4.1. The method(s) of performance assessment for each acquisition performance objective is as follows:
ITEM # 1, Post Shuttle Services Performance Objective: Post shuttle bus arrives at designated stops on time (+/- 5 mins) IAW the Shuttle Bus Schedule (SBS) with the magnetic “Post Shuttle” sign displayed on the front and passenger load side of the bus.
Method of Surveillance: Random Sampling & Validated Customer Complaints Performance Threshold: No less than 96% on time arrivals per month and no more than two validated customer complaints for this service per month.
Procedures for Random Sampling Inspection: Monthly, the FAC will direct the amount of random sample inspections to be conducted each week. Each Friday, after the SBS has been sent to the Contractor, the COR will utilize an Excel automated random sample generating tool to randomly sort the SBS and select the required quantity of inspections from the randomized SBS (for 15 inspections, the first 15 routes will be used of the randomized results). The FAC will have the option to limit the random inspection times based on availability of the CORs (during weeks a COR is available for second shift hours, those hours will be included). However, if the COR is only scheduled to be on-duty from 0700 – 1600 hours on a week, the trips/stops outside those hours will not be included in the list to be randomized). Once the date and time are randomly provided, the COR will select one specific stop during that date/time to inspect and not repeat a stop unless all stops have been inspected (normally the number of inspections would not exceed the number of stops in a week of service). A copy of the selected date/time/stops to be inspected will be sent to the other CORs and the FAC prior to the start of the SBS. Using Attachment 1, JBSA-FSH Bus Services Contract Checklist, each inspection will be documented to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” for the bus stop(s) observed verifying whether the bus arrived on time (+/- 5 mins) IAW PWS Paragraph 5.1.1.5.. If a COR for any reason is unable to complete a scheduled inspection, an annotation will be made on the Attachment in the comment section indicating why the inspection was missed.
Procedures for Customer Complaints: In addition, due to the extremely low % of inspections possible in relation to the number of actual stops during the month the Contractor must also not receive more than two validated customer complaints relating to this PO during the month. CORs will investigate all complaints received from customers relating directly to this PO obtaining information from both the customer, witnesses (if applicable) and the contractor. The Contractor will have three duty days to provide a response for consideration by the FAC who will make the determination whether the complaint is validated. The COR will document all validated customer complaints using Attachment 1, JBSA-FSH Bus Services Contract Checklist.
Failing either inspection method constitutes a failure of this PO.
ITEM # 2, Scheduled/Changed/Add-on Bus Service Performance Objective: Buses arrive at designated pick-up location(s) on time (+/- 5 mins) IAW the Weekly Trip Schedule to include changes and add-ons.
Method of Surveillance: Random Sampling
Performance Threshold: No less than 98% on time arrivals per month.
Procedures for Random Sampling Inspection: Monthly, the FAC will direct the amount of random sample inspections to be conducted each week. Each Friday, after the WTS has been sent to the Contractor, the COR will utilize an Excel automated random sample generating tool to randomly sort the WTS and select the required quantity of inspections from the randomized WTS (for 40 inspections, the first 40 trips will be used from the randomized results). The FAC will have the option to limit the random inspection times based on availability of the CORs (during weeks a COR is available for second shift hours, those hours will be included. However, if the COR is only scheduled to be on-duty from 0700 – 1600 hours on a week, the trips/stops outside those hours will not be included in the list to be randomized). Once the trips have been randomly selected, the COR will schedule the inspection of the service based on the first scheduled pick-up location/time of the trip. A copy of the selected trips to be inspected will be sent to the other CORs and the FAC prior to the start of the WTS. Using Attachment 1, JBSA-FSH Bus Services Contract Checklist, each inspection will be documented to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” for the bus stop(s) observed verifying whether the bus arrived on time (+/- 5 mins) IAW PWS Paragraphs 5.1.1., 5.1.1.6., and 5.1.2.. Note: If a randomly selected trip is changed after the schedule is published, the changed run will still be inspected using the new date/time. If a randomly selected trip is cancelled, that inspection will be cancelled with no need to accomplish a make-up inspection.
ITEM # 3, Bus Inspections Performance Objective: Each bus in is fully operational and has the AF Form 1800 properly completed and on-board during use.
Method of Surveillance: Random Sampling
Performance Threshold: No more than two (2) deficiencies per month.
