields, and domain names will be collected in the format defined by the CADD/GIS Technology Center’s Spatial Data Standards release 2.4 (or current version available). 3. Feature Attributes: The contractor shall identify the classification, type, location, ID number, and any other necessary attributes, specified by the government, for all surveyed, mapped, designed, or proposed features. Metadata should be submitted in ESRI ArcGIS 10.x format using the Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata (CSDGM). The contractor shall complete all metadata elements marked mandatory and mandatory-if-applicable as defined by the FGDC CSDGM for each layer collected. This standard document can be found at:

F. ENVIRONMENTAL CONTROL: The contractor shall segregate hazardous or regulated materials, and non-hazardous or non-regulated materials during demolition; and handle, transport, store, and dispose of these hazardous and non-hazardous materials in accordance with applicable federal, state, and local laws, ordinances, or other rulings having the effect of law, including but not limited to the items listed below. In addition, the contractor shall obtain proper disposal manifests for hazardous and regulated materials, and for non-hazardous or non-regulated materials, and submit these manifests to the CO. These manifests shall be included as a submittal on the AF Form 66, Schedule of Material Submittals. Submit original manifest with original signature of authorized representative from the SAFB Environmental Management Office at Scott AFB 375 CES/CEIEC, to the CO within 30 calendar days of disposal. The original waste manifests will be provided to SAFB Environmental Management Office, for tracking and reporting purposes; and are required for all materials disposed of regardless of hazardous, regulated, non-hazardous, or non-regulated status. All handling, transporting, and disposal costs shall be considered as having been included as a factor in the contractor’s bid price. Any questions regarding proper handling or disposal of hazardous or non-hazardous materials may be directed through the CO to the SAFB Environmental Management Office, at (618) 256-2092. Reference the following documents when submitting manifests:

1. All disposal manifests must be signed by Scott AFB 375 CES/CEIEC trained personnel appointed by the wing commander. See Hazardous Waste Manifest Delegation appointment letter obtained from Scott AFB 375 CES/CEIEC for all appointed Environmental representatives. If possible, please provide a courtesy 1-2 working day notice prior to needing a manifest signed to ensure personnel from the SAFB Environmental Management Office are available at that specified time.

2. Scott AFB has a unique EPA ID Number that must be on all manifests for future tracking purposes; this is something that will be verified by the SAFB Environmental Management Office, along with other line items, before signing the manifest.
Additionally, this information is used in annual reporting that can and will be audited by the EPA. Contractor assumes all risk and liability arising from its failure to properly manifest and dispose of waste, and for its failure to obtain the proper signature of Scott AFB Environmental Management Office prior to removing waste from the installation for off-site disposal.
3. Asbestos Abatement/Lead-based Paint: It is the contractor’s responsibility to complete notification applications. The SAFB Environmental Management Office will review, sign, and submit completed forms to Illinois Environmental Protection Agency (IEPA), or Illinois Department of Public Health (IDPH) as applicable. Allow a minimum 15 calendar days of lead-time for IEPA notices or 48 hours for IDPH notices. All asbestos/lead-based paint waste will be segregated, properly containerized, and shipped with either a waste shipment record or manifest to an approved facility. All manifests shall be signed by personnel from the SAFB Environmental Management Office.
Original signed manifests will be given to the SAFB Environmental Management Office.
All asbestos removed from Scott AFB shall be disposed of at a licensed disposal site in the State of Illinois only.
4. Provide the PM with a chemical inventory and an estimated quantity to be used, prior to bringing hazardous materials on the base. An additional copy of the chemical inventory and appropriate Material Safety Data Sheets (MSDS) shall be provided to Scott AFB 375 CES/CEIEC. These requirements shall be included as a submittal on the AF Form 66, Schedule of Material Submittals.
