PERFORMANCE WORK STATEMENT
FOR
INSPECTION AND REPAIR, TESTING, AND MAINTENANCE
OF FIRE ALARM DETECTION AND EXTINGUISHER
SERVICES
AT
SCOTT AFB, IL

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION: The contractor will ensure serviceability and proper operation of automatic fire alarm systems, radio transceivers, and directly connected fire suppression panels/interfaces at Scott AFB (see Appendix A). They shall accomplish this by providing all management, services, and resources necessary to maintain, inspect, repair, and test the electrical aspect of these items. In addition, the contractor shall provide fire extinguisher maintenance as required by the Scott AFB Fire Department. Prior to and immediately following contractor's performance of any required service(s), reasonable notification shall be provided to the Scott AFB Fire Department, facility manager or occupants of buildings where work is to be accomplished. NOTE: All transportation, tools, and personal protective equipment shall be provided by the contractor.
1.1. SPECIAL QUALIFICATIONS: All contractor employees and, as applicable, subcontractors shall have current and valid National Institute for Certification in Engineering Technologies (NICET) certifications, Fire Alarm Level 2. Copies of these certifications shall be made available to the contracting officer or representative at contract start, five workdays before new employee start date, and upon request thereafter. Other qualifications may be substituted for NICET Fire Alarm Level 2 if such other qualifications are equal to or greater than those required for NICET Fire Alarm Level 2 qualification. Although certification is not needed, the ability to perform work on proprietary systems such as Monaco, Cintas, Notifier, etc. must be met in order to adhere to this contract’s work requirements. Any other non-specified qualifications needed for service (i.e. electrician, elevator, etc.) will also be provided to the approving authority. The approving authority for such qualifications is the Contracting Officer’s Representative (COR).
1.2. INSPECTION AND REPAIR, TESTING, PREVENTIVE MAINTENANCE, AND
SERVICE CALL REPAIR WORK
1.2.1. INSPECTION AND REPAIR: The contractor shall annually inspect automatic fire alarm systems, radio transceivers, and directly connected fire suppression panels/interfaces in accordance with applicable Uniformed Facilities Criteria (UFC) 3-601-02, National Fire Protection Agency (NFPA) Standards, and manufacturer’s instructions. Any discrepancies or impairments to an automatic fire alarm system discovered during a scheduled inspection shall be corrected within three calendar days thereafter. If a discrepancy or impairment is found during an inspection that requires more than three days to correct, the contractor shall provide to the COR written recommendations and solutions, along with a project completion date, to correct the problem. Any discrepancies found during an inspection will not be considered a service call after the three calendar days and will still be considered a repair under inspection.
The contractor shall date and document results of each inspection, and make reports available to the government by forwarding the original copy of the inspection report to the COR.
1.2.1.1. Systems that are directly affected by an associated fire suppression panel must perform to NFPA standard. Inspections and repairs must be implemented on these devices to safeguard the integration between fire detection and fire suppression systems, yet no work beyond the suppression panel into the suppression system will be required. Any supplementary work beyond inspection and repair of suppression panels will defer to service calls per 1.2.4.
1.2.2. TESTING: The contractor will perform annual functional and operational testing on automatic fire alarm systems, radio transceivers, and directly connected fire suppression panels/interfaces in accordance with applicable UFC 3-601-02, NFPA Standards, and manufacturer’s instructions. When conducting a test, the contractor will advise the installation's fire department (618-256-5130) that a test is being conducted and that an emergency response is not desired. For systems inaccessible for security reasons or where there is a conflict of operations, the contractor shall notify the COR or designated representative to make arrangements for access. Testing results shall be documented to include the operational condition of the system tested. These testing results shall be incorporated with the Inspection report, unless circumstances prevent testing to be conducted during inspection.
1.2.2.1. When conducting any fire alarm tests, the contractor shall coordinate with the facility manager of the building being tested. During the scheduled testing of buildings with elevator fire service devices, coordination shall be made with the elevator service contractor via the COR. Testing of elevator recall and all safety features related to fire detection services will then be performed at the corresponding time.
