RESPONSES TO VENDOR QUESTIONS 8 Sep 2016

Q 1: Paragraph 1.2.1 – Inspection Repair: Is the contractor responsible for making any corrections to deficiencies found during an inspection at no additional cost? If so, how will the deficiencies already identified during the current contract that have not been authorized for repair be handled?

Ans: The deficiencies found during inspections will be billed under CLIN 0001 as Fire Alarm Maintenance. We have a work task listing with current deficiencies which will be handed to the new contractor at start. Each of these will be classified as service calls as funds allow.

Q 2: Paragraph 1.2.1.1 – Is the contractor only responsible for ensuring that the suppression panels properly interface with the fire alarm panels? Who will be responsible for the devices on the suppression panels?

Ans: Suppression devices will be maintained and serviced by Civil Engineering’s utilities shop. The wiring/electrical connection from those devices to both panels will be the contractor’s responsibility.

Q 3: Paragraph 1.2.4 – Service Calls: Are requests to disable fire alarm panels for other contractors considered service calls to the Government, or are they to be charged directly to the other contractor?

Ans: This will be determined case by case. In most cases, direct billing between contractors will take place. However, due to the complex nature of some projects, there will be instances where the CO/COR authorizes contract funds to ensure quick service.

Q 4: Paragraph 1.3 – Emergency Services: Please define the term “Respond”. Does this mean the contractor will get in touch with the Government official requesting the emergency call within the designated time requirement and then immediately proceed to the site? Or, does it mean that the contractor must be physically at the site of the emergency call location within the thirty minutes or one hour?

Ans: Respond is strictly being used as acknowledgement. We do not expect anyone to be able to respond on base within 30 minutes of a call during non-duty hours. After acknowledgement of needed service is made, an appropriate show time will be determined between on call personnel and the government.

Q 5: Paragraph 1.6.1 Fire Extinguisher Maintenance Special Qualifications: Is the extinguisher shop recertification the responsibility of the contractor or Scott AFB? The Fire Chief used to coordinate this renewal.

Ans: Scott Fire Department coordinates a shop level certification every year that the contractor is welcome to be a part of, but it is up to the contractor to ensure individual DoT (re)certifications.

Q 6: Paragraph 1.6.4.1. Fire Extinguisher Recharge: There is no individual pricing line items for recharging extinguishers. Is the contractor to use the six year inspection pricing lines to account for this function?

Ans: The recharging will be classified under maintenance of extinguishers as part of CLIN 0004.