5. All radioactive material (RAM) (e.g. equipment, check sources, etc.) must be approved for use prior to bringing it on the base by the Installation Radiation Safety Officer (IRSO) per AFMAN 40-201, Radioactive Materials Management, 29 Mar 19. Non-USAF organizations must request this approval by the IRSO at least 30 calendar days before bringing RAM onto the installation. Contractors must fill out the “RAM Permission Request” form supplied by 375th AMDS Bioenvironmental Engineering (BE). Once the filled form is sent to BE along with a copy of their NRC and/or agreement state license and NRC Form 241 as needed, a permission letter will be written authorizing access to bring RAM on base. No work involving radioactive materials may proceed until permission is granted by the IRSO. This requirement shall be included as a submittal on the AF Form 66, Schedule of Material Submittals. 6. All items containing RAM, especially radio luminescent exit signs, must be properly disposed of prior to any type of complete building alteration, renovation or demolition activities that can cause RAM to scatter if improperly handled. However, if RAM is discovered in the process of performing these activities and was damaged, personnel shall leave the immediate area and contact BE immediately for further direction.
Contact BE at 256-7307 (on-duty hours) or 618-402-7608 (off-duty hours) for further guidance.
7. Any items containing radioactive material, especially radio luminescent exit signs, http://www.epa.illinois.gov/index mailto:usaf.scott.375-mdg.mbx.bioenvironmental-engineering@mail.mil discovered while performing maintenance, repair, alteration or renovation activities, shall be turned in by the contractor to Scott AFB 375 CES/CEIEC for proper disposal.
8. The contractor will be held responsible for complying with all federal, state, and local environmental regulations as part of the processes of performing the work included in this project.
9. Lead in liquid paints or coatings shall be restricted to no more than 0.06 percent lead by weight of the non-volatile solids for use in or on all base facilities (24 CFR Part 35 Subpart B).
10. When working in areas of known or suspected contamination, the contractor must have HAZWOPER Certified personnel on site. The contractor is responsible for providing all necessary personal protective equipment. The contractor will be informed of areas of already known contamination in their areas of work and must report any additional concerns of suspected contamination that occur during their work to their PM.
11. For projects less than one acre or more than one acre, but not subject to a permit, Storm Water Best Management Practices (BMPs), as described below, shall be implemented where applicable to reduce or prevent pollutants from entering the storm drain system or surface waters, in accordance with the most recent edition of the Illinois Urban Manual.
a. Silt fencing will be installed around the site perimeter. Slopes will be protected with straw wattles or geotextile fabric. Whenever possible, grading will be phased to limit soil exposure. Finished areas will be revegetated or hydroseeded as soon as possible. Sediment basins will be constructed where appropriate and shall include gravel bags, straw wattles, filter fabric, etc. to filter discharge where necessary.
Drain inlets will be protected using gravel bags or straw wattles. Check dams will be used to reduce runoff velocities where necessary.
b. Stockpiles will be covered with plastic or geotextile fabric and/or surrounded with straw wattles or gravel bags. Scrap metal, containers of liquids, fertilizer and/or cement bags and other materials that impact storm water runoff will be stored in lockers, on pallets, inside rubber berms, indoors, or under a cover. Material storage areas will be located away from existing storm drains and surface waters.
c. Fueling and minor equipment maintenance will take place within existing paved areas or identified laydown areas, and occur at least 100 feet away from drainages. Cleaning of vehicles and equipment will take place off-site. Rinsing of vehicle tires and undercarriage for the purpose of dust control shall be performed within designated bermed areas. Washing with soap is prohibited.
d. Construction entrances and laydown areas will be stabilized with aggregate.
Steel ribbed plates may be used in addition to aggregate.
e. BMPs shall be inspected before, during, and after rain events. Appropriate action shall be taken when BMPs are found to be inadequate or ineffective. Damaged or worn silt fences, wattles, gravel bags, etc. shall be replaced. Some project sites may require additional control measures or redirection of runoff.
12. Requirements for projects involving more than one acre of soil disturbance, and/or located within an area recognized as navigable waters by the US Army Corps of Engineers, are located in Section IV of this the Scott AFB General Requirements.
