RFP FA3047-16-R-0007 Amendment 3 Questions and Answers Question 12: Can the proposal for the subject solicitation be hand-delivered on Monday Feb 15th which is a Federal Holiday? During what hours of operation can the base be accessed for the same purposes?

Answer 12: No, the Government offices will be closed on Monday, 15 Feb 16, in observance of a Federal Holiday. Hand delivery of proposals to 502 CONS/JBKCA can be made Monday – Friday between the hours of 7:30 a.m. (CST) – 4:30 p.m. (CST), exclusive of Federal Holidays up to the stated proposal due date and time listed in the combined synopsis/solicitation. Refer to Addendum to FAR 52.212-1(b)(2.0) for further instructions regarding hand-carried proposals.

Question 13: Please address PWS Part 5 which states that:

5.1.1.3 At no time will total run time exceed 12 hours or the total driving times exceed cumulative 11 hours for operator IAW DOT guidance.

However, according to the Federal Motor Carrier Safety Regulations (FMCSA) Handbook as prescribed by the US Department of Transportation FMCSA:

o § 395.1 Short-haul operations (iv)(B) A passenger-carrying commercial motor vehicle driver does not exceed 10 hours maximum driving time following 8 consecutive hours off duty

Answer 13: Attachment 3 – Performance Work Statement, Section 5.1.1.3., page 21, is amended as follows:

5.1.1.3. At no time will total run time exceed 12 hours or the total driving times exceed cumulative 10 hours for operator IAW DoT guidance.

Question 14: Will the Government provide the average time required for Short Trips?

Answer 14: No. See Attachment 1 – Schedule of Service Line Items and Delivery Information. Short trips are defined by mileage and not time.

Question 15: Will the Government provide the average time required for Medium Trips?

Answer 15: No. See Attachment 1 – Schedule of Service Line Items and Delivery Information. Short trips are defined by mileage and not time.

Question 16: Will the Government provide the average time required for Long Trips?

Answer 16: No. See Attachment 1 – Schedule of Service Line Items and Delivery Information. Long trips are defined by mileage and not time.

Question 17: Will the Government provide an estimate of the hours required to perform 2550 short trip runs?

Answer 17: No. See Attachment 1 – Schedule of Service Line Items and Delivery Information. Short trips are defined by mileage and not time.

Question 18: Will the Government provide an estimate of the hours required to perform 1326 medium trip runs?

Answer 18: No. See Attachment 1 – Schedule of Service Line Items and Delivery Information. Medium trips are defined by mileage and not time.

Question 19: Will the Government provide an estimate of the hours required to perform 1725 long trip runs?

Answer 19: No. See Attachment 1 – Schedule of Service Line Items and Delivery Information. Long trips are defined by mileage and not time.

Question 20: The Post Shuttle Services hours of 2,760 and Bus Services hours of 22,872 provided in the Appendix A does not appear to reconcile with the schedule data. Will the Government provide a description of what is included in each service hours estimate and the calculations used in its determination?

Answer 20: Attachment 1 – Schedule of Service Line Items and Delivery Information numbers may not exactly match those in Appendix A. The estimated quantities in the Attachment 1 – Schedule of Service Line Items and Delivery Information reflects the Government’s current estimated need where Appendix A provides a snapshot of historical data. The Post Shuttle Services hours of 2,760 and Bus Services hours of 22,872 provided in the Appendix A are based on historical workload data as described in the paragraph above the table in which these hours are contained.