1.2.2.2. All work performed at the control tower, building 3900, will be coordinated with the Mid America Fire Department and the Scott AFB Fire Department. 1.2.3. PREVENTIVE MAINTENANCE: The contractor will perform recurring preventive maintenance on automatic fire alarm systems, radio transceivers, and directly connected fire suppression panels/interfaces in accordance with applicable NFPA Standards and manufacturer’s instructions. Preventive maintenance will be conducted annually, in conjunction with paragraph 1.2.1. & 1.2.2. The contractor will notify the Scott AFB Fire Department, appropriate facility manager, and occupants prior to and following completion of performing preventive maintenance on installed fire extinguishers, radio transceivers, automatic fire alarm systems, and directly connected fire suppression panels/interfaces.
Document preventive maintenance conducted. Incorporate results with inspection report, unless circumstances prevent preventive maintenance from being conducted during inspection.
1.2.3.1. During routine inspections, maintenance, and testing; all repair work conducted will be considered maintenance unless the COR is informed and agrees otherwise. When the COR agrees that the maintenance concern should be addressed as service call repair work, the contractor will respond in accordance with para 1.2.4.
1.2.4. SERVICE CALL: Service calls may consist of any work requests other than repairs, installations, testing, and preventive maintenance. Such calls may consist of removal and/or replacement of alarm devices, requests to deactivate/activate alarm loops, and special requests to assist other contractors and military personnel working on Scott AFB facilities.
All service call requests shall be documented by the contractor and approved by the COR prior to commencing any work. Materials, supplies, and parts needed for service calls, which are not readily available from government stock/supply, will be purchased by the contractor at fair market price and subsequently reimbursed by the government. Any purchase over $250.00 must be approved by the COR prior to purchase (para 1.5).
1.2.4.1. RESPONSE TIME: During normal duty hours, covered in paragraph 4.4.1, the contractor shall respond in person to all service call requests within 30 minutes.
1.2.4.2. LABOR CREDIT: The contractor shall provide a two-hour labor credit to the government per service call for this contract at no charge during normal duty hours. All additional labor hours extending past the initial two-hour labor time period during normal duty hours will be charged to the government. All service call repair work extending past two hours of labor will be approved by the COR, with the labor credit being reported on invoice of labor.
1.2.4.3. EXCEPTION: Repeated special requests for support from other contractors working on Scott AFB facilities will not be covered by the two-hour labor credit and must be approved by the COR on a case-by-case basis. Normal Fire Extinguisher Maintenance will be done on a continual basis and is not subject to the two-hour labor credit.
1.2.5. FEASIBILITY OF IMPLEMENTATION: In the event that national, state, or local certification standards update during the contract period, the contractor will coordinate with the CO or COR on the implementation of new standards. The government may choose to “grandfather-in” previous codes with guidance from the Base Fire Chief. In this case, requirements will not change. If updating to new standards, personnel certifications must be kept up to date or recertified if necessary. New certifications/certification updates must be provided to the COR upon completion.
1.3. EMERGENCY SERVICES: If an emergency situation should arise, the contractor shall respond as directed not later than 30 minutes after notification during normal work hours and not later than one hour after normal work hours, including holidays and weekends, as stated in section
4.4. An emergency situation differs from an urgent situation in that it requires immediate action to prevent loss of life, serious injury to personnel, or loss or damage to government property.
Emergency services shall be performed and completed within two hours after contractor has reported for duty. If the contractor is unable to complete services within required time period, the COR or designated representative shall be immediately notified and additional arrangements made to accomplish the required service.
1.4. URGENT SERVICES: If an urgent situation should arise after normal duty hours, including holidays and weekends that would result in an inconvenience to occupants (e.g., inoperative panel, trouble alarm sounding from a fire alarm panel), the contractor shall report as directed not later than one hour following notification. Urgent services shall be completed within 24 hours of notification. If the contractor is unable to complete services within required time period, the COR or designated representative shall be immediately notified and additional arrangements made to accomplish the required service.
1.5. REIMBURSABLE PARTS: The contractor shall be responsible for procuring all required repair and replacement parts, reimbursable by the government at cost. For the purpose of such reimbursements, a copy of the supplier's original invoice shall be attached to the request for reimbursement and submitted to the contracting officer or designated representative in accordance with section 1.7. Prior to purchasing replacement parts with an estimated value of $2,000.00 or more, the contractor shall seek two or more competitive price quotations. Documentation of evidence to obtain competitive pricing shall support and be submitted with requests for reimbursement. Prices offered in GSA catalogs are sufficient for competitive pricing. Current pricing and documentation must be delivered to the designated COR before purchasing any single replacement part over $250.00.
