1. DESCRIPTION OF SERVICES.
1.1. NON-PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL SERVICES. The
Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
1.2. REFUSE COLLECTION. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to perform refuse collection and disposal services at Scott Air Force Base, Illinois. The contractor shall perform to the standards in the contract as well as all local, state, federal regulations and Final Governing Standards (FGS). Workload estimates are identified in
Appendix A and collection locations are identified in Appendix B.
1.3. RECYCLABLES COLLECTION. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to collect and remove commodities deemed recyclable on Scott Air Force Base, Illinois. The contractor shall be responsible for collecting recyclable material base-wide that is generated through normal daily operations. The contractor shall perform to the standards in the contract as well as applicable local, state and federal regulations. The contractor is encouraged and expected to use innovative approaches to efficiently accomplish Performance Work Statement
(PWS) requirements in a timely manner, at a reasonable costs and in a way that fosters pride and ownership in the work performed. Workload estimates are identified in Appendix A and collection locations are identified in
Appendix B.
1.4. COLLECTION REQUIREMENTS.
1.4.1. REFUSE. The contractor shall empty refuse containers/dumpsters based on historical data for the first
30 days of performance or at least weekly. The contractor shall establish initial vehicle routes and collection schedules upon contract award. They are to be submitted to the Contracting Officer’s Representative (COR) five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time but as a minimum to COR and contractor shall monitor fill capacities during the first 30 days of performance and at one other period to be agreed upon during the same performance period. No changes are allowed to the schedule or haul route without COR approval. Historical frequency tables are located in Appendix A, Table A2. When the contractor completes service at a location, there shall be no litter, or waste material on the ground within a 10-foot radius of the container. The contractor shall ensure the gates of any fenced container enclosures are closed after each collection. The contractor will make a missed pick-up within 24 hours of notification.
1.4.1.1. FOOD WASTE CONTAINERS. The contractor shall empty containers used to dispose of food waste daily on days when the serviced facility in operation. Garbage containers and pickup days are identified in Appendix A, Table A2.
1.4.1.2. TEMPORARY LODGING FACILITIES (TLF). Containers will be place curbside by TLF workers on scheduled pickup days. The contractor shall accomplish pickup weekly. The contractor is responsible for cleaning up any spills, debris, etc. while collecting refuse at each location.
1.4.1.3. OVER AND ABOVE REQUIREMENTS. The following services shall be priced separately in accordance with the cost indicated in Schedule B. The contractor shall be compensated in accordance with the price specified in Schedule B for that service.
1.4.1.4. SPECIAL/UNSCHEDULED EVENTS. Special events require additional collections. The COR shall coordinate with the contractor no later than 14 days prior to the event. Service may require supplying additional recycling containers, collecting/dispensing of recyclables during the event. The contractor will be reimbursed for Special Events under a separate Contract Line Item Number (CLIN). Examples of special events are listed in Appendix A, Estimated Workload Estimates.
1.4.1.4.1. OPEN HOUSE/AIR SHOW. The Open House/Air Show is normally held during the summer months and runs 2-3 days (Friday – Sunday). Fridays are restricted to handicapped and elderly visitors. The contractor shall provide adequate personnel and containers for refuse collection and disposal services. Refuse containers shall be emptied within 15 minutes of being filled to 80% capacity. The government will provide utility vehicles to haul refuse from collection points to contractor disposal vehicle/container.
1.4.1.5. TEMPORARY CONTAINER SERVICE. When requested by the COR, the contractor shall provide roll-off containers for collection of Construction and Demolition (C&D) and other refuse material. The contractor shall place containers at the designated site within one business day from COR notification. The contractor shall dispose of all refuse at a permitted landfill facility.
1.4.1.6. ADDITIONAL PICKUPS. In the event unusual conditions cause a container to require pickup before the scheduled time, the COR and/or CO may request in writing (email/fax sufficient) pickup within 24 hours and the contractor will be compensated at a unit rate based on the container size.
1.4.1.7. YARD WASTE COLLECTION AND DISPOSAL. The contractor shall provide 30 – 40 CY roll-off containers for yard waste collection. The contractor shall place containers at the designated site indicated in
Appendix B and associated maps. All yard waste (i.e. limbs, leaves, small tree branches, etc.) shall be taken to an approved composting and recycling facility for disposal. At no time will this yard waste be mixed with other types of waste. The contractor shall be on an “on-call” basis within one business day of COR notification.
1.4.1.8. POINTS OF COLLECTION. Collection stations are identified is Appendix B. The contractor shall position bulk containers for customer ease. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees and other potential obstructions.
1.4.1.9. CUBIC YARD CAPACITY. Proposed capacities of containers are identified in Appendix A, Table
A2. The contractor is encouraged to identify changes to the capacities of containers and/or service frequencies to improve the overall efficiency of refuse collection. The contractor shall provide any suggested changes to the
COR for approval prior to implementation.
