About this file
This is a Questions and Answers document for RFQ FA303026Q0038 regarding the procurement of an ALEX Patient Simulator for the Fire Academy at Goodfellow AFB.
The Fire Academy seeks to procure three ALEX patient simulator units with a preference for the ALEX Gen AI Lite (model 101-7130), though the ALEX Gen AI Plus (model 101-7140) is acceptable if priced comparably. The solicitation identifies multiple salient characteristics including airway management, intubation/BVM, CPR, physical assessment, virtual AED/pacing, and 12-lead ECG capabilities. However, the Fire Academy clarified that not all listed capabilities are mandatory requirements; rather, proposals fitting closest to a majority of the requirements are acceptable. Specific requirements noted include tracheostomy care, suctioning, reactive pupils and eyelids, full joint articulation, cervical spine mobility, and synthetic data/PHI-PII compliance. The Fire Academy specified that all three simulators must be light skin tone and requires delivery to Goodfellow AFB within 30 calendar days of contract award, with at minimum a delivery window notification within that timeframe. For ECG/defibrillation compatibility requirements, the simulator need only demonstrate compatibility with external equipment rather than include integrated capabilities, as the academy will procure preferred external equipment separately.

Questions and Answers - ALEX Patient Simulator RFQ FA303026Q0038
1. Question: The ALEX Gen AI Plus appears to meet many of the requirements, including airway management, intubation/BVM, CPR, physical assessment, and Virtual AED/Pacing
& 12-Lead ECG.
However, the manufacturer could not confirm whether the following requirements are supported:
Tracheostomy care Suctioning Reactive pupils and eyelids Full articulation of major joints Cervical spine mobility The specific requirements regarding synthetic data and PHI/PII
Could you please confirm whether all of these capabilities are mandatory requirements for technical acceptance, or if some are preferred capabilities?
Answer: The Fire Academy is looking for a trainer that fits closest to a majority of the requirements on the list. We understand finding a trainer that fits every single requirement might not be feasible.
2. Question: Also, could you please confirm whether the ALEX Gen AI Plus would be acceptable?
Answer: The Fire Academy is looking for the Alex Gen AI Lite (101-7130). Unless the Alex
Gen AI Plus (101- 7140) is in a similar price range.
3. Question: ALEX Gen AI Plus Configuration
The solicitation identifies the required system as the ALEX Gen AI platform. Would the
ALEX Gen AI Plus configuration be acceptable, provided that it meets all of the stated
Salient Characteristics?
Answer: The Fire Academy is looking for the Alex Gen AI Lite (101-7130). Unless the Alex
Gen AI Plus (101- 7140) is in a similar price range.
4. Question: Skin Tone
The solicitation does not specify a required skin tone. Would either manufacturer-available skin tone be acceptable for the three units – Light or Medium?
Answer: Light Skin Tone
5. Question: 30-Day Delivery Requirement
The solicitation states that all items must be delivered no later than 30 days after contract award. Please confirm that this means all three simulators must be physically delivered to the specified Goodfellow AFB delivery location within 30 calendar days of award.
Answer: 30-day delivery would be highly preferred, or at least a notification of a delivery window within 30 days. We do not want to wait months for a delivery.
6. Question: Salient Characteristics
Are all capabilities listed in Salient Characteristics intended to be mandatory technical requirements for determining technical acceptability?
Answer: The Fire Academy is looking for a trainer that fits closest to a majority of the requirements on the list. We understand finding a trainer that fits every single requirement might not be feasible.
7. Question: ECG/Defibrillation Requirement
For the requirement concerning compatibility with real ECG monitors and defibrillators for virtual pacing, cardioversion, and AED operations, should the proposed simulator include these capabilities directly, or is compatibility with external equipment sufficient?
Answer: Compatibility with external equipment is fine. The academy will have the ability to procure a preferred external piece of equipment to work with the new trainer on its own.