1.6. FIRE EXTINGUISHER MAINTENANCE: The contractor shall be responsible for providing maintenance and inspection of all fire extinguishers of all types located on Scott AFB, including 150 lb Halon flight line extinguishers, handheld aircraft Halon, and 150 lb. Dry Chemical extinguishers. All maintenance and inspections for easily transportable extinguishers will be accomplished at 177 Hangar Road (facility 460 Fire Station #1, Scott AFB Fire Department). The fire department will provide all extinguishing agents and expellants and reload equipment required. Maintenance will be conducted in accordance with NFPA 10, Standard for Portable Fire Extinguishers.
1.6.1. FIRE EXTINGUISHER MAINTENANCE SPECIAL QUALIFICATIONS:
Maintenance and Inspections conducted on Department of Transportation’s (DOT) certified cylinders require special training and documentation standards as outlined in 49 CFR Part 107 Subpart I. The government will provide a Re-qualification Identification Number for Fire Station #1 in accordance with 49 CFR 107.805. The contractor must provide DOT approved training, to include refresher training (every three years). Upon completion, forward DOT compliant re-qualification training certificates for employees to the Contracting Officer or COR.
1.6.2. DOCUMENTATION: All fire extinguishers on Scott AFB must be inspected and maintained annually. The contractor will develop an electronic record consisting of at least, but not limited to, the following categories—serial number, class (type of extinguisher), type of service (i.e., annual, 6/12 year service or recharging), inspection date, inspection due date, and service location. Updates to the record will be conducted at least monthly and provided to the COR in accordance with section 1.7. The record developed by the contractor is the property of the government.
1.6.3. TRANSPORTATION: All fire extinguishers will be transported to and from their service location by the user if easily transportable. If not easily transportable or for a fixed unit, the contractor will provide onsite maintenance and inspection.
1.6.4. CORRECTIVE MAINTENANCE: Corrective Maintenance returns a fire extinguisher to full operating capacity.
1.6.4.1. FIRE EXTINGUISHER RECHARGE: Fire extinguishers shall be recharged in accordance with applicable industries standards or NFPA 10, Standard for Portable Fire Extinguishers, whichever is more stringent.
1.6.5. SIX YEAR MAINTENANCE: The contractor shall perform overhaul maintenance in accordance with the manufacturer’s requirements for each type of extinguisher. Each six year maintenance cycle shall be recorded on a record tag consisting of a metal decal, which shall be affixed to the exterior of the extinguisher shell.
1.6.6. TWELVE YEAR HYDROSTATIC TESTING: The contractor shall hydrostatically test extinguishers as specified in the manufacturer’s recommendations. The contractor shall attach a sticker/plate identifying pertinent information on all extinguishers that pass the test.
Extinguishers that fail the hydrostatic test shall be identified and returned to the government.
1.7. DIGITAL DOCUMENTATION: All contractor-prepared documentation shall be provided to the government in electronic format. Electronic versions must be compatible with Microsoft Windows 7, 8.1, and 10 and must be formatted to work with Adobe Acrobat or Microsoft Office Suites. Physical hard copies may be requested at the government’s convenience.

SECTION 3A
GOVERNMENT FURNISHED PROPERTY AND SERVICES
3. GOVERNMENT FURNISHED PROPERTY
3.1. GOVERNMENT FURNISHED STORAGE SPACE: South portion of facility 533 (707 Hangar Road, Scott Air Force Base). Contractor may only use this area for storage of parts, tools, and equipment that are useful for conducting requirements contained in this PWS. Flammable liquids and gases, corrosive and/or hazardous materials, and other products that pose a threat to life, health or property are not permitted unless stored in UFC compliant storage lockers. The COR will make final determination of appropriateness on all contractor stored objects and/or materials and will inspect area as often as desired. Objects and/or material deemed inappropriate will be removed immediately by the contractor.