13. Federal projects with a footprint of 5000 sqft or greater must implement Low Impact Development (LID) in accordance with the Energy Independence and Security Act (2007) and Department of Defense LID policies (2007, 2008, 2010). A comprehensive set of stormwater planning, design and construction elements must be used to maintain or restore, to the maximum extent technically feasible, the predevelopment hydrology of the property with regard to the temperature, rate, volume, and duration of flow. This will be achieved with Low Impact Development techniques using the 95th percentile, 24-hour storm, or via a site-specific hydrologic analysis using continuous simulation modeling or other tools.
14. Projects must comply with specific storm water design standards found in the latest edition of the Illinois Urban Manual.
G. REAL PROPERTY RECORDS: At the completion of construction and before final payment, the following information, by building number, shall be provided by the contractor to the CO on a completed DD form 1354 for record purposes. The contractor will be furnished a copy of a filled-in sample 1354 worksheet, which should aid in completion of the form. The contractor shall:
1. Provide a draft DD form 1354 to the CO at least 45 calendar days prior to the contract completion date. At a reasonably scheduled time upon receipt of the draft, a representative from the Real Property Office with the contractor will do a thorough walk through and annotate any findings or corrections required.
2. Prepare an accounting of all installed/constructed property, by building number (if multiple buildings are included in the project/task order).
3. List government-furnished/contractor-installed items and contractor-furnished/ contractor-installed items.
4. List complete nomenclature of each item:
a. Manufacturer.
b. Model Number.
c. Serial Number.
d. Electrical rating, full nameplate data.
e. Capacity (MBTU, KVA, Tons, Sprinkler Heads, Etc.).
f. Cost of each item (Equipment cost only)
g. Other pertinent information (Warranty/guarantee information-start date, stop date)
5. List items including, but not necessarily limited to, the following:
a. Electrical equipment (special lighting fixtures, metering equipment, overhead door operators, exterior floodlights and poles, fire alarm and burglar alarm systems, etc.)
b. Mechanical equipment (commercial refrigeration equipment, heating equipment, air conditioning systems equipment, pumps, boilers, sprinklers, meters, and other items of mechanical equipment)
c. Other items that are considered to be real property installed equipment
6. The Real Property Office is the point of contact for questions, comments or concerns on property records. The CO can provide an example of a completed DD Form 1354. Both the worksheet and draft copy will be available at the onset of the project.
H. BUILDER DATA: At the completion of construction and before final payment, the following information, by building number, shall be provided by the contractor to the CO on a completed DD Form 1354 for record purposes. The contractor will be furnished a copy of a filled-in sample DD Form 1354 worksheet, which should aid in completion of the form.
The contractor shall provide BUILDER data for government validation at least 30 calendar days prior to O&M handover walk-through (conducted prior to contract close out). Following government validation of the BUILDER data the contractor will provide the government two copies of CD-ROM media with an electronic copy of the excel database file for the entire facility as part of the final close out document package.
III. WORK COORDINATION:
A. GENERAL: The contractor shall coordinate all work schedules with the PM and the construction inspector prior to the start of work. The contractor shall notify the PM and the construction inspector five (5) work days prior to moving onto the work-site to commence work. The contractor must provide notification the day when moving back to the work-site after an interruption of work of two (2) or more work days. Before initiating any work, the contractor shall meet with the CO, PM and inspector and agree on:
• sequence of procedures
• means of access to premises and buildings
• placement of dumpsters and haul routes
• delivery of materials and use of approaches
• use of corridors, stairways, elevators, and similar means of egress
• requirements and means of communication
• location of partitions and barriers
• location of eating spaces and restroom for contractor’s employees
• other matters incidental to the project
1. Interruption of work: If it becomes necessary to interrupt work activities in buildings and/or areas for construction purposes (except as otherwise described in the solicitation documents), the contractor shall request permission, in writing, from the CO, or designated representative(s), at least ten (10) work days in advance.
2. Temporary Construction: Any contractor-installed temporary construction intended to prevent interruption of normal work activity or loss of utility services is subject to approval of the Base Civil Engineer (BCE) through the CO.