1.4.1.10. GOVERNMENT-APPROVED CONTAINERS. Collection of refuse in all areas, except residential areas, shall be from contractor-provided, government-approved containers.
1.4.1.11. CONTAINER AND COLLECTION AREA MAINTENANCE. The contractor shall return all refuse containers to their original location after servicing in an upright position with the lids securely in place
(closed). The contractor is responsible for cleaning up any spills, debris, etc., on the ground within ten feet of the container when servicing a location. The contractor shall collect debris placed at collection stations; for example, tree branches, sacks, cartons, boxes, cans, tied bundles, or other containers. It is intended that the majority of debris will be placed in containers. The contractor shall notify the COR of locations where debris is frequently placed outside of containers so the COR may notify facility managers. The contractor can adjust the container size or pickup frequency with COR approval. The contractor will be responsible for keeping collection areas free of refuse and debris.
1.4.1.12. WEIGHING OF VEHICLES. The contractor shall weigh all vehicles used in the collection of refuse materials on state certified vehicle scales before arriving at the base and on state-certified scales at the landfill. Incoming and outgoing vehicle weights shall be recorded on weight tickets provided by the operator to determine the amount of refuse tonnage collected on the base. The contractor shall submit a monthly report that includes weight tickets that reflect the disposed tonnage, date of disposal, type of vehicle and cost of landfill tipping fees.
1.4.1.13. OFF-BASE DISPOSAL. The contractor shall transport and dispose of all refuse at a licensed off-base disposal site. A copy of the landfill(s) operating permit that material is transported to shall be provided to the CO. The contractor is responsible for disposal being in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations and invoice to the landfill tipping fee line item for reimbursement.
1.4.1.14. WASTE WATER TREATMENT PLANT COLLECTION. Contractor shall supply six 1-yard containers. Three of which will be cut down 3 inches to accommodate lower conveyor opening at the treatment plant. The three remaining containers shall have no customization. All containers shall have standard 6” wheels. Full containers shall be pushed out to the street by the government and situated in a way for easy collection/access.
1.4.2. RECYCLABLES.
1.4.2.1. ROUTES/SCHEDULES SUBMITTALS. The contractor shall perform pickups at the locations and frequencies identified in Appendices A and B. The COR shall coordinate with the contractor to schedule pick-ups when materials become excessive at points of collection (see para 1.3.2.5. below). The contractor shall submit any recommended route changes or additions to the COR no later than five calendar days prior to start of contract performance. The COR must approve the submittals prior to the contractor starting work.
1.4.2.2. ADDITIONAL COLLECTIONS. Additional collections may occur when unusual conditions require collection outside of the normally scheduled frequencies. Additional collections shall be accomplished within
24 hours of COR notification.
1.4.2.3. SPECIAL EVENTS. Special events require additional collections. The COR shall coordinate with the contractor no later than 14 days prior to the event. Service may require supplying additional recycling containers, collecting/dispensing of recyclables during the event. The contractor will be reimbursed for Special
Events under a separate Contract Line Item Number (CLIN). Examples of special events are listed in Appendix
A, Estimated Workload Estimates.

1.4.2.4. SURGE REQUIREMENTS. Surge requirements beyond the capability of the contractor may be augmented by the government at its option when the government perceives that mission accomplishment is endangered.
1.4.2.5. POINTS OF COLLECTION. Collection locations for recyclable materials are identified in
Appendix B and include office building areas, industrial areas, food service areas, and recreation areas. The contractor shall position containers and recycling bins for customer ease. This may require repositioning of containers. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions. The contractor shall provide new containers when existing containers are deemed beyond repair or replacement is necessary. During the contract performance period, the government reserves the right to add, delete, or change collection points and number of containers to meet changing requirements. The contractor will be notified of any changes to collection points by the COR. Changes shall be effective when COR and contractor has agreed upon scheduled start time.
1.4.2.6. RECYCLABLE COLLECTION AREA (Bldg 4205). The recyclable collection area shall be utilized by base personnel to collect larger amounts of recyclable material not otherwise able to be accommodated by facility locations. Contractor shall provide two 30-cy containers that shall be serviced on a call-in basis.
1.4.2.7. GOVERNMENT-APPROVED CONTAINERS. The contractor shall collect recyclable materials from contractor-provided, government-approved containers, recycling bins or plastic bags. The containers should be called in for pick-up when they are full. The containers should be covered or closed to prevent the recycling materials from littering the area, except the scrap metals container.
1.4.3. MATERIALS COLLECTION. The recyclable materials that are to be collected at a minimum are:
paper (newspaper, magazines, etc.), cardboard, cans, plastic, glass, and scrap metals. The materials will be sold as collected. All materials shall be tracked by reported bill of lading weight and reported to the COR and or, the Qualified Recycling Program (QRP) manager. The customer drop-off containers shall be emptied daily or as-needed.