Procedures for Random Sampling Inspection: Monthly, the FAC will direct the amount of random sample inspections to be conducted each week. Each Friday, after the WTS and SBS have been sent to the Contractor, the COR will utilize an Excel automated random sample generating tool to randomly sort the combined SBS and WTS and select the required quantity of inspections from the randomized results (for 40 inspections, the first 40 trips/stops will be used from the randomized results). Once the trips/stops have been randomly selected, the COR will schedule the inspection of the service based on the first scheduled pick-up location/time of the trip from the WTS or the specific date/time of the stop from the SBS. A copy of the selected trips/stops to be inspected will be sent to the other CORs and the FAC prior to the start of the WTS/SBS. Using Attachment 1, JBSA-FSH Bus Services Contract Checklist, each inspection will be documented to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” verifying whether the bus was fully operational and that the AF Form 1800 was properly completed and on-board the bus during use IAW PWS Paragraphs 5.4.1.1., 5.4.1.2., 5.4.3., and 5.4.5.. Note: If a randomly selected trip is changed after the schedule is published, the changed run will still be inspected using the new date/time. If a randomly selected trip is cancelled, that inspection will be cancelled with no need to accomplish a make-up inspection. If a COR for any reason is unable to complete a scheduled inspection, an annotation will be made on the Attachment in the comment section indicating why the inspection was missed.
ITEM # 4 Vehicle Operations Performance Objective: The contractor utilizes emergency flashers during the loading/unloading process, wears a seat belt at all times during motion, assist in safe and orderly passenger embarkation and debarkation of buses and ensures passengers are properly seated during transport.
Method of Surveillance: Random Sampling Performance Threshold: No more than one (1) deficiency per month.
Procedures for Inspection: The COR will utilize the selected trips/stops from the automated random sample generated results from POs 1 & 2 above to evaluate this PO in conjunction with those inspections. A copy of the selected trips/stops to be inspected will be sent to the other CORs and the FAC prior to the start of the WTS/SBS. The COR will utilize Attachment 1, JBSA-FSH Bus Services Contract Checklist to document the periodic inspection of services to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” for the particular vehicle operations activity observed IAW PWS Paragraph 5.2.1.. Note: If a randomly selected trip is changed after the schedule is published, the changed run will still be inspected using the new date/time. If a randomly selected trip is cancelled, that inspection will be cancelled with no need to accomplish a make-up inspection. If a COR, for any reason, is unable to complete a scheduled inspection, an annotation will be made on the Attachment in the comment section indicating why the inspection was missed.
ITEM # 5, Cleanliness Performance Objective: All buses are kept clean at all times.
Method of Surveillance: Random Sampling Performance Threshold: No more than two (2) deficiencies per month.
Once the trips have been randomly selected, the COR will schedule the inspection of the service based on the first scheduled pick-up location/time of the trip from the WTS or the specific date/time of the stop from the SBS. A copy of the selected trips/stops to be inspected will be sent to the other CORs and the FAC prior to the start of the WTS/SBS. Using Attachment 1, JBSA-FSH Bus Services Contract Checklist, each inspection will be documented to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” verifying whether the bus interior and exterior clean IAW PWS Paragraphs 5.4.2. and 5.4.4.. The COR will use reasonable judgment concerning the cleanliness of the exterior based on weather in the past 24 hours as well as JBSA directed restrictions/availability of government vehicle wash facilities.

Once the trips have been randomly selected, a copy of the selected trips/stops to be inspected will be sent to the other CORs and the FAC prior to the start of the WTS/SBS. Using Attachment 1, JBSA-FSH Bus Services Contract Checklist, each inspection will be documented to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” verifying the required data was accurately and timely loaded into OLVIMS. The COR will wait a minimum of 24 hours (one duty day) after the trip/shuttle route was completed to conduct the inspection to ensure compliance IAW PWS Paragraph 5.3.2.3.. Note: If a randomly selected trip is changed after the schedule is published, the changed run will still be inspected using the new date/time. If a randomly selected trip is cancelled, that inspection will still be conducted to ensure the run in entered into OLVIMS as a cancelled run.
ITEM # 7, Data Requirements Performance Objective: The contractor provides accurate and timely data reports as required by the PWS.
Method of Surveillance: 100% Inspection
Performance Threshold: Contractor shall not have any more than two (2) deficiencies per month.
Procedures for Inspection: At the beginning of the month, the COR will identify all required reports/deliverables required for that month and document each on Attachment 1 with the date/time required. The COR will utilize Attachment 1, JBSA-FSH Bus Services Contract Checklist to document 100% inspection of services to verify the contractor is meeting this performance objective within the acceptable threshold by indicating “acceptable” or “unacceptable” for the accuracy of information and timeliness of reports provided to the government IAW PWS Paragraphs 5.3.3., 5.3.4., and 5.3.5..