B. INSPECTION: The contractor shall obtain the construction inspector's approval prior to doing such work as closing walls or performing tests. The request shall be made three (3) work days in advance to permit an inspection of the area before completion. If the inspector fails to arrive at the site at the time agreed, the contractor may continue with the work in strict compliance with the project drawings and specifications. The inspector's approval or failure to appear does not relieve the contractor of its obligation to comply with the construction documents.
C. WATER UTILITY WORK: The water utility lines on Scott AFB are owned and operated by American Water Co. (AW). The contractor shall coordinate with 375 CES who will coordinate with AW when conducting any work pertaining to the water utility or fire suppression lines. Compliance with AW’s requirements does not relieve the contractor from complying with Scott AFB requirements, including submittals, as-builts, and other coordination.
D. ROAD CLOSURES: If any closure of a road is required, the contractor shall submit a request to do so to the construction inspector three (3) weeks prior to the planned date for the closure. The request shall include a map showing the location of the closure and a suitable alternate route for detouring traffic normally using the road to be closed. The contractor shall provide all signage, personnel and barricades required to properly direct traffic having to detour.
E. AIRFIELD CONSTRUCTION: For any construction work within the airfield restricted area, the following requirements must be met by the contractor through coordination with the
PM:
1. Obtain flight line drivers training and radio operation training.
2. Coordinate with Security Forces for a “Free Zone”.
3. Adhere to Unified Facilities Criteria (UFC) 3-260-01, Airfield and Heliport Planning and
Design, Section B14, for airport safety procedures. Construction work must be divided into phases to facilitate aircraft movement in accordance with UFC 3-260-01.
4. Attend a preconstruction meeting and risk management meeting with Airfield Management.
5. Temporary construction waivers must be signed by the wing commander prior to work start.
6. Runway closures require lighted “X’s” to be placed over the runway numbers and be maintained/serviced.
7. Provide “low profile” airport rated barricades to define aircraft non-movement area(s).
8. Include Airfield Management as part of final inspection team for project.
F. PROJECT SUPERINTENDENT: Per FAR 36.506, the contractor must employ a full-time superintendent for the project on job site. The superintendent’s duties shall include the overall management of the project, coordination of the sub-contractors’ work, and liaison with the CO and the construction inspector. No work shall be performed without the presence of the superintendent or a competent representative on the job-site. A competent representative is as defined by the Occupational Safety and Health Administration (OSHA) Standards for Construction Industry part 1926.32, Definitions (29 C.F.R. 1926 OSHA). This paragraph supplements FAR clause 52.236-6, Superintendence by the contractor.
G. 24-HOUR POINT OF CONTACT: The contractor shall provide the CO with a 24-hour number or numbers where its authorized representative can be contacted at any time day or night. This number shall be provided at the pre-construction meeting, but, not later than the first day of contract work at the site or ten (10) work days after the Notice to Proceed date.
H. CONTRACTOR’S OFFICE SPACE: Office space required for the contractors operation shall be the responsibility of the contractor and self-provided. Trailers utilized by the contractor for administrative or material storage purposes must present a clean and neat exterior appearance and be in a state of good repair. 375 CES will determine if the trailers are adequate for use on base.
I. CONTRACTOR’S TRAILERS OR STORAGE AREA: Trailers or storage buildings will be permitted, where space is available, subject to the approval of the Contracting Officer.
The trailers or buildings shall be in good condition, free from visible damage rust and deterioration, and meet all applicable safety requirements. Trailers shall be roadworthy and comply with all appropriate state and local vehicle requirements. Failure to maintain storage trailers or buildings to these standards shall result in the removal of non-complying units at the contractor’s expense. A sign not smaller than 24 by 24 inches shall be conspicuously placed on the trailer depicting the company name, business phone number, and emergency phone number. Trailers shall be anchored to resist high winds and must meet applicable state and local standards for anchoring mobile trailers. The location must be approved by the CO in advance. All other trailers, storage, and equipment must be stored at a site designated by the inspector. The government is not responsible for damages or losses. This paragraph supplements FAR clause 52.236-10, Operations and Storage Areas.
