Integrated Solid Waste Management – Questions and Answers
1. What is the type and quantity of containers for the weekly TLF pick up? (Are these the 88 90-gallon containers listed in Table A3)? Yes
2. Is CLIN X005 to be used for all of the roll-offs listed in Table A3 (e.g. 3 CD40, 2 CD 20, 4 Y40, 1 30, 1 40) that are on a call-in basis or are these costs to be included in CLIN X001 (permanently placed)? CLIN x0005 is to be used for temporary dumpster services that are not found in table A3.
3. The roll-offs for MSW, C&D and yard waste listed in Table A3 should be included in CLIN x0001, but I'm not sure how many pickups for those containers should be considered since CLIN x0005 has 125 pickups. The Roll Offs Identified In Table A3 Are Permanent Containers As Part Of Clin X001. There Were An Average Of 73 Pickups For The Past Three Years. Roll Offs That Are Part Of Clin X005 Are Temporary In Nature That Will Be Called In And After Use, Asked To Be Removed. We Are Estimating A Total Of 125 Calls During The Contract Year For Temporary Dumpsters.
4. Can you provide a rough estimate of how often the 30yd compactor at Facility 1530 is serviced? 1530: 10x/year, all 30YD compactors: 65x/year
5. At the bottom of Table A1, note 2 states that there should be two 40CY open tops. Should one of these be charged to CLIN X007 for refuse and the other charged to CLIN X008 for recyclables? Yes
6. At the bottom of Table A1, note 3 states that there should be one 40CY open top. Will this be for refuse and charged to CLIN X004 or for recyclables and charged to CLIN X009? It will be part of CLIN X004.
7. Are the pickups for the two 30CY containers at the Recycling Collection Area to be charged to CLIN X003? Can you provide any history on the type of materials collected, tonnage or frequency of pickups for these containers? Yes. Type of materials is forthcoming.
8. Can you provide an estimate on the number of pickups for the two 30CY containers at the Recycling Collection Area? 10 Each
9. Do you have any specific cleaning frequency requirements for the refuse containers (especially for the food waste containers)? Taking containers off-site for cleaning is costly; therefore, setting a standard frequency allows vendor pricing to be more easily compared. No frequency has been established. We have not encountered any cleanliness issues in the past two years.
10. For a prime contractor with major subcontractors, should each entity (prime AND subcontractor) submit between 3 and 5 PPQs, each? Or do subcontractor PPQs count toward the total of 5 PPQs for each Prime Contractor? In accordance with Addendum 52.212-1, Part II – Past Performance Information it states as follows: (a) Offerors are required to submit past and present performance references for the prime contractor and any major subcontractor(s) performing critical aspects of the requirement on at least three but no more than five for each prime and subcontractor(s) for specific related contracts/work efforts that are relevant and active within the last three years and which demonstrate the ability of its current organization to perform the proposed effort.
11. Government own 70, 3-yard recycle collection bins located at each of the 70 recycle collection points noted on the PWS? Yes
12. Will there be any landscape roll-offs? Yes
13. How big are the tree limbs? Will there be any logs or large pieces? There will be mostly small limbs and small pieces. There will be no trash in the landscape waste. It will be light duty waste.
14. What kind of turnaround for the Roll-Offs? 24 hours. Every call in dumpster is expected within 24 hours unless it is late in the day. There are eleven Call In Dumpsters.
15. Three buildings on base have 30 yard dumpsters. They are buildings 1530, 1600, and 1700.
16. The Compactors are owned by the facility.
17. Recyclable Containers are Government owned.
18. Is Baled Cardboard part of this new ISWM contract at Scott AFB? If so, how much? Who does the baling? Who owns the Baler? Baled cardboard is not part of the new ISWM.
19. If Baled Cardboard is a part of this solicitation, how many bales can be stored at the base before a pickup is needed? N/A
20. Is Shredded Paper part of the new ISWM contract at Scott AFB? If so, how much? Where is it collected from? Yes. Quantities unknown.
21. Will there be any landscape roll-offs? Yes