1.5. EQUIPMENT MAINTENANCE. The contractor shall furnish containers that match the color scheme of the base. Additional re-painting must match the approved color scheme. The contractor shall maintain all contractor and government provided containers ensuring they are free of unpleasant odors, dirt, debris, and pests. The contractor shall ensure all containers remain in good, workable condition. All containers must remain easily accessible to customers. The contractor shall perform all cleaning, painting, repair and other maintenance tasks off-base. Contractor trucks and trailers used for hauling and collecting shall be free of odor, dirt, debris, and pests. Contractor vehicles and equipment shall not have any waste or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicle or equipment have any leaks, the contractor is responsible for cleanup.
1.6. REPORTS AND RECORDS.
1.6.1. REFUSE. The contractor shall provide a monthly report detailing total tonnage of municipal solid waste
(MSW and CD) collected, landfill tipping fees and weight tickets. Format for these monthly reports shall be coordinated with the CO or COR. The Contractor shall provide a written and/or electronic copy of the invoice for billing submitted no later than close of business (COB) on the tenth day of the month. The Contractor shall provide the COR a copy of the Driver’s Log used for pick-up, on the next business day following regular MSW pick-up, as requested.
1.6.2. RECYCLABLES. The contractor shall provide a monthly report detailing total tonnage of materials recycled to the COR and/or the QRP manager no later than close of business of the tenth day of the following month. The contractor-provided monthly report will provide recycling quantities for acquired and shipped commodities, by type and a shipping summary. In addition, the monthly report will briefly summarize recycling activities and operations (e.g. special collections recycle pick-ups).
1.7. INCLEMENT WEATHER. The contractor shall collect refuse and recyclables during periods of inclement weather. In cases of severe weather, the COR may authorize exceptions. When exceptions are granted, the contractor shall perform all missed collections within 24 hours after the severe weather has terminated. Unless the Contracting Officer authorizes additional time.
1.8. ROUTE PARAMETERS. The contractor shall establish routes to the base through the Mascoutah
(Contractor) Gate between 6:00am and 4:00pm, Monday through Friday, excluding federal holidays. Collection outside these hours requires COR approval and shall be through the Shiloh Gate.
1.9. SUBMITTALS. The contractor shall provide the COR and/or the QRP manager with the following information, reports, logs and lists at the frequency identified in the table below. All indicated information and reports shall be provided by the 10th day of the following month after the close of the reporting cycle.
Electronic data submissions shall be used to the maximum extent practicable as deemed by the COR.

2. SERVICE SUMMARY (SS). The contract service requirements are summarized in performance objectives that relate directly to requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.

2.1. QUALITY CONTROL. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the American
National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service.
The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. The contractor shall submit a written quality control plan to the contracting officer for approval. The contractor shall submit the plan no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.2. QUALITY ASSURANCE. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a DD Form 2772, Contract
Discrepancy Report (CDR) for issuance to the contractor. The contractor shall respond to the CDR in accordance with instructions provided and return it to the Contracting Officer within 10 calendar days of receipt.
2.3. PERFORMANCE ASSESSMENT.
2.3.1. PERIODIC VALIDATIONS. This method requires the COR to employ a “spot check” style of evaluation. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. Any unsatisfactory inspection (defect) result shall be recorded, and the contractor shall re-perform the service after notification by the CO or COR.
Failing to meet the performance threshold as outlined in the SDS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO. Failing to meet the performance threshold as outlined in the SDS of these performance objectives in any combination for any two or more consecutive or non-consecutive months during a contract period shall constitute an immediate progress meeting with the Multi-Functional Team.
2.4. PERIODIC PROGRESS MEETINGS. The CO, Functional Commander, COR, other government personnel as appropriate, and the contractor meet quarterly to discuss the contractor’s performance. The following issues could potentially be discussed:
- Opportunities to improve the contract
- Any modifications required of the contract
- Unsatisfactory inspections and trends against each performance objective observed
- Positive performance
- Steps taken by the Contractor to prevent unsatisfactory occurrences in the future.
The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.

4. GENERAL INFORMATION.
4.1. MISSION. The overall Civil Engineer mission at Scott AFB, Illinois is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees.
Home to Air Mobility Command Headquarters (AMC HQ), United States Transportation Command
(USTRANSCOM), and other high profile tenant agencies, Scott is known as “The Showcase Wing.” As such, Scott hosts an average of 75 Distinguished Visitors and VIP Guests annually. Special areas of concern during these visits are Heritage Drive, Scott Drive, Hangar 1 (Bldg 433), USTRANSCOM (Building 1900), AMC HQ
(Bldg 1600), Essex House (Bldg. 150), Global Reach Planning Center (Bldg. 1907), and Scott Club (Bldg.