3.1.1. CONTRACTOR RESPONSIBILITY: The contractor is responsible for safeguarding all government property provided for use under this contract. Contractor will ensure designated COR has continual access to such facilities. Damage incurred to government property, in the care of the contractor and due to contractor negligence, will be reimbursed to the government at current replacement cost.
3.2 SERVICES
3.2.1. FIRE RESPONSE: In the event of any emergency, call 911. Fire response services will be provided by the government. The contractor will be provided a base telephone directory for the purpose of contacting appropriate organizations.
3.2.2. EMERGENCY MEDICAL SERVICE: The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while performing responsibilities under this contract. The contractor may also request response and transport from a local hospital. The contractor is responsible for any and all costs associated with emergency medical treatment of his/her employees.
SECTION 3B
CONTRACTOR-FURNISHED PROPERTY, EQUIPMENT AND SERVICES
3.3. GENERAL: Except for facilities, materials, and services specifically noted in Section 3A, the contractor shall furnish all personnel, vehicles, and equipment required to perform all contract requirements.
3.3.1. TELEPHONE SERVICE: The contractor shall maintain an operating business telephone at all times, at his own expense. The contractor shall provide a point of contact and phone number(s) at contract start.
GENERAL INFORMATION
4. PERSONNEL
4.1. CONTRACT MANAGER: The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate shall be designated in writing to the Contracting Officer or COR prior to the contract start date. Changes to personnel shall be submitted to the government within five workdays of the changes. The Contract Manager or alternate shall have full authority to act on all contract matters relating to the daily operation of the contract. The Contract Manager or alternate shall be available to speak/meet with the CO or COR within 24 hours of request during normal operating hours, or within the next business day after Friday or a Federal Holiday.
4.1.1. CONTRACTOR EMPLOYEES: Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This shall be accomplished by the wearing of distinctive, standardized clothing bearing the name of the company or by possessing the appropriate badges containing the company’s name and employee picture.
4.2. NON-PERSONAL AND/OR INHERENTLY GOVERNMENTAL SERVICES: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately.
These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
4.3. QUALITY CONTROL: The contractor shall develop and maintain a quality control program to ensure fire alarm and fire extinguisher maintenance services are performed by UFC 3-601-02, NFPA, and manufacturer’s instructions. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the contractor shall develop quality control procedures addressing the areas identified in Section 2, Services Summary (SS), and provide it to the government upon request.
4.3.1. QUALITY ASSURANCE: The government will evaluate the contractor’s performance by appointing a COR to monitor performance to ensure services are satisfactorily performed. The government COR will evaluate the Contractor’s performance through on-site inspections, evaluation of the contractor’s quality control program, and receipt of customer complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate due to repeated failures or customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. The government will also receive and investigate complaints from various customers located on the installation.
4.3.2. CUSTOMER COMPLAINTS: All customer complaints will be addressed to the government COR. The COR will verify and validate each customer complaint and complete a Customer Complaint Record on a locally acceptable form or medium such as email. The COR will advise the contractor of the complaint and the contractor shall have 48 hours after notification to correct the discrepancy. The contractor shall note the action taken, including date and time, and return the completed complaint record to the COR. If re-performance is requested and performed satisfactorily, the re-performed task will not count as a defect.
Services that are not re-performed, or services that are re-preformed unsatisfactorily, will count against the Performance Threshold listed in Section 2, Services Summary.
4.3.3. GOVERNMENT OBSERVATIONS: With CO coordination, Government personnel (other than Contacting Officers and Inspectors) may from time-to-time observe or inspect contractor operations. However, these personnel may not interfere with contractor’s performance.
4.4. HOURS OF OPERATION
4.4.1. NORMAL HOURS: Normal hours of operation shall be between the hours of 0730 to 1530 hours Monday through Friday. Specific exceptions to these hours are listed in paragraph
4.4.3. The government reserves the right to change hours of operation or restrict contractor access. The contractor may request to work hours other than normal duty hours; if this is the case, the contractor shall receive authorization by CO or COR. Approval for changes in normal work hours, extended hours during exercises or mission changes will not be unreasonably withheld.
