About this file
This document is a comprehensive Questions and Answers (Q&A) file for an airfield improvement project at Maxwell Air Force Base. The project involves multiple tasks including pressure washing pavements, repairing sinkholes, replacing thermoplastic markings, and repairing concrete pavement. Key project details include a 120-calendar day performance period starting in Spring 2026, with work confined primarily to the northeast ramp. Specific requirements include patching underground drainage pipes at sinkhole locations, using 54" RCP pipes, restriping existing flight paths, and applying new thermoplastic markings at specific taxiway locations. Contractors will need an airfield driving license, use fire hydrants for water sources, and follow specific specifications for concrete and marking materials. The project will require barricading work areas, seeding disturbed ground, and coordinating with base control tower for runway access.

Project is classified as a Request for Proposal (RFP) and it indicated as such on page 1, Block 2 of the SF1442; however, Block 13 is also checked requesting “Sealed Offers” be submitted by 1pm Central on December 10, 2025. Furthermore, there are no instructions to offers, evaluation criteria and the only FAR 15 clause noted is for 15.215-6, Place of Performance on page 20 of the RFP.
Refer to solicitation amendment 0001.
Page 1 of the SF1442 notes the Period of Performance will be 10 calendar days, as well as page 7 Line Item 0001, however on page 2, paragraph 3.01 of the Specifications, it states the “Contractor shall have 120 calendar days to complete the work.” Can you please clarify the Period of Performance (PoP)?
Typo, 120 days after NTP
Page 1, Block 13b notes an offer guarantee is not required, but considering the option of having a 120 day performance period and all the tasks required by the specifications, it is seems reasonable the overall cost of the project will exceed $35k which means, at a minimum, 52.228-13 Alternative Payment Protections for performance and payment should have been included in the RFP which in turn means a Bid Bond (Offer Guarantee) is also required.
Refer to block 12.a of solicitaiton Amendment.
Can you please provide a Magnitude for the project?
Refer to solicitation amendment 0001 for magnitude.
It’s noted clause 52.243-5 Changes and Changed Conditions is listed in the RFP, however, is there any chance FAR 52.249-10, Default (Fixed-Price Construction) could be added? I realize it falls under the Termination part of the FAR, but it also allows PoP extensions for unforeseeable causes therefore offering the Contractor the right to proceed without termination or charged with damages (LDs at $834.00 per day).
FAR 52.249-10 is N/A for this requirement.
The original site visit was set for December 3 at 1pm, but was apparently changed (amended) on December 1, but the amendment was only a note on the SAM posting and not an SF30 - or at least not posted - and the language states the "time for the site visit is not 1100am CST 03 December 2025". Alliant and Unity Construction arrived and were turned away. Question: since there are so many ambiguities, errors, and omissions (no EAL procesures posted) within the RFP, is it possible to hold another site visit for those who are outside of the local area?
Refer to solicitation amendment 0001.
One big question, because there is a lot of questions about different material specifications, it’s hard to get a final number quoted without all the questions answered. Is there any way to push the submission date back from the 10th of December to possible the following week?
Any little bit would help and be greatly appreciated.
Refer to solicitation amendment 0001.