J. SITE AND STORAGE AREA MAINTENANCE: The contractor is responsible for maintaining the construction site and storage area(s) daily. This includes, but is not limited to, lawn mowing, ice and snow removal, and disposal of trash and debris. Keep fencing in a state of good repair and proper alignment. Grassed or unpaved areas, which are not established roadways, will be covered with a layer of gravel as necessary to prevent rutting and the tracking of mud onto paved or established roadways; gravel gradation will be at the contractor’s discretion. Mow and maintain grass located within the boundaries of the construction site for the duration of the project. Grass and vegetation along fences, buildings, under trailers, and in areas not accessible to mowers will be edged or trimmed neatly.
Cut grass (or annual weeds) within the construction and storage sites to a maximum 4 inch height at least once a week during the growing season unless the grass area is not visible to the public. Trim the grass around fences at time of grass cutting. Maintain grass or weeds on stockpile earth as described above.
Remove construction debris, waste materials, packaging material and the like from the work site daily. Any dirt or mud which is tracked onto paved or surfaced roadways must be cleaned away. Store within the fenced area described above or at the supplemental storage area any materials resulting from demolition activities which are salvageable. All material should be neatly stacked for storage.
K. RESTORATION OF STORAGE AREA: Upon completion of the project remove the bulletin board, signs, barricades, haul roads, and any other temporary products from the site.
After removal of trailers, materials, and equipment from within the fenced area, remove the fence that will become the property of the contractor. Restore to the original or better condition, areas used by the contractor for the storage of equipment or material, or other use.
Gravel used to traverse grassed areas must be removed and the area restored to its original condition, including top soil and seeding as necessary.
L. DUST CONTROL: The contractor shall control all excavations, embankments, stockpiles, access roads, and other such areas of work so as to avoid excess dust becoming a hazard or nuisance to base personnel or surrounding facilities. Approved sprinkling, chemical treatment, light bituminous treatment or similar methods will be permitted to control dust during work. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard may occur. Additionally, the contractor shall ensure that any equipment hauling rock, soil, or other debris is fitted with a tarp or other means adequate to contain it and prevent littering of parking lots or roadways. The contractor shall attempt to ensure its trucks and other equipment do not leave mud and debris on the roadways and shall pick up, clear and/or sweep away by whatever means necessary any that does get on the roadways to the satisfaction of the Contracting Officer. Reference Illinois Air Quality Standards.
M. PATCHING AND REPAIRING: After the work has been completed, any contractor-caused damages to government-owned structures or other facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to the satisfaction of the CO.
Any holes, cuts, breakage or damage in/to finished surfaces in the area of work shall be properly repaired and the affected areas then refinished, resurfaced or otherwise repaired to match those of the adjacent to the satisfaction of the CO.
N. DISPOSITION OF REMOVED GOVERNMENT PROPERTY: All materials and equipment to be removed by the contractor and not reinstalled or recycled under this contract, including debris generated by the project work, shall be removed at regular intervals from the site and disposed of off-base by the contractor. Such disposal shall be in conformity with applicable federal, state, and local pollution regulations and at the contractor’s expense.
O. EXCAVATIONS & LANDSCAPING: The contractor shall backfill all excavations within
7 calendar days unless ongoing work in an excavation precludes such action. In no event shall the contractor stockpile removed earth material on the construction site unless it is to be used in another portion of the same project. For all disturbances to grounds, the contractor shall complete final grading within one (1) week of the disturbance/backfilling. The contractor shall complete final landscaping or seeding within three (3) weeks of the beginning of the planting season if possible or as soon as possible when suitable conditions exist.
Scarify existing subgrade and provide 4 inches of topsoil for newly graded finish earth surfaces and areas disturbed by the contractor. Topsoil shall not be placed when the subgrade is frozen, excessively wet, extremely dry, or in a condition otherwise detrimental to seeding, planting, or proper grading. Provide topsoil as required. Provide seed at 5 pounds per 1000 square feet and match existing vegetation. Provide CID A-A-1909, Type I, Class 2, 10-10-10 analysis fertilizer at 25 pounds per 1000 square feet. Provide straw matting to protect newly seeded areas and stake in accordance with manufacturer specification. Water newly seeded areas to establish seed germination and an acceptable stand of grass. Sod shall be provided in flight line areas.
