About this file

This is an Instructions to Offerors document for a federal solicitation involving patient simulators. The solicitation establishes a question submission deadline of Thursday, 20 August 2026 by 1:00 PM Central Daylight Time for inquiries directed to the Contract Specialist and Contracting Officer.

Quotes must not exceed five pages and must include company legal name, Unique Entity Identifier (UEI), CAGE Code, Enterprise Contract Number (if applicable), small business status and applicable categories, company point of contact with email and phone number, a statement confirming understanding of Statement of Work (SOW) requirements and ability to meet performance standards, and a statement indicating whether the company takes any exceptions to Government requirements or contract terms and conditions. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis using two evaluation factors: Factor 1 (Price) ranks offerors from lowest to highest based on Total Evaluated Price (TEP) calculated by totaling all Contract Line Item Numbers (CLINs); Factor 2 (Technical) evaluates each quote as either Acceptable or Not Acceptable based on a criteria checklist requiring contractors to verify and document that all deliverable patient simulators strictly conform to exact brand name specifications and to include documentation proving that the product reflects all Government-requested items compliant to the attached Statement of Objectives (SOO). Failure to meet any technical criteria results in a Not Technically Acceptable rating and removal from further consideration.

QUESTIONS AND ANSWERS:

Questions must be submitted formally to Contract Specialist and Contracting Officer no later than Thursday, 20 August 2026 by 1:00 PM Central Daylights Time.

QUOTE SUBMISSION REQUIREMENTS:

Quotes must not exceed five (5) pages in total. Pages beyond this limit will not be considered.

Quotes must include:

• Company legal name, Unique Entity Identifier (UEI), and CAGE Code

• Enterprise Contract Number (if applicable)

• Small Business status and applicable categories, as appropriate

• Company point of contact, with email and phone number

• A statement that your company understands the requirements specified in the SOW and will meet the performance standards and requirements set forth therein.

• A statement indicating whether your company takes any exceptions to the Government’s requirements or to the terms and conditions of the resulting contract.

EVALUATION CRITERIA

The Government will award a contract resulting from this solicitation to the most responsible offeror whose offer, conforming to the solicitation, is found to be most advantageous to the Government. The following two factors will be used to evaluate offers:

Factor 1: Price

The offeror's price quote will be evaluated for award purposes based on the total price for all Contract Line Item Numbers (CLINs). The Government will review overall quoted pricing and rank offerors from lowest to highest based on Total Evaluated Price (TEP), calculated by totaling all CLINs. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

Factor 2: Technical

Each quote will be evaluated on an Acceptable or Not Acceptable basis. “Acceptable” means the quote clearly meets all minimum requirements of the solicitation; “Not Acceptable” means the quote does not clearly meet the minimum requirements. The quote must clearly demonstrate that all requirements in Salient Characteristics and Statement of Objectives (SOO) attachments will be met. Failure to meet any of the technical criteria below will result in a rating of Not Technically Acceptable and removal from further consideration.

The following criteria checklist will be used to determine technical acceptability:

Technical Criteria Yes No

1. The contractor shall verify and document that all deliverable patient simulators strictly conform to the exact brand name specifications.

2. Vendors shall include documentation that provide proof that the product reflects all Government requested items compliant to the attached SOO.
