RFP FA3047-16-R-0007 Amendment 2 Questions and Answers Question 5: In the Amendment 1 response number 3, I was unable to find paragraph (a) of the Addendum to FAR 52.212-2 and the FBO Posting, General Information, under "Set Aside." To clarify my earlier question, does this procurement require a small business set aside or goal for this particular contract? In conducting some background research, we found the current contractor is SBA certified, HUBZone and 8(a) participant.
Answer 5: See Answer #3, Amendment 1 which directs the reader to the Set Aside status of this contract.
Question 6: Section 4.6.-4.7. (Insurance): In order to provide a fair quote for this contract, I would like the “True Value” of the 20 busses to be assigned to the contractor. 4.6. Insurance. The contractor shall be required to carry minimum insurance limits under this contract IAW FAR 28.306(a)(3) when doing work on a Government installation. See Schedule of Insurance. 4.7. The contractor shall be financially liable for bus damages and repairs beyond normal wear and tear while the buses are assigned and under the contractor’s control, per local JBSA policy, DoDD, AFI and FAR guidance.
Answer 6: Total Value is $3,405,706 (New as of Dec 11) as derived by adding the Unit Acquisition Costs of each vehicle listed on Attachment 3a – PWS Attachment 1, Government Furnished Vehicles.
Question 7: When an assigned Bus is in maintenance, the government provides the contractor with a loaner Bus that is NOT covered by the contractor’s insurance. That means, the contractor is left shouldering the risk in an unbalanced situation. In the event of an accident, regardless of fault, will the government’s self-insured policy cover the contractor, including any/all damages sustained as a result of an incident for which a loaner Bus was provided on behalf of the government and without consent of the contractor while the assigned Bus is in maintenance...?
Answer 7: The Government provides a replacement bus which keeps the buses available to the contractor at the same quantity. Contractor is expected to obtain insurance coverage on any vehicle they operate in the performance of this contract. It is up each Contractor to determine the nature and type of policy required to meet the requirement.
Question 8: Section 3.4.4. (Vehicles): In order to provide a fair quote for this contract, I would like the “True Value” of the 7-15 Vans to be assigned to the contractor. 3.4.4. Vehicles. 3.4.4.1. The Government will provide the contractor 20 buses or vans, listed in Attachment 1, GFVs for use in the performance of the contract. The Government may, at its option authorize the use of 7-15 passenger vans to support low passenger shuttle (under 15 passengers) routes listed on the SBS. When utilized, the contractor shall sign out the van(s) for the specific run(s) and return to Dispatch upon completion of the run(s).
Answer 8: 7-15 Passenger vans will not be assigned, but may be issued short term for a run in-lieu of a bus as stated in the PWS. Average estimated cost per 15-passenger van is $25,684 and average estimated cost per 7-passenger van is $18,000.
Question 9: When an assigned Van is in maintenance, the government provides the contractor with a loaner Van that is NOT covered by the contractor’s insurance. That means, the contractor is left shouldering the risk in an unbalanced situation. In the event of an accident, regardless of fault, will the government’s self-insured policy cover the contractor, including any/all damages sustained as a result of an incident for which a loaner Van was provided on behalf of the government and without consent of the contractor while the assigned Van is in maintenance...?
Answer 9: See Answer 8 above, vans are not assigned, but may be issued short term for a single run/trip based on low passenger count. Total amount of assigned vehicles will not change.
Question 10: Section 1.9 (Hours of Operation) is unclear. 1.9. Hours of Operation. The contractor is responsible for conducting business, to include onsite dispatch services, between the hours of 0300 – 2000 (3AM – 8PM CST) Mondays (if Monday is an observed holiday, Tuesday workday begins at 0300 (3AM CST)) and 0430 – 2000 (4:30AM – 8PM CST) Tuesday – Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. What does this mean...0300 and 0430?

Question 11: Section 3.4.1.1. (Computers and Peripherals) is not realistic. 3.4.1.1. The Government will provide the contractor with one desktop computer system (CPU, monitor, and laser printer) and one lap top computer. Given the number reporting deliverables, scheduling, and other responsibilities of dispatcher personnel, one desktop computer system is not enough. Will the government provide an additional desktop computer system and laptop to ensure that all deliverables and essential functions are met...?
Answer 11: No. The Government will furnish the stated number of computers and peripherals only. Any additional equipment may be provided by the contractor, at its expense, but shall not be allowed to connect to the government provided Local Area Network (LAN).