P. FINAL CLEANUP: Upon completion of the project, all construction equipment and debris shall be removed from the site, and the site left in a condition acceptable to the CO. This paragraph supplements FAR 52.236-12, Cleaning Up.
IV. PERMITS:
A. GENERAL: The following outlines permits which may be required incidental to design or construction. The list is not a complete list and additional permits may be required. It is the responsibility of the contractor to determine which permits are required, if any; and when they must be applied for, whether listed here or not. The contractor shall submit all permit applications to the CO and pay all permit fees due. Once completed application and fees have been received from the contractor through the CO, environmental permits will be submitted to applicable state agency by the SAFB Environmental Management Office.
B. SPECIAL PERMITS REQUIRED (as applicable to work):
1. EMERGENCY POWER GENERATOR PERMIT: The contractor shall contact the SAFB Environmental Management Office, Air Quality program manager, to find out the requirements for an emergency power generator prior to having the generator delivered to the base. The generator shall be certified by the Family Emissions Limits (FELs). The Point-of-Contact (POC) can be reached at (618) 256-2167.
2. BURN PERMIT: A USAF Welding, Cutting, and Brazing Permit (burn permit) must be obtained by the contractor from the base fire department prior to conducting any operation that will create a spark or flame. The POC there can be reached at (618) 256- 5130. If an open burn permit is required, the permit request shall be routed through the SAFB Environmental Management Office, Air Quality program manager, no-later-than three (3) months prior to actual open burn effort.
3. NOTICE OF PROPOSED CONSTRUCTION OR ALTERATION: As described in
CFR Title 14 Code of Federal Regulations, part 77, when planning to build within 20,000 feet of an active runway or use equipment in construction which will penetrate a 100 to 1 slope from the nearest point of the runway, among other defined circumstances, notice to the Federal Aviation Administration (FAA) is required unless expressly exempted by the FAA or the Scott AFB Community Planner. The contractor is responsible for ensuring that FAA Form 7460-1 is completed and submitted to the FAA at least 45 calendar days prior to the start of any construction and approved prior to the start of the project by the Regional FAA Office. The FAA Form 7460-1 can be submitted either to (Chicago Airports District Office, CHI-ADO-600; 2300 East Devon Avenue, Des Plaines, IL 60018; (847) 294-7336; FAX (847) 294-7036) or electronically at https://oeaaa.faa.gov/oeaaa/external/userMgmt/permissionAction.jsp. The contractor shall provide a copy of the submitted form to the PM. If the project involves the use of a crane, the PM must also notify the airfield manager at (618)256-4101 of the dates/times of a crane’s operation at the construction site.
4. SEWER PERMIT: Illinois EPA requires a state construction / operating permit for the construction of new sewers, sewage pumping stations, and for connections to the public sewers which are 1500 gallon per day or larger, or serve two or more buildings. Contact the Scott AFB Environmental Water Program Manager Pollution Control. Permit applications, with instructions are available at http://www.epa.state.il.us/water/forms.html#permits-wastewater. 5. GENERAL NPDES AND 401/404 PERMITS: Projects that have a total area of one acre or more of soil disturbance, or are less than one acre but are part of a larger project or sale (common plan of development) that is one acre or more, must obtain coverage under the Illinois General NPDES Permit For Storm Water Discharges From Construction Site Activities, Illinois Environmental Protection Agency, Division of Water Pollution Control (NPDES Permit No. ILR10). Soil disturbance includes, but is not limited to, clearing, grading, grubbing, excavation, demolition, stockpiling, trenching, laydown areas, and construction of access roads.
