About this file
This document is a Questions and Answers (Q&A) file for an airfield maintenance project at a military base. The project involves sinkhole repairs at 10 water inlet locations, pressure washing the northeast ramp, and repainting/replacing various airfield markings including 9 thermoplastic hold lines, TACAN checkpoints, and other runway/taxiway markings. Key requirements include obtaining star IDs for crew access, filing dig permits every 20 days, using concrete piping for repairs, applying Bermuda grass hydroseeding, and using Type III glass beads and 100% acrylic polymer resin paint. The project has a 120-day duration and excludes work on the west ramp. Specific technical details include using 90mil (2.3mm) thick thermoplastic markings covering approximately 1050 square yards, with precise locations specified for taxiways Alpha, Beta, Charlie, Delta, and Echo.

Question Answer
For pipes to be patched, please confirm the depth elevation of storm drains, and if this information cannot be provided, confirm that any assumptions made for bidding purposes will be treated as differing site conditions under FAR 52.236 2 or addressed as a change under FAR 52.243 4.
Storm drain ducts slope from one pipe to another. Due to the heavy flow of these lines, the depths will vary between 2'-3'
All plan locations indicate Type 1 (inlet box) sinkhole repairs; please confirm that if any Type 2 (storm drain) sinkholes are encountered, they will be treated as differing site conditions under FAR 52.236 2 and addressed as a change under FAR 52.243 4. Can you confirm #48 is correct for what is type 1 vs type 2?
Yes, they will be treated as a differing site condition. Most repairs are expected to be Type 1. All of the 10 sinkholes on this scope of work are located at water inlets.
3 1) What are the requirements for each crew member to gain access to the base? Each crew member will need a star ID to access base. Each vehicle will need proof of insurance and registration. Large vehicles will have to go through the CVI gate on Kelly St.
2) Is airfield training required for just a couple of people or will everyone need to go through the training? To include my operators of the equipment that will be working on the abandoned side of the airfield.
Anyone operating a vehicle or drivable equipment on the airfield will have to go through airfiedl driving training.
3) Regarding the repair of all the sink holes, are there any permits that will need to be pulled? If so, will you guys be pulling them and any other permits needed to complete all work?
A dig permit will need to be filed with the CE department while sink holes are being worked. This will need to be refiled every 20 days.
4) In the location of all the sink holes, are there any underground utilities that we must worry about when excavating?
Once the dig permit is filed, any utilities will be located if in the area. From my knowlege, there is only storm water along this area.
5) When repairing all the sinkholes, if the pipe is too damaged to repair and replacement is our only option. How would you like us to proceed.
The contract says repair. If we need to replace, then the contract will have to be updated with contracting officer
6) Would we be able to submit any change order to cover any additional costs if we discover that a replacement is needed and any fixing of the pipe is not possible?
Per the terms and conditions of the solicitation, all change orders must be routed to both 42 CONS/PKC Contracting Officer and the 42 CES Technical Monitor for consideration, coordination, and approval.
7) If fixing any cracked or broken underground drainpipe is a task within the sinkhole repair, what type of drainpipe is currently installed and what pipe will be preferred to replace it if needed (diameter and material)?
Currently the drain pipe is concrete. If replacement is needed, concrete piping will need to be placed
10 8) When we have fixed the sinkholes and the filling material is at grade, would hydro seeding work? Hydroseeding is acceptable
11 9) Is there a specific type of grass you require for the finished sinkholes? Bermuda
10) There are only 9 areas that will require the Thermoplastic Markings replaced, correct? Could we get a map with all locations marked properly.
Yes, there are 9 thermo plastic markings. I believe they are indicated on the updated drawings. They will be the entrance to taxiway alpha from the runway and the entrance and exit of alpha from the LZ, the entrance of beta from the runway and the entrance and exit of beta from the LZ, the entrance of charlie, delta, and echo from the runway near the south side of the runway.
11) What are the requirements or specifications for the Thermoplastic (thickness) and could you provide the dimensions needed (Length and Width).