1560).
4.2. BACKGROUND. Scott AFB is located in southern Illinois, 20 miles east of St. Louis, Missouri along
Interstate 64. Several communities surround the base including, Belleville, Shiloh, O’Fallon, Fairview Heights, Mascoutah, and Lebanon. Scott AFB experiences four distinct seasons and receives an average of 39 inches of precipitation annually, with an average high temperature of 89 degrees, in the month of July, and an average low of 23 degrees, the month of January.

4.4. ENVIRONMENTAL REQUIREMENTS. In addition to all applicable Federal, State and Local environmental codes and regulations, the following specific guidance is provided.
4.4.1. Hazardous Materials. The CO shall approve all hazardous materials brought on site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952.
Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
4.4.1.1. SPILL CONTROL. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
4.5. HOURS OF OPERATION. The contractor shall perform refuse and recyclable collection during between 0600 and 1600, Monday through Friday, excluding federal holidays, unless otherwise required in the contract or approved by the COR. There may be situations that require the contractor to work at times other than normal working hours. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the COR and reschedule the work to minimize disruption.
4.6. RECOGNIZED HOLIDAYS. The contractor is not required to provide service on federal holidays, except in emergency situations. Federal holidays are as follows:
New Year’s Day - 1 January Labor Day - 1st Monday in September
Martin Luther King Day - 3rd Monday in January Columbus Day - 2nd Monday in October
Washington’s Birthday - 3rd Monday in February Veteran’s Day - 11 November
Memorial Day - last Monday in May Thanksgiving Day - 4th Thursday in November
Independence Day - 4 July Christmas Day - 25 December
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.6.1. BASE CLOSURES. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.7. SECURITY REQUIREMENTS. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by
Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an
LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
4.7.2. BADGES. The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
4.7.3. CONTRACTOR REGISTRATION OF VEHICLES ON SCOTT AFB. All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
4.7.4. ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS (FPCONS).
Contractors will be assigned a mission essential designation IAW requirements contained in Scott Air Force
Base Integrated Defense Plan 31-1. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
4.7.5. SAFEGUARDING CLASSIFIED OR UNCLASSIFIED INFORMATION. The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period. To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager. Work on this project requires that personnel have access to Privacy
Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
4.7.6. CONTRACTORS WORKING IN CONTROLLED OR RESTRICTED AREAS. The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area.
Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW Scott Air Force Base
Integrated Defense Plan 31-1, and command/local directives.
4.7.7. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED AREAS.
The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
4.7.7.1. CONTRACTORS RESPONSIBILITIES WHILE WORKING WITHIN CONTROLLED OR
RESTRICTED AREAS. Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199. The government, at any time, may revoke the AF Form 1199. The procedures for the issuance of an AF Form 1199 are contained in
Scott Air Force Base Integrated Defense Plan 31-1. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in Scott Air Force Base Integrated Defense Plan 31-1.
4.7.7.2. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED
AREAS FOR REPLACEMENT CONTRACTORS. The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable Review” prior to having access to a Controlled Area. The above information shall be submitted to 375 AMW/IP.
4.8. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY. IAW DoDI
3020.37 upon notification by the CO, the contractor shall perform refuse and recyclables collections until appropriately released or evacuated by military authority. The hours of operation shall remain as stated in the
PWS. The COR shall identify mission essential priorities and direct the contactor appropriately.
4.9. SPECIAL QUALIFICATIONS. The contractor shall provide the name and telephone number of the contractor’s on-site contract manager and alternate responsible for all requirements in the PWS.
4.10. INTERFACES. The contractor shall not unduly interfere with regularly scheduled government operational activities in the performance of contract requirements. In the event a government supervisor so requests, the contractor shall temporarily cease work in the area and report the instructions, to include name of the government person involved, to the CO/COR. immediately by the most expedient means. The contractor shall notify the CO/COR verbally of disputes with customers or other base contractors and follow-up in writing.
4.11. CONTRACTING OFFICER AND CONTRACTING OFFICER REPRESENTATIVE. The
Contracting Officer will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contract award.
4.12. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the COR as soon as possible after each occurrence of damage to government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The contractor shall provide a completed copy of required Accident
Investigation Reports to the CO within five calendar days of each occurrence.
4.13. CHANGES IN SCOPE OF WORK. The contractor shall identify pricing for each type of tasking in the contract schedule. The contractor shall use Appendix A for adding or subtracting work and/or work areas on or off of the base.
4.14. MANPOWER REPORTING. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United
States Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. The contractor may direct questions to the CMRA help desk.
4.14.1. USES AND SAFEGUARDING OF INFORMATION. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.14.2. USER MANUALS. Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