6. GENERAL NPDES PERMIT: Storm water discharge from a construction site requires a Notice of Intent (NOI) under the National Pollutant Discharge Elimination System (NPDES) to be submitted to the Illinois Environmental Protection Agency (IEPA) prior to any construction activities. The NOI shall be signed, certified and stamped by an Illinois Registered Engineer and submitted electronically along with three (3) hardcopies to the SAFB Environmental Management Office water permits manager for local coordination, and signatures. The final package will then be submitted by SAFB Environmental Management Office to the IEPA Division of Water Pollution Control.

a. Construction projects must comply with the provisions described below:
(1) The contractor must complete and prepare a draft Storm Water Pollution Prevention Plan (SWPPP) in accordance with the requirements in the Permit.
Submit the draft SWPPP to the 375th Civil Engineering Squadron, Water Program Manager for review at least 60 days prior to the planned initiation of any soil disturbance. The SWPPP must be prepared, stamped and revised by a Qualified SWPPP Developer (QSD) (licensed engineer, hydrologist or other qualified professional identified in the Permit).
(2) The contractor must obtain coverage under the General Permit by submitting a Notice of Intent (NOI), approved SWPPP, Site Map and other supporting documentation to the 375th Civil Engineering Squadron, Water Program Manager.
The 375th Civil Engineering Squadron, Water Program Manager will review, certify, and submit the NOI, SWPPP, and other supporting documentation to the IEPA, Division of Water Pollution Control.
(3) The project must comply with all provisions described in the Permit and must strictly follow the SWPPP. The SWPPP must be maintained at the project site and updated as necessary to track modifications, BMP location and implementation, training, etc. The certification statement must be included in the on-site SWPPP.
(4) On-site storm water compliance shall be the responsibility of the contractor’s Qualified SWPPP Practitioner (QSP) (certified professional identified in the Permit). The contractor is responsible for all required inspections, sampling, recordkeeping and corrective actions. The contractor will notify the 375th Civil Engineering Squadron, Water Program Manager that documents are ready for review, certification and submittal.

(5) Upon completion of construction, the contractor must submit the Notice of Termination (NOT) and supporting documentation to the 375th Civil Engineering Squadron, Water Program Manager. The 375th Civil Engineering Squadron, Water Program Manager will review, certify, and submit the NOT to the IEPA, Division of Water Pollution Control. In order to terminate coverage, the project must meet final stabilization requirements specified within the Permit, defined as the time when “all land disturbing activities are complete and a uniform perennial vegetative cover with a density of 70 percent of the cover for unpaved areas and areas not covered by permanent structures has been established or equivalent permanent stabilization measures have been used.” The Annual Report and Notice of Termination must be accepted by the IEPA, Division of Water Pollution Control State Board before the contractor may be released from the contract.
b. No dumping or fill shall be placed in/near any Clean Water Act (CWA) Section 404
Water of the U.S. except as authorized by a permit from the U.S. Army Corps of Engineers (USACE) in support of the CWA (33) U.S.C. §§ 1251 - 1387 section 404, the Soil and Water Conservation Act (16) U.S.C. §§ 2001 - 2009. An Army Corps of Engineers’ 404/401 permit application will be submitted to SAFB Environmental Management Office for work performed within the high banks of a channel, including construction of any outfall pipes into a creek (lead time is approximately 60 days for permit application). Coordination with SAFB Environmental Management Office is required to obtained proper signatures for permit submittal.
c. Scott Air Force Base has been designated a Nontraditional Permittee under the General NPDES Permit for Discharges from Small Municipal Separate Storm Sewer System (MS4) Permit, Illinois Environmental Protection Agency, Division of Water Pollution Control (NPDES Permit No. ILR40). Contractors must comply with Post Construction Standards found in Part IV.B.5.b of the Small MS4 Permit.
7. WATER UTILITY WORK: The water utility lines on Scott AFB are owned and operated by American Water Co. The contractors shall coordinate with American Water Co. when conducting any work pertaining to the water utility lines. Compliance with American Water’s requirements does not relieve the contractor from complying with Scott AFB requirements (i.e. – submittals, as-built drawings, coordination, etc.).