Total would be approx 1050sy thickness is 90mil 2.3 mm
12) Can we get clarification on if the thermoplastic markings must be all one solid marking of could we place construct the markings by placing them in sections (Squares)?
This will need to be placed in one marking as is currently in the field.
13) Could you provide the specifics on the paint that will be used for repainting the apron and TACON symbols
(Type, material etc.)?
UFC 3-260-04, 100% acrylic polymer resin, high reflectivity, quick drying, abrasion resistance, and low VOC
14) As per the conversation at the site visit on 15 DEC 2025, everything on the west apron is no longer on the project scope, is this still the case?
Yes
17 15) If we drop everything on the west ramp as discussed, what will be the NEW duration of the project? The duration will stay 120 days.
16) Is there another gate on the back side of the airfield to gain direct access to the abandoned side so we don’t have to cross the runway?
No, you will have to check in and go through Base OPS.
1. Given the CMA will be active during work, how should we present barricades for the work area? Will the entirety of the Northeast ramp be able to be closed during the washing?
North east ramp will be closed during pressure washing and base ops has barricades for use
2. Given the low availability, cost incurred with, and limited number of certified installers of preformed thermoplastic, is it possible to change the scope for hold lines to paint?
No, thermoplastics are required for this installation
3. What are the fire mitigation requirements for working with infrared heaters or torches on the airfield when applying thermoplastic?
Further coordination with 42 CES Fire Department is needed. The answer for this question will be provided at a later date.
| 22 4. | Are backflow preventors required for fire hydrant hookups? Yes, backflow preventers are required by the airforce. |
| 23 5. | Confirm no stenciling is required on taxiway parking. Any current paint that is on the northeast ramp will need to be replaced. This includes parking locations, warning boxes and any lettering involved. |
| 24 6. | Confirm Type I or Type III glass beads for Yellow taxiway centerline. Type III |
| 25 7. | Please Add to drawings the Runway and Taxiway designations so we can see which hold lines are in scope. Please see below image |
8. Confirm that all markings replacements are confined to the pressure wash area, Hold Lines, and TACAN
Checkpoints.
That is correct.
27 9. Confirm all taxiway markings to be painted are inside the pressure wash area That is correct.
1. What is included in the yellow and blue highlighted areas on sheet C-3 that are called out for restriping? Can a detail be provided?
The yellow and blue areas on the drawings are types of edging for the runways, these markings are not applicable to this scope.
2. Sheet C-4 was said to be included in the amendment but was not. That may be the detail that is needed for the markings.
Tacan markings and thermoplastics were included on the same page in the updated drawings so C-4 is no longer needed.
30 3. Can details be provided for the stencil markings and warning box markings on the apron? Stenciling is not available from Base Ops.
4. What bead type is required for the markings (type 1 or type 3)? And will beads be required in all markings on the airfield (white, yellow, red)?
Markings are Type 3 and a submittal must be coordinated to obtain Government color requirement for designated locations.
5. Question 58 was answered as follows: Assume 54" pipe diameter. Pipes are to be patched. Can the govt confirm again where 54” pipe is located? The first site visit it was roughly determined that pipes are under 12” diameter or assumed to be smaller in diameter.
Per air force records, the pipes are noted as 54" diameter. However, these records are over 50 years old.
Could the government please confirm that the markings within the areas outlined in "green" on the drawing sheet will need to be repainted?
Only the tacan check points and the painting removed during pressure washing needs to be replaced.
Can the government confirm if the markings that are not within the pressure wash area will need any pavement preparation prior to repainting(such as washing), etc. ?
The only other painting is the tacan check points. These will not need to be pressure washed.
Could the government provide estimated square footage quantities for the thermoplastic markings that are required?
thermoplastics will be approx 1050sy
One statement states thermoplastic paints ARE allowed on taxiways, and the other statement says ARE NOT allowed. Please see attached photos for reference (UFC 3-1.3 and UFC 7-2). Can you confirm that thermoplastic paint is allowed on the taxiway
The hold lines will not be painted. The thermoplastic required for hold lines is in a sheet.
This only applies to the 9 hold lines on the taxiways. All other markings will be regular paint
Rev 2