4.4.2. FEDERAL HOLIDAYS: The contractor is not required to provide services other than emergency or urgent on Federal holidays. Current holidays include: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. 4.4.3. HOURS OF OPERATION OTHER THAN NORMAL: The contractor shall work whatever hours necessary to resolve an emergency occurring within his or her area of responsibility. There are numerous mission situations that may require the contractor to work other than normal hours. Some of these situations include special events and/or services required due to weather emergencies.
4.4.4. EMERGENCY SERVICES: Emergency services include accidents, civil disturbances, natural disasters, and unanticipated/unscheduled military contingency operations and exercises. During emergency situations (i.e., tornadoes, etc.) or as directed by the CO, the contractor shall provide services as required.
4.5. LABOR REPORTING: The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Fire Alarm Detection Maintenance via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be the labor executed during the period of performance for each government fiscal year (FY), which run from 1 October through 30 September. While inputs may be reported at any time during that FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct all questions to the CMRA help desk.

4.6. SAFETY REQUIREMENTS: The contractor is solely responsible for the safety and health of his/her employees during the course of contract operations. The contractor shall comply with all Federal Occupational Safety and Health Act (OSHA) requirements and standards as published in the 29 Code of Federal Regulations (CFR), and conform to the safety requirements contained in the contract.
4.6.1. ACCIDENTS/MISHAPS: In the event of an accident or mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap in order to prevent further damage to persons or property. The contractor shall report the incident to the COR within one hour of occurrence.
4.6.2. INVESTIGATIONS: If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel as required.
4.6.3. COMPLIANCE: The contractor shall require all subcontractors to comply with all security and safety provisions specified in this contract.
4.6.4 INDUSTRIAL HOUSEKEEPING: The contractor shall clean each work site at the end of each day to the satisfaction of the COR. Upon completion of the work, all construction equipment and debris shall be removed from the site and the area shall be left in a neat and acceptable condition. Any contractor-caused damages to government–owned structures, facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to complete satisfaction of the COR. Any holes, cuts, breakage, and damages made in finished surfaces of the area in which the work has been accomplished shall be properly repaired. The disfigured areas shall then be painted over or otherwise repaired and resurfaced in kind to match the existing finishes, to the complete satisfaction of the COR.
SECURITY
5. SECURITY REQUIREMENTS: All personnel employed by the contractor in the performance of this contract and any representative(s) of the contractor entering the government installation shall abide by all security regulations of the installation.
5.1. CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractor’s Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
5.2. BADGES: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Visitors Control Center upon expiration of pass and/or completion of contract.
5.3. CONTRACTOR REGISTRATION OF VEHICLES ON SCOTT AFB: All contractor’s or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally, any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
5.4. ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS
(FPCONS): Contractors will be assigned a mission essential designation in accordance with requirements contained in Scott Air Force Base Integrated Defense Plan 31-1. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
5.5. PROPERTY PROTECTION: Property protection for facility where the contractor’s primary work center is located will be the responsibility of the local facility manager and local government Security Manager, or their duly authorized representative in accordance with AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
5.6. SAFEGUARDING CLASSIFIED OR SENSITIVE UNCLASSIFIED INFORMATION:
The contractor shall meet Air Force standards for storing, processing, and handling classified and sensitive unclassified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
5.7. NON-DISCLOSURE AGREEMENTS: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
5.8. PRIVACY ACT: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
5.9. CONTRACTORS WORKING IN CONTROLLED OR RESTRICTED AREAS: The unit requesting contract support will provide escort (s) for contractors at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements in accordance with Scott Air Force Base Integrated Defense Plan 31-1, and command/local directives.
5.10. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED
AREAS: The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
5.11. CONTRACTORS RESPONSIBILITIES WHILE WORKING IN CONTROLLED OR
RESTRICTED AREAS: Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199. The government, at any time, may revoke the AF Form 1199. The procedures for the issuance of an AF Form 1199 are contained in Scott Air Force Base Integrated Defense Plan 31-1. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in Scott Air Force Base Integrated Defense Plan 31-1.
5.12. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED
AREAS FOR REPLACEMENT CONTRACTORS: The unit requesting contract support will continuously escort replacement contractors not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review.
Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable Review” prior to having access to a Controlled Area. The above information shall be submitted to both 375 AMW/IP.
